The power, as obtained, exercised, organized and preserved, is the subject of political science. In this premise exists absolute identity between political science and communist sensis, what is understood as the set of shared knowledge within a community tradition. Also, there is a consensus in ancient and modern societies, that power is primarily a relationship of subordination, in which a group of people set the rules and others comply with them, in which decisions are made within a set of rules that are obeyed and the acceptance is made in the consensus or by imposition, in a democratic or authoritarian way but it establishes the recognized and accepted relationship of subordination.

This paper analyses public support for government spending on science and technology (S&T) and its determinants. It constructs hypotheses based on previous findings from two streams of research: public preferences for government spending and public understanding of science. Using data from a large national survey in Spain, it develops multivariate models to test the relevance of various predictors of public support for government spending on S&T. Findings identify several variables that are clear and consistent predictors of public support for government spending on science and technology: the respondent's educational level, interest and participation in science, knowledge of science, and positive values and views of science and technology. However, the effects of other variables also related with general attitudes toward science are less clearly associated with support for government spending on S&T. ; Peer reviewed

The international academic community is currently exploring the development of the intelligence studies domain as a social science project. The current position paper argues for a project to connect, in content terms, the Romanian political science with the domain of intelligence studies. It takes into account the international and local context, and presents some of the benefits to be generated by the intersection of these two domains.

This article will go over the legislative transformations, as well as conceptions and effects of the implementation of the General System of Participation (GSP) at indigenous towns. The institutional, public and private relations derived from the system of transferences will be analyzed by using the notions of governance and self government. Under this light, we try to characterize the technocratic and budgeting limits of civil and political rights stated, in the 1991 Constitution, for indigenous populations. ; Este artículo revisará las transformaciones legislativas, así como las concepciones y efectos de la implementación del Sistema General de Participación (SGP) en los pueblos indígenas. Las relaciones institucionales, públicas y privadas que se desprenden del sistema de transferencias, se analizaran utilizando las nociones de "gobernabilidad", "gobernanza" y "gobierno propio". Desde este punto de vista, buscamos caracterizar los límites tecnocráticos y presupuestales de los derechos civiles y políticos establecidos por la constitución de 1991 para las poblaciones indígenas.

En este artículo se analizan las reformas políticas propuestas por el gobierno de Sebastián Piñera. Se consideran todas aquellas reformas que fueron planteadas inicialmente por la Coalición por el Cambio para enfrentar las elecciones presidenciales y parlamentarias del año 2009. Las reformas propuestas tenían como propósito mejorar la calidad de la democracia y avanzar hacia su mayor profundización, haciendo hincapié en el aumento de la participación y revertir así la crítica hacia las instituciones representativas. A lo largo de su trayectoria, el gobierno mostró escasa receptividad frente a otras propuestas formuladas por sectores de la coalición oficialista y de la oposición, así como frente al aumento de las protestas y demandas ciudadanas registradas a partir del segundo año. La información analizada da cuenta, a su vez, de un escaso avance en materia de descentralización y de la importancia que fueron adquiriendo los actores con veto al interior de la coalición oficialista.

The political thought of Francisco de Miranda is analyzed from a general characterization of his political ideology, to then analyze three central concepts in his thought: rational freedom, separation of powers and change without convulsions. From the methodological point of view, the bibliographic compilation technique and the information compendium were used. It is concluded that among the notions of Francisco de Miranda's political thought, the following stand out: a) the concept of rational freedom, in accordance with his adherence to the postulates of the Enlightenment, which together with the European culture that stimulated him, his contact with the Greek and Latin classics, were shaping and influencing his political thought; b) the separation of powers, as a constitutional model for the new emancipated republics; and c) a change without convulsions, an idea also in line with the Enlightenment. ; Se analiza el pensamiento político de Francisco de Miranda a partir de una caracterización general de su ideario político, para luego analizar tres conceptos centrales en su pensamiento: libertad racional, separación de poderes y cambio sin convulsiones. Desde el punto de vista metodológico se empleó la técnica de recopilación bibliográfica y el compendio de información. Se concluye que entre las nociones del pensamiento político de Francisco de Miranda, destacan: a) el concepto de libertad racional, acorde con su adhesión a los postulados de la Ilustración, lo que junto con la cultura europea que lo estimuló, su contacto con los clásicos griegos y latinos, fueron moldeando e influyendo su pensamiento político; b) la separación de poderes, como modelo constitucional para las nuevas repúblicas emancipadas; y c) un cambio sin convulsiones, idea también en línea con la Ilustración.

In this research a documentary analysis between the General Government Accounting Manual (MGCG) of 14 November 2005 and the General Government Accounting Manual (MGCG) based on International Accounting Standards Public Sector (IPSAS) 30 is performed September 2014, under an overview of the Government Accounting System (SCG) of the Panamanian state, under the following criteria: legal basis and framework of government accounting, qualitative features, quantitative and restrictions to information, the public sector and their characteristics, basic aspects of government accounting, general plan of accounts, General Purpose Financial Reports (IFPG), obtaining the following conclusions: both manuals share attributed to the Comptroller General of the Republic (CGR) Constitutional and legal bases, Regarding the implementation of methods and accounting systems in the public sector, however, the current manual welcomes IPSAS and modernizing the SCG, but sharing qualitative characteristics indirectly related but are expressed indirectly, it should be noted one difference in the Accounts Plan implemented which reduced from 10 to 6 classes simplifying the accounting structure and facilitate the process of consolidation in the financial reports filed with the Comptroller General of the Republic, which suffered some modifications in the current handbook, the which not only incorporates the financial and budgetary aspect, but also describes the management, thus forming a comprehensive report. ; En esta investigación se realiza un análisis documental entre el Manual General de Contabilidad Gubernamental (MGCG) del 14 de noviembre de 2005 y el Manual General de Contabilidad Gubernamental (MGCG) basado en las Normas Internacionales de Contabilidad del Sector Público (NICSP) del 30 de septiembre de 2014, bajo una perspectiva general del Sistema de Contabilidad Gubernamental (SCG) del estado Panameño, bajo los siguientes criterios: base legal y el marco conceptual de la contabilidad gubernamental, características cualitativas, cuantitativas y restricciones a la información, el sector público y sus características, aspectos básicos de la contabilidad gubernamental, plan general de cuentas, Informes Financieros con Propósito General (IFPG), obteniendo las siguientes conclusiones: ambos manuales comparten los fundamentos constitucionales y jurídicos atribuidos a la Contraloría General de la Republica (CGR), en cuanto a la implantación de métodos y sistemas contables en el sector público, sin embargo, el manual vigente se acoge a las NICSP modernizando así el SCG, pero compartiendo características cualitativas indirectamente similares pero se expresan de manera indirecta, es de notar una de las diferencias en el Plan de Cuentas implementado el cual reduce de 10 clases a 6 clases, simplificando la estructura contable y facilitando el proceso de consolidación financiera en los informes presentados ante la Contraloría General de la Republica, los cuales sufren algunas modificaciones en el manual vigente, el cual no solo incorpora el aspecto financiero y presupuestario, sino que también describe la gestión, conformando así un informe integral.
