Актуальность темы исследования в настоящее время определяется тем фактом, что электронное пространство, по большей части, является повторением реальной политики, что свидетельствует о том, что интернет-технологии глубоко укоренились в политической жизни общества. Целью данной работы было выяснение особенностей информационных технологий (ИТ) и их места в современном политическом процессе на примере Казахстана. Доказано, что Интернет является жизненно важной частью любого общества, особенно демократического, где он выполняет функции социальных, экономических и политических институтов. В этой статье приводится обоснование важности информационных технологий в политической жизни общества. Особое внимание уделяется усилению их влияния при принятии важных политических решений. В данном исследовании также приведены примеры использования информационных технологий в современных политических процессах. Детальный анализ теоретических концепций, их интерпретация применительно к Казахстану, детальное изучение моделей медиаполитики открывает возможности и перспективы для новых научных исследований процессов трансформации и модернизации информационных технологий в политическом процессе.

The article is devoted to analysis of new Marxism as a key methodological
trends of political science research. Historical events of the last century and the
ensuing updated the creative legacy of Marx and contributed to its reconsideration,
which was the enrichment of political science, development of methodology in its area
schools and trends, developing ideas known German scientist.

The article attempts to provide a definition for the problem area of the philosophy of politics, political philosophy and political science. Given the lack of a well-established distinction between the subjects of these sciences in the Russian-language discourse, the author turns to the English-language tradition. The analysis of this discourse shows the following: 1) the absence of a distinction between political philosophy and the philosophy of politics, which is replaced by political ontology as part of political philosophy; 2) the existence of a distinction between political theory and political philosophy; 3) the dependence of the paradigm of the relationship between political theory and political philosophy on the consensus developed in the national intellectual tradition. In the English-language discourse, the question of the relationship between political science and political philosophy comes to the fore. The latter is considered as a subordinate, integral part of political science. It is shown that, based on the criterion of "insufficient scientificity", attempts to exclude political philosophy from the political science do not stop. The article substantiates the position according to which, despite their apparent similarity, the subjects of political science and political philosophy do not coincide – the disciplinary ontology of political science can become the subject of political philosophy. When discussing the relationship between the philosophy of politics and political philosophy, the article presents several hypotheses. First, a distinction is made between the philosophy of politics and political philosophy and the author argues that they are distinct. Secondly, the position, according to which the philosophy of politics belongs to the field of philosophy, and political philosophy to political science, is critically examined, and the fact that the two disciplines belong to the philosophical corpus of knowledge is substantiated. Thirdly, it is proposed to demarcate between the philosophy of politics and political philosophy in accordance with the difference between their subjects. The subject of philosophy of politics is the phenomenon of the political, while the subject of political philosophy is political phenomena.

The article is devoted to a very interesting methodological paradigm, which has
its own history and the high importance in a number of Social Sciences - Institutional,
which is influenced by social changes and needs in their understanding was further
developed in the form of appearance of new institutional paradigm, actively used in
modern political science knowledge.

The problem of trust in political institutions is currently relevant and is becoming the object of research in many scientific fields, including political science. The interest of foreign and Russian researchers is not only the understanding of this phenomenon at the theoretical level, but also its empirical analysis for solving practical problems. In addition to the problem of a conceptual explanation of the concept of "institutional trust", which has developed due to the theoretical diversity of interpretations of this phenomenon, scientists are faced with the need to choose the best way to collect and measure data (depending on the purpose of a particular study). In this paper, the author focuses on the problem of measuring institutional trust, highlights the key areas of institutional trust analysis, considers their advantages and disadvantages.

In this paper we consider the role of government as a state owner and
public relations manager, as well as we consider the contradictions that arise from
the interaction of these two roles between business and government.

В данной статье рассмотрены основные направления работы государственной информационной системы (ГИС), реализуемой в рамках проекта «Цифровое правительство» и предложена возможность использования биометрии, как дополнения к степени надежности криптографической защиты информации.

The course of political science in higher education is often read, to a large extent, as a theoretical course and affects the study of issues and problems of the formation and development of political institutions, processes and technologies. The focus is usually on the history of politics, the state as the central institution of the political system, political parties, political consciousness, culture, political relations, etc. However, it is very important that, when studying a course in political science, listeners understand the current political processes taking place around them. Some of them are well established, democratic processes, such as the electoral process. Others are associated with the impact of modern innovation processes on the political sphere of society. And in this case, political science as a science once again demonstrates its value in an applied format. For a deep understanding of this kind of political processes, additional aggregated information is needed, knowledge that should differ in such characteristics as relevance, novelty, compliance with modern development. In the modern digital era, it is necessary to additionally acquire knowledge about the digital transformation of political institutions, processes and technologies, including types of state policy, the most important of which is social. And it's not just the digital economy. This, first of all, digitalization of public administration (State-web) — Big Date management, blockchain, etc., as well as digitalization of business — the emergence and development of digital enterprises, etc. It is obvious that the use of digital technologies will become possible for the development of predictive political science. This article is largely a translation of German publications by scientists dealing with the development of modern political science education in the countries of the European Union, in particular, in the Federal Republic of Germany. The focus is on the impact of digitalization on the teaching of theoretical and applied political science.

The problem of the application of punishment to realization political goals in international relations is considered. The author characterizes the social institution of punishment, indicates its place and role in the structure of social relations. The political and legal component of punishment is analyzed in the context of unilateral sanctions of some sovereign states against others. The main forms and content of the influence of political goals on the institution of international legal sanctionspunishments are determined. The author's vision of such specific phenomena as "self-punishment" and "political engagement" is substantiated. An algorithm for identifying the political bias of decisions on the imposition of international legal penalties, as well as possible ways to develop an adequate response to them from the "punished" subjects (target states) is formulated. The empirical base of the study includes materials on the application of punishments by individual and collective subjects of international relations against the Russian Federation, including the geopolitical consequences of the relevant sanctions decisions.

The article focuses upon the problem of political affiliation in corporate governance. It aims to provide insights into theoretical and methodological aspects of the problem applied to the Russian corporate environment. The author evaluates the academic relevance of the problem in international studies, reviews the underpinning fundamental theories, provides an insight into the construct of political affiliation through the lens of corporate governance, outlines the methodology used in the studies of political affiliation to eventually assess the relevance of the problem to the Russian corporate environment.

The article, which is addressed to a wide range of readers, but first of all to University teachers, graduate students and students, outlines a wide range of views on the institution of the state of social scientists of different times and peoples: from ancient thinkers to modern authorities. Discussion of the latest trends in the development of this Institute in the late twentieth and first decades of the XXI century is the subject of the author's research. The article analyzes the futurist ideas about the state related to forecasts of the progress of information technologies, as well as ideas about the dynamics of relations between state power and society. Special sections of the article are devoted to: the evolutionary concept of the state; the challenges that States face in the context of the next technological (fourth industrial) revolution; the discourse on the discrepancy between formal and real citizenship as the reverse side of the extraterritoriality of the state.

В статье рассматривается история и предпосылки формирования проблемы кибербезопасности на примере первых хакерских атак и случаев крупной утечки информации в интернете.
Авторами проводится анализ эволюции данной проблемы, выявляются закономерности и формы влияния кибератак на мировые правительственные структуры и международные отношения. По мнению авторов взлом компьютерных сетей становится не просто утечкой информации или поражением данных того или иного ведомства, но и поводом для международных скандалов.
В статье указывается на необходимость определения рамок влияния государства в области сети Интернет, выработки единого мнения, считается ли кибератака фактом нападения одной страны на другую. Данные проблемы все чаще находят отражение в научных трудах отечественных и зарубежных ученых, что говорит о положительной динамике в общемировой деятельности по разработке мер усиления кибербезопасности.

In accordance with United Nations General Assembly resolution, the year 2019 was proclaimed the International Year of the Periodic Table of Chemical Elements, and the United Nations Educational, Scientific and Cultural Organization (UNESCO) was designated as the lead organization for its implementation. At the present day, the UNESCO is the largest UN specialized agency with broad competence in providing interstate collaboration in the area of science, capable of playing a unique role for promotion of peace and sustainable development. The establishment of UN observances stimulates interest in the activities and programs of the organization in these areas, and also contributes to the intensification of activities at the international level. The proclamation of 2019 as the International Year of the Periodic Table is a recognition of the important role of the basic sciences, in particular, achievements in the field of chemistry and physics, in addressing the numerous development challenges that the world is currently facing in implementing the United Nations "2030 Agenda for Sustainable Development". The International Year under the auspices of UNESCO provides an opportunity to mobilize all interested parties around the topic of science for peace and development – from government officials to media representatives and schoolchildren.

An information society sets new vectors for the development of all socio-political and socio-economic institutions. The efficiency and professionalism with which these institutions implement communication technologies into their practices and adapt to challenges of the modern world determine its potential and further development. This article examines the operation of such a socio-political institution as a "think tank", given conditions of the internet's ever growing importance and the expansion of social media. Traditionally "think tanks", or "analytical centers", are considered by political experts and specialists in international affairs to be components of political systems, however, the expansion and development of such organizations all around the world, together with their increasing functional capacity, leads to the need for interpreting the place and role in society of such think tanks from a sociological standpoint. This article examines them as a socio-political institution, which simultaneously generates and conveys information which is of importance to both the government and society. The main function of such an institution is designated as "communicative", which encompasses the social potential of think tanks as a crucial component to developing social awareness and democracy. In order to evaluate the operation of Russia's analytical centers, the author refers to the "Global Go To Think Tank Index" global ranking. Russian analytical centers are generally held in high regard by foreign experts, despite them possessing a few peculiar traits. Most of these Russian think tanks are affiliated with branches of the government, or exist within scientific institutions under the Russian Academy of Sciences or certain higher educational facilities, while being funded by the government. Their scope of research-analytical activity primarily includes issues such as foreign policy, international affairs, and global economy. As for sociological analysis of the processes occurring within society, only fragments of the former are present in the agenda of Russian think tanks. Analytical centers have an inconsequential presence in media space. They barely use modern communication technologies, which affects the isolation of the expert community from society.
