Few other countries are so interrelated with the world around us in political, economic, and social respects as the Netherlands. This means that the Dutch government needs to be alert in its response to the risks and opportunities presented by a rapidly changing world. Addressing this issue, the Scientific Council for Government Policy (wrr) offers some reflections in this report, guided by the question how the Netherlands can develop a foreign policy strategy that matches the changing power relations in the world and the radically changed character of international relations. The answer to this question is a reorientation. This means making transparent choices, making smarter use of Europe as our dominant arena, and, finally, choosing an approach that makes better use of the growing role of non-state actors. The report's recommendations not only underline the necessity of reorientation but also show how this could be accomplished in practice.
Political Science - Verhoging van het niveau van onderwijs, kunsten en wetenschappen in Nederland dient het voornaamste doel te zijn van het buitenlands cultureel beleid. Het streven naar goede betrekkingen met andere landen komt daarbij pas op de tweede plaats. In verband met de internationalisering is het verontrustend dat de internationale contacten op het gebied van de cultuurbeoefening in de afgelopen tien jaar lijken te stagneren, vooral als het gaat om wetenschapsbeoefening en hoger onderwijs.

The bad reputation in the social sciences of social Darwinian theories is one of the main hindrances to paying attention to ethology, the biological study of behavior. Although developments in this area of research suggest interesting implications for political science, so far, very few political scientists have dealt with these matters. First, the biological way of thinking about behavior is introduced. The object & method of ethology are dealt with, & attention is paid to the problems of function, causation, & history of behavior of animal & man. The neo-Darwinian theory of evolution, which is fundamental to ethology & to the main argument presented here, is summarized. It is concluded that morphology & behavior are both evolutionary organisms. Next, man is considered in the perspective of evolution. The belief in a rigid distinction between nature & nurture is discussed. The modern biological view that the human capacity for making culture is genetically coded is accepted. In a second part, some aspects of this biological view of behavior, relevant to political science, are discussed. From a comparison of definitions in ethology & political science, it appears that social behavior is the most important problem in both disciplines. Social scientists usually study behavior as an autonomous subject while biologists integrate their vision of behavior in the larger context of evolution. There is a fundamental similarity between ethological concepts of social behavior & some recently developed conceptions of political behavior. It is argued that relinquishing the more traditional focus of political science on state-oriented or group-centered action is an important condition.

The role of human rights in post-1945 Dutch foreign policy: Politicological and historical literature, Maarten KuitenbrouwerThe second Dutch government under Prime Minister Kok fell in 2002 following the publication of a critical report by the Dutch Institute for Wartime Documentation (NIOD) on the Srebenica issue. This event forms the starting point for a review of the recent literature on the role of human rights in Dutch foreign policy during the last few decades in both political science and history. Both disciplines share the 'decisionmaking analysis' in international relations theory as a common background. In addition, political scientists and historians have often found themselves researching the same human rights issues that affect Dutch relations with a series of non-Western countries. An explanation of Dutch policy is usually sought based on a combination of internaland external factors. In general, comparative analyses and research into its effectiveness are still conspicuous by their absence. All in all, there are more similarities than differences between recent political and historical studies on the role of human rights in Dutch foreign policy.

One of the most important problems in political science is party choice. Choice problems of a general nature have been studied by psychologists & market-researchers. Models from these fields are applied to political choice behavior. Research here was based on the principles of the 'attitude-model', which incorporates cognitive & affective aspects, integrated by means of combination rules. Focus is on identification of central attributes that characterize the 14 Dutch political parties in parliament. This was done by utilizing multidimensional scaling representations & by presenting a set of prespecified attributes to a group of individuals. The investigation pointed out 3 dimensions representing the 14 parties: the leftist-religious & government dimension, the nongovernment group, & a 3rd dimension, which could not be labeled. Discrepancies between these results & those of earlier research are due to differences in methods of data collection. The need for additional information is stressed. 3 Tables, 2 Figures. Die politische Landschaft der Niederlande wurde viele Jahre lang von drei Strömungen - den Christdemokraten, den Sozialdemokraten und den Liberalen - dominiert. Die Lage veränderte sich ab Mitte der 1960er Jahre: An die Stelle der vorherigen Stabilität trat eine immer grössere Unberechenbarkeit. Auch nahm die politische Zersplitterung zu und seit 2002 verzeichneten populistische Gruppierungen wiederholt Erfolge. Die raschen Veränderungen im Parteienspektrum sorgen bei oberflächlicher Betrachtung für eine Überbewertung der Unterschiede zwischen "damals" und "heute": Der aktuellen Instabilität steht die erstarrte Unbeweglichkeit der Vergangenheit gegenüber. Ein solches Bild ist jedoch eine Vereinfachung, denn auch in früheren Jahren konnten die politischen Spannungen eskalieren, und immer wieder scheiterten Kabinette vorzeitig. Neben allen Veränderungen sind somit auch Kontinuitäten und langfristig wirksame Traditionslinien in der niederländischen Politik zu beobachten. Der Sammelband Eine zersplitterte Landschaft geht auf diese Kontinuitäten und Veränderungen ein, indem er all jene Parteien betrachtet, die im Jahr 2017 in die Zweite Kammer des niederländischen Parlaments gewählt worden sind. Die älteste von ihnen existiert bereits seit beinahe 100 Jahren (SGP), die jüngsten Parteien (DENK und FvD) sind erst kurz vor der Wahl gegründet worden. Fast alle Beiträge sind von Vertretern der wissenschaftlichen Büros der Parteien verfasst worden, wodurch ein einzigartiger Blickwinkel entstanden ist: wissenschaftliche Distanz kombiniert mit einer Betrachtung von "innen heraus".
An important element in the debate on the hollowed State is the extent to which the subsidiary idea caused a decrease in dominance of the central State & led to a multifaceted process of decentralisation. A case in point is the recent regionalisation of the competency to organise local government in Belgium. Based on Page & Goldsmith's three dimensions in intergovernmental relations between central & local government (functions, discretion & access), we test the discourse of the reform of the local government in Flanders to its practice. It is argued that the principles of a subsidiary founded municipal autonomy, a growing fiscal & functional discretion & a personal disentanglement of local & central decision-makers was inspired by northern European models of government relations. These, however, are only partially being confirmed by the praxis of the reforms, as the main principles of the existing southern European models persist. Adapted from the source document.
The smallest parliament in Belgium is the one of the German-speaking community with its 25 members. It is responsible for only 74,000 inhabitants & nine municipalities, but it is nonetheless a fully-fledged parliament & government. Due to its limited size & therefore little attention in media & political science, its functioning is quite unknown. This article describes the profile of its politicians & examines the legislative & controlling function of the Parliament, while considering its relationship with the Government. As in other parliaments, we expect a dominant government but due to some distinct characteristics, we expect this to be even truer for the German Community. Welke toekomst heeft de politieke Islam in Nederland en in Europa? Hoe kunnen publieke belangen in de maatschappij van morgen worden gewaarborgd? Hoe staat Nederland in de nieuwe Europese Unie? Dit zijn voorbeelden van vraagstukken van nationale en internationale aard waar de Wetenschappelijke Raad voor het Regeringsbeleid, kortweg de WRR, zich mee bezig houdt.
This article presents a state-of-the-art description of political theory and analyses the role of political theory within the discipline of political science. It starts by describing two dominant approaches within the sub-discipline: conceptual political theory and normative political theory. Secondly, it situates political theory as separated from political science in general and from actual political debates. Thirdly, it analyses the role of methodology in normative political theory. I argue that the most important contribution of political theory to political science in general is its emphasis on the fact that politics is first and foremost a normative endeavor and that any political-scientific analysis should always be aware of this normative character.
