The article is a comment to an article appeared originally in European Political Science (2004) by Simon Hix from London School of Economics. In it, Hix ranks European Political Science Institutes according to their publication record 1993-2002, regarding quantity & impact. Swedish institutes ranked low (Uppsala Institute, the highest, in place 148). Different reasons for this evaluation are discussed, & the author proposes more articles published in English, more articles in international publications, & an increased presence in international conferences is suggested. The article analyses current debates on securitization theory. It is argued that there are a number of concepts of politics in play and that greater awareness regarding these conceptual differences helps clarify not only theoretical differences but also the possibilities for new theoretical development and reflection. Three conversations on politics are identified: first, how politics concerns action and intentionality; second, the modern organization of politics, spheres and sectors; and, third, the relationship between politics, ethics and science. Where the first and third conversations refer to politics as an act, in the second politics is inherently tied to the institutional or spatial structures of government - the state, the public, the political field, spheres, sectors or function. First, the state of Swedish Political Sciences is commented, after a recent evaluation of the Office of Higher Education. Recommendations included deeper research activity together with more effective teaching. Difficulty of how to handle an increased student mass with decreased resources for research & education is discussed. Solutions could include online courses & conferences, increased collaboration & identity between institutions, & increased role for the Federation of Political Science & its publication. This article contains an overview of how the study of human rights issues has developed into a separate multidisciplinary field of academic study & education in Sweden. Its relationship to the different fields of political science is outlined, as well as general problems of a multidisciplinary subject. Three contributions to an edited volume containing Swedish & foreign scholarship on human rights issues drawn from the Swedish Forum for Human Rights, a biannual gathering of practitioners & scholars, are discussed. Those contributions deal with the tensions between universalist & relativist approaches to the character of human rights, the tensions between the development of international law & power relations in international politics, & tensions between group rights & individual rights. 25 References. Two main arguments are presented in this article. First, when alternatives for the future of local government is debated, two questions need to be addressed simultaneously: (a) "how many & how big municipalities ought we have?", & (b) "how strong & well secured ought the principle of local self government be in the constitution?". Second, by using these questions as guides for the analysis, we argue that there are instrumental reasons to guarantee a strong local self-government in the constitution. However, such a reform needs to be complemented by a politically neutral body of regulations that, under given conditions, secures geographically concentrated minorities a right to secede. The constitutional development & the parliamentarianism in Sweden since 1970 can schematically be divided into two periods. The first period was 1970-1990. The second was initiated in 1990. 1970-1990 stands out as a 'classical' period to the new constitution with its unicameral system & exact proportional representation above a 4 per cent threshold. The formation of government was mainly based on blocs with sharp opposition, although in combination with negotiating parliamentarianism in the Riksdag. In their years of parliamentary majority, 1976-1982 & 1991-1994, the right-wing patties introduced considerable constitutional changes which the social democrats in opposing position accepted. From 1990 & onwards, it is above all the disrupting EU dimension which generates new constitutional changes concerning the politico-economic institutions. The European influence in legal matters is regulated, as are the EU-processes between government & parliament. Moreover, the electoral period is extended by one year & an element of personalized voting is introduced. Both the vote of censure & the instrument of consultative referendum attain a partially new constitutional character through the development of praxis. One can also identify a series of minority governments (right-wing 1991-1994 & social democratic since 1994) with prolonged partial coalitions grounded on different issues, & with all the parties of the Parliament involved in different areas. The EU dimension is central in this respect too. The constitutional changes, the new form of parliamentarianism & the EU processes strengthen the government. In this period too, questions can be raised regarding the role of the opposition in Swedish parliamentarianism. References. Adapted from the source document.

An appointment committee went through the process of reviewing candidates for the position of Johan Skytte Chair in Eloquence and Government at Uppsala University. In all, they received application materials and supporting documents from eight candidates. Candidates were evaluated based on their political science and education expertise as demonstrated through their independent research contributions, and their oratory and administrative skill, and finally on their activities in the area of community outreach -- i.e., the education of the broader public outside academic circles. Out of the original group of eight, the committee narrowed down their applicant pool to four candidates. Upon assigning individual rankings to each of the four candidates, all three committee members gave the top ranking to Li Bennich-Bjorkman. Adapted from the source document.
