The 2013 Senate reform and the representation of linguistic minorities in Belgium
After years of political crises and negotiations, the deep-rooted conflict between Dutch- and French-speaking parties recently led to the 2011 agreement concerning a further reform of the Belgian state. This reform mainly furthers decentralises the – already federal – state structure, including the allocation of additional competences and fiscal powers to sub-national entities (Regions and Communities). But this new state reform also brings about a radical reform of the upper house: the Belgian Senate. Since 1995, the Senate was composed of three different types of members: Senators directly elected by two linguistically separated electorate (the Dutch-speaking and the French-speaking electorates), Senators indirectly elected by the Community parliaments and Senators coopted by the two other types. The French- and German-speaking linguistic minorities had a fixed amount of seats in this assembly. The reform of the state radically changed the legislative competences of the Senate and its composition as its members will now be designated by Regional and Community parliaments (plus 10 coopted senators). Broadly speaking, the appointment of the majority of the Senators moved from a system of direct and language-based election to a system of indirect and mixed regional and language-based designation. This change is not without consequence for the representation of linguistic minorities. In May 2014, regional, community and federal elections will be organised in Belgium, testing for the first time this new system of designation of Senators by regional and community parliaments. This paper intends to present the 2013 reform of the Senate in Belgium and its consequence for the representation of linguistic minorities. The situations before and after the reform of the Senate will be compared, not only in terms of the way Senators are appointed but in terms of its consequence on the linguistic aspects of the regional and community elections campaign and of the profile of the appointed Senators.

Generating democratic legitimacy through citizen deliberation
Ever since the 1990's, deliberative theory has been heralded as the most promising new theory on political legitimacy. Democratic deliberation, conceived as the rational exchange of arguments, is claimed to improve the quality of democratic decision making because it instigates a more considered judgment; it allows citizens to hear other perspectives to a problem and to question their own opinions. However, deliberation's beneficial effects do not come about easily. If deliberative mini-publics want to contribute to the legitimacy of political decision making, they have to reflect the principles of legitimacy in their own functioning. It is therefore crucial to assess the internal legitimacy of deliberative mini-publics before making claims about their contribution to the legitimacy of the political system as a whole. In this paper, we set out to assess the input, throughput and output legitimacy of four deliberative events, namely the British Columbia Citizens' Assembly, the Irish "We, The Citizens"-project, the Belgian G1000, and the Dutch Burgerforum. Based on a most-similar comparison of these cases, we argue that their internal legitimacy differs a great deal, and that this is due to factors relating to their process design, such as funding, recruitment and moderation.

The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general. Did the social changes of 1989/90, both on the territory of the forrner Yugoslavia and the entire Eastern Europe, surprise political analysts? Or did the research in social sciences, particularly political science, sociology and psychology, perhaps supply enough material pointing to the possible changes as well as to the course they were going to take? In this work, the author gives a critical review of his studies conducted and published between 1980 and 1990 and, by hindsight, shows their relevance for understanding the recent radical and dramatic changes. Inevitably, the conclusion is that the author's research had pointed to the existence of all psychological conditions necessary for the events that followed. The long crisis, first economic and later political, gave rise to social unrest which soon turned into general agitation. (SOI : PM: S. 114)

Education and breeding, like culture in general (cultus, colere), are, in the broadest sense, universal human phenomena inseparably linked and interactive. Anthropology, generally speaking, is a holistic science of man, his nature and culture, so its approach and findings are always current and unavoidable even for the scientific pedagogic treatment of education and its application. Because of that in this conspectus the notions "education" and "breeding" and "anthropology", as a science of man and culture, are first theoretically determined so it can both contextually and explicitly be deduced and pointed at their necessary dialectical connection and mutuality. The second, applied part of the next is about religious education (scientifically, religiologically based) as a school subject and studies in the context of democratic social and political changes in Croatia and about its relation to catechism. The author describes Buchanan's theory of political constitution and his individualist understanding of political science. On the basis of homo economicus, Buchanan deduced the normative elements of political science, i.e. the proposals for the choice of political institutions. In his opinion, the choice of political institutions always contains the ethical dimension. The positive elements of political science are illustrated by means of the analyses of the behaviour of political actors within the designated framework. The author shows how this type of radical individualism does not satisfy the standards of political science since it de facto does away with the political sphere. (SOI : PM: S. 195)

Häberle claims constitutional law is a comparative experiential science closely linked with political science with which it shares the research subject. The constitutional state has been going through a permanent process of changes; the central question is who is the prime mover of constitutional changes: constitutional/legal institutions, constitutional/lega science and political science or public opinion and political culture of citizens? By analysing the recent history of the changes of the German constitutions he suggests that all these factors contribute to constitutional changes. Nevertheless, as an expert for law and political science, who considers himself as belonging to the wider European scientific community, Häberle thinks that the decisive influences in constitutional changes stem from legal and political sciences and concludes: Sine qua (scientia) mortalium vita non regitur liberaliter. R. J. Kvaternik (1799-1851), professor of history at the Kings Academy of Sciences in Zagreb, had a great influence on several generation of Croatian intellectuals through his pedagogic work and his patriotic and liberal views. The Zagreb journal Südslawische Zeitung also reflected liberal and democratic views. The author compares Kvaternik's views, exposed in questions for public examinations in general and Hungarian History (positiones), with those expressed in the journal concerning actual political issues and institutional, economic, and cultural questions. In both cases, there is notable democratic orientation, inclination towards parlamentary system, and the need for education of the people as requirement for a general progress of the country. The ideas of equality, tolerance, and peaceful resolution of issues are fundamental to the views. S. Z. stands steadfastly to its views. The similarities between Kvaternik's views and those of S. Z. suggests that some of Kvaternik's disciples were contributors to the journal. Unfortunately, this remains only a presupposition, because articles in S. Z. were not signed. (SOI : CSP: S. 276)

The author analyzes the interpretations by Jean-Marie Guehenno and Helmut Willke of the end of the national state within the context of contemporary debates on globalisation. The author thinks that in their analyses both authors have come up th similar insights, particularly those regarding the assessment of the functional role which may be analytically attributed to the national state in the present and the future. Although their observations coincide with the debates on globalisation going on in political economy and political science, their conclusions are not in line with the special structure of political activity. Unlike their state/theoretic "hegelianism" (Guehenno) and system theory, functional definition of government activity (Willke), the author looks into the contemporary operation of the state from the legal/philosophical perspective. Political violence and globalization: Challenges of democracy development
Despite the progress in all fields, modern society is facing the development of the means of political violence. Technological development also has its dangerous side. Many researches in the field of science are often carried out for the sake of military needs, and scientific researchers are often misused in military purpose. Political violence represents one of the greatest threats for the democratic development and human rights in contemporary society. The main goal of this paper is to analyze the position of political violence in contemporary society, particularly focusing on its covert use by the great powers, which is often justified by the struggle for democracy and achieving human rights. In that sense this paper is divided into two parts. The first part analyzes the globalization process, underling that this process has double face, whose negative side can significantly contribute to the spread of political violence. In the second part the author deals with the relations between policy and violence in contemporary society. The paper underlines the need for critical approach to political violence. This critical approach is crucial for understanding of political violence which is the first step in the fight against it. Political violence is not always negative and sometimes can have a positive role, especially when it comes to defensive war and combating terrorism. But the main problem here is that this can be misused to justify political violence in general. What is positive and what is the negative role of political violence often depends on the perspective of observation. Unfortunately, it seems that the privilege to enforce the standard today is reserved only for great powers, and they have become main judges who decide when political violence is to be approved of or not. This is the way in which a war becomes humanitarian interventions, protection of human rights, etc. That is why it is of great importance to encourage and initiate all actions in science which aim to understand and counter this complex phenomenon.

This article deals with an analysis of the relations among communicology, novitology, and journalism as the practice of public communication. Communicoloy is defined as a general science on public communication (philosophy of communication), novitology as a specific science dealing with all the singularities of mass communication by means of the mass media (radio, newspapers, television, and the new media), while journalism as practice is defined by means of the methodology of direct journalistic activities. This leads to the introduction of epistemiological order into a number of sciences Also, misunderstandings and overlappings are avoided, as well as totally erroneous attitudes pernicious for the theory of public communication and journalism as the practice of public polylogue in the media.
