Every day, the national heuristic, scattered in archives, libraries and individuals, providing new light on the activities of our proto doctors. This we publish now and has the date 1840, when Heredia planned reorganization of medical studies indicates Heredia efforts to secure income to support the decadent School of Independence. Needed to shore up their "short rents" and poach others to give the range that would be, of higher education. College entries were considerably reduced by the little attention he had borrowed from the government, as he was careful to maintain public order, disrupted by various revolutions, and that income was not sufficient to meet the expenses of urgency. So suggest a package to the government, that the branch of Census and temporalities, whose products were intended for public instruction, a party to the College in order to cover part of the 3,300 pesos to be paid annually by the national treasure is taken. With a beneficial resolution to this effect could make some progress in improving the teaching of the various chairs and so do good work nationally, promoting "public health, national honor and decorum of the medical sciences." ; Día a día, la eurística nacional, desparramada en Archivos, Bibliotecas y particulares, proporciona nueva luz sobre las actividades de nuestros protomédicos. Esta que publicamos ahora y que tiene la fecha de 1840, cuando Heredia proyectaba la reorganización de los estudios de medicina, indica los esfuerzos de Heredia por conseguir rentas para sostener al decadente Colegio de la Independencia. Necesitaba apuntalar sus "cortas rentas" y agenciarse otras para darle el rango que debía tener, de centro de enseñanza superior. Las entradas del Colegio se habían reducido considerablemente por la poca atención que le había prestado el gobierno, atento como estaba a mantener el orden público, alterado por diversas revoluciones, y no bastaba esa renta para atender los gastos de mayor urgencia. Por eso, suguiere al gobierno, que del ramo de Censos y temporalidades, cuyos productos eran destinados a la instrucción pública, se tome una parte para el Colegio a fin de poder cubrir una parte de los 3,300 pesos que debía pagar anualmente el tesoro nacional. Con una benéfica resolución en este sentido se podría avanzar algo en mejorar la enseñanza de las diversas Cátedras y así hacer obra de bien nacional, favoreciendo "la salud pública, el honor nacional y el decoro de las ciencias médicas".

The new Federation of the British territories of the Caribbean area will come into being in 1957, with the first federal elections under the new constítutional arrangements probably being held early in 1956. In this article Professor Lewís sets out the general background of West Indian society wíthin which the Federal Government will operate. A short inítial historical background of the federal idea is followed by .a discussion of the varied factors that make Federation a logical step for these dispersed and poverty-stricken islands. This is followed, in turn, by two larger sections, The first of these deals in detail with the general socia'! and psychological conditions of West Indian society; with sorne particular reference being paid to social attitudes of the peasant and worker in that society; the relationship between them and the elements of West Indian government; the role of color in social and individual relationships; the problem of a superimposed British culture-pattern upon a colonial people; and the kind of public policy that will have to be pursued by imaginative government if a West Indian answer 1S to be provided to the West Indian question, The second larger section analyzes the character of politics and political parties in the British Caribbean. It includes a description of the pllesent forms of constitutional and political rule in the Crown Colonysystem and an analysis of the various factors that explain the comparative imrnaturity of disciplined and principled political partíes in the region. Note is taken of the recent rise of new party organizatíons which promise to replace the old forrns with new structures and new social and economic philosophies more attuned to the rising demand for responsible self-government in the area, possibly to end in Dominion Status of the region within the Cornrnonwealth. Note is likewise taken of those aspects of the proposed Federa'! Constitution which impíge upon these aspects of West Indian government. The final and shorter section of the article deals with the growth of a Caribbean national culture and consciousness within the British area. For the development of federal self-government is only one aspect of the rise of colonial nationalism within the Caribbean; one of the problems of the federal venture, in turn, will be that of adjusting its machinery and its outlook to the demands of that nationalist spirít. In this sense, the Caribbean reflects the larger spirit of racial and nationalist self-assertiveness that is to be seen in the Asian and African continents. The article closes by drawing attention to the fact that the stubborn anglophilism of the British Caribbean, along with its nearness to the United States, suggests that the region may become an experiment in the meeting and the mixture of the old and the new worlds in the twentieth century. ; Resumen en inglés.

Dr. Luis Roque Gondra died in 1947, in the city of Buenos Aires, the principal scene of his long and outstanding activity. An Argentine economist whose mathematical orientation induced him to apply the deductive method, hence his preference for the psychological and mathematical schools. This inclination dominates his lectures on Political Economy in the Faculty of Economic Science at the University of Buenos Aires and reveals itself in his works which may be considered fundamental.
