Using the Foucaultian framework, we examine here the basic assumption of the modern and contemporary political order, namely the decisive conception that men are governable. In the genealogical path opened by Michel Foucault we examined the political reworking of what was originally the Judeo-Christian spiritual power of governing souls. For Foucault, the modern political government of men is situated at the intersection of two sets of powers foreshadowed in early Christianity: a) the pastoral art of conducting conduct displaced from the eschatological destination of souls to the calculated management of (biopolitical) biological life and b) the dual production of the knowledge necessary for good governance; the utilitarian production of the truth that serves the pastoral art of government itself and the pure or aleturgical manifestation of the truth with regard to the governable.
L'article se penche sur la "participation" des populations à la régulation des techno-sciences et des techno-produits qui arrivent sur les marchés et affectent les modes de vie, l'environnement ou la santé. Une double thèse y est développée. La première conduit à la nécessité de réfléchir aux moyens de défendre et protéger celles et ceux qui interrogent les pratiques techno-industrielles (quant à la sécurité des systèmes mis en oeuvre par exemple) ou qui questionnent les certitudes académiques (lorsque celles-ci légifèrent trop vite sur des questions en jeu dans l'espace public). La deuxième thèse propose de placer la question de la participation dans des perspectives politiques et économiques plus vastes, en lien aux univers des marchés et de la politique professionnelle. Une conclusion majeure est que la participation est toujours invoquée formellement mais qu'on tend en pratique à réduire son usage aux cas exceptionnels où la bataille publique fait rage et ne peut être évitée ; dans les autres cas, on la contourne en la remplaçant par exemple par l'éthique instituée en comités – comités fermés mais censés "représenter la Société Civile", capables d'agir vite et, s'ils sont bien choisis, dans la bonne direction. On passe ainsi d'une régulation par la loi et le droit d'une part, des procédures participatives ouvertes de l'autre, à des formes de régulation fermées et ad hoc permettant la mise rapide sur le marché de nouvelles technologies. ; The article focuses on the "participation" of the populations in the regulation of techno-sciences and techno-products that get to the market and affect the way of life, the environment or health. In this case, a double thesis is developed. The first leads to the need to reflect on the means of defending and protecting those who challenge techno-industrial practices (for example, regarding the safety of the implemented systems) or those who question academic certainty (when these legislate very fast on issues at play in the public sphere). The second thesis proposes to place the issue of participation in wider political and economic perspectives, in relation to the market and professional politics. In the end, it is realized that participation is always formally invoked, but, in actual fact, the trend is to reduce participation to exceptional cases where the public struggle is violent and cannot be avoided; and in other cases it is sidestepped or forgotten, being substituted by ethics instituted in committees – closed committees, but supposedly "representing Civil Society", able to move rapidly and, if well chosen, in the right direction. Thus, going from one regulation by the law and by rights, onone side, and participative processes, on the other, to closed and ad hoc forms of regulation allowing for the fast introduction of new technologies in the markets.
Através da Ciência periodística de Otto Groth (2011), da Teoria da Agenda e da Teoria do Gatekeeper, o trabalho traz reflexões conceituais do Jornalismo, dialogando com a proposta do Projeto Eleições Limpas e reforma política, apresentada pelo Movimento de Combate à Corrupção Eleitoral (MCCE). O estudo faz o diálogo através da perspectiva de formação da opinião pública do Eleições Limpas, que prevê coleta de assinaturas ao projeto de iniciativa popular, com algumas Teorias do Jornalismo, destacando as características da "Ciência dos Jornais", do agendamento temático (público, político e midiático) e dos processos de seleção através da metáfora das forças. A proposta é analisar a tematização jornalística do projeto com interface a algumas Teorias do Jornalismo.
The participation of municipal governments in investment in sport and leisure is still a less investigated topic and little is known regarding it. As a consequence, there are no information whether having an exclusive sport office would increase investments. For that matter, the present descriptive study aimed to analyze if the political-administrative structure of municipal governments in the state of Piauí had any interference in the per capita investment capacity in the Sports and Leisure Function (SLF) in 2013. It was concluded that the political-administrative structure has not interfered in the expense per capita capacity in SLF. ; A participação dos governos municipais no investimento do esporte e do lazer é uma temática ainda pouco estudada e pouco se sabe sobre o assunto. Consequentemente, não temos informações se ter uma secretaria exclusiva de esporte aumentaria os investimentos. Nesse sentido, o presente estudo, de natureza descritiva buscou analisar se a estrutura político administrativa das prefeituras municipais do estado do Piauí interfere na capacidade de investimentos na Função Desporto e Lazer (FDL) per capita no ano de 2013. Concluiu-se que a estrutura político administrativa não interferiu na capacidade de gasto per capita na FDL.
The information and communication technologies potentiate, from the Internet, a space to the discussion and political deliberation, approaching citizens and governments through interactive resources such as e-mails, forums, on-line ombudsman, chats and others. It is observed this way, the growing effort and investment of the governments and political representatives in organizing, managing, available information of public interest at the web, constituting the electronic government. Thus, the goal of this article intends to investigate the conditions of political participation of the citizens from the interactive tools available in the websites of the members from the state of Bahia. With a descriptive character, this research searched to identify only the sites of the members registered in Legislative Assembly from the state of Bahia (ALBA). In the tabulation of data, it was adapted the fourth level of the form: Level of participation of the citizens: the Evaluation School – proposed by Marques (2007) to a sheet in the software Excel and, to the discussion of them, used the analysis quali-quantitative. The results of this research show the incipient state of the website of the members from the state of Bahia to the opportunities of political participation in the web, lying to the principles which govern the electronic government. Este estudo trata dos fatores associados aos desperdícios ativo (corrupção) e passivo (ineficiência) que ocorrem no processo de gestão pública, aqui focado nos gastos com saúde pública. Buscando chamar a atenção para a ocorrência do desperdício passivo, a pesquisa investigou a seguinte questão: quais fatores de desperdício ativo e passivo estão associados com as irregularidades na gestão dos recursos repassados pela União aos municípios brasileiros para a área de saúde no ano de 2010? As evidências empíricas foram obtidas nos relatórios de auditoria da Controladoria Geral da União (CGU) elaborados no ano de 2010 referentes a 102 municípios fiscalizados. Para a identificação do desperdício ativo foram observadas 3 variáveis e para o desperdício passivo 17 variáveis. Os dados relativos às variáveis foram submetidos a uma análise fatorial para agrupá-los em fatores associados estatisticamente com as irregularidades na gestão dos recursos destinados à saúde pública dos municípios auditados. Os resultados da pesquisa não mostraram nível adequado de significância para o desperdício ativo, enquanto que, para o desperdício passivo, evidenciaram três fatores denominados: Fator 1 Inadequabilidade Administrativa (o qual agrupou as variáveis: não pagamento de tributos, não ocorrência de contrapartida e má administração); Fator 2 Fraca Fiscalização (o qual agrupou as variáveis: inexistência ou fraca atuação do conselho e licitação fracionamento); e Fator 3 Baixo nível de Compliance (o qual agrupou as variáveis: licitação irregular e irregularidade não relacionada ao Prefeito). A principal conclusão da pesquisa relaciona-se à identificação da necessidade da implantação de mecanismos de governança no setor público, os quais poderiam reduzir o desperdício ativo e passivo. ; This study addresses factors associated with active (corruption) and passive (inefficiency) waste that occur in the process of public management and focuses on public health expenditure. Seeking to draw attention to the occurrence of passive waste, this study investigated the following question: what factors of active and passive waste are associated with irregularities in the management of the funds allocated by the Federal Government to Brazilian municipalities for healthcare in 2010? Empirical evidence relating to 102 audited municipalities was obtained from the audit reports of the Office of the Comptroller General (Controladoria Geral da União - CGU), which was established in 2010. Three variables were analyzed for the identification of active waste, and 17 variables were used for passive waste. Data pertaining to the variables were subjected to factor analysis and grouped into factors statistically associated with irregularities in the management of public health funds in the audited municipalities. For active waste, the study results did not show an adequate level of significance, whereas for passive waste, three factors were identified: Factor 1, Administrative Inadequacy, which included the variables "non-payment of taxes", "non-occurrence of matching funds" and "mismanagement"; Factor 2, Weak Supervision, which included the variables "lack of or poor performance of the council" and "fractional bidding" and Factor 3, Low Level of Compliance, which included the variables "irregular bidding" and "irregularities not related to the mayor". The main conclusion of the study is the identification of the need to implement governance mechanisms in the public sector that could reduce active and passive waste.

This article discusses the politicization of the bureaucratic structures of the Brazilian municipalities based on appointed positions. The intention is to demonstrate patterns of political appointments that reflect institutional performance. The data were provided by Munic/IBGE 2005/14 and IpoC- Instituições Políticas Comparadas/UFRGS. Firstly, the study observed the degree of variability of the distribution of these positions in municipal structures, and the quality of the appointees' education. Then, an analysis of spatial, global, and local dependence was performed. In addition, the difference in performance among municipalities was statistically tested using the independent t-test. The test compared municipalities' performance concerning the number and education of appointees. The study used the Municipal GDP-Per-Capita, the Índice Firjan de Desenvolvimento Municipal (IFDM), and the Índice de Governança Municipal (IGM) created by the Federal Board of Administration as proxies for performance. The results stress the complexity of local public management since some of the tests indicate the number and education of appointees as predictors of high performance while other studies do not find the same relationship. ; Este artículo aborda la politización de las estructuras burocráticas de los municipios brasileños a través del uso de cargos comisionados. Los datos se obtuvieron a través del banco de datos del grupo de investigación Instituciones Políticas Comparadas (IpoC), del Instituto Brasileño de Geografía y Estadística (IBGE) y de los sitios web oficiales del Consejo Federal de Administración (CFA) y de la Federación de las Industrias de Río de Janeiro (FIRJAN). Inicialmente se verificó el grado de variabilidad de la distribución de esos cargos en las estructuras municipales y la calidad instruccional de esos servidores. A continuación, se procedió a un análisis de dependencia espacial global y local. Además, se analizó estadísticamente, con el uso del test t independiente, la diferencia de desempeño entre los municipios con comisionados con más capacidades en relación con los de menos y, entre los municipios con mayores cantidades de comisionados en comparación con los con menos. Como proxy de desempeño se utilizó el PIB per cápita municipal, el Índice FIRJAN de Desarrollo Municipal (IFDM) y el Índice de Gobernanza Municipal (IGM) creado por el CFA. El resultado revela la complejidad de la administración pública municipal, ya que, algunas pruebas indican la capacitación y la cantidad de servidores como solución y recomendación a los municipios; mientras que otras indican lo contrario. ; Este artigo aborda a politização das estruturas burocráticas dos municípios brasileiros mediante cargos comissionados (CCs). Os dados foram obtidos por meio do banco de dados do grupo de pesquisa Instituições Políticas Comparadas (IpoC), do Instituto Brasileiro de Geografia e Estatística (IBGE), e dos sites ofi ciais do Conselho Federal de Administração (CFA) e da Federação das Indústrias do Rio de Janeiro (FIRJAN). Inicialmente, verificou-se o grau de variabilidade da distribuição desses cargos nas estruturas municipais e a qualidade instrucional desses servidores. Em seguida, procedeu-se a uma análise de dependência espacial global e local. Além disso, analisou-se estatisticamente, via teste t independente, a diferença de desempenho entre os municípios com maiores capacidades dos comissionados em comparação àqueles com menores capacidades dos comissionados e entre os municípios com maiores quantidades de comissionados em comparação àqueles com menores quantidades de comissionados. O resultado traz à tona a complexidade da administração pública municipal, já que os diversos testes divergem sobre os efeitos da capacitação e da quantidade de servidores comissionados como elementos preditores de um melhor desempenho dos municípios.
Reports and suggestion documents by international organizations can be analyzed as discursive representations of power exercising, as long as they disclose relations between supranational organizations and their member countries and delimit the meanings of political fields. During the last 40 years, the development reports have been dealing with those fields and their meanings, which have changed permanently. In the context of the Critical Discourse Analysis, this article reconstructs general structure of reports as genres in which meanings rely on the association of topics and indicators. The general conclusion stands that the meaning changes has influenced in a devaluation of the education, in terms of economic development, and a valuation of the science and has determined a parallel existence of both. ; Los informes y documentos de recomendación publicados por las organizaciones internacionales pueden abordarse como representaciones discursivas del ejercicio de poder en tanto que, por un lado, dejan ver la relación entre los países y organizaciones de nivel supranacional y por otro delimitan el significado de los distintos campos de acción política que son su objeto de análisis. Los informes de desarrollo han abordado dichos campos a lo largo de 40 años, en los cuáles sus concepciones han cambiado de manera recurrente. En el marco de análisis crítico del discurso se reconstruye la estructura general de los informes como un género, en el que se asocian temas e indicadores como formas de significación. Se concluye que el cambio de los sentidos de la educación y la ciencia repercute en una devaluación de la primera, en términos del desarrollo, y en una nueva valoración de la segunda, lo cual determina una existencia paralela entre ambas. ; Os relatórios e documentos de recomendação publicados pelas organizações internacionais podem ser abordados como representações discursivas do exercício do poder, quanto, por um lado, mostram a relação entre países e organizações supranacionais e, mesmo asim, definem o significado dos diferentes campos de ação política que são seu objeto de análise. Os relatórios de desenvolvimento abordaram esses campos por 40 anos, nos quais suas concepções mudaram. Com análise crítica do discurso propõe a estrutura geral dos relatórios é reconstruída como um gênero, no qual temas e indicadores são associados como formas de significância. Conclui-se que a mudança nos sentidos da educação e da ciência tem impacto na desvalorização do primeiro, em termos de desenvolvimento, e uma nova avaliação do segundo, que determina uma dupla existência entre os dois.
At the dawn of the new millennium, Cuba is, once again, at a vital crossroad. After ruling the country for almost half a century, Fidel Castro was taken seriously ill & had to delegate its responsibilities as head of State & of Government to his constitutional successor, General Raul Castro. This event inaugurated the process of finding a new way to govern Cuban society, but it cannot be confused with what has become familiarly known, in the jargon of Political Science, as a "transition." This notion is too charged & suggests a change of regime, & we are not about to witness anything like that in Cuba. However, it seems obvious that changes will have to be introduced, both in the structure of government & in the way political life is organized. This article seeks to identify the contributions that the new comparative-historical method has made to political science and public administration in Brazil. By showing how recent advances in this new historical-comparative method can generate analytical gains through a more precise establishment of causal conditions, and through the use of tests associated with process tracing, the article hopes to contribute to the strengthening of the qualitative-based research of these two disciplines in Brazil. To achieve this, the paper begins by dissecting the main elements of this method. It then reviews, and reorganizes, as it were, the classic work entitled Sessenta e quatro: anatomia da crise (Sixty-four: anatomy of the crisis) by Wanderley Guilherme dos Santos, in light of the method's main tenets. The paper also reviews and reorganizes a number of studies on Argentina's foreign policy in the same light and highlights the gains that can be generated by the disciplined application of the historical-comparative method. In the conclusion, the potential and the limitations of the method are identified, and some final considerations are made with regard to the importance that its application could have to Brazil's political science and public administration. ; En este manuscrito, buscamos contribuir al fortalecimiento metodológico de la ciencia política y de la administración pública de orientación cualitativa en Brasil, mostrando cómo los recientes avances del nuevo método histórico-comparativo pueden generar ganancias analíticas a través del establecimiento más preciso de las condiciones causales y el uso de los criterios de evaluación asociados a lo llamado process tracing. Para alcanzar este objetivo, el trabajo, en el primer lugar, analiza los principales elementos de este método. Luego leemos y, por así decirlo, reorganizamos Sessenta e quatro: anatomía da crise, libro clásico de Wanderley Guilherme dos Santos, a la luz de los preceptos de ese método. En seguida, también releemos y reorganizamos algunos estudios sobre la política exterior argentina bajo la misma luz. Destacamos las ganancias generadas por la aplicación disciplinada del método históricocomparativo. Th is study aims to analyze the influence of socioeconomic, financial-budgetary and political-electoral aspects on the active and passive transparency of Brazilian local governments. From 3,550 Brazilian municipalities, a resampling of 100,000 samples was performed using the multiple linear regression method with cross-sectional data, obtaining better data robustness and reliability. Th e results indicate that in larger municipalities there is a greater propensity to actively disseminate information to reduce agency costs. A population with higher per capita income and better educated tend to demand more information, seeking to know where is the taxpayers' money invested. Capital investments are important to society, so it is expected that the level of transparency will be higher where there is more spending of this kind. Electoral competition require public managers to be more transparent toward their opponents and population to confirm their pre-election promises. ; Este estudio tiene como objetivo analizar la influencia de los aspectos socioeconómicos, financiero-presupuestarios y políticos electorales en la transparencia activa y pasiva de los gobiernos locales brasileños. A partir de 3.550 municipios brasileños, se realizó el remuestreo de 100.000 muestras y, utilizando el método de regresión lineal múltiple con datos de sección transversal, fue posible obtener una mejor robustez y confiabilidad de los datos. Los resultados indican que en municipios mayores existe una mayor propensión a divulgar información de forma activa para disminuir los costos de agencia. Una población de renta per cápita elevada exige más información, pues busca saber dónde se aplican sus impuestos, lo que exige una sociedad mejor educada. Las inversiones de capital son de interés de la sociedad, por lo que se espera que el nivel de transparencia sea mayor donde haya más gastos de este tipo. La competencia electoral exige del gestor publico una postura más transparente frente a sus adversarios y población para confirmar sus promesas preelectorales. ; Este estudo tem por objetivo analisar a influência dos aspectos socioeconômicos, financeiro-orçamentários e político-eleitorais na transparência ativa e passiva dos governos locais brasileiros. A partir de 3.550 municípios brasileiros, realizou-se a reamostragem de 100.000 amostras e, utilizando o método de regressão linear múltipla com dados de seção transversal, obteve-se melhor robustez e confiabilidade dos dados. Os resultados indicam que em municípios maiores existe maior propensão a divulgar informações de modo ativo para diminuir os custos de agência. Uma população com renda per capita elevada exige mais informações, pois busca saber onde seus impostos são aplicados, o que exige uma sociedade mais bem-educada. Os investimentos de capital são de interesse da sociedade, por isso se espera que o nível de transparência seja maior onde houver mais gastos desse tipo. A competição eleitoral exige do gestor publico uma postura mais transparente diante de seus adversários e da população para confirmar suas promessas pré-eleitorais.
