Culture and cultural diplomacy of the European Union – the example of the Creative Europe Programme. A political science analysis ; Kultura i dyplomacja kulturalna Unii Europejskiej na przykładzie Programu "Kreatywna Europa". Analiza politologiczna
The intention of the author of this paper is to present a scientific analysis of the influence of culture and the cultural diplomacy of the European Union on the animation and stimulation of Europe's integration process, which is in a constant state of perturbation and lack of stability. It examines the problem-related approach to the European Union's change and development strategy, including the "Europe 2020" strategy for smart, sustainable and inclusive growth, which envisages the implementation of many new communal initiatives and practical solutions introduced by the European Union, including ones that concern both the cultural sector and the creative and audiovisual sector. The European Union, from 2020 onwards, intends to be ready to reach a high level of employment and efficiency, and a higher level of social integration. To enable this, the European Union must ensure attractive framework conditions for innovation and creativity. In that respect, the cultural sector and the creative and audiovisual sector are the source of groundbreaking ideas which may develop into products and services that could contribute to economic growth and job creation, thereby fighting the crisis and social problems. The economic and social crisis in Europe has also been influencing the world of culture. Zamierzeniem autorki niniejszego artykułu jest naukowa analiza wpływu kultury i dyplomacji kulturalnej Unii Europejskiej na pobudzanie i stymulowanie procesu integracji Europy, który pozostaje dziś w nieustannym zaburzeniu i braku stabilności. Chodzi tu o problemowe podejście do unijnych strategii zmiany i rozwoju, w tym strategii "Europa 2020" - na rzecz inteligentnego i zrównoważonego rozwoju sprzyjającego włączeniu społecznemu, które zakładają realizację wielu nowych unijnych wspólnotowych inicjatyw i rozwiązań praktycznych, także tych dotyczących sektora kultury oraz sektora kreatywnego i audiowizualnego. Unia Europejska po roku 2020 zamierza być gotowa do osiągnięcia wysokiego stopnia zatrudnienia i wydajności oraz większej spójności społecznej. Aby to było realne Unia musi zapewnić bardziej atrakcyjne warunki ramowe dla innowacji i kreatywności. Pod tym względem sektor kultury oraz sektor kreatywny i audiowizualny są źródłem nowatorskich pomysłów, które mogą zamienić się w produkty i usługi przyczyniające się do wzrostu gospodarczego i tworzenia miejsc pracy, pomagając stawić czoła kryzysowi i problemom społecznym. Kryzys gospodarczy i społeczny w Europie rozprzestrzenia się również na świat kultury. The European Political Community: A Polish perspective

This article seeks to investigate the birth and evolution of the European Political Community – a pan-European multilateral coordination format that has emerged at the initiative of France and in reaction to the Russian full-scale military aggression in Ukraine. The analysis draws on official speeches, think-tank briefs, and the Author's participatory observation conducted during international expert meetings held in early 2023. It is argued that the EPC is still a "moving target" in the early stage of development, where both its objectives and structure are not yet fully defined. From a Polish perspective, it has so far sent a key strategic message to Russia and can serve as a vehicle to re-engage with the United Kingdom or Turkey. But it should not be used as yet another ENP-style waiting room for candidates seeking EU membership.
Polish Political Parties towards the Citizen Legislative Initiative
Political parties are the key element of the representative formula of democratic system. The aim of the paper is to show parties' attitudes towards the citizen legislative initiative, being an institution of direct democracy. The analysis was carried out with the inclusion of the following three levels of party activity: conceptional, programme-related and functional. Both on the conceptional and programme-related levels there is a lack of reflexion and – in consequence – hardly any debate held on the essence of the institution of citizen legislative initiative, its significance and consequences with regard to the socio-political system. This results in an almost mechanical acceptance of concrete legal solutions, which – at the next stage, i.e., that of realization of these records – ends in an escape from the problem (here: prolonging works of Parliament or an instrumental making use of citizens' activity).Both ruling parties and those in the Opposition – despite obvious differences in the approach towards institutions of direct democracy – are joined by an axiologically justified dislike of strengthening these forms of citizens' engagement, which diminish the area of representative democracy.

Law and Lawyers vs "Political Turn" and the "Return of Political Philosophy" ; Prawo i prawnicy wobec "zwrotu politycznego" i "powrotu filozofii politycznej"
The title of the article refers to P. Manent's essay, describing "the return of political philosophy". Using the distinction between science and art, suggested by thinkers such as J.S. Mill, an analysis was made of the possible responses of legal theory to the so-called "political turn" in social sciences and humanities. Attempts were made to show that transplanting such terms as "politics", "the political", "polity" (in the text they function under more theoretically neutral term: "politicalness") into the field of legal discourse leads to the rejection of the so far dominant (referring to the ideal of Ch. Montesquieu) image of the activity of lawyers as "artisans" practicing the art of law and to replacing it with the image of a lawyer-artists or lawyer-scientist. ; Tytuł artykułu nawiązuje do eseju P. Manenta, opisującego "powrót filozofii politycznej". Korzystając z rozróżnienia między nauką a sztuką, zaproponowanego przez J.S. Milla, dokonano analizy możliwych reakcji prawników i teorii prawa na wyraźny "zwrot polityczny" w naukach społecznych i humanistycznych. Starano się wykazać, że przeszczepienie takich terminów jak "polityka" i "polityczność" na grunt nauk prawnych prowadzi do odrzucenia dominującego dotąd (nawiązującego do ideału K. Monteskiusza) wyobrażenia działalności prawników jako "rzemieślników" uprawiających sztukę prawniczą oraz do zastąpienia go wyobrażeniem prawnika-artysty lub prawnika-naukowca.

The theoretical deliberations presented in the article are based on the research achivements of the new political economy (NPE). The author argue that the federal jurisdiction when the administration have the power to tax is the nearest to the nondiscriminatory politics. ; Celem opracowania jest analiza decentralizacji struktury politycznej pod kątem osłabienia ekonomicznych "bodźców" wpływu zorganizowanych interesów na proces podziału i redystrybucji zasobów społecznych. Teoretyczne rozważania zaprezentowane w artykule, są oparte na dorobku nowej ekonomii politycznej. Autor dowodzi, że rozwiązania oparte na jurysdykcji federalnej, gdzie administracja dysponuje prawem nakładania podatków są najbliższe pro-społecznej polityce powszechności podziału.

The main purpose of the article is to present the evolution of legal regulations regarding national minorities in Ukraine, the structure of these minorities and the dynamics of demographic change. The authors analyzed the geographical distribution as well as the political, cultural and educational activity of the most numerous national minorities. They presented the main reasons for the increase or decrease in the size of the largest national groups. The political and legal foundations of minority activities, the specificity of the organization of their educational institutions, national-cultural associations and ethnic parties were analyzed. Particular attention was paid to the problematic provisions of the new Education Act (2017), which reduced the status of languages of national minorities in education and led to the deterioration of relations with individual countries with which minorities are associated. The authors discussed the most severe problems in bilateral relations arising from Ukraine's policy towards minorities and some ideas on how to solve them. The main methods of improving nationality policy in contemporary Ukraine were also presented.
Political activities of Polish citizens in terms of evolving socio-political attitudes related to the transformation of the political system ; Aktywność polityczna Polaków w świetle ewolucji postaw społeczno-politycznych związanych z przeobrażeniem systemu politycznego
The article analyses the political attitudes and behaviours of the citizens, and describes the content and dynamics of the changes occurring due to the evolution of the Polish political system. The analysis of political participation by Polish citizens is presented in relation to the theoretical construct of social attitudes as a foundation of democracy, as proposed by Dahl. In the context of society's approach to democracy and trust in institutions, a comparative analysis has been presented of voter participation in subsequent parliamentary and local elections. The process of creating a civil society, including the various forms of participation in non-governmental organisations, has been presented in relation to attitudes such as cooperation, social trust and care for the common good.In order to illustrate the egocentric and particularistic attitudes, the activities of citizens involved in the politics of protest have been analysed. Recent years have seen a number of demonstrations; symbolic in nature and testimony to certain principles, which have been used here as material for the analysis of the ideological approach to political problems.To sum up the problem of political participation of Polish citizens, it can be said that the dynamics of the forms and content of political participation indicates a growing involvement of citizens in the governance process, which definitely makes a positive contribution to the development of democracy. It must be noted, however, that the political activity of a large part of society has not been motivated by pro-democratic attitudes. The high diversification, disparity and instability of attitudes translate into the forms and content of political participation. ; Artykuł zawiera analizę postaw i zachowań politycznych obywateli, opis ich treści i dynamiki zmian zachodzących pod wpływem ewolucji polskiego systemu politycznego. Analizę partycypacji politycznej Polaków przedstawiono w odniesieniu do teoretycznego konstruktu postaw społecznych leżących u podstaw demokracji, zaproponowanego przez R. Dahla. W kontekście stosunku społeczeństwa do demokracji i zaufania do instytucji przedstawiono analizę porównawczą partycypacji wyborczej w kolejnych wyborach parlamentarnych i samorządowych.
