Research background. The presence of insect fragments is one of the major constrains in stored food commodities and it causes considerable loss in the quality of the produce. The management of the pest is viewed as a huge challenge in foodprocessingindustry. Conventionally, the detection of Tribolium castenaum in the food processing industry is carried out by acid hydrolysis and staining methods that are time consuming and lack precision. Experimental approach. Considering the importance of a quick and effective method, a quantitative polymerase chain reaction (qPCR)-based approach was developed and elucidated in this study. The mitochondrial cytochrome oxidase I (mtCOI) gene was identified as a target due to its abundance in the pest. Specific primers were designed against the target gene by Primer Premier software and amplified in a qPCR. Results and conclusions. This method is capable of detecting all the ontogenic stages of T. castaneum in stored wheat flour. Earlier experiments had demonstrated that about 20 µg of DNA can be obtained from 2.2 mg of insects. To quantify the infestation levels, the cycle threshold (Ct) values obtained from known samples were subjected to regression analysis and expressed as adult equivalents. In the unknown samples, the infestation was calculated as 1.74 and 0.046 adult insects in 5 g of wheat flour. The maximum permissible limit of insect fragments in flour is 75 insect fragments or approx. 3 adults per 50 g of flour as per the US Food and Drug Administration (FDA). Hence, by adopting this new method, it is possible for the warehouse operators to arrive at a decision to proceed with efficient management practices where wheat flour is stored. Also, this method can be ratified by government agencies associated with international business to ascertain whether the wheat flour meets the standards set by the respective country before subjecting to foreign trade. Novelty and scientific contribution. This study is the first of its kind in the detection and quantification of T. castaneum in milled products. So far, only conventional methods have been employed to assess the presence of the pests and manual counting of fragments are practiced to quantify the infestation levels. The developed qPCR method is faster, reliable and can be employed in milling industries, bakery industries, food processing plants and foreign trade units for critical detection and quantification of T. castaneum pest infestation. ; Pozadina istraživanja. Prisutnost dijelova insekata u namirnicama jedno je od glavnih ograničenja pri njihovom skladištenju, te uzrokuje velike gubitke u kvaliteti proizvoda. Suzbijanje štetnika predstavlja velik izazov u prehrambenoj industriji. Tradicionalno se prisutnost kestenjastog brašnara (Tribolium castaneum) u prehrambenim proizvodima utvrđuje kiselinskom hidrolizom i metodom bojanja, koje su dugotrajne i neprecizne. Eksperimentalni pristup. Uzevši u obzir potrebu za primjenom brze i učinkovite metode određivanja prisutnosti T. castaeneum u brašnu, u radu je razvijena i opisana kvantitativna metoda koja se temelji na lančanoj reakciji polimerazom u stvarnom vremenu (qRT-PCR). Kao ciljni gen odabran je mitohondrijski gen za podjedinicu 1 citokrom c oksidaze (mtCOI) zbog njegove rasprostranjenosti u nametniku. Pomoću kompjuterskog softvera Primer Premier izrađene su početnice za umnožavanje DNA ciljane vrste metodom qRT-PCR. Rezultati i zaključci. Ovom se metodom može identificirati kestenjasti brašnar (T. castaneum) u svim fazama ontogeneze u uskladištenom brašnu. Prijašnji su eksperimenti pokazali da se iz 2,2 mg kukaca može izdvojiti otprilike 20 µg DNA. Za utvrđivanje opsega zaraze provedena je regresijska analiza broja ciklusa (Ct-vrijednost) potrebnih za određivanje poznatih uzoraka, a rezultati su izraženi kao broj odraslih kukaca. U nepoznatim je uzorcima izračunat stupanj zaraze od 1,74 odnosno 0,046 odraslih insekata u 5 g pšeničnog brašna. Prema regulativi Američke agencije za hranu i lijekove (engl. U.S. Food and Drug Administration (FDA)), najveći dopušteni broj dijelova insekata u brašnu je 75, odnosno otprilike 3 odrasla kukca u 50 kg brašna. Pomoću ove nove metode voditelji skladišta mogu donijeti odluku o tome gdje skladištiti brašno, te učinkovito provoditi plan suzbijanja ovog nametnika. Također, državne agencije koje posreduju u međunarodnom poslovanju mogu temeljem ove metode utvrditi zadovoljava li kakvoća proizvedenog pšeničnog brašna standarde zemalja kojima se ono isporučuje. Novina i znanstveni doprinos. Ovo je prvo istraživanje u kojem je utvrđena količina kestenjastog brašnara T. castaneum u mljevenim žitaricama. Dosad su korištene samo konvencionalne metode utvrđivanja prisustva nametnika u brašnu, a opseg zaraze je određivan ručnim brojanjem dijelova insekata. Nova qRT-PCR metoda je brža, pouzdanija i može se koristiti u mlinarskoj i pekarskoj industriji, pogonima za preradu hrane i pri međunarodnoj trgovini za utvrđivanje opsega zaraze kestenjastim brašnarom.
Kao povijesno-kulturne ustanove, arhivi prikupljaju, obrađuju i daju na korištenje različite kategorije podataka sadržanih u arhivskom gradivu, vodeći se pritom domaćim i međunarodnim stručnim standardima, pravnom regulativom i dobrom praksom. Jedna od znatnije zastupljenih kategorija su osobni podatci građana, o kojima se u recentnoj stručnoj literaturi najviše pisalo s aspekta njihove dostupnosti, tj. uvjeta i načina korištenja. U ovom članku analiziraju se i naglašavaju neki praktični i etički aspekti u vezi s opisivanjem arhivskih fondova i zbirki koji sadrže takve podatke, posebno u kontekstu primjene Opće uredbe o zaštiti podataka (General Data Protection Regulation, GDPR). Daje se i pregled preporuka koje je u listopadu 2018. izradila Europska arhivska grupa (European Archives Group, EAG) kao pomoć europskoj arhivskoj službi u implementaciji te Uredbe. Time se nastoji dati poticaj za daljnju znanstvenu i stručnu obradu te teme, posebno u vidu izrade odgovarajućega nacionalnoga priručnika za opis arhivskoga gradiva koje sadrži osobne podatke i druge kategorije ograničeno dostupnih podataka u kojem bi primjena normi i važećih propisa bila ilustrirana odgovarajućim praktičnim primjerima. ; In order to present archival records they store and facilitate their usage archives produce various types of finding aids. Previously these finding aids were accessible in Croatian archives in archival reading rooms in printed form, whereas in recent times they have become more accessible in digital form on websites of archives or on network information systems. In this way the descriptions of archival records become publicly available to a large number of users, without geographical or time constraints, by which archives mostly do not possess tools or resources to monitor the manner users further dispose of that descriptive data. This further reinforces the practical and ethical issues regarding the formation of archival description in a way that it provides the whole information on records' contents and the context of their creation, without hiding (omitting) and at the same time does not reveal data responsible for the possible limited availability of records. For the last twenty years Croatia has been applying ISAD(G) and ISAAR(CPF), the international archival standards for describing archival records. Despite that, there are departures in practice and misgivings regarding the interpretation of contents and the role of individual descriptive elements, as well as the structure of finding aids. Such departures are also expected in the segment that describes personal data, bearing in mind that both ISAD(G) and ISAAR(CPF) contain general rules without particular guidelines for the description of archival records containing data with limited availability. Misgivings in practice can result in a passive approach in processing and describing personal data which can, for example, manifest by producing finding aids only for internal needs (without making them available to users), ignoring or (un)intentionally withholding information on the existence of personal data in archival records and terms of their availability. Since 2018 Croatia has been applying two new provisions that are important in the context of the processing and description of personal data in archival records. They are the General Data Protection Regulation (GDPR) and the Act on Archival Records and Archives. The paper describes in detail and compares some of the principles from these two provisions and analyses their influence on the current practice of description of personal data in archival records (defining personal data, processing the data of deceased individuals, the principle of reducing the quantity of data, encouraging the acquirement of data that is important for raising awareness of totalitarian and undemocratic regimes and their consequences). With regard to the very broad definition of personal data archivists always face the question whether the data they will supply in the title or the description of archival units can cause the direct or indirect identification of an individual i.e. the particular issue of endangering someone's privacy, dignity and other rights. Furthermore, bearing in mind that the Regulation and the Croatian archival act do not impose any limitations regarding the processing of deceased individuals' data, it can be concluded that there are no formal impediments either for archival description or publishing such data. However, the question remains, regardless of the fact it concerns the data of deceased individuals, whether the ethical principle that archivists abstain from overly exposing data should be upheld, particularly if it concerns sensitive data which can influence the violation of dignity of family members of those individuals. The basic principles of the Regulation include the principle of reducing the quantity of data. It entails that personal data must be appropriate, relevant and limited to necessities in relation to purposes for which they are processed. The application of this principle is particularly important in the context of creating and enhancing the trust between the archives and the public. In other words, this approach conveys the message to the public that they can trust the archival service not to unjustifiably or excessively reveal and publish personal data. Within the context of processing data which is important for enhancing the awareness on the totalitarian and undemocratic regimes and their consequences there is a practical and ethical question on how to maintain the neutral position of archivists and archives as institutions in terms of providing objective description, without the endeavour to interpret on the political or ideological level. Concerning the indicated practical and ethical issues, the application of the guidelines created in October 2018 by the European Archives Group as assistance in implementation of the General Data Protection Regulation is recommended. The guidelines are connected with the Principles of Access to Archives by the International Council on Archives from 2012. This demonstrates that even before the General Data Protection Regulation was adopted the archival community paid considerable attention to ethical issues and standards of good professional practice regarding protection, processing and description of personal data in archival records. However, within the context of the new legislation the paper's intention is to encourage further scientific and professional addressing of this topic within the Croatian archival community, including producing a guide regarding all aspects of managing personal data in archival records. Besides, the prevailing view is that there is a need for producing a special manual for the description of archival records which contain personal data and other categories of data with limited access, in which the application of standards and current provisions would be illustrated with appropriate practical examples.
Ministarstvo kulture 2013. godine provodi istraživanje o stanju u medijima, a 2015. godine započinje raspravu o medijskoj politici te donosi deset dokumenata koji služe kao temelj za medijske politike u RH od 2015. do 2020. godine. Nemoguće je tvrditi da je samo ekonomska kriza uzrok krize u medijima, iako postoji sveza jer je pad broja oglasa u medijima za sobom donio i pad broja zaposlenih. Manji broj novinara u redakcijama utjecao je na pad kvalitete novinskih uradaka, a ekspanzija društvenih medija te jačanje portala na internetu, usmjerili su novinarstvo u drugom smjeru. Erozija demokratske funkcije medija termin je s kojim se danas susrećemo kada govorimo u "krizi" ili stanju u medijima. Iako je prethodno održano nekoliko tematskih prosvjeda Hrvatskoga novinarskog društva, u ožujku 2019. godine organiziran je opći prosvjed nazvan Oteli ste medije, novinarstvo ne damo. Prosvjed je imao za cilj uručiti Vladi osam zahtjeva koji se odnose na sudske tuže, pritiske politike i oglašivača, prijetnje novinarima, ugrožavanje profesionalnih standarda, nepoštivanje medijskih zakona kao te izostanak ozbiljne medijske politike. Iako rasprava o medijskoj politici završava u 2020. godine, sami novinari navode izostanak adekvatne strategije. S obzirom na završetak petogodišnjega razdoblja rasprave o medijskoj politici, u radu će se prikazati rekapitulacija protekloga razdoblja. Je li sve navedeno uzrok daljnje krize u medijima te erozije funkcije medija, autori će nastojati utvrditi u radu. Za potrebe rada provedena je anketa među novinarima dostupnim na društvenoj mreži LinkedIn. Također će se napraviti komparacija s početnim stanjem rasprave o medijskoj politici i dobivenih rezultate. Slijedom slogana prosvjeda, pokušat će se dati odgovor tko je oteo medije te kakva je ocjena novinarstva u Hrvatskoj. ; The Ministry of Culture in 2013 conducts research on the media situation, and in 2015 begins discussions on media policy and adopts ten documents that serve as the basis for media policies in the Republic of Croatia in the period 2015 to 2020. It is impossible to argue that only economic crisis is the cause of the crisis in the media, although there is a link because the decrease in the number of advertisements in the media has also led to a decrease in the number of employees. Fewer journalists in newsrooms have affected the decline in the quality of news articles, and the expansion of social media and the strengthening of online portals have directed journalism in another direction. Erosion of the democratic function of the media is a term that we come across today when we speak in a "crisis" or situation in the media. Although several thematic protests have been held by the Croatian Journalist Society, a general protest called "You kidnapped the media, we don't give journalism" was organized in March 2019. The protest was intended to deliver to the Government of eight claims relating to the largest number of lawsuits, political PR and prints and advertisers' pressures, threats against journalists, jeopardizing the professional rights and standards, failure to comply with media laws and the lack of serious media policy. Although the debate on media policy, in the framework of the start, ending in 2020. Godin e journalists themselves referred to the lack of adequate strategies. Following the slogan of the protest, an attempt will be made to answer who abducted the media and what is the rating of journalism in Croatia.
RIJEČ UREDNIŠTVAOvoga 20. listopada obilježit ćemo dvije obljetnice, 120 godina od izgradnje Šumarskoga doma i početka visokoškolske šumarske nastave u Hrvatskoj, upravo u Šumarskome domu. Naime, toga dana 20. listopada 1898. godine počela je s radom Šumarska akademija u sklopu tadašnjeg Mudroslovnog (Filozofskog) fakulteta, kao četvrta visokoškolska ustanova Sveučilišta u Zagrebu. Time je Hrvatsko šumarsko društvo ostvarilo još jedan temeljni cilj, nakon dovođenja u Hrvatsku više šumarske nastave (Gospodarsko šumarsko učilište u Križevcima 1860. god. te početak tiskanja svoga znanstveno-stručnoga i staleškoga glasila Šumarski list 1877. god.). Za poznavanje i gospodarenje najsloženijim ekosustavom – šumom, potreban je visokostručni kadar, geslo je tadašnje politike (sugestija Marije Terezije), koje je putem Hrvatskoga šumarskoga društva ostvareno. Za razliku od današnje politike tada je šumarstvu i šumi dano tako vidno mjesto, koje mu po značaju i pripada. Gospodariti po načelu potrajnosti na gotovo polovici (47 %) kopnene površine Hrvatske zahtijeva drukčiji pristup šumi i šumarstvu u odnosu na današnji. Ponajprije, šumi treba vratiti protuvrijednost koju ona pruža. Ona je danas za mnoge neprepoznata, a nju Hrvatsko šumarsko društvo kao predstavnik objedinjene struke (šumarskoga obrazovanja, prakse i znanosti) neprestano ističe. Sa žaljenjem ističemo da resorni ministar do danas, unatoč molbi, nije našao za shodno primiti na razgovor rukovodstvo Hrvatskoga šumarskoga društva i informirati se o problemima dijela resora kojega pokriva, i to na stručnoj, a ne političkoj razini. Baš nas interesira koliki će značaj dati obilježavanju spomenutih obljetnica?Ostavit ćemo politiku i prelistati dvadeset prvo godište (ili tečaj kako piše) Šumarskoga lista i spomenuti samo neke značajnije napise iz davne 1898. god. Ponajprije treba istaknuti da je glavni urednik bio Josip Kozarac, državni nadšumar iz Vinkovaca, a časopis je tiskan u 12 brojeva.Milan Tordony, kr. šumar polemizira na temu Preborna šuma – primjeri iz Šumarije Fužine – zagovara normalnost sastojine kojoj se gospodarenjem nastojimo približiti – cilj je potrajno dobivati prihod, što je ovisno o strukturi sastojina. Tekst i rasprava poznatog nam A. Kerna naslovljen je na temu "Uređivanje prebornih sastojina". Gašo Vac, krapinski šumar piše "Šume i šumsko gospodarenje u Donjo Miholjačkom kotaru" općenito, a potom o vlastelinskim i o šumama zemljišnih zajednica, posebice hrastovim šumama. Godište završava s popisom članova ("začasnih, utemeljiteljnih, podupirućih te članova I. i II. razreda").Uredništvo ; EDITORIALOctober 20th 2018 marks two important events: the 120th anniversary of the ceremonious opening of the Forestry House and the beginning of university forestry education in Croatia in the premises of the Forestry House. On October 20, 1898, the Forestry Academy was established within the Faculty of Philosophy as the fourth institution of higher education of the University of Zagreb. The Croatian Forestry Association fulfilled yet one more basic goal, after bringing higher forestry education into Croatia (Agriculture and Forestry College in Križevci in 1860 and the beginning of publishing its scientific forestry-specialized publication - Forestry Journal in 1877). To learn about and manage the most complex ecosystems, the forest, highly expert personnel is needed: this was the motto of the politics of that time (suggested by the Empress Maria Theresa). This motto was put to life through the Croatian Forestry Association. Unlike present-day politics, forestry and forests were then paid due importance. Implementing the principle of sustainability to manage forests that cover almost half (47 %) of the land territory of Croatia required a different approach to forests and forestry than is used today. First of all, the forest should be given back the values it provides. For many, these values are not recognized, although the Croatian Forestry Association as a representative of an integrated profession (forestry education, practice and science) continuously stresses them. We regret to say that, despite our repeated requests, the competent minister has not yet found time to receive the Managing Board of the Croatian Forestry Association to discuss problems arising in a part of the department he is responsible for. We do not wish to discuss problems on a political but on a professional level. Let us wait and see what importance will be given to the anniversaries mentioned above. However, let us leave politics and turn to leafing through Forestry Journal published in 1898 (the twenty-first year of the publication). We shall mention here only several of the more important articles from the year 1898. First, Editor-in-Chief was Josip Kozarac, a state head forester from Vinkovci, and the journal came out in 12 issues. Milan Tordony, the royal forester, discusses the topic of selection forests - examples from Fužine Forest Office - and advocates the normal status of a stand to be achieved with management practices. The goal is to obtain sustainable yield, which depends on the structure of a stand. The text and the debate of the renowned A. Kern bears the title "Managing selection stands". Migracijski val od 2014. do 2016. u kojem je velik broj djece i majki iz država Sjevernog trokuta na putu prema krajnjem odredištu SAD-u bio u tranzitu Meksikom okarakteriziran je krizom. Kriza je podrazumijevala postojanje prijetnje koja opravdava provođenje izvanrednih mjera. Teza rada je da pod utjecajem SAD-a Meksiko migrante u tranzitu smatra prijetnjom sigurnosti građanima Meksika, a ne ugroženim pripadnicima istoga kulturnoga kruga koje treba zaštititi. Stoga se prema njima ne odnosi u skladu s ciljem ljudske sigurnosti, već primjenjuje silu. Rad predstavlja studiju slučaja. U prvom odjeljku dani su prikaz vrsta migracija i poimanje migracija u kontekstu ljudske i građanske sigurnosti, dok su u drugom analizirani potisni i privlačni faktori migracija iz država Sjevernog trokuta. U trećem odjeljku prikazana je politika tranzitne države Meksika prema ilegalnim migrantima. U radu je izložen sud o migracijskoj politici Meksika prema migrantima u tranzitu. Zaključeno je da je iz perspektive ljudske sigurnosti politika bila »loša« jer je bila diskriminirajuća i u neskladu s kulturno-političkim kontekstom te moralnim i zakonskim normama. No gledano iz perspektive nacionalne sigurnosti politika je bila »dobra« jer je bila ostvariva, postigla je rezultate uz prihvatljiv trošak ljudi i sredstva i njome su obranjeni državni interesi Meksika – dobri odnosi sa SAD-om. ; This article will attempt to answer two questions; first, in what way did the Government of Mexico attempt to resolve the influx of a large number of migrants, children and family members, from the Northern Triangle countries (Guatemala, El Salvador, Honduras) who were transiting Mexico on their way to the United States in the 2014–2016 period? Second, why have migrants continued to arrive even after the adoption of the Mexican Programa Frontera Sur (PFS) of 2014, which was supposed to resolve the migration crisis and put an end to arrests and deportation? At the same time, the article will try to assess, according to Haines (2013), whether the Mexican post-2014 migration policy has been "good" (in line with the political and cultural context, achievable and effective with acceptable costs of staff and resources), or "bad" (discriminatory and incompatible with existing moral and legal norms). The thesis of the article is that under the influence of the United States, Mexico is treating migrants in transit as a security threat, rather than as members of the same cultural circle who require protection. So, instead of helping them, Mexico uses coercion to suppress them. While traditional threats are endangering the survival of the state, new threats to the state are also endangering individuals. The article consists of an introduction, three sections and a conclusion. The first section will provide an explanation of the relationship between migration and security (traditional national security and human security). The second section analyses the pull-and-push factors of migration from the Northern Triangle countries. This is followed by Mexico's transit policy towards illegal migrants, which is discussed in the third section. Case study research was used as a methodological strategy. The migration wave in the 2014–2016 period, consisting of many children and mothers from the Northern Triangle states transiting through Mexico on their way to the United States, was characterised as a crisis. A crisis implies the existence of a threat justifying the imposition of extraordinary measures. The issue of migrants in transit through Mexico was no novelty. Since the late 1980s, under the pressure of the United States, Mexico has been deporting migrants in transit back to their countries of origin. As Mexico has increasingly associated with the United States, there has emerged a growing need for greater compliance with "American requirements" and for the understanding of "American fears" of illegal migrants. After 11 September 2001, the fear became almost paranoid. Mexican presidents Fox, Calderon, and Nieto brought about and implemented a restrictive migration policy in line with the US policy, according to which migrants posed a threat to national security. Although repeatedly emphasising its intention to protect the migrants in transit, Mexico militarised and securitised its migration policy. This was particularly apparent after the 2014 Frontera Sur programme, which applied the same methods – arrest, deportation and denial of asylum – to the vulnerable population of women and children who largely satisfied the criteria for refugee status recognition. The PFS emphasised the intent to protect migrants, to better manage border crossings and to create security and prosperity zones in the south of the country. However, after two years of the programme's implementation it can be concluded that none of the objectives above have been achieved. Indeed, migrants in transit are additionally exposed to strife, suffering, and violations of their fundamental human rights, both by criminal organisations and the forces of law and order. Therefore, their transit has become much more uncertain than it was before. At the same time, human rights are violated by the state of Mexico itself, which denies migrants the right to asylum or recognition of humanitarian visas. The border in the south of the country has not become more secure. That PFS complies with US interests is apparent from the fact that the United States is its main source of funding, since it has managed to link the combat against drugs and migrants in transit via the Merida Initiative. The question is why have migrants continued to arrive despite everything mentioned above? It was their hope that somehow, they would reach the USA or, in the worst case, remain in Mexico. The most elementary human right, the right to life, is endangered in the countries of the Northern Triangle. In addition to personal insecurity, there are other human security threats in Guatemala, Honduras and El Salvador forcing the citizens to flee and emigrate from political, economic, environmental, and health and food insecurity. With everything being said, it is not easy to evaluate the Mexican migration policy. From a perspective of human security, it was "bad" because it was discriminatory and incompatible with the cultural and political context, as well as with moral and legal norms. Evaluated from a national security perspective, it was "good" because it was achievable, it has yielded results with an acceptable cost of staff and resources and has achieved state interests – good relations with the United States. At the same time, it is one of the tools Mexico can use in the future if Trump should decide against Mexican interests (significant taxing of Mexican products or deporting the many Mexican citizens illegally residing in the United States). Since Mexico, Guatemala, Honduras and El Salvador belong to the same cultural (historical, religious and linguistic circle), it was presumed that Mexico would pursue a policy that favours migrants and their protection; however, that did not happen. The authors agree with Kimball (2007: 140) that in the long run, Mexico will not be able to simultaneously advocate and implement both the pro- and anti-immigrant policy. The problem of the migrant wave, mostly consisting of mothers and children from the Northern Triangle countries, who were in transit through Mexico during 2014–2016, was attempted to be resolved via securitisation rather than care about their security. Castles de Haas and Miller (2014: 5) state that in the case of Mexico, there is a proliferation of migration transition, since it is turning from an emigration into an immigration country. To be more specific, with Trump coming to power, Mexico is increasingly not just a transit country, but also an ultimate destination country. Trump's immigration policy regarding immigrants from Central America suffers from deep historical amnesia related to the role of the USA in the Central American conflict of the 1980s, which has significantly destabilised the region. Moreover, Trump denounces and demonises as dangerous criminals the families, women and children, who have fled from violence contributed to by the USA (Portillo Villeda and Miklos, 2017: 53–54). This is one of the reasons the number of arrested migrants from Central America on the southern border of the United States has significantly decreased, but the number of asylum seekers in Mexico has increased threefold. There is a hope that new Mexican president Andrés Manuel López Obrador would perceive vulnerable Northern Triangle migrants more as a threat to human rather than national security.
Napor na uključenju načela održivosti u osnove prostornog planiranja u današnjem postsocijalističkom svijetu traži nove odnose između ustaljenih i suvremenih sudionika. Pojedini interesenti uključeni u razvoj, upravljanje i politiku djeluju na ishod regionalnih i urbanih sustava u Hrvatskoj ponekad bez obraćanja pozornosti na održivost. Njihovo djelovanje pokazuje nedostatak svijesti i negativan odnos prema održivosti u planerskoj praksi gdje je glavni cilj unaprijediti kakvoću života sadašnjih i budućih naraštaja. Bez dobrih ideja o nosivim kapacitetima i održivosti, neki od ovih sudionika zanemaruju planerska znanja i ekspertizu (CAVRIĆ, NEDOVIĆ – BUDIĆ, 2007.). Vještinama i znanjima planeri ih savjetuju, međutim, glavna pokretačka sila još je uvijek politički utjecaj. Takvi predlagači uspijevaju zaštititi svoje osobne probitke glede prostora i zemljišta nauštrb javnosti i običnih građana, podržavajući sustav izrade "preslikanih" planerskih izvješća, pogodujući tek daljem urbanom širenju i nenadziranoj izgradnji. Na žalost, poradi dužega vremenskog društvenog ignoriranja i jake sveze lobija investitora, arhitekata i građevinara, različite međunarodne planerske ideje s "održivošću na umu" još ne utječu na hrvatsku teoriju i praksu planiranja. Neke su od njih jednostavno neprihvaćane, netočno tumačene ili odbacivane zahvaljujući krutoj zakonskoj regulativi, nepostojanju formalnog školovanja planera i povlaštenom položaju tek jednog tipa ovlaštenih planera tj. arhitekata . Osjetljivost za alternativna razvojna rješenja, sudjelovanje javnosti, novine u ponašanju, organizaciji i tehnologijama, raznovrsnost pomagala za provedbu u planerskoj "kutiji s alatima", kao i različite vrste planerskih poslova u usmjeravanju održivih promjena, tek treba prepoznati u zemlji koja je u procesu pristupanja EU. Unatoč tomu, ovaj rad teži sumirati održivost i njezine sastavnice kao nove postavke, u kojima je glavna misao vodilja novoga globalnog pristupa planiranju, objavljena od Centra za ljudska naselja Ujedinjenih Naroda (UNCHS) kako slijedi: "Novo planiranje je manje kodirano i tehničko, više inovativno i poduzetničko. Ono je više sudioničko i usmjerenije projektima nego cjelovitim prostornim sustavima. Plansku ekspertizu sve češće ne zahtijeva samo država već i dioničarski i javni dijelovi građanskog društva. Prijeporno nije planiranje samo po sebi, nego njegov cilj: da li ga voditi uglavnom učinkovitošću, jačajući postojeću razdiobu bogatstva i moći, ili bi trebalo odigrati distribucijsku ulogu da može pomoći pri stvaranju minimalnih standarda urbanog življenja" (Hague, 2001.). ; Effort to incorporate sustainability aspects into the spatial planning agenda requires new relationships between conventional and new players in today's post-socialist world. Some stakeholders engaged in development, management and governance are sometimes tailoring the destiny of regional and urban systems in Croatia without sustainability concerns. Their activities show the lack of awareness and negative attitude towards sustainable planning practices where the major goal is to improve the quality of life of current and future generations. Without sound ideas about carrying capacities and sustainability, some of these actors have ignored the planning knowledge and expertise (CAVRIĆ, NEDOVIĆ – BUDIĆ, 2007). Planners advise upon them with their professional skill and knowledge but the driving force is still political power. These proponents have managed to safeguard their own spatial and land interests on the expense of the public and ordinary citizens, by maintaining the system of "copy-paste" planning blue prints, suitable for supporting emerging urban sprawl and uncontrolled construction activities. Unfortunately, due to the long-term social ignorance and strong alliance of developer's lobbies, architects and constructors, various international planning ideas with "sustainability in mind" have not affected Croatian planning theory and practice, yet. Some of them are petrified, misinterpreted or simply abolished owing to obstinate legislation, the non-existence of formal planning education, and the privileged position of only one brand of chartered planners (e.g. architects) . Alternative development solutions, such as public participation, behavioral, organizational and technological advances, diversity of implementing instruments in the planner's "toolkit", and the planner's numerous tasks in guiding sustainable change, are still to be recognized in this EU accession country. Notwithstanding, this paper aims to summaries sustainability and its derivates as the new paradigms, in which the guiding leitmotif of the new global agenda for planning is spelled out by the United Nations Centre for Human Settlements (2001b) as follows: "The new planning is less coded and technical, more innovative and entrepreneurial. It is more participatory and concerned with projects rather than whole spatial systems. Planning expertise is increasingly sought not only by the state, but also by the corporate sector and civil society. What is controversial is not planning per se, but its goal: whether it should be directed chiefly at efficiency, reinforcing the current distribution of wealth and power, or whether it should play a distributive role to help create minimum standards of urban liveability" (Hague, 2001).
RIJEČ UREDNIŠTVAPrijedlog zakona o šumama prošao je prvo čitanje u Saboru Republike Hrvatske. Njegova priprema trajala je skoro dvije godine. U povjerenstvu za izradu sudjelovali su predstavnici svih relevantnih sektorskih institucija, a prijedlog zakona prošao je i e-savjetovanje, nakon kojega je dio primjedbi usvojen. Na saborskom Odboru za poljoprivredu bilo je dosta rasprave o iznosu naknade za općekorisne funkcije šuma, čija bi se stopa trebala zadržati na postojećoj razini od 0,0265 %, ali s oslobađanjem plaćanja naknade svim pravnim i fizičkim osobama koje ostvaruju godišnji prihod do tri milijuna kuna. Vezano za raspodjelu sredstava iz naknade OKFŠ-a buru među šumarskim znanstvenicima i stručnjacima izazvao je prijedlog pravilnika sa smanjenjem financiranja znanstveno-istraživačkih radova sa sadašnjih 5 % na samo 1 %, što bi u praksi značilo da se samo oko milijun i pol kuna raspodjeljuje za šumarsku znanost. Svjesni svih ugroza koje trenutno vladaju u hrvatskim šumama, ovakav prijedlog je stvarno nerazuman i podcjenjivački. Valja se nadati da će kritički komentari i prijedlozi uroditi plodom te da će se znanstveno-istraživačkim radovima propisati traženih 10 % od ukupnih sredstava iz fonda OKFŠ-a. Novi pak Pravilnik o nedrvnim šumskim proizvodima unosi nepotrebno i golemo administriranje zbog izdavanja dozvola za besplatno sakupljanje šumskih plodova za vlastite potrebe, bez mogućnosti kvalitetne kontrole ulaska u šumu na temelju kojega mogu nastupiti i značajne štete za dio šumskog ekosustava, a povećana je i opasnost od šumskih požara.Nedavno najavljeno osnivanje sedamnaeste podružnice Hrvatskih šuma u Slatini, za područje Virovitičko-podravske županije, možda je prošlo nekako nezapaženo i ne previše glasno komentirano u šumarskoj javnosti. Međutim, sama realizacija te ideje otvorila bi Pandorinu kutiju iz koje ne znamo što bi sve izašlo, a po mitologiji iz te kutije je izašlo zlo. Raspodjela državnih šuma i šumskih zemljišta u Republici Hrvatskoj ne prati političke granice županija i općina. To je davno napušteno. Trgovačko društvo Hrvatske šume d.o.o. u stopostotnom je vlasništvu Republike Hrvatske i brine se o gospodarenju državnim šumama, ne gledajući na lokalne granice, jer je interes šume u prvom planu. Naravno da lokalno stanovništvo treba imati koristi od resursa kojima raspolaže, ali to se rješava kroz zapošljavanje u Hrvatskim šumama d.o.o., prodaju ogrjeva, sakupljanje nedrvnih proizvoda i slično. Najavljena korist za Virovitičko-podravsku županiju osnivanjem nove podružnice kosi se s današnjim ustrojem i upravljanjem Hrvatskim šumama. Nijedna županija ne radi razvojne planove za Hrvatske šume d.o.o., no suradnja s jedinicama lokalne uprave posvuda postoji, jer su šumari oduvijek bili dio zajednice u kojoj su djelovali. Ne samo da je najava upravljanja eventualnom novom podružnicom iz županije nemoguća, nego bi se time otvorila mogućnost prekrajanja granica i ostalih podružnica po županijskim granicama. Neke podružnice mogle bi biti ukinute, a neke bi se proširile izvan povijesnih i tradicijskih granica. Svaki ustroj ima svojih nedostataka i ne može se reći da je sadašnji idealan, ali sa svakom najavom promjena, posebice ako nisu cjelovite nego parcijalne, provedbom istih dolazi do sukoba u kojima glavnu ulogu ne igraju racionalni gospodarski razlozi, nego trenutna politička moć. Trenutno postoji 21 županija s gradom Zagrebom, ali već godinama se vode rasprave treba li smanjiti broj tih administrativnih jedinica. Za koju godinu će možda postojati samo nekoliko regija. Da li bi onda ponovno trebalo prekrajati granice podružnica unutar Hrvatskih šuma d.o.o.? Današnje poslovanje trgovačkog društva u državnom vlasništvu, iako ima monopolistički položaj, nikako ne određuje tržišno poslovanje, nego državom uvjetovana raspodjela sirovine po dugo vremena najnižim cijenama u regiji, ali i u čitavoj Europskoj uniji. Najveću cijenu "darivanja" državnog resursa plaća šuma kojoj se ne vraća ono osnovno kroz dostatne šumsko-gospodarske zahvate, a kamoli da joj se poboljšava stanje sanacijom uslijed elementarnih nepogoda, promjene klime, pojave novih štetnika i drugih ugroza. U takvoj situaciji razmišljati o stvaranju nove podružnice zbog zadovoljavanja lokalnih apetita nikako nije mudro ni racionalno. Uredništvo ; EDITORIALThe forest law proposal has gone through the first reading in the Sabor of the Republic of Croatia. It has been prepared for almost two years. The conflict of interest committee was participated by the representatives of all relevant sector institutions; the Law proposal also underwent an e-consultation after which a part of the comments were accepted. At the Board of Agriculture there was considerable discussion on the amount of reimbursement for the nonprofit forest functions, the rate of which should be retained at the present level of 0.0265%, though with the exemption from payment granted to all legal and physical persons with a yearly income up to three million Kunas. In connection with the distribution of the means from the OKFŠ (nonprofit forest functions) fund, the proposed regulations that would reduce the finances for the scientific research from the present 5% to only 1% have caused a turmoil among the scientists; this would practically mean that only about 1.5 million Kunas would be alloted to forestry science. Considering the many current threatening issues related to the Croatian forests, a proposal of this kind is irrational and degrading. We hope that the critical comments and suggestions will supports the efforts toward achieving the required 10% of the OKFŠ fund for scientific research. On the other hand, the new Regulations on the non-wood forest products are causing the unnecessary huge administration due to the issuing licences for free uncontrolled collection of forest fruits for personal use, which could lead to considerable damage to one part of the ecosystem; besides, this would increase the already high danger of forest fires. The recently announced foundation of the 17th branch office of the Croatian Forests in Slatina for the region of the Virovitica/Podravina county has been almost unnoticed and only marginally commented in the forestry environment. However, the realisation of the idea would open the Pandora's box, out of which who knows what would emerge; the myth says, all the evels of the world. The distribution of state forests and forest areas in the Republic of Croatia does not coincide with the political borders of the counties and municipal areas, as it used to be for a long time. The trading company Croatian Forests Ltd. is entirely owned by the Republic of Croatia, so that the state takes care of the management of its forests without considering the local border lines. The care for the forest comes first. The local population should benefit from the forest resources, which is achieved through employment in Croatian Forests Ltd., sale of fuelwood, collecting the non-wood products, etc. The announced benefit for the Virovitica/Podravina county through the foundation of the new branch is in conflict with the present constitution and management of the Croatian Forests. No county makes development plans in the name of the Croatian Forests Ltd.; however, there is a collaboration among the units of the local management because foresters have always been a part of the community in which they have been active. Not only that the announcement of the management of a new branch office in a county is unacceptable, but it would also open a possibility of changing the borders of other branch offices, some of which could then be cancelled, others would cross outside of the historical traditional borders. With all the disadvantages of the present constellation, we cannot claim that the present one is ideal; with every proposed change, particularly such that is not global but particular, its implementation usually results in conflicts, not caused by rational economic reasons, but by current political power. There are now twenty-one counties, including the City of Zagreb. Disputes have been going on for years on whether the number of these administrative units should be reduced. In a few years, there may be only several regions. Should the borders of the branch offices be then again changed within the borderlines of the Croatian Forests Ltd? Though monopolistic, the present business management of the trading company owned by the state is not defined by the market but by the distribution of raw materials at the lowest prices in the region and all European Union over a long time. The highest price of "giving away" the state resources has been paid by the forest without reimbursing it with what is fundamental - satisfactory forest management operations, not to speak of improvements by recovery after damages, climate change, new pests and other threats. At this time the opening of new branch offices in order to satisfy local appetites is neither wise nor rational. Editorial Board
Autor pokazuje kako se stil Božidarevićeva slikarstva može analizirati kao reprezentativna građa za povijest dubrovačkog društva1500-tih godina, premda se Nikola ustezao od prodornijeg promatranja svog unutarnjeg svijeta i onog vanjskog koji ga je okruživao, dočim se moglo očekivati (obzirom na njegov temperament i budući da je radio po narudžbi kapetana i trgovaca globe-trottera) da mu slike budu proviđene s više detalja onodobne vidljive stvarnosti. ; He signed himself in brush strokes only twice as: Nicolaus Rhagusinus, Nicolo Raguseo- Nikola of Dubrovnik - once in a marble medallion under the arm of Gabriel in the middle of the Annunciation, which he painted in 1513 forthe Đorđić family, the second time at the foot of the Virgin's throne on the main altar retable in the Church of Our Lady of Dance, his last work (1517). This name, until the archival discovery of his Croatian family name, fired the imagination of those researching Dubrovnik Renaissance art and even became a kind of myth. To call himself Rhagusinus in the middle of Dubrovnik undoubtedly meant a self-confident declaration vis a vis his artistic contemporaries- especially Mihajlo Hamzić and Vicko, the son of Lovro Dobričević,and even perhaps in relation to his own father whose workshop he had just left. When we stand today in front of polyptychs of this kind (which, when preserved in full, amaze us by the perfect balance of their general composition) we rarely think that they were created as bricolage. Immediately after Nikola's return from Italy he, and his father Božidar Vlatković received several very large orders. In 1495 they were given a contract for the retable of the main altar of the Franciscan church in Cavtat. The church authorities required that the central composition and figures on the left side should be composed according to the pattern of a polyptych executed almost half a century earlier by Matko Junčić in the church of the Minorite Friars in Dubrovnik, while figures on the right side were to be done according to the pattern of another altar in the same church. The saints in the upper part of the polyptych, shown down to the waist, were to be done after Junčić also, and only the central Pieta according to an earlier painting by Božidarević. The same is true of their style. Experts have very easily "reduced" Božidarević's work into the style and themes found in the Crivelli brothers and Vittore Carpaccio. But Božidarević obviously also knew the fresco paintings of Perugino and Pinturichio in the Vatican palace (Appartamento Borgia)and elsewhere in Rome where his brush may, according to Vladimir Marković, have indeed been involved. The form of a polyptych (like the form of a sonnet) helps in the construction of a figural composition, in a rationally and symmetrically balanced composition. It equalizes lighting, concentrates sight and attention: even when its constructional elements are removed, which make the composition of a polyptych, it continues to make an invisible effect for a long time. By 1500 the form of the polyptych which the "Dubrovnik School of Painting" retained until the end had become a Procrustean bed. It did not allow figures to be shown in a natural context, to be enlivened by being shown with real appurtenances, nor for any relaxation of stiff postures, or any easier breathing. Thus in Božidarević's paintings the representation of real life and the movement of the real world is only found in miniatures, on the borders of polypthychs, in "footnotes" on individual articles or when we study details "microscopically". In fact it is drapery which is the most convincing and arresting and almost tactile element of Božidarević's painting. Just as we perceive the bustle of the harbour on the model of Dubrovnik held by St Blasius so too he was fully aware of the richness of the materials which were produced at this time in Dubrovnik. Cloth was as important as salt for the trade of Dubrovnik and was a very tangible asset in the consciousness of the city. It may be paradoxical but it is accurate to say that Božidarević did not paint portraits (using patterns of characters) but portrayed materials in which his saints were clothed. It is of significance in this context that the most outstanding assistant in his workshop for which in 1507 he rented a whole floor in one of the mansions on Placa, suitable because of its good light - was Marin Kriješić who is recorded in one of the archives as "pictor sive coltrarius", painter of pictures, curtains, covers and cloth. When we consider Božidarević's landscapes we also notice a paradox. The endless journeys of the Dubrovnikians, constantly involving the sea, did not give rise to the desire to extend the picture to include real landscape even in those ordered by ship's captains, merchants, or globe-trotters. But it would have been unrealistic to expect Nikola Božidarević to show the Annunciation in Kolendić's Lopud landscape. Instead he presents the stereotyped picture of the humanists' idea of Arcadia but omitting Bellini's ploughmen and donkeys. This is no bucolic Virgilian landscape as created in the circle surrounding Giorgione - no mundane Utopia in which we might like to live. Behind Gabriel the landscape is wild and rough, behind Our Lady it is cultivated, these are more symbolic, antithetical rather than any true mise-en scene. When we first come to Božidarević's paintings we may be surprised by the fact that in spite of the very real situation within which they developed, there is a lack of any penetrating observation of either inner or outer worlds. Where details appear they largely represent a sanctified aspect of reality: spiritualiasub metaphoris corporalium, as Thomas Aquinus would say. The political, diplomatic, commercial realism of the people of Dubrovnik was, surprisingly enough, very late reflected in an art which served symbolic ends. Considered from this angle the architectural presentation of the city has something in common with butterflies which have great black eyes on their wings in order to make an impression on their surroundings and themselves. Thus in Božidarević and his predecessors we shall find no dark allegory, as measured by today's art critics, but a clear and balanced representation of the Bible message. These polyptychs provide a view of many kinds of fear (of heaven, of the sea, of plague, of Turks of all kinds, of oneself), and also of much hope. The four paintings by Božidarević which have come down to us are typologically different. This only shows us how impoverished we are not to have his entire opus. All four of Božidarević' surviving paintings were private votive offerings. Their subject must therefore be read according to the wishes of the person who ordered them. It is often considered, taking into account their formal superioriy that the Sacra conversazione of the Đođic painting and the Annunciation done for Captain Marko Kolendić are the "measure" of Božidarević's painting. If the former is his first example of a particularly popular Renaissance composition in Croatian art history, the second is his first independent central altar painting. Private orders in Dubrovnik of the time continued to demand the traditional religious, especially votive themes. But in the wider sphere new, more secular, opportunities presented themselves. A study by Vladimir Marković shows this programme to have arisen out of a combination between political intentions and the moral principles of the patrician oligarchy which coincided and were identified with the Renaissance view of Christian and especially with the classical Roman exempla. Božidarević was the contemporary of poets Džore Držić and ŠiškoMenčetić, of Mavro Vetranović. Marin Držić, the most successful writer of Dubrovnik's "Golden Age" was born when Nikola was in prison for the ribald songs. But we cannot but feel that the painter's temper remains hidden behind the porcelain surface and perfect outer symmetry of his compositions. The Dubrovnik context did not provide opportunities for the expression of strong passions. The demands for caution and order were unremitting. There might be considerable personal pride but there must never be bragging. It was not a setting for great philosophy or poetry, nor for tragedy, but for the natural sciences, economics and- along with them- comedies. Unfortunately Dubrovnik painting was fated to disappear almost unnoticed, with no fanfares or real apogee, to be drowned in the import of baroque art from the other side of the Adriatic. When we talk about Dubrovnik, the Renaissance is our first association, but the Renaissance in Croatian painting never managed fully to develop. Indeed Gothic was never fully relinquished but, rather, gradually disintegrated. We cannot experience Nikola's paintings as Renaissance building blocks cut out from the reality of their own day. We may rather consider them as tables bearing rich fabric. RIJEČ UREDNIŠTVANaslov uvodnika potaknut je građanskom inicijativom koja se u posljednje vrijeme širi Hrvatskom. Iako na facebook grupi, koja poziva na "tri zajednička dana uživanja u sadnji diljem Države" pod motom "Zasadi drvo, ne budi panj", prevladava entuzijazam i želja za jačanjem svijesti hrvatskih građana o očuvanju i zaštiti prirode, postoje i radikalniji osvrti na šumarsku struku i na trgovačko društvo Hrvatske šume, poput pitanja zašto se ne organiziraju javni radovi pošumljavanja? Tvrdi se da je to zato jer im je sječa prioritetnija od sadnje. Podmeće se teza: "Ne smiju oni posjeći više nego što mi možemo zasaditi!" Uzori akciji su velike sadnje u nekim zemljama poput Indije i Etiopije. Također poticaj akciji su i katastrofalni požari u plućima svijeta, Amazonskoj prašumi. Pohvalna je dobra volja i želja za ozelenjivanjem, ali ne mogu se uspoređivati zemlje u kojima vladaju drukčiji klimatski i stanišni uvjeti pa nakon sječe ili uništavanja šume požarima dolazi do deforestacije, nestaje tlo i šuma se ne obnavlja. U Republici Hrvatskoj je upravo obrnuto, na djelu je reforestacija, tj. šuma se širi na napuštene poljoprivredne i druge površine, tako da je danas gotovo pola države pod šumom, ali u različitim starosnim kategorijama. Ova akcija je samo odraz zabrinutosti običnog čovjeka, ali i određene neargumentirane histerije koja je pokrenuta protiv šumara u Hrvatskoj.S obzirom na sve učestalije i nekorektne napade na šumarsku struku, što je prevršilo svaku mjeru, potiče nas da se mi kao struka oglasimo. Možemo smireno, stručno i argumentirano, a možemo i bezobrazno kao što se nas napada. Ponajprije, za laike koji to žele čuti, kažemo da je sječa uzgojni zahvat. Šuma ili stablo ima nazovimo ga početak, rast kroz razne uzgojne faze do optimuma, a potom slijedi faza "odumiranja". Zadaća šumarske struke je prebroditi tu zadnju fazu upravo sječom starih stabala, polučiti korist društvu njihovom preradom, ali osiguravši prethodno u jednodobnim sastojinama u godini dobrog uroda sjemena prirodno pomlađivanje. Svakako prije bilo kakvog negativnog stava glede sječe, treba prići vrlo blizu površini gdje je do "jučer" bila npr. stara hrastova šuma te provjeriti da li i što sada raste na toj površini. U prebornoj pak šumi, npr. bukve i jele, prebiru se sječom stara dozrela stabla i ona koja smetaju podmlatku koji treba svijetla da bi ih zamijenio. Samo tamo gdje u potpunosti nije uspjelo prirodno naplođivanje, pa tako i na opožarenim površinama, ide se na pošumljavanje sjemenom ili tzv. "školovanim" sadnicama. Održati šumu vječnom, načelo je potrajnog gospodarenja, čime se ponosi hrvatska znanost i praksa, a što joj i šumarski svijet priznaje. Što rade Hrvatske šume d.o.o. pitaju se pojedini prosvjednici? Zadaća Hrvatskih šuma d.o.o. kao trgovačkog društva u državnom vlasništvu, kojima je Država povjerila gospodarenje, je obavljati poslove sukladno Osnovama gospodarenja, što znači ne stihijski nego po Zakonu o šumama, sukladno šumarskoj politici i strategiji. Osnove gospodarenja za svaku gospodarsku jedinicu propisuju desetgodišnje aktivnosti, provjerava ih stručno povjerenstvo, a Rješenjem ih odobrava resorni ministar. U njih je ugrađeno i niz propisa i popisa koje propisuje Ministarstvo zaštite okoliša. Znači ništa se ne radi amaterski – sve počiva na znanstvenim i stručnim saznanjima u šumarskoj praksi stečenoj kroz preko 250 godina organiziranog šumarstva. Klimatske promjene, ledolomi, vjetrolomi i štetnici, čemu su posebice u zadnje vrijeme izložene šume, samo još otežavaju rad u šumarstvu i zahtijevaju još veću stručnost i znanje, a nikako amaterizam. Nije bez razloga još u pretprošlom stoljeću zaključeno da za gospodarenje šumom nije dovoljna viša, nego je potrebna visoka stručna sprema, što je kod nas ostvareno 1898. godine početkom rada Šumarske akademije (današnjeg Šumarskog fakulteta), kao četvrte visokoškolske ustanove Sveučilišta u Zagrebu.No, s prekomjernom sječom treba se boriti na dijelu privatnih šumskih parcela, ali s tom stihijom se odnosne udruge ne hvataju u koštac. U istoj rečenici pitamo se bezobrazno: tko su to "oni" koji ne smiju posjeći? Da li su to možda oni koji su pet godina studirali šumarstvo, skupljajući znanja iz botanike, više matematike, kemije, meteorologije, anatomije i fiziologije bilja, pedologije, dendrologije, dendrometrije, uzgajanja šuma, ekologije, uređivanja šuma, zaštite šuma i dr., prisegavši na promociji dipl. ing. šumarstva da će raditi po stručnim šumarskim načelima. Lekcije im pak dijele oni koji su u slobodno vrijeme malo "proguglali" i na vikend izletima uz dobru zabavu, "učvrstili" svoje znanje o šumarstvu. Njihovi stručni sufleri, a kažu da ih imaju, mogli bi konačno javno polemizirati. Očekivali bi od odnosnih udruga da nas podupru u protivljenju smanjenja naknada za općekorisne funkcije šuma (OKFŠ), iz kojih se financiraju izgradnja protupožarnih prometnica, gašenja požara, pošumljavanje opožarenih površina i razminiranje površina, no one očito pristaju da se to "gura" u parafiskalne namete. Hrvatska Vlada od Hrvatskih šuma d.o.o. očekuje uplatu u državni proračun, dok čitamo, Njemačka Vlada ulaže 500 mil. EURA za sanaciju šuma, jer ih se prošle godine osušilo preko 110.000 ha.Nemamo ništa protiv toga da se ozelenjuju neke gradske površine, ali i to mora biti planski, kako izborom površina, tako i vrstom drveća, poznavajući i poštujući njihove ekološke i biološke zahtjeve. Saditi bilo što i bilo gdje, što iščitavamo iz upućenog poziva, je neodgovorno i prema prostoru, ali i prema biljci.Uredništvo ; EDITORIALThe headline of the editorial was prompted by a civil initiative sweeping through Croatia in recent times. The Facebook group, which calls for "three enjoyable days of planting trees across the State" under the motto "Plant a tree, don't be a stump", is imbued with enthusiasm and a wish to raise the awareness of Croatian citizens of the need to preserve and protect the nature; however, there are also more radical views on the forestry profession and the company Croatian Forests Ltd. Among others, they ask why there are no public afforestation activities and conclude that the reason lies in the fact that cutting trees has priority over planting them. There is an undergoing statement: "They cannot fell more than we can plant!" The campaign was prompted by large-scale planting campaigns in some countries such as India and Ethiopia. Another incentive to the campaign was provided by the devastating fires taking place in the lungs of the world, the Amazonian rain forest. The will and wish to plant trees deserves full credit, but we cannot be compared with the countries with different climatic and habitat conditions, in which felling or forest fires result in deforestation, loss of forest soil and inability of forests to regenerate. The situation in the Republic of Croatia is diametrically opposite: reforestation is an ongoing process; in other words, the forest spreads into abandoned agricultural and other areas, so that currently almost half of the country is covered with forests of different age categories. This campaign reflects the concern of the ordinary person, but also contains certain ill founded hysterical reactions targeted at foresters in Croatia.In view of the ever more frequent and unfounded attacks on the forestry profession, which has gone out of hand, it is time for the profession to voice its opinion. We can do it in two ways: we can either put forward professional and well founded arguments, or retaliate in the same impertinent manner in which we are being attacked. To start with, for those who are ready to listen, let us stress that felling is a silvicultural operation. A forest or a tree has its beginning, followed by growth through different silvicultural stages until it reaches its optimum and finally the stage of "dying". The task of the forestry profession is to deal with this last stage by cutting down old trees, making profit for the society by processing these cut trees, and ensuring natural regeneration in even-aged stands in the years of good seed mast. Before any negative attitude on a felling operation is taken, it would be advisable to inspect closely the area which was until "yesterday" covered by an old oak forest and check what is being planted in this area, if anything. In a selection forest of, e.g. beech and fir, felling is applied to remove old mature trees and those trees which prevent young trees from reaching the necessary light for growth. Reforestation with seeds or with so-called "trained" seedlings is applied only in those areas in which natural seedling has not been completely successful or in areas badly affected by fires. Maintaining the forest in a perpetually stable condition is the principle of sustainable management. This principle is something that Croatian science and practice is rightly proud of and for which it receives acknowledgement from the global forestry world.What does the company Croatian Forests Ltd do, some protesters ask? The task of the company, as a state-owned company which has been entrusted by the State with caring for the forests, is to manage forests and carry out all the jobs set down in management plans, in line with the Forest Act, the forestry policy and strategy. There is no question here of chaotic and disorganized management. Management plans for every management unit prescribe the execution of ten-year activities. These plans are verified by expert committees and approved by the corresponding minister. They also contain regulations and rules set down by the Ministry of Environmental Protection. As seen from the above, nothing is done on an amateur basis - everything is firmly grounded on scientific and expert knowledge of the forestry practice, which has been acquired through 250 and more years of organized forestry. Climate change, damage caused by ice and wind, as well as pests, to which forests have been particularly exposed in recent times, make work in forestry even more difficult and require even more expertise and knowledge - certainly not amateurism. This is the reason that as far back as the 18th century it was realized that management of forests required not just a college degree but academic education. In Croatia, this was put to practice in1898, when the Forestry Academy (the present day Faculty of Forestry) was opened as the fourth institution of higher education within the University of Zagreb.A battle against excessive felling should be fought in parts of privately owned forest areas, yet the above groups fail to grapple with this problem. Allow us to be impertinent enough to ask: who are "they" who are not allowed to perform felling operations? Perhaps those who have studied forestry for five years, acquired knowledge of botany, higher mathematics, chemistry, meteorology, plant anatomy and physiology, pedology, dendrology, dendrometrics, silviculture, ecology, forest planning, forest protection and other fields, and who have, when receiving their degrees of graduate engineers of forestry, pledged to adhere to expert forestry principles in their work? Such professionals are then lectured by those who have "googled" something about forestry and who have gained their knowledge of forestry at weekend outings in forests. We would welcome with open arms their expert advisors, which they claim there are many, to finally come out and engage in public debates. We would expect from these groups to support us in opposing the move to cut down on non-market forest function fees, which are used to finance the construction of fire breaks, fire suppression, reforestation of burnt areas and demining areas. Obviously, they prefer these fees to be "pushed" into parafiscal levies. While the Croatian government expects from the company Croatian Forests Ltd to pay into the state budget, the German government invests 500 million euro into the recovery of forests, since over 110,000 ha of forests dried only last year.We have nothing against making city areas green, but this should be carried out in a planned manner, both as regards the choice of areas and the choice of tree species, taking into account their ecological and biological requirements. Planting anything and anywhere, as seen from the initiative, is irresponsible both for the area and for the plant.Editorial Board
Opći cilj istraživanja prikazanog u ovom radu jest teorijsko i empirijsko razmatranje različitih modela urbanog upravljanja na primjeru urbano-okolišnog sektora Grada Zagreba, pri čemu se posebna pažnja daje mogućnostima i preprekama za integrirano urbano upravljanje, s fokusom na koordinaciju i participaciju. Tema je razrađivana kroz različite teorijske pristupe s namjerom holističkog obuhvata područja istraživanja. Tipologija urbanog upravljanja koju su razvili DiGaetano i Strom (2003) koristi se za analizu i interpretaciju tipova upravljanja u urbano-okolišnom sektoru Grada Zagreba. Vezano specifično uz integrirano upravljanje, istraživanjem je obuhvaćena horizontalna integracija, kao dimenzija integriranog upravljanja, odnosno njezina dva aspekta: a) segment integriranog urbanog upravljanja koji pretpostavlja intenzivniju i kvalitetniju suradnju i koordinaciju formalnih aktera unutar gradske uprave; te, b) participacija neformalnih aktera u procesu donošenja odluka i kreiranja javnih politika. Aspekt koordinacije formalnih aktera interpretiran je u ovom radu temeljem teorije koordinacije javnih politika, pri čemu se preuzimaju sukcesivne razine ostvarivanja koherentnosti u oblikovanju javnih politika koje je razvio Peters (2004). U dijagnostičke svrhe utvrđivanja suradnje različitih gradskih tijela u urbano-okolišnom sektoru u ostvarivanju zajedničkih ciljeva korišten je i Metcalfeov (1994) pristup analizi izmjere kapaciteta koordinacije javnih politika. Što se tiče participacije neformalnih aktera, u interpretaciji se koristi tipologija razine participacije koju je izradila Arnstein (1969) kao i klasifikacija jednosmjernih i dvosmjernih participativnih metoda od Anokye (2013). U kontekstu ovog istraživanja razmatra se i redistribucija moći između formalnih i neformalnih aktera izražena kao odnos snaga u kojem su u poziciji moći formalni akteri, a neformalni akteri svojim djelovanjem dovode u pitanje granice i raspodjelu moći (Arnstein, 1969). Istraživanje je dizajnirano kao studija slučaja urbanog upravljanja u Gradu Zagrebu korištenjem metode polu-strukturiranog intervjua i fokusne grupe uz pregled relevantnog normativnog i strateškog okvira. Istraživanjem je utvrđen hibridni tip upravljanja u urbano-okolišnom sektoru, specifičnije, korporativno-klijentelistički tip urbanog upravljanja. Uočene specifičnosti u modelu upravljanja odnose se na nepovjerenje neformalnih aktera u tijela lokalne samouprave što je dodatno naglašeno uvjerenjem kako lokalna samouprava počiva na principima klijentelizma i pomanjkanja odgovornosti te sektorskom i piramidalnom sustavu upravljanja s koncentracijom moći u samome vrhu gradske vlasti. Navedeno je u suprotnosti sa integriranim modelom upravljanja koje pretpostavlja ostvarenje moći kroz pozitivan kontekst "power with" (Gaventa, 2009), odnosno, ostvarenje moći kroz suradnju i konsenzus, partnerstvo i procese kolektivnog djelovanja. Koordinacija odabranih gradskih ureda unutar urbano-okolišnog sektora svrstana je, sukladno Petersu (2004) na najnižu razinu negativne koordinacije, te sukladno Metcalfeu (1994), na četvrtu razinu koja isto spada u negativnu koordinaciju s obzirom na manjkavosti koje se očituju u: preklapanjima u obavljanju poslova, pri čemu se ističe nedostatak adekvatne koordinacije aktivnosti i projekata (izostanak strukturirane koordinacije) odnosno komunikacije (različite informacije, različite vizije, različite i nepovezane aktivnosti, nedostatak adekvatne baze podataka koju bi mogli koristiti svi uredi i sektori), kako unutar ureda i sektora (naglasak na nepostojanje adekvatne horizontalne koordinacije), tako i među sektorima (nepostojanje adekvatne međusektorske koordinacije), ali i spram civilnog sektora (u vezi programa i aktivnosti od zajedničkog interesa). Naposljetku, razina participacije u urbano-okolišnom sektoru prema Arnsteininoj gradaciji participacije spada u kategoriju tokenizma. Općenito, građane se ne potiče na preuzimanje aktivne uloge prilikom donošenja relevantnih odluka u domeni djelokruga lokalne samouprave kao ni na ostvarivanje partnerstva sa formalnim akterima. Sukladno klasifikaciji metoda participacije prema Anokye (2013), utvrđeno je prisustvo dominacije jednosmjernih uz ponešto dvosmjernih metoda participacije u kategoriji tokenizma. Navedeno upućuje na instrumentalni pristup (Hordijk, 2015) u participaciji neformalnih aktera koji, iako su uključeni u procese odlučivanja, nisu ravnopravni političkim akterima. Na tragu Arnsteininog (1969) poimanja moći, rezultati istraživanja s jedne strane ilustriraju moć kao asimetričnu (centraliziranu) odnosno hijerarhijsku (podređenost većine i zapovijedanje manjine) strukturu koju karakterizira koncentracija moći u samome vrhu upravljačke strukture (Ured Gradonačelnika), a što kod nekih formalnih kao i kod neformalnih aktera stvara osjećaj bespomoćnosti. S druge strane, nalazi ilustriraju moć kao procesnu, što je vidljivo kroz primjere suradnje među akterima koji ukazuju kako neformalni akteri višom razinom participacije u nekim slučajevima dovode uvriježene hijerarhije u pitanje. Međutim, pritom je isključivo riječ o partnerstvu, ali ne i o delegiranju moći ili pak građanskom nadzoru koje Arnstein svrstava u najviše razine građanske moći. ; The general purpose of the research presented in this thesis is to theoretically and empirically consider different models of urban governance based on the example of the environmental sector of the City of Zagreb. Particular attention is given to the opportunities and barriers to integrated urban governance with a focus on participation. The research engages with different theoretical approaches with the intention to have a holistic approach to the subject of research. The typology of urban governance developed by DiGaetano and Strom (2003) is utilized for the analysis and interpretation of types of governance present in the environmental sector of the City of Zagreb. Specifically with regard to integrated governance, the research encompasses horizontal integration – as a dimension of integrated governance – and particularly its two aspects: a) the dimension of integrated urban governance which implies more intensive and enhanced cooperation and coordination between formal actors within the city administration; and b) informal actors' participation in the decision making process and the process of creating public policies. The coordination of formal actors' is interpreted through public policies coordination theory by way of adopting successive levels of coherence implementation when shaping public policies as developed by Peters (2004). Metcalfe's (1994) approach to the analysis of public policies capacity coordination is also utilized as a diagnostic tool with the aim of determining the level of cooperation among the different city offices within the environment sector. With regard to capturing the participation of informal actors, the study utilizes Arnstein's (1969) typology of the level of participation, as well as the one-way and two-way classification of participation methods developed by Anokye (2013). In the context of this study, the redistribution of power between formal and informal actors is conveyed as a struggle between formal actors being in the position of power, and informal actors who through their activities question the boundaries and distribution of power. The research was designed as a case study of urban governance in the City of Zagreb. Semi-structured interviews and focus groups were conducted, and relevant legal and strategic documents were analyzed. The research has identified a hybrid governance model, more precisely, a corporate-clientelist model of urban governance. The governance model's specificities are reflected in the informal actors' distrust of local level administration, further emphasized through the conviction that the local administration relies on a clientelist agenda, lack of responsibility, and sectorial and pyramidical system of governance whereby the power resides in the highest echelons of city government. The highlighted findings are contrary to the model of integrated governance that presupposes empowerment through a positive context of "power with" (Gaventa, 2009), through cooperation and consensus, partnership and collective actions. The coordination of examined city offices within the sector of environment is categorized, according to Peters (2004), as the lowest level of negative coordination, and, according to Metcalfe (1994), on the fourth level, which also represents negative coordination, given the noted shortcomings: overlaps in activities conducted and specifically lack of adequate levels of coordinating activities and projects (lack of structured coordination), lack of communication (different information, different visions, different and disconnected activities, lack of an adequate database to be used by all offices and sectors), both within offices and sectors (lack of adequate horizontal coordination) as well as between sectors (lack of adequate inter-sectorial coordination), but in relation to the civil sector (with regard to programs and activities of common interest). Finally, the level of participation in the environment sector, in accordance with Arnstein's participation gradation, falls into the category of tokenism. Overall, citizens are not encouraged to assume active roles in the local administration's decision-making process or realize partnerships with formal actors. Based on Anokye's (2013) classification of participation methods, the study identifies the dominance of one-way participation methods and a handful of two-way participation methods in the tokenism category. This points to an instrumental approach (Hordijk, 2015) to the participation of informal actors', who, although involved in the decision-making process, are not equal to political actors. Drawing on Arnstein's (1969) understanding of power, the study illustrates, on one hand, power as asymmetrical (centralized) and hierarchical (subordination of majority, command of minority), characterized by the concentration of power at the top of the local government structure (Mayor's office), which, in turn, creates a feeling of helplessness both among certain formal as well as informal actors. On the other hand, the study results illustrate that power can also be understood as a process which is exemplified with instances of cooperation between actors showing that informal actors when achieving a higher level of participation bring established hierarchies into question. However, this is strictly reserved for partnership, and not for the delegated power or citizen control which are ranked by Arnstein as the highest levels of citizens' power.
Opći cilj istraživanja prikazanog u ovom radu jest teorijsko i empirijsko razmatranje različitih modela urbanog upravljanja na primjeru urbano-okolišnog sektora Grada Zagreba, pri čemu se posebna pažnja daje mogućnostima i preprekama za integrirano urbano upravljanje, s fokusom na koordinaciju i participaciju. Tema je razrađivana kroz različite teorijske pristupe s namjerom holističkog obuhvata područja istraživanja. Tipologija urbanog upravljanja koju su razvili DiGaetano i Strom (2003) koristi se za analizu i interpretaciju tipova upravljanja u urbano-okolišnom sektoru Grada Zagreba. Vezano specifično uz integrirano upravljanje, istraživanjem je obuhvaćena horizontalna integracija, kao dimenzija integriranog upravljanja, odnosno njezina dva aspekta: a) segment integriranog urbanog upravljanja koji pretpostavlja intenzivniju i kvalitetniju suradnju i koordinaciju formalnih aktera unutar gradske uprave; te, b) participacija neformalnih aktera u procesu donošenja odluka i kreiranja javnih politika. Navedeno je u suprotnosti sa integriranim modelom upravljanja koje pretpostavlja ostvarenje moći kroz pozitivan kontekst "power with" (Gaventa, 2009), odnosno, ostvarenje moći kroz suradnju i konsenzus, partnerstvo i procese kolektivnog djelovanja. Koordinacija odabranih gradskih ureda unutar urbano-okolišnog sektora svrstana je, sukladno Petersu (2004) na najnižu razinu negativne koordinacije, te sukladno Metcalfeu (1994), na četvrtu razinu koja isto spada u negativnu koordinaciju s obzirom na manjkavosti koje se očituju u: preklapanjima u obavljanju poslova, pri čemu se ističe nedostatak adekvatne koordinacije aktivnosti i projekata (izostanak strukturirane koordinacije) odnosno komunikacije (različite informacije, različite vizije, različite i nepovezane aktivnosti, nedostatak adekvatne baze podataka koju bi mogli koristiti svi uredi i sektori), kako unutar ureda i sektora (naglasak na nepostojanje adekvatne horizontalne koordinacije), tako i među sektorima (nepostojanje adekvatne međusektorske koordinacije), ali i spram civilnog sektora (u vezi programa i aktivnosti od zajedničkog interesa). Naposljetku, razina participacije u urbano-okolišnom sektoru prema Arnsteininoj gradaciji participacije spada u kategoriju tokenizma. Općenito, građane se ne potiče na preuzimanje aktivne uloge prilikom donošenja relevantnih odluka u domeni djelokruga lokalne samouprave kao ni na ostvarivanje partnerstva sa formalnim akterima. Sukladno klasifikaciji metoda participacije prema Anokye (2013), utvrđeno je prisustvo dominacije jednosmjernih uz ponešto dvosmjernih metoda participacije u kategoriji tokenizma. Navedeno upućuje na instrumentalni pristup (Hordijk, 2015) u participaciji neformalnih aktera koji, iako su uključeni u procese odlučivanja, nisu ravnopravni političkim akterima. Na tragu Arnsteininog (1969) poimanja moći, rezultati istraživanja s jedne strane ilustriraju moć kao asimetričnu (centraliziranu) odnosno hijerarhijsku (podređenost većine i zapovijedanje manjine) strukturu koju karakterizira koncentracija moći u samome vrhu upravljačke strukture (Ured Gradonačelnika), a što kod nekih formalnih kao i kod neformalnih aktera stvara osjećaj bespomoćnosti. S druge strane, nalazi ilustriraju moć kao procesnu, što je vidljivo kroz primjere suradnje među akterima koji ukazuju kako neformalni akteri višom razinom participacije u nekim slučajevima dovode uvriježene hijerarhije u pitanje. Međutim, pritom je isključivo riječ o partnerstvu, ali ne i o delegiranju moći ili pak građanskom nadzoru koje Arnstein svrstava u najviše razine građanske moći. ; The general purpose of the research presented in this thesis is to theoretically and empirically consider different models of urban governance based on the example of the environmental sector of the City of Zagreb. Particular attention is given to the opportunities and barriers to integrated urban governance with a focus on participation. The research engages with different theoretical approaches with the intention to have a holistic approach to the subject of research. The typology of urban governance developed by DiGaetano and Strom (2003) is utilized for the analysis and interpretation of types of governance present in the environmental sector of the City of Zagreb. Specifically with regard to integrated governance, the research encompasses horizontal integration – as a dimension of integrated governance – and particularly its two aspects: a) the dimension of integrated urban governance which implies more intensive and enhanced cooperation and coordination between formal actors within the city administration; and b) informal actors' participation in the decision making process and the process of creating public policies. The coordination of formal actors' is interpreted through public policies coordination theory by way of adopting successive levels of coherence implementation when shaping public policies as developed by Peters (2004). Metcalfe's (1994) approach to the analysis of public policies capacity coordination is also utilized as a diagnostic tool with the aim of determining the level of cooperation among the different city offices within the environment sector. With regard to capturing the participation of informal actors, the study utilizes Arnstein's (1969) typology of the level of participation, as well as the one-way and two-way classification of participation methods developed by Anokye (2013). In the context of this study, the redistribution of power between formal and informal actors is conveyed as a struggle between formal actors being in the position of power, and informal actors who through their activities question the boundaries and distribution of power. The research was designed as a case study of urban governance in the City of Zagreb. Semi-structured interviews and focus groups were conducted, and relevant legal and strategic documents were analyzed. The research has identified a hybrid governance model, more precisely, a corporate-clientelist model of urban governance. The governance model's specificities are reflected in the informal actors' distrust of local level administration, further emphasized through the conviction that the local administration relies on a clientelist agenda, lack of responsibility, and sectorial and pyramidical system of governance whereby the power resides in the highest echelons of city government. The highlighted findings are contrary to the model of integrated governance that presupposes empowerment through a positive context of "power with" (Gaventa, 2009), through cooperation and consensus, partnership and collective actions. The coordination of examined city offices within the sector of environment is categorized, according to Peters (2004), as the lowest level of negative coordination, and, according to Metcalfe (1994), on the fourth level, which also represents negative coordination, given the noted shortcomings: overlaps in activities conducted and specifically lack of adequate levels of coordinating activities and projects (lack of structured coordination), lack of communication (different information, different visions, different and disconnected activities, lack of an adequate database to be used by all offices and sectors), both within offices and sectors (lack of adequate horizontal coordination) as well as between sectors (lack of adequate inter-sectorial coordination), but in relation to the civil sector (with regard to programs and activities of common interest). Finally, the level of participation in the environment sector, in accordance with Arnstein's participation gradation, falls into the category of tokenism. Overall, citizens are not encouraged to assume active roles in the local administration's decision-making process or realize partnerships with formal actors. Based on Anokye's (2013) classification of participation methods, the study identifies the dominance of one-way participation methods and a handful of two-way participation methods in the tokenism category. This points to an instrumental approach (Hordijk, 2015) to the participation of informal actors', who, although involved in the decision-making process, are not equal to political actors. Drawing on Arnstein's (1969) understanding of power, the study illustrates, on one hand, power as asymmetrical (centralized) and hierarchical (subordination of majority, command of minority), characterized by the concentration of power at the top of the local government structure (Mayor's office), which, in turn, creates a feeling of helplessness both among certain formal as well as informal actors. On the other hand, the study results illustrate that power can also be understood as a process which is exemplified with instances of cooperation between actors showing that informal actors when achieving a higher level of participation bring established hierarchies into question. However, this is strictly reserved for partnership, and not for the delegated power or citizen control which are ranked by Arnstein as the highest levels of citizens' power.
RIJEČ UREDNIŠTVAViše puta pisali smo o tome kako smo očekivali da će ova Vlada ponajprije vratiti šumarstvo u naziv resornog ministarstva, a potom i promijeniti odnos prema šumi i šumarskoj struci. To se na žalost nije dogodilo, tako da je šumarski resor u Ministarstvu na razini dijelova poljoprivrede, primjerice povrtlarstva, iako se radi o resursu koji pokriva gotovo polovicu kopnene površine Republike Hrvatske. O tome da je šuma najsloženiji ekosustav na svijetu, koji samim time zahtijeva visoku stručnost gospodarenja njime pa je i u Ustavu naznačeno da je šuma uz tlo i vode resurs od posebnog interesa za Republiku Hrvatsku, u uređenom gospodarstvu ne bi trebalo to opetovano govoriti. Ne inzistiramo na tome da resorni ministar mora biti istaknuti šumarski stručnjak, ali to onda mora biti državni tajnik ili pomoćnik ministra zadužen za šumarstvo. Ministar pak treba koristiti svaku priliku da se informira o struci, sastavnici njegovog resora, a najlakše će to učiniti nazočnošću barem na nekoliko stručnih skupova na kojima se znanstveno-stručno raspravlja o stanju i problemima u struci – njegovom resoru. Nažalost, smijenjeni resorni ministar nije nazočio niti jednom takvom skupu, pa niti onome u organizaciji Hrvatske akademije znanosti i umjetnosti, što ocjenjujemo i podcjenjivanjem struke, ali i ove znanstvene institucije. Vidljivi trag u šumarstvu ostavio je jedino osnivanjem "svoje" Uprave šuma, smanjujući površine susjednih Uprava. Trenutno naš resor vodi drvni tehnolog, što je nelogično, a s čime se očito šumarska struka prešutno slaže, što je pak sramotno. Tko nam uopće vodi i kakvu šumarsku politiku i imamo li dobru strategiju da je provodimo? Kome je zapravo podređena šumarska politika? Opći je dojam da je vode drvoprerađivači i to nažalost oni primarne prerade drva, naravno po netržišnim uvjetima i zanemarujući načela potrajnog gospodarenja. U svome obraćanju nazočnima na znanstveno-stručnom skupu održanom u povodu Dana hrvatskoga šumarstva, predsjednik Hrvatskoga šumarskog društva Oliver Vlainić, naznačio je sadašnje probleme šumarstva i stavove struke. Nemamo ništa tome za dodati, nego upućujemo čitatelje da u prošlom dvobroju časopisa pročitaju prikaz sa spomenutoga skupa. Dakle, struka opominje i ukazuje na alarmantno stanje u šumarstvu, kojega resorno ministarstvo očito ne prepoznaje.Za saniranje stanja nakon ledoloma i vjetroloma u Gorskom kotaru i situacije s katastrofalnim sušenjem jasena te nadolazećega problema s hrastom, našom najvrjednijom vrstom drveća, bit će potrebna znatna financijska sredstva. Gdje ih pronaći ako smo novim Zakonom o šumama znatno smanjili priliv financijskih sredstava od naknade za općekorisne funkcije šuma (OKFŠ), a drvne sortimente prodajemo i dalje po netržišnim uvjetima? Nismo trebali dugo čekati da nova ministrica Odlukom o smanjenju naknada za šume i šumska zemljišta, pokaže kako će se odnositi prema šumi i šumarstvu. Vrijednost bodova je smanjena za 30 do 90 %, ovisno o uzgojnom obliku šume. To će, kaže ona, ubrzati investicijske projekte, jer su navodno mnoge investicije u kojima je bilo potrebno izdvojiti šumu ili šumsko zemljište iz šumsko-gospodarskih planova, bile dovedene u pitanje zbog previsoke naknade za lokalnu i regionalnu samoupravu. Naravno, "nisu ludi" platiti privatnicima, koji imaju na stotine tisuća hektara zapuštenog i zaraslog zemljišta, kada je državno (čitaj općenarodno) gotovo besplatno. Uostalom, za njih primjerice: šikara, šibljak, makija, garig i nije "neka šuma". A najnovije je najava novoga smanjenja naknade za općekorisne funkcije šuma "povećanjem granice ukupnog godišnjeg prihoda i primitka s 3.000.000,00 kn na 7.500.000,00 kn " što je obrazloženo opterećenjem, kako na poduzetnike, tako i na administrativnu obradu". Ionako smanjenim sredstvima OKFŠ-a, koja se danas većinom koriste za razminiranje i vatrogasnu zajednicu, za "zelene" radove u šumi na oko milijun hektara krša, preostaje jako malo novaca. Što reći na sve to?Idemo malo pričati o klimatskim promjenama, kisiku, ugljičnom dioksidu, eroziji, pitkoj vodi, rekreaciji i općenito zaštiti okoliša, gdje je šuma jedan od najznačajnijih i najsloženijih ekosustava, o kojoj i bez stručnog obrazovanja, nažalost svi sve znaju, jer jako vole šumu.Često spominjemo načelo potrajnosti i osiguranje višenamjenske uloge šume, što je moto poslovanja u šumarstvu, ali za to je ponajprije potrebno promijeniti mišljenje da šumu možemo samo koristiti, a ne ulagati u nju, odnosno vratiti joj dio benefita kako bi bila vječna.Uredništvo ; EDITORIALWe have written on several occasions about how we expected the present Government to bring the word forestry back into the name of the line ministry and to change its attitude towards forests and the forestry profession. Regrettably, this has not happened, with the final result of the forestry sector within the Ministry being at the level of parts of agriculture, vegetable growing for example, although forests cover almost half of the land area of the Republic of Croatia. Needless to say, the forest is the most complex ecosystem in the world, whose management requires supreme expertise. The Constitution itself states that, along with soil and water, the forest is a resource of particular interest for the Republic of Croatia. We do not insist that the sector minister should be a renowned forestry expert, but the state secretary or assistant minister in charge of forestry should definitely be one. The Minister should take every opportunity to get to know the profession which is a constituent part of his Ministry. The best way to do it is to attend at least several professional symposia in which the status and problems of the profession are discussed on a scientific-professional basis. We regret to say that the deposed department minister did not attend one single gathering, not even the one organized by the Croatian Academy of Sciences and Arts. This we regard as both the belittling of the profession and of the mentioned scientific institution. The only visible trace that he left in forestry was the establishment of "his" Forestry Administration at the expense of reducing the area of the adjacent Administrations. At present, the forestry department is headed by a wood technologist, which is illogical, but even worse, the forestry profession seems to approve of this. Who runs the forestry policy and do we have a good strategy for running it? Who is the forestry policy subjugated to? There is a general impression that the forestry policy is led by wood processors, and what is tragic, by wood processors in primary wood processing, who are guided by non-market conditions and who disregard the principles of sustainable management. At the scientific-professional gathering held to mark the Days of Croatian Forestry, Oliver Vlainić, President of the Croatian Forestry Association, mentioned current problems in forestry and attitudes of the profession. We have nothing more to add to this but to ask the readers to read the reviews of the gathering in the past double issue of the journal. Clearly, the profession repeatedly warns of the alarming conditions in forestry which the competent ministry obviously does not recognize. Considerable financial means will be required to repair the damage caused by ice and wind storms in Gorski Kotar and to remedy the situation with disastrous ash dieback and the oncoming problems with oak, the most valuable tree species in Croatia. Where to find these means if, according to the new Forest Act, the financial means from non-market forest functions fees have been significantly reduced while wood assortments continue to be sold at non-market conditions? We did not have to wait long to see how the new lady minister will treat forests and forestry by her Decision to lower the fees for forests and forest land. The value of the points was reduced by 30 to 90%, depending on the silvicultural form of the forest. To quote her words, this will accelerate investment projects, because, allegedly, many investments in which it was necessary to exclude forests or forest land from forest management plans, were called into question due to excessive fees for local or regional self-managing units. Of course, they are "not crazy" to pay to private owners, who have hundreds of thousands of hectares of abandoned and overgrown land, when the state (read: public) land is almost free of charge. For them a scrub, a thicket, maquis, and garrigue is not much of a forest anyway. The latest is the announcement of a new reduction in the non-market forest function fee by "increasing the level of total annual income from 3 000 000.00 kuna to 7 500 000.00 kuna, which was explained by a burden, both on the entrepreneurs and the administrative processing". Due to reduced means from non-market forest functions, which are currently mainly used for demining and for the fire fighter service, very little is left for "green" operations on about one million hectares of karst. What is there left to say?Let us talk a little bit about climate change, oxygen, carbon dioxide, erosion, potable water, recreation and environment protection in general, where the forest is one of the most important and most complex ecosystems, and about which everybody, although lacking professional education, knows everything because they all love forests.We often mention the principle of sustainability and the insurance of the multipurpose role of a forest, which is the motto of business-making in forestry. However, the first step is to change the general belief that the forest can be used without investing into it or without returning to it a part of the benefits. Only if we do so will forests remain an eternal asset.Editorial Board
RIJEČ UREDNIŠTVANa svojoj sjednici 17. srpnja 2003. godine Vlada Republike Hrvatske donijela je Nacionalnu šumarsku politiku i strategiju. S obzirom na sve očitije klimatske promjene koje traže novi odnos prema prirodi i okolišu, na manjkavosti važeće Nacinalne šumarske politike i strategije šumarstva, ali i po našoj ocjeni na neadekvatno uključivanje šumarstva u narodno gospodarstvo, je li i vrijeme za promjene u važećoj Nacionalnoj šumarskoj politici i strategiji? Imamo li uzore? Gledajući šumarske politike u relevantnim zemljama u kojima je šumarstvo značajna grana gospodarstva, razvidno je da se one ne mogu doslovno kopirati. U brošuri Šumarska politika Sabadi (1992) nakon analize Šumarske politike u Njemačkoj i Švicarskoj, navodi kako je očito "da svaka zemlja ima svoj oblik šumarske politike koji joj odgovara s obzirom na gospodarski i politički poredak, filozofiju te utjecaj pojedinaca i grupa na državnu vlast". No, nesporno je da je svaka šumarska politika integralni dio narodnog gospodarstva. Najvažnija faza u stvaranju nacionalne šumarske politike je njezino uključivanje i integracija s ostalim narodnim gospodarstvom u jednu inerakcijsku cjelinu. Isti autor kaže kako kod utvrđivanja Šumarske politike "treba prvo utvrditi ciljeve, a potom sredstva i mjere za postizanje postavljenih ciljeva. Posebnu pozornost treba posvetiti malom seljačkom šumoposjedu (oko 25 % šumske površine)" što je kod nas posebice teško, jer su šumoposjedi mali, a šumovlasnici se teško odlučuju na udruživanja putem kojih se jedino može polučiti uspjeh. Otežavajuća je okolnost da je svako ulaganje u šumu dugoročno i za ulagače premalo profitabilno, ponajprije jer šumarstvo ne sagledavaju kao integralni i vrlo utjecajni čimbenik narodnog gospodarstva. Uglavnom šuma se gleda samo kao izvor sirovine za preradu, dok se zaboravlja općekorisna uloga šuma koja traži širu podršku narodnog gospodarstva. No, ako njenu pravu vrijednost ne mogu sagledati privatni šumovlasnici i općenito poduzetnici, kojima je na prvome mjestu trenutna sirovinska vrijednost, to mora Država, posebice kada je ona, kao u našem slučaju većinski vlasnik. Opći interes treba biti ispred svih drugih interesa, a Država mora kontrolirati i privatne šumovlasnike da se ponašaju sukladno Zakonu o šumama, instrumentu Nacionalne šumarske politike i strategije, koji mora biti obvezan za sve šumovlasnike.Analizirajući da li primjenjujemo ono što je propisano u važećoj Nacionalnoj šumarskoj politici i strategiji i što bi još trebalo propisati, možemo postavljati pitanja i sami na njih odgovarati, jer bi tuđe odgovore smatrali kritikom, najčešće neopravdanom. Ponajprije: da li drvne sortimente prodajemo po tržišnim načelima; da li stvarno vjerujemo da ugovorima o isporuci sirovine pomažemo razvoju finalne prerade drva i povećanju zaposlenosti, posebice inženjera i VKV radnika, ili pak punimo privatne džepove izvoznika proizvoda primarne prerade; ako isporuku drvne sirovine ne usmjeravamo na optimalnu finalnu proizvodnju, nije li to rasipanje nacionalnog bogatstva u kojega je uložen prosječno stogodišnji trud; u isto vrijeme projekt Roswood Centra kompetencija za istočnu Europu, čitamo, daje primjere dobre prakse i inovacija koje se mogu implementirati za pametno i održivo korištenje vrijedne šumske sirovine; da li stvarno ili samo deklarativno kontroliramo sječu na privatnom šumoposjedu, posebice u šumama koje su vraćene bivšim šumovlasnicima; kojim instrumentima i koliko uspješno to radimo; osiguravamo li koristi koje bi od šumarstva trebala imati lokalna zajednica i stanovništvo ruralnih područja, što je jedno od glavnih načela Šumarske politike i strategije EU, koju načelno podržavamo; potičemo li i koliko uspješno suvremenu energetsku uporabu drvne sirovine; da li razmišljamo kako riješiti pitanje sukcesije – ruralna područja ostaju bez stanovništva, i šuma se širi čak do vrtova – nestaju pašnjaci pa i livadske površine unutar šume koje su donedavno košene za pašu i prehranu divljači; da li je istina da nam drvoprerađivači ne želeći osigurati zalihu drvne sirovine, a kada njima to pogoduje "diktiraju" izvlačenje drvnih sortimenata i kada to vremenske prilike ograničavaju (mokar teren) pa nastaju velike štete na šumskom tlu; zašto smo za sitan novac prepustili koncesionarima radnička odmarališta, posebice na moru, koja su izgrađena doprinosom radnika, kojega nisu pretočili u plaće, nego upravo u te objekte; da li smo u odnosu na druge zemlje prevelike površine uključili u Natura 2000; da li smo obavili restrukturiranje Hrvatskih šuma d.o.o. ? Sabadi kaže: "Racionalan put glede organizacije je da se svi poslovi obavljaju u šumariji, a na višoj razini samo oni poslovi koje nije moguće riješiti na šumariji ili njihovo rješenje nije racionalno. U Ministarstvu organizirati službe vrhovnog šumarskog nadzora i one za pomoć malim šumoposjednicima". Da li smo postavili sva pitanja – ne, ali čitatelje potičemo da ih i oni postave i daju odgovor na njih. Ponajprije treba odgovoriti na postavljeno pitanje u naslovu.Nadajući se da nam ova razmišljanja neće pokvariti nadolazeće blagdane, svim članovima Hrvatskoga šumarskoga društva i čitateljima Šumarskoga lista, želimo sretan Božić i uspješnu 2020. godinu.Uredništvo ; EDITORIALAt its session on July 17, 2003, the Government of the Republic of Croatia passed the National Forestry Policy and Strategy. In view of the increasingly pronounced climate change, which requires a new approach to nature and the environment, of the deficiencies of the current National Forestry Policy and Forestry Strategy, as well as, in our opinion, of the inadequate inclusion of forestry in the national economy, has the time come to introduce some changes in the valid National Forestry Policy and Strategy? Do we have any models? A review of forestry policies in relevant countries in which forestry is an important branch of economy clearly shows that they cannot be literally copied. In his brochure "Forestry Policy" Sabadi (1992) analyzed forestry policies in Germany and Switzerland and concluded that "every country has its own form of forestry policy which is in line with its economic and political system, philosophy and the influence of individuals and groups on the state government". It is, however, indisputable that every forestry policy is an integral part of the national economy. The most important stage in the creation of a national forestry policy is its inclusion into and integration with other national economies into one interactive unit. The same author goes on to say that in order to develop forestry policy, "its goals should first be determined, followed by means and measures of achieving the set goals. Particular attention should be paid to small private forest estates (about 25 % of the forested area)". This is very difficult in our country because privately owned forests are small and private forest owners are not willing to merge their estates, which is the only way in which success can be achieved. An aggravating circumstance lies in the fact that investments in forests are of long-term nature and are not sufficiently profitable for investors, chiefly because they do not perceive forestry as an integral and highly influential factor in the national economy. Forests are mainly viewed as a source of raw material for processing, while the non-market forest role, which requires a broader support by the national economy, is overlooked. If the real value of forests is not understood by private forest owners and entrepreneurs in general, whose primary goal is the current value of raw material, then it is the State which should understand it, especially when the State is the major owner as in Croatia. Collective interest should be above all other interests. The State should also make sure that private forest owners adhere to the regulations of the Forest Act, the instrument of the National Forestry Policy and Strategy which is binding for all forest owners.In our analysis of whether we apply the regulations set down in the valid National Forestry Policy and Strategy and what additional items should be incorporated, we should ask questions and answer them ourselves, since we would consider answers by other parties as mostly unjustified criticism. These questions involve the following: do we sell wood assortments according to market principles; do we really believe that with contracts on the delivery of raw material we contribute to the development of final wood processing and increased employment of engineers and qualified workers in the first place, or do we fill the pockets of private exporters of primary processing products; if raw wood material is not directed towards optimal final production, does not this mean that we squander the national wealth in which a hundred-year-long effort has been invested; at the same time we find that the Rosewood Competence Centre for Eastern Europe provides examples of good practice and innovations to be implemented into wise and sustainable use of valuable wood material; do we control felling in private forest estates in practice or only declaratively, particularly in forests which have been returned to their original owners; which instruments do we use and how successfully to accomplish this; do we ensure benefits which forestry should provide for the local community and the population of rural areas, which is one of the main principles of the EU Forestry Policy and Strategy, which we support in principle; do we stimulate and to what extent modern energy use of wood material; do we think about how to solve the question of succession - rural areas are increasingly being abandoned and forests are spreading as far as the people's gardens - pastures and grassland areas within forest, which were until recently mowed or grazed by wildlife, are disappearing; is it true that wood processors do not want to ensure stocks of wood material, and when it suits them "dictate" the extraction of wood assortments even when weather conditions are unfavourable (wet terrain), thus inflicting vast damage on forest soil; why did we allow workers' resort centres, especially those at the seaside, to be taken over by concessionaires for petty cash (these resorts were built with the money which workers allocated from their salaries for exactly this purpose); in relation to other countries, did we allocate too large areas to Natura 2000; did we restructure the company "Croatian Forests Ltd"? Sabadi says: " Rational organisation presupposes that all jobs are accomplished in a forest office, and only those jobs which cannot be performed in a forest office or their solution is not rational should be performed at a higher level. Forest monitoring services and services aimed at assisting small forest owners should be set up in the Ministry". Have we covered all the relevant questions? No, we have not, but we urge the readers to ask questions and give the answers themselves. U prošlome smo se dvobroju Šumarskoga lista, obilježavajući 250. obljetnicu hrvatskoga šumarstva, osvrnuli na tekstove iz prvih godina njegovog tiskanja, povlačeći paralelu s današnjicom. Zbog uvida u povijesni slijed šumarske struke i interesantnost, pa i aktualnost tekstova, u ovome se dvobroju osvrćemo na tri teksta iz 1880. i 1881. god. vezana uz naslov. Prvi tekst odnosi se na "Naredbu c. k. ministarstva za poljodjelstvo od 13. veljače 1875, B 129/A. M., R.-G.-Bl. Br. 9, koja se odnosi na ispit za tehničko službovanje u državnoj šumskoj upravi" (po toj su Naredbi državni ispit polagali državni službenici u resornim ministarstvima u Pešti i Beču, da bi bili osposobljeni za rad u državnoj službi). Drugi tekst odnosi se na "Dopis od 3. studena 1880. Br. 24509, kojim poziva Visoka kralj. Zemaljska vlada ravnateljstvo Kralj. šumarskoga i gospodarskog učilišta u Križevcih, da sastavi posebno povjerenstvo koje bi imalo čim prije izraditi osnovu za preustrojstvo vladine naredbe od 10. siečnja god. 1850. tičuće se šumarskih državnih ispita u obće". Tako je Osnovu nove naredbe o polaganju državnog ispita za samostalnu šumarsku upravu u Hrvatskoj i Slavoniji, sačinilo povjerenstvo u sastavu: F. Ž. Kesterčanek, Dragutin Hlava i Vladimir Kiseljak, a ona se kao i naredba iz 1875. ponajprije temelji na spomenutoj Naredbi od 16. siječnja iz 1850. god. I iskustvima susjednih zemalja. Ispit se održava svake godine u svibnju. Kandidat mora imati završen odgovarajući studij šumarstva, s dobrim ocjenama iz glavnih predmeta i najmanje trogodišnju praksu. Ispit je pismeni i usmeni, a provjerava se znanje iz predmeta: a) Šumogojstvo, b) Zaštita šuma i šumsko redarstvo, c) Šumska tehnologija i uporaba, d) Geodezija, e) Ustanovljivanje šumskih obhodnja, gospodarskih osnova . . . , f) Šumarska taksacija……s osobitim obzirom na proračunanje vriednosti šuma, šumarsko-financijsko gospodarenje…, g) Šumarsko graditeljstvo (šumski putovi i prometila kao i po šumarstvo važne gradjevine……h) Državno šumarsko upravoslovlje (šumski zakon, naredbe), i sl.), i) Odnošaj privatnog prava prema šumarstvu i lovstvu, j) Temeljna načela neposrednog oporezovanja, k) Obća načela lovstva, l) Obći pregled ratarstva". Nakon 8-satnog pismenog, drugi dan je dvosatni javni usmeni ispit za svakog kandidata, a potom nakon nekoliko dana slijedi konačni "u obližnjoj kojoj šumariji ili šumi". Kandidat se nakon ispita "može proglasiti "odlično" ili pako samo "jednostavno osposobljenim", a nesposobnim pronadjeni kandidat može ispit ponoviti u roku , što mu ga ispitno povjerenstvo (od tri člana) ustanovi". U Naredbi iz 1875. posebno smo uočili dio paragrafa u kojemu se kaže: "Ispitni povjerenik, koji je s kojim kandidatom u rodu ili u tastbinstvu, ne smije kod izpita istoga kandidata prisutan biti", a interesantno je napomenuti da se za prijavu ispita, uz diplomu i potvrdu o radnom stažu u struci, traže i stručne primjedbe i zabilješke koje je kandidat vodio tijekom radnoga staža. U ova dva teksta cilj nam je bio prikazati već tadašnju potrebu, propis, način polaganja i obujam materije za polaganje državnog ispita, a u trećemu (vežući ga usputno za današnje političko kadroviranje), nalazimo odgovor na pitanje naslovljeno u članku:"Usposobljuje li položeni drž. šumarski ispit za samostalno vodjenje službe i za najviše šumarske službe?" Ako ga sami sebi postavimo, odgovor bi bio "da", no ako stavimo ruku na srce i budemo iskreni "pa ćemo morati priznati, da je ipak velika razlika biti šumarskim upraviteljem ili ravnajućim visokim činovnikom. Tko vidi, što se dan na dan zbiva, naći će, da ima vrlo mnogo šumara, koji su pod nadzorom vrstnoga i svjesnoga nadčinovnika ne samo najbolji upravni činovnici, već kadkad upravo odlično postupaju u poslovanju; nu ako se oni odmaknu od svoje svere ili im se obzirom na dosadanje poslovanje predaje vrhovna uprava, pokazuju ovi inače toli vješti činovnici toliku nespretnost i počimaju obično tako naopako gospodariti, te se mora i proti volji pomisliti, da su potpuno nevješti. Ne ima svatko sposobnosti, da ono bude, što hoće, i uz najbolju volju može se dogoditi, da komu njegove vlastite naravne sposobnosti reknu: dovde i ne dalje. Ne treba tumačenja, da uslied ovakovih pogriešaka trpi ponajprije šuma". U daljnjem tekstu sugerira se umjerenost, spoznaja vlastitih sposobnosti i napredovanje pojedinca kroz praksu, korak po korak "do one časti, kojoj može po svojih sposobnostih najbolje zadovoljavati". Glede stanja nakon položenog državnog ispita i cijeloživotnog obrazovanja, kritički se osvrće na "izpitane šumare. Većina njih, osvjedočena, da je "svoju svrhu postigla", ne radi ništa, knjige bacila na stranu, na slavohlepnost je zaboravila, svi su postali prosti i dobroćudni građani, koji u miru sade svoj kupus, i samo nuzgredno obavljaju svoju službu kao šumari, što već davno i nisu. Drugi su opet nemirne glave, puni ideja, od kojih se pako ni jedna ne obistinjuje, jer kakove imadu hire, tako im se mijenjaju i osnove; . progutaju sve knjige, ali malo od toga čestita zapamte, .njihov je rad kadkad izvrstan, nu nikad trajan. i rietko kad komu koristi. Baš od ovih polaze naši, toli slabo "cienjeni veleumi!" Treći dio napokon, i to najmanji, jest cviet šumogojaca. Ugled njihova zvanja, koje su odabrali, im je prvo. Oni ne ostaju na stepenu časti, koju su postigli položivši državni ispit, već znajući, da sad tek počima pravi študij njihove struke, i da se u životu ništa ne uči, da se vremenom opet zaboravi, pomnožuju svoje znanje i izobrazuju se kao muževi, svjestni si svoje svrhe. No, i među tom elitom šumarske struke nisu svi jednaki, i oni imaju svaki svoj limit, pa "gdjekoji obnašaju časti, koje im ne pripadaju, niti bi ih postigli da se je gledalo njihovo znanje." Želeći dobro šumarskoj struci, "kad napokon neće biti kod naše struke prepoznanih veleuma, već gdje će svaki pripadnik šumarske struke sam si stvoriti službu, dokle već sižu njegove sposobnosti. To vrieme bit će zora sjajnoj budućnosti šumoznanstva!" Uredništvo ; In the last double issue of Forestry Journal, which was dedicated to the 250th anniversary of Croatian forestry, we reviewed the texts from the first years of its printing and drew a parallel with the present. In order to gain an insight into the historical sequence of the forestry profession and the interesting and contemporary nature of the texts, this double issue will focus on three texts from 1880 and 1881 dealing with the subject title. The first text refers to the "Instruction of the Ministry of Agriculture of February 13, 1875, B 129/A. M., R.-G.-Bl.No.9, dealing with the exam for technical service in the state forestry administration (according to this Instruction, state exams were taken by civil servants in the competent ministries in Budapest and Vienna, which qualified them for work in the public service). The second text refers to the "Letter of November 3, 1880, No. 24509, in which the High Royal Government invites the Administration of the Royal Forestry and Agriculture College in Križevci to form a special commission for the purpose of drawing up a basis for the reformation of the governmental instruction of January 10, 1850, relating to forestry state exams in general". The Basis of the new instruction for state exams for independent forestry administration in Croatia and Slavonia was drawn up by a commission consisting of F. Ž. Kesterčanek, Dragutin Hlava and Vladimir Kiseljak. Like the instruction of 1875, the new instruction was also primarily based on the already mentioned Instruction of January 16, 1850, as well as on the experience from neighbouring countries. The exam was held in May every year. A candidate had to have completed a study of forestry and received good grades in the main subjects, and had to have at least three years of working experience. The exam was in written and oral form, and the subjects included: a) Silviculture, B) Forest protection and forest service, c) Forest technology and use, d) Geodesy, e) Establishment of forest control, Management plans, ., f) Forest inventory . with particular reference to the calculation of forest value, forest-financial management ., g) Forest civil engineering (forest roads and vehicles, as well as forest structures ., h) State forest legislation (forest laws, instructions), and similar), i) Relationship between private rights on forestry and hunting, j) Basic principles of direct taxation, k) General principles of hunting management, and l) General review of farming". The 8-hour written part of the exam was followed by a two-hour public oral exam for each candidate. Several days later the final exam was taken in a "nearby forest office or a forest". After the exam, the candidate might receive the following grades: "excellent" or "just competent", while those found incompetent could retake the exam on a date set by a three- member examining board". The Instruction of 1875 contains a part of the paragraph stating the following: "An examiner who is a candidate´s blood relative or a relative-in-law must not be present at the exam of the said candidate". It is interesting to note that in order to take the exam, the candidates had to submit not only their diploma and a document confirming their work in the profession, but also professional comments and notes they kept in the course of work.These two texts show that the method of taking state exams and the amount of the matter examined were regulated very early. The third text (related to the present politically-based appointments) gives an answer to the question raised in the article:"Does passing the state forestry exam qualify a candidate for an independent running of the highest forestry service?" If we answer the question ourselves, the answer is "yes", but if we are honest, "we must admit that there is a great difference between being a forest manager and a managing high servant. Those who are aware of what is happening day by day will find that there are very many foresters who, supervised by a competent and conscientious superior servant, become not only the best managing servants but also the best workers; however, if removed from their sphere or if appointed to run the highest administration, those otherwise competent servants display such ineptitude and begin to manage in such an inappropriate manner that one cannot help but conclude that they are utterly incompetent. Not everybody is capable of being what he wants to be; try as hard as one might, one´s own natural abilities tell you: you can get no further than this. Needless to say, it is the forest that suffers most in the aftermath of such errors". The text goes on to recommend moderation, an awareness of one´s own abilities and individual advancement through practical work, step by step, "up to that honourable position which can be best fulfilled by one´s abilities". As for the status after passing the state exam and lifelong learning, the text critically reviews "foresters that have passed the state exam. The majority of them, satisfied with the fact that "they have achieved their purpose", do nothing, throw away the books, forget ambition and turn into simple and well-meaning citizens who plant their cabbage in peace and only carry out their service as foresters in passing. Others, on the other hand, are restless and full of ideas, of which none are realized; their whims are followed by their changing priorities; . they avidly read all the books but remember hardly anything, . their work is sometimes excellent but never of long lasting . and is rarely useful for anybody. This is where the majority of our, so badly "appreciated geniuses" originate. The third part, the smallest one, is the crown of forest managers. The reputation of the profession which they have chosen is their utmost priority. They do not bask in the glory of passing the state exam, but, knowing that this is where the true study begins and that the things learned at one time are usually forgotten later on, broaden their knowledge and educate themselves as men with a purpose firmly in mind". Yet, there are differences even among this elite of the forestry profession. Each of them has their own limit, so "some are in honourable positions that do not rightfully belong to them, nor would they achieve them if their knowledge was the foremost criterion." Our profession will advance and benefit "when we finally do away with the geniuses of the profession, and when every member of the forestry profession creates the service himself according to their abilities. This moment will mark the dawn of a splendid future of the forestry science!" Editorial Board
U Vijestima iz sektora, u svom napisu gosp. Borislav Škegro pod naslovom "Može li državni holding biti učinkovit? Bude li se vodio logikom profita, bit će dividenda!" za primjer navodi poslovanje (odnos) šumarstva i drvoprerađivačke industrije. Kaže kako drvoprerađivačka industrija bilježi sjajne rezultate u proizvodnji, izvozu i zapošljavanju, ali ne zadovoljava potražnju, jer je ograničavajući čimbenik nedostatak drvne sirovine (nema dovoljno drva kaže on). To smatra apsurdnim, "jer u šumama danas postoji višak drva – kod hrasta npr. i do 1/3 ukupne mase". Te povećane količine drvoprerađivačka industrija bi u kešu platila, zaposlila nove ljude, izvezla, naplatila i platila povećane poreze, "ali to nikako ne ide – nitko ne traži dividendu", kaže on. Poruka je očito novom ministru "da za početak upiše dodatnih 200 mil. kuna dividende kao prihod proračuna", pa će biti "drva k'o u priči, a dividenda i poreza k'o drva".Obrazlažući uvodno način poslovanja holdinga navodi kako se mjeri samo prinos na uloženi kapital i nema drugih ni trećih "socijalno osjetljivih, generalno razvojnih društvenih kriterija . dividenda postaje značajni neporezni dio prihoda državnog proračuna .nema opravdanja za zadržavanje radnih mjesta i socijalnim, lokalnim i političkim kriterijima". Tu imamo navode i nekih drvoprerađivača da bi trebalo zabraniti izvoz trupaca, te da potrošimo 200 mil. dolara na uvoz namještaja od hrvatskih trupaca koje smo jeftino izvezli – na taj način rasipamo nacionalno bogatstvo.Što se tiče šumarstva, na tragu potpuno laičkog razmišljanja gosp. Škegre da se može sjeći koliko kome treba, a ne prema Gospodarskoj osnovi, slično razmišljanje dijeli i predsjednik Udruge poslodavaca, a ono se ponajprije odnosi na cijenu drvne sirovine – kada bi ona bila niža (a sada je najniža u EU), onda bi hrvatska drvoprerađivačka industrija bila konkurentna. Prvome možemo odgovoriti da su etatne mogućnosti ograničene i da se u duhu načela potrajnog gospodarenja u šumarstvu sječe nešto ispod godišnjeg prirasta drvne mase, a ne koliko prekapacitirana pilanska prerada traži, pa nema govora o tome da će biti drva k'o u priči, a onda i dividenda. Njih može biti samo ako se naša drvoprerađivačka industrija posveti smanjenju ostalih 80 % troškova proizvodnje, a ne da stalno plače nad previsokim troškovima drvne sirovine, koji u strukturi troškova čine maksimalno 16-20 %. Osim toga, mora se držati načela da najkvalitetniju sirovinu maksimalno finalizira u proizvod s najvećom dodanom vrijednosti. Na to je, sigurni smo, jedino može prisiliti tržišna cijena drvnih sortimenata. Isto tako potrebno je okrenuti se najnovijim tehnologijama i ulaganju u znanje na svim razinama. Slažemo se da treba zabraniti izvoz trupaca, jer smo u dosadašnjim tekstovima u ovoj rubrici između ostalog naveli da 8 m3 izveženih trupaca znači da izvozimo jedno radno mjesto. No, koliko je nama poznato, osim nekih mekih listača i proizvoda neinteresantnih za naše drvoprerađivače, Hrvatske šume d.o.o. ne izvoze trupce, ali znamo da to čine neki drvoprerađivači, tako da dio ugovorenih količina po netržišnoj cijeni upravo radi izvoza "kamufliraju" u razne oblike minimalne pilanske prerade (prizme, fličevi, grede, četvrtače i sl.). Glede uvoza namještaja mišljenja smo da bi svatko rađe kupio domaći ako je jefiniji i barem jednako kvalitetan kao uvozni – zašto on to nije neka odgovore drvoprerađivači koji imaju domaću sirovinu po netržišnim cijenama i tako reći na svom lageru gotovo bez troškova transporta. Upravo o rasipanju nacionalnog bogatstva pisali smo u više navrata, ponajprije govoreći o šumarstvu kao specifičnoj gospodarskoj grani, a ne onoj kako je vidi gosp. Škegro i privatnici drvoprerađivači. Osim toga, očito se uzaludno trudimo upozoriti da šuma ima osim sirovinske uloge i onu ekološku, socijalnu i ekofiziološku, koje su višestruko vrjednije od sirovinske, pa je gospodarenje šumom upravo suprotno od prethodno proklamiranog "holdinškog pristupa". Svakako, kada to nismo napravili do sada, a o tome smo pisali u Šumarskome listu br. 11-12/2014., vrijeme je da se konačno zacrta konzistentna šumarska politika, kojoj treba pridodati i drvoprerađivačku industriju koja će se novo-sačinjenim strategijama provoditi. Time ćemo izbjeći nakaradna "mlečanska" razmišljanja o šumi i ukloniti netržišini odnos šumarstva i drvoprerađivačke industrije te odrediti ispravan status šumarstva u hrvatskome gospodarstvu. Uredništvo ; In his article entitled "Can a state holding company be efficient? If governed by the logic of profit, there will be dividends!", Mr Borislav Škegro illustrates his standpoint with the example of the forestry and wood processing industry business (relationship). According to him, the wood processing industry records outstanding results in the production, export and employment, but cannot satisfy the demand because it is faced with the limiting factor of the lack of raw wood material (there is not enough wood, says he). He thinks this is absurd, because "there is a surplus of wood in the forests today – up to one third of the total mass of oak, for example." The wood processing industry would pay for these excess quantities in cash, it would employ new labour force, it would export, earn and pay increased taxes, but "it just does not work – nobody wants dividends", says he. Evidently, a message for the new minister is to "for a start, add the additional 200 million kuna of dividends to the budget income"; by doing so, there will be "wood in excess, and dividends and taxes in abundance". When he expostulates on the manner of how a holding company conducts business, he says that only income from the invested capital is measured and that there are no second or third "socially sensitive, generally developmental social criteria . a dividend becomes an important part of the tax-exempt income of the government budget . there is no justification for preserving working places and for the social, local and political criteria". There are also opinions of some wood processing companies which require a ban on the export of logs. They point out that we spend 200 million dollars on the import of furniture made of Croatian logs that were exported cheaply – which is a way of squandering our national wealth. With regard to forestry, the uninformed musings of Mr Škegro, according to which one can fell as much timber as he or she needs, and not according to management plans, are complemented by similar thoughts of the president of the Employers' Association, which concern primarily the price of raw wood: if it were lower (although currently it is the lowest in Europe), then the Croatian wood processing industry would be more competitive. The first gentleman should be informed that the capacities of the annual cut are limited and that in the spirit of the principle of sustainable management, forestry follows the principle of cutting slightly below the annual wood mass increment and not according to the demands of the over-capacitated sawmill processing. Therefore, it is out of the question that there will be wood in excess and dividends in abundance. There can be dividends only if the Croatian wood processing industry applies itself to cutting down on the 80% of production costs, rather than constantly lamenting on the excessively high price of raw wood material, which accounts for a maximum of 16–20% in the cost structure. In addition, it should do its utmost to use the best quality raw material in the final product with the highest added value. We are sure that the wood processing industry can be forced to do the aforesaid only by market prices of wood assortments. Another step to take is to turn to cutting edge technologies and investment into knowledge on all levels. We agree that log export should be banned, because we have already pointed out in previous texts that 8 m3 of exported logs equals one exported work place. However, as far as we know, apart from some soft broadleaves and products which the Croatian wood processors are not interested in, the company Hrvatske Šume Ltd does not export logs, unlike some wood processors. This means that for the sake of export, they "camouflage" a part of the quantities contracted at a non-market price into different forms of minimal sawmill products (Count, Flitch, Square and similar). As for imported furniture, we are confident that people would rather buy a home-made piece of furniture on condition that it is cheaper but of equal quality as the imported one. Why it is not cheaper and of good quality rests on our wood processors, who have home raw material available at non-market prices and at almost no transport costs. Our articles have repeatedly pointed at squandering the national wealth when writing about forestry as a specific economic branch, but not as an economic branch viewed by Mr Škegro and some private wood processors. Obviously, in vain have we tried to explain that apart from its raw material role, the forest also has other roles, such as the ecological, social and eco-physiological roles, which are several times more valuable than the raw material role. Consequently, managing a forest is in stark contrast with the proclaimed "holding approach". It is high time we finally formulated a consistent forestry policy (we wrote about this in Forestry Journal 11-12/2014), adding to this the wood processing industry, which should implement the newly-formulated strategies. By doing so we will put a stop to absurd irrational contemplations on forests, do away with non-market relationships between forestry and wood processing industry, and define an adequate status of forestry within Croatian economy.
