Poznamka k dynamice konceptu cleavages v 21. stoleti - priklad fenomenu Digital Divide

The article discusses the concept of cleavages in the 21st century. Cleavages are understood as the criteria dividing members of a community or sub-community into groups. The application of the original Lipset & Rokkan cleavage theory on the current socio-political reality can be done only with difficulties, or at the price of considerable simplification (which is the consequence of the defreezing of party systems). Therefore on the basis of the work of Mair & Bartolini, the article looks for the criteria "that makes cleavage a cleavage." Furthermore, using the example of the digital divide concept, it is shown there are at present latent cleavages in society, but their "strength" & importance is dependent on their saliency (in connection with political actor behavior). This leads to the assumption that current cleavages are "dynamic" rather than "static.". Adapted from the source document.

The terms "weak," "failed," & "collapsed," among others, were used to describe the specific condition of a state for the first time rather recently. The research of a state's strength or weakness reacted to the processes of decolonization & the collapse of the bipolar configuration of international relations. The theoretical & methodological settlement of this phenomenon in the context of political science is still a great challenge for academic society. This article aims to conceptualize the problematics of weakening & collapse of state power. The authors don't try to challenge the current conceptions of Rotberg, Zartman, etc., but to categorize these theoretical approaches into three dimensions in the context of the parameters the authors of these conceptions work with. The three dimensions that are introduced are the one of international relations, the economic one & the socio-political one. The article concludes with the presentation of the Fund for Peace tool, which tries to include all these dimensions. Adapted from the source document.

Politicka participace - koncepty a teorie

This paper aims to review the concepts & theories of political participation. The first part presents classic definitions of political participation offered by Verba, Barnes, & Kaase. Subsequently it shows how the repertoire of political activities has changed since the time these classical concepts were formulated. The paper argues that the transformation of political participation happened in three distinct dimensions, ie., goals, targets, & space. On this basis, drawing on Teorell as well as Rosenstone & Hansen, a new definition of political participation as "action by ordinary citizens directed toward influencing some political outcomes: distribution of social goods & norms" is introduced. The second part of the paper deals with theories of political participation. It presents a three-level explanatory model that corresponds to the level of analysis used by particular theories: micro (individual), meso (intermediary), & macro (structural) levels. Last but not least, the paper focuses on major theories explaining political participation: individual resources & political values (micro), social capital (meso), & modernization & institutional explanation (macro). Regionální politické elity – zrod, charakter a důsledky

The article focuses on representatives of the regional (and most recently established) level of government in the Czech Republic. It describes the context behind the emergence of regional governments & how they differ from the local & national political levels. It notes the close personnel connection between local & regional political elites. Experience gained in local politics helps elites to succeed at the regional level. The presence of local politicians in regional government varies with the level of residential fragmentation & the degree of urbanization in the given region. Unlike local politics, which is consistently comprised of a significant proportion of independents, regional representatives are almost exclusively members of political parties & movements. This situation on the one hand serves to increase the politicization of local politics & on the other leads to greater competition within political parties, whose programs & national leadership regional politicians wish to influence.

The Concept of the Political is the first book by Carl Schmitt translated & published in the Czech Republic. As such it deserves a treatise that would put it into the larger context of Schmitt's life & work, which is the aim of this review essay. Therefore key concepts (not only) from The Concept of the Political are explained. The essay also goes beyond the classical labeling of Schmitt as realist & focuses also on his more general critique of modernity & of the technological thought characteristic of our epoch. This way we can better understand why Schmitt fascinates the contemporary left as well as right. It also shows his relevance to many current discussions, for example those concerning the War on Terror. How shall we classify Guantanamo? As an example par excellence of a decision of a sovereign in exceptional circumstances, or as a result of the depoliticisation of the political? This essay, however, does not give a specific answer to this question. Rather, it is intended as an introduction of this "Schmittian" debate to the Czech academic milieu. Nastin teoreticke typologie antisystemovych akteru

The category of antisystemic actors is employed relatively often in political science. The aim of this article is two-fold. First, it criticizes the contemporary usage of "antisystemicity" as too self-contained an analytical concept. In order to demonstrate this, two key theoretical traditions of the term -- G. Sartori's classification of party systems & world-systemic ("Wallersteinian") research of international political economy & its challengers -- are described, analyzed & mutually compared. Their understanding of antisystemic protest is depicted in order to show some shortcomings & inadequacies of their usage of this category. Second, the article strives to theoretically & formally unfold, integrate & further develop the concept of antisystemic contention in order to clarify the modes of its usages for socio-political reality. This inquiry consists of analyses of three key factors of antisystemic collective action -- ie., its object, subject & relations in-between. The analysis of object is basically grounded in Luhmann's neofunctionalist theory of modernization. Based on a systems theory analysis of society, the article proceeds to grasp the subject-actor as a general & case insensitive category, thus connecting existing concepts of antisystemic political subjects. Further analyzed dimensions of antisystemic protest are its goals & forms of action, but also its penetration by politics & economy. In conclusion, a general three-dimensional typology of antisystemic collective action is drawn from preceding analyses & offered as a methodological tool for empirical research of political contention. This paper aims to develop a simple, rigorous, and generally applicable analytical framework for investigation of the ability of international institutions to shape the political contestation among actors in international politics. To achieve this end, it discusses the key conceptual problems of the existing notions of the functioning of international institutions and offers steps to address these problems. It partially reformulates and formalizes the currently used concepts of effectiveness and robustness of institutions and builds upon them the concept of institutional capacity, which captures the quality of the institutions' work in a more complex and analytically rigorous manner. Subsequently, the paper discusses how the concept of institutional capacity can be applied to the study of the political systems of international organizations and presents a list of 24 criteria that are suitable for assessments of their functioning. This text is a polemical contribution to the debate on positivism & postpositivism in the study of international relations. It focuses on four aspects rendering Louzek's defense of positivism rather flimsy: first, the untenability of the positivism-normativism dichotomy. Second, a more detailed analysis of theories incorrectly grouped with normativism. Third is an analogous analysis of positivistic theories, & particularly their claims to an epistemologically neutral access to reality, & fourth, we discuss Louzek's ambivalent attitude to modernity, particularly to the notion of progress. This article presents the idea that the social sciences are by nature normative & so simply cannot exist without normativeness at all. Their purpose is to understand & help solve social problems. The choices of issues, problems & questions are neither random nor objective, but are the results of normative consensus of their specific social-scientific discipline, as well as the greater social environment in which social scientists make them. This argument is applied to the polemics between Marek Louzek & Petr Drulak. I show that contrary to Louzek's assertions, the realism of E. H. Carr & Hans Morgenthau is strongly & explicitly normatively oriented. It is therefore unjustified to distinguish between normative idealists & scientific realists. The final section deals with the question what this conclusion means for the study of international relations. Adapted from the source document.
Financni aspekty autonomie ceskych municipalit v postojich politickych akteru

The paper herein presents a summary of research targeting the attitudes of mayors of Czech municipalities towards the financing of municipalities and the submitted legislative determination of taxes. Data reflect expert interviews with a representative sample of nine municipalities in Central Bohemian region. The research was originally incorporated into the doctoral thesis by Ilona Kruntoradova accomplished at the Institute of Political Studies at the Faculty of Social Sciences, Charles University in Prague; it is contextualized in the paper with political debates about the new rules concerning the funding of municipalities. Such rules create divisions among the municipalities as well as the parties within the Necas coalition government. The main research findings underline the prevailing lack of funds facilitating the development of small municipalities, mediation of the interests of municipalities through personal contacts rather than special interest associations, and deeper divisions between small municipalities and large cities. The research herein should primarily serve as a pre-research for larger inquiries involving a broader sample of municipalities throughout the Czech Republic. Adapted from the source document.

The article tries to evaluate the Europeanization research agenda from the point of view of a politics-sphere and actor-centered approach. The authors postulate that the concept of Europeanization is lacking in regards to problems of political process and its dominant actors -- political parties and interest/pressure groups. The article consists of several parts. First, a critical examination of existing Europeanization conceptualizations is provided. Second, the impact of democratic transition and consolidation upon Europeanization in new member countries of the EU (and in potential candidate states) is examined. Third, ways of necessary adaptation suitable for analyzing politics in terms of Europeanization are suggested and discussed. The article concludes with sections devoted to agenda-setting for research about the Europeanization of political parties and interest groups. The overall tenor of the article is to point out the necessity of integrating Europeanization-related issues, methodological, and research tasks into a broader framework of comparative politics/comparative government; and that the theoretical basis of actor-oriented Europeanization research should be drawn more from this area of political science than it has been in previous research.
