The article summarizes the results of the lexical studies of the Belarusian business monuments from the middle 16th to 18th centuries. The studies found the following results: 1)lexical units noted in business monuments of different genres can be divided into eight large thematic groups (legal, social and political, clerical, economic, household, professional and industrial, natural science vocabularies, and vocabulary that characterizes a person physically, mentally, and intellectually); religious, military, medical vocabularies, and lexical units from other spheres are represented to a lesser extent; polyfunctional vocabulary is highlighted separately; 2)taking into account the materials of the "Histaryčny sloŭnik bielaruskaj movy" ("Historical Dictionary of the Belarusian Language"), some innovations are determined, namely a) lexical units that were fixed in business writing during the specified period for the first time, b) previously known lexical units that implemented new meaning / new meanings in business writing during the specified period; 3) the dominance of certain thematic groups or their subgroups in each specific monument depends on its genre; 4) by style, one can distinguish lexemes, which were fixed in monuments of a) business content, b) business and secular-artistic content, c) business and religious content, d) business, religious and secular-artistic content during the period from the middle 16th to 18th centuries; 5) the extremely wide representation of Latinisms, the penetration and consolidation of which was influenced by extra- and intralinguistic factors, is a characteristic feature of the business writing vocabulary of the specified period. The results of the research will be important for the preparation and creation of scientific and theoretical works devoted to the evolution of the lexical system of the Belarusian language in general and its stylistic and genre varieties, in particular, to the characteristics of the vocabulary features of different Old Belarusian monuments; when compiling special lexicographic reference books, for example, a consolidated dictionary of business texts of a specific chronological section / local fixation / specific genre, etc. ; У статті узагальнено деякі результати вивчення словникового запасу старобілоруської ділової писемності середини XVI – XVIII ст. щодо його тематичної характеристики, поповнення, стилістичного та жанрового розподілу, представлення в ньому слів іншомовного (латинського) походження; також запропоновано напрямки для подальшого використання результатів дослідження.

The purpose of the publication is to clarify the relationship between the Ukrainian state center and the city authorities of Gomel in the context of the accession of the Gomel region to the Ukrainian state. This issue is also important for studying the general experience of the city administration, as well as for the reconstruction of regional history, as Gomel demonstrated the case of the longest retention of elected city government in Belarus after October. According to the agreement of January 27 (February 9) 1918 between the UPR on the one hand and Germany, Turkey, Austria-Hungary and Bulgaria – on the other the southern districts of Grodno, Minsk and Mogilev provinces of the former North-Western region with ethnic Belarusian population were annexed. Ukraine and included in the process of Ukrainian state building. Gomel, the largest industrial and transport center on the Belarusian-Ukrainian-Russian border, also became part of Ukraine. In the conditions of establishment of structures of the Ukrainian state management and administration in Gomel district the activity of zemstvo-city self-government which party structure and state-political orientations were formed after February, 1917 and remained during short (from December, 1917 to the end of February, 1918) domination in the city of the Bolsheviks. The problem of the relationship between the hetman's government and local authorities in the annexed territories has not yet found its special study. The author of this text had to consider some institutional and personal aspects of the functioning of the Ukrainian authorities in the annexed Belarusian counties, as well as the issue of state identification of the Gomel Directory. The factual and institutional aspect of the topic was reflected in a thorough reference book on various government agencies in Belarus during the military-revolutionary period of 1917–1920. The guarantee and enforcement of this right is a prelude to the guarantee and enforcement of other instances of human rights. The right to education was initially recognized as a general and flexible principle that had no clear and binding legal obligations under the Universal Declaration of Human Rights. Due to the fundamental differences that existed in the legal-political systems of governments, the development and strengthening of this right was entrusted to regional and domestic legal systems. Materials and Methods: In this study with analytical-descriptive method, first the concept of citizenship and the importance of education will be discussed. After determining the status of this variable, the objectives of the educational process and the concept of "right to education" will be considered to explain more precisely the general framework of the main issue of the present study. In the third step, the teaching of democracy, tolerance and tolerance as the main criteria for promoting democratic citizenship will be discussed. Ethical Considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed. Findings: Within the framework of the right to empowerment, education is a mechanism by which individuals can acquire the tools necessary for full participation in society. Education plays a very important role in empowering the vulnerable, promoting human rights and democracy, providing the necessary conditions for sustainable development, and so on. As a result, education is considered as one of the best materials and spiritual investments that a government can make for the development, progress and welfare of its citizens. Conclusion: Developments in the right to education and implementation and its guarantee within the framework of the doctrine of democratic citizenship and, consequently, its relationship with the development and strengthening of the concept of rule of law and its constituent elements can in the process of educating citizens committed to democracy and creating a legal-political system. The article attempts to consider the political and legal crisis that has been going on in Belarus for almost a year, in the context of the relationship between its causes and the quality of public administration. To this end, the authors identify modern approaches to understanding good governance. The indicators of management quality developed by authoritative international structures are indicated, on the basis of which it is possible not only to give an objective assessment of the quality of management in Belarus, but also to identify the most problematic positions. As shown in the paper, the main disadvantage of the quality of governance in Belarus is its authoritarian nature, which is manifested in the disregard for people's opinions and accountability. The process of gradual establishment of an authoritarian regime in the republic by means of the analysis of the chronology of the social and political events that took place in the republic during the last decades is clearly shown. In the final part of the work, the author draws attention to the factors that give stability to those regimes that can be attributed to information autocracies. In particular, it is the existence of state property and control over it as an instrument of power retention. The issue of its effectiveness (for example, state-owned enterprises) is not a priority for the country's leadership. The next factor is the presence of control over the political influence of deputies, checking the loyalty of people's deputies. In the system of government formed in Belarus, all elected officials, from village council deputies to parliament, are rigorously selected for their loyalty and lack of ambition. After that, they easily move from the vertical to the representative bodies (and back), occupying leadership positions in structures that mimic civil society. Backgrounds and Aims: Using Geographical Information System (GIS) can decreases the burden of road traffic injuries effectively by identification of hot spot to modification in hazardous areas. The aim of the study was determining geographical distribution of human risk factors associated with road traffic injuries by using Geographical Information System (GIS) in Iran. Materials and Methods: The national database of road traffic injuries registered by the Iranian traffic Police (Rahvar NAJA) was used. The human risk factors were investigated by recognition of the hazardous points and geographical distribution of associated risk factors. The Hot Spot Analysis and Map clustering approaches were employed to meet the objectives. Results: The mean age of injured subjects was 34 years and the most affected age group was 20-39 years. Death and injury occurrence within out of cities ways were 0.3 % and 28% respectively. Geographical distribution of risk factors also showed that roads of Northern provinces i.e. (Gilaan and Mazandaran) were the hazardous rising as well as Qazvin to Rasht and Qom to Tehran roads. Sistan and Balochestan Provinces and Tehran had the highest (4.8%) and the lowest (0.1%) rates of road traffic injuries leading to death in the country. Conclusions: Northern provinces and its leading axes by hazardous rising and Sistan and Balochestan province with fatal injuries need to identify the cause of injuries' and, if necessary, more tighten regulations and more controls by the traffic police must be applied. سابقه و هدف: تصمیم‌گیری چه در زندگی شخصی و اجتماعی، چه در زندگی سازمانی بسیار حائز اهمیت است. نظام ارزشی و باورها و تفکرات تصمیم‌گیران از مهم‌ترین عوامل تأثیرگذار بر فرایند تصمیم‌گیری محسوب می‌شود. از آنجایی که نظام ارزشی در دین اسلام، جامعیت بسیاری دارد، در این پژوهش، به بررسی فرایند تصمیم‌گیری مدیران حوزه‌ی سلامت بر پایه‌ی ارزش‌ها و مبانی اخلاقی از دیدگاه اسلام پرداخته شده است. روش کار: این پژوهش ازنوع تحلیل محتوا است و در ذیل تحقیقات غیرآزمایشی یا توصیفی دسته‌بندی می‌شود. در مطالعه‌ی حاضر، اسناد و منابع اسلامی، از جمله قرآن کریم، نهج‌البلاغه، غررالحکم و دررالکلم، الکافی، الحیاه و همچنین کتب و مقالات مرتبط با این موضوع بررسی شد. در این پژوهش همه‌ی موارد اخلاقی رعایت شده است. علاوه‌براین، نویسندگان مقاله هیچ‌گونه تضاد منافعی گزارش نکرده‌اند. یافته‌ها: در این پژوهش، سه مرحله‌ی کلی برای فرایند تصمیم‌گیری مدیران حوزه‌ی سلامت بر اساس آموزه‌های قرآن کریم استنباط شد که عبارت است از مراحل اتخاذ تصمیم، اجرای تصمیم و اتکال به خداوند متعال. برای تبیین دقیق‌تر هر یک از مراحل ذکرشده، مجموعه‌یی از شاخصه‌های مشخص و تفسیرپذیر که حاصل کاوش در سه منبع اصلی مطالعات اسلامی یعنی قرآن کریم، سنت پیغمبر اسلام (ص) و سیره‌ی ائمه معصومین است، استخراج؛ و هر یک تفسیر شد. نتیجه‌گیری: هر مدیری در حوزه‌ی سلامت، یا هر فرد عادی مسلمان، در فرایند تصمیم‌گیری خویش، می‌تواند علاوه بر استفاده از علم تصمیم‌گیری، شاخصه‌های اسلامی استخراج شده در این پژوهش را برای مراحل سه‌گانه‌ی تصمیم‌گیری به کار گیرد و در نهایت نیز با اتکال به خداوند متعال، با روحیهیی قوی، فرایند تصمیم‌گیری خود را به پایان برساند. بدین طریق علاوه بر کسب توفیق در تصمیم‌گیری، رضایت خالق متعال را نیز در تک تک مراحل تصمیم‌گیری، همراه خود احساس نماید. استناد مقاله به این صورت است: Mousavi Kashi Z, Pourmohammadi Roudsari R, Jafari H, Sayad A, Movafagh A. One of the most key factors influencing the decision making process is the value system as well as the beliefs and thoughts of decision-makers. Since the value system in Islam is fully comprehensiveness, in this research, the health managers' decision-making process on the basis of the values and ethical principles from the Islamic point of view is examined. Method: 'Content analysis' is used in this study which falls into the category of non-experimental or descriptive research. The Islamic references and sources such as "Holy Quran", "Nah al-balagha", "Ghorar al-hekam & Dorar al-kalem", "Al-kafi", "Al-hayat" and also a number of related books and papers were investigated in this study. All ethical issues were observed in this research and the researchers declared no conflict of interests. Results: In this research, three general steps were taken for the health managers' decision-making process based on the teachings of the Holy Quran, which included "decision-making", "decision implementation" and "reliance on God". In order to accurately explain the steps above, a number of distinct and interpretable indices, derived from three main sources of Islamic studies, namely the "Holy Qur'an", "the Prophet's Sunnah", and "the life-method of infallible Imams", were extracted, explained and interpreted. Conclusion: Any health manager or any ordinary Muslim can use the Islamic factors extracted in this research beside the science of decision-making for the triple stages of decision-making in his decision-making process and finally can complete his decision-making process relying on Almighty Allah, with an indomitable spirit. زمینه و هدف: کمبود مواد غذایی، تغییرات اقلیمی و دیگر عوامل سبب شده تا تولید گیاهان تغییر شکل‌یافته ژنتیکی (محصولات تراریخته) از دهه 90 میلادی مورد توجه قرار گیرد. تولید این گیاهان همان‌گونه که موجب امیدواری در رفع گرسنگی بود، به دلیل تأثیر احتمالی بر محیط زیست موج نگرانی را نیز برانگیخت. هدف از این تحقیق، بررسی تعهدات زیست‌محیطی دولت‌ها در حوزه محصولات تراریخته در پرتو اصول حقوق بین‌الملل محیط زیست، اتحادیه اروپا و ایران است. مواد و روش‌ها: نوشتار حاضر به شیوه توصیفی ـ تحلیلی ابتدا اصول پیش‌گفته حاکم در حقوق بین‌الملل محیط زیست را بررسی می‌کند تا دریابد تعهدات زیست‌محیطی دولت‌ها درباره محصولات تراریخته از نظر اصول حقوق بین‌الملل چگونه است و سپس رویکرد اختصاصی اتحادیه اروپا را بررسی و تطبیق داده و بالاخره گذرا این وضعیت را در ایران مرور می‌کند. یافته‌ها: اتحادیه اروپا برخلاف ایالات متحده دیدگاهی احتیاط‌آمیز توأم با سخت‌گیری در حمایت از مصرف‌کننده و محیط زیست پیش گرفته که ریشه در اصول کلی حقوق بین‌الملل محیط زیست دارد. اصولی مانند توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاع‌رسانی که به جمع رعایت مصالح دولت‌ها در دستیابی به توسعه و پیشرفت و حفظ محیط زیست می‌انجامد، در حالی که در ایران از سویی قوانین حمایتی از محیط زیست به صورت کارآمد تصویب نشده است و یا این‌که در برخی موارد محیط زیست و حمایت از آن مغفول مانده است. ملاحظات اخلاقی: در تمام مراحل نگارش پژوهش حاضر، ضمن رعایت اصالت متون، صداقت و امانتداری، رعایت شده است. نتیجه‌گیری: نتایج این جستار نشان می‌دهد که دولت‌ها در خصوص محصولات تراریخته متعهد به رعایت اصول کلی یا عرفی توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاع‌رسانی بوده و رعایت اصول مزبور بهترین راهکار جهت صیانت از حقوق مصرف‌کننده و حمایت از محیط زیست است. ; Background and Aim: Food scarcity, climate change and other factors have led to the production of genetically modified crops (transgenic crops) since the 1990s. The production of these plants, as they had hoped to eliminate hunger, also raised concerns about the potential impact on the environment. The purpose of this study is to examine the Governments' Environmental Obligations on Genetically Modified Organism (GMO) in the light of the International Environmetal Law, European Union and Iran. Materials and Methods: The present paper is descriptive-analytical paper and firstly examines the aforementioned principles of international environmental law in order to understand what is the environmental commitment and obligation of governments in the process of cultivation and supply for transgenic products from the perspective of international law. Then, it examines and applies the EU-specific approach and finally reviews this situation in Iran. Findings: The European Union, unlike United States, has taken a cautious approach to consumer and environmental protection. This approach is rooted in the general principles of international environmental law. Principles such as sustainable development, precautionary principle and the principle of notification that bring together the interests of governments in achieving development, improvement and environmental protection, while in Iran,It has not been enacted environmental laws effectively on the GMO or in some cases the environment and its protection have been neglected. Ethical Considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed. Conclusion: The results show that governments are committed to adhering to the general or customary principles of sustainable development, precautionary principle and the principle of notification in the process of cultivating and supplying for Genetically Modified Organism (GMO), and adhering to these principles is the best way to safeguard consumer rights. Background and Aim: About one-third of Iranian children mortality is caused by injuries from which 36% occur due to road traffic injuries. Using child restraint embedded in vehicles can reduce road traffic fatalities by 71% for neonates and 54% for children. Based on its effectiveness in reduction of fatality and prevention of injury severity, child restraint usage mandatory law is a priority. Therefore, this study was conducted to assess opportunities and threats to mandatory law of child restraint usage in Iran. Materials and Methods: Initially, a mixed methods research is carried out by a phenomenological qualitative study, a discussion session by traffic injuries' stakeholders was performed to assess & discuss the opportunities and threats to mandatory law of child restraint usage in Iran, by brain storming method to find the themes in the related topic. A structured questionnaire is later prepared and completed by the stakeholders in the area of road traffic injuries. Assigned scores of 0-100 were considered for each response and analysis of results was performed according to target themes & the total score of the filled questionnaires.Results: Overall, 28 stakeholders participated in the study. According to the stakeholders, traffic police department obtained the highest score of 90 (from 0-100) as an organization to establish the mandatory law of child restraint usage, and acquired the score of 100 for future enforcement and monitoring. As threats and obstacle to the mandatory law of child restraint usage, lack of television and media campaigns and child restraint law and legislation, obtained the highest scores of 85 & 70 respectively. And family sensitivity to their children's health, officials' support and national facilities for broadcasting, and community awareness to use child restraints had the highest scores among existing opportunities and facilities in the country, by scores of 83, 69 and 68 respectively.Conclusion: Due to sensitivity of the family about their children's health & safety, and officials' support to safety establishment through media campaigns, implementation and applicability of child restraint usage laws and legislations, and subsequent enforcement and monitoring seem practical. Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. Wieloautorska monografia poddająca oglądowi XX wiek z perspektywy jego znaczenia dla procesu samoidentyfikacji jednostek i/lub społeczności oraz – w przypadku tych drugich – umiejscowienia dwudziestowiecznych wydarzeń w strukturze pojęć kluczowych dla samookreślenia się Słowian. U podstaw prezentowanych tekstów leży założenie, że przeszłość, postrzegana jako ciąg wydarzeń, jest jednym z czynników determinujących tożsamość i definiujących system narodowych wartości, znajdujących odzwierciedlenie w kulturze. Autorzy, odwołując się do narzędzi z warsztatu literaturoznawcy, semiotyka, historyka i kulturoznawcy, dążą do umiejscowienia wydarzeń XX wieku na mapie pamięci współczesnej Europy. Poddają oglądowi zarówno te wydarzenia, które napiętnowały dzieje najnowsze, stając się przyczyną narodowej (lub światowej) traumy (rewolucja lutowa, wybuch II wojny światowej i in.), jak i te, które są wartościowane pozytywnie (zakończenie II wojny światowej, upadek muru berlińskiego, pielgrzymki Jana Pawła II i in.), stając się powodem do dumy. W centrum uwagi znajdują się nie tylko wydarzenia określające obraz Europy w wymiarze polityczno-geograficznym, wyraźnie obecna jest również perspektywa mentalna, która sprzyja dotarciu do źródeł narodowych fascynacji oraz narodowych traum, a także pozwala zrozumieć mechanizmy rządzące tworzeniem mitów i wskazać narzędzia do ich odczytywania, którymi są – często pozornie ukryte – treści odwołujące się do przeszłości. ; This multi-author monograph looks at the 20th century from the perspective of its role in self-identification of individuals and/or communities as well as – in the latter case – of the place occupied by events of the 20th century in the structure of concepts that are key for the self-identification of Slavs. At the heart of each of the presented papers is the premise that the past, seen as a chain of events, is one of the factors determining identity and defining the system of national values which find their reflection in culture. Drawing on the tools of literary studies, semiotics, historiography and cultural studies, the authors undertake to put 20th century events on the map of contemporary European memory. They examine both the events that left a dreadful mark on contemporary history, causing a national (or global) trauma (like the February Revolution or outbreak of World War II) and those seen as positive (like the end of World War II, fall of the Berlin Wall or John Paul II's pilgrimages) and evoking the feeling of pride. At the centre of attention are not only events defining the image of Europe in terms of political geography. Also clearly present is the mental perspective, which fosters recognizing the sources of national fascinations and national traumas, helps understand the mechanisms of myth-making, and points to the tools for reading myths that are constituted by, often seemingly hidden, references to the past.
