This paper aims to review the concepts & theories of political participation. The first part presents classic definitions of political participation offered by Verba, Barnes, & Kaase. Subsequently it shows how the repertoire of political activities has changed since the time these classical concepts were formulated. The paper argues that the transformation of political participation happened in three distinct dimensions, ie., goals, targets, & space. On this basis, drawing on Teorell as well as Rosenstone & Hansen, a new definition of political participation as "action by ordinary citizens directed toward influencing some political outcomes: distribution of social goods & norms" is introduced. The second part of the paper deals with theories of political participation. It presents a three-level explanatory model that corresponds to the level of analysis used by particular theories: micro (individual), meso (intermediary), & macro (structural) levels. Last but not least, the paper focuses on major theories explaining political participation: individual resources & political values (micro), social capital (meso), & modernization & institutional explanation (macro). The article argues for a new strategy for Czech IR research which would stimulate local scholars to produce innovative contributions to the international IR discipline. The strategy is supposed to go beyond the emulation of the Anglo-American IR, which currently prevails & which, despite occasional successes, failed in its goals. It aims at innovative contributions with a maximum utilization of the Czech domestic conditions which embed the research. The strategy argues that the relations between Czech IR & the international discipline need to be sustained & even strengthened. At the same time, the Czech research should focus on the Czech political experience by examining the political phenomena by which this experience has been constituted & drawing on the traditions of Czech political thought. The Concept of the Political is the first book by Carl Schmitt translated & published in the Czech Republic. As such it deserves a treatise that would put it into the larger context of Schmitt's life & work, which is the aim of this review essay. Therefore key concepts (not only) from The Concept of the Political are explained. The essay also goes beyond the classical labeling of Schmitt as realist & focuses also on his more general critique of modernity & of the technological thought characteristic of our epoch. This way we can better understand why Schmitt fascinates the contemporary left as well as right. It also shows his relevance to many current discussions, for example those concerning the War on Terror. How shall we classify Guantanamo? As an example par excellence of a decision of a sovereign in exceptional circumstances, or as a result of the depoliticisation of the political? This essay, however, does not give a specific answer to this question. Rather, it is intended as an introduction of this "Schmittian" debate to the Czech academic milieu. In the 1990s, the research of political field was ultimately established as part of German political science. The article describes the development of the research of political field in both the international & the German contexts & overviews the current state of this research in Germany. The paper herein presents a summary of research targeting the attitudes of mayors of Czech municipalities towards the financing of municipalities and the submitted legislative determination of taxes. Data reflect expert interviews with a representative sample of nine municipalities in Central Bohemian region. The research was originally incorporated into the doctoral thesis by Ilona Kruntoradova accomplished at the Institute of Political Studies at the Faculty of Social Sciences, Charles University in Prague; it is contextualized in the paper with political debates about the new rules concerning the funding of municipalities. Such rules create divisions among the municipalities as well as the parties within the Necas coalition government. The main research findings underline the prevailing lack of funds facilitating the development of small municipalities, mediation of the interests of municipalities through personal contacts rather than special interest associations, and deeper divisions between small municipalities and large cities. The research herein should primarily serve as a pre-research for larger inquiries involving a broader sample of municipalities throughout the Czech Republic. Adapted from the source document.

The aim of this article is to analyze the attitudes of the main political parties in the Czech Republic towards the European Union. A special emphasis is put on the presentation of these attitudes in the pre-referendum period & on the levels of support for membership achieved among the parties' supporters. This topic is analysed through the theoretical lens of "europeanization," an approach which examines the impact on domestic (national) policies & political systems of EU policies & processes. This theoretical perspective is usually applied to current member states but has been increasingly extended to candidate countries in the pre-accession period as well. In the period after the first democratic elections of 1990, the "European" debate among Czech political parties has intensified & shifted from the clear initial "yes" to membership to more complex & qualitative questions. By the time of the national EU referendum, (June 2003) the impact of" europeanization" was manifested by the presence of a significant number of EU-related topics in the political parties' agenda. The authors have utilized a range of political geography, sociology, & political science methods to demonstrate a high correlation between the EU referendum results & the levels of the partisan support for the parties favoring membership in the EU. According to the available empirical data from various public opinion surveys, the support for membership among the voters of the Social Democratic Party (CSSD), Civic Democratic Party (ODS), Christian Democratic Party (KDU-CSL) & Freedom Union (US-DEU) ranged from 82 to 92 %. On the contrary, the position of the Communist Party (KSCM) was clearly the opposite. In addition to the political orientation of the voters, other factors which have influenced the voting results were examined. These included such factors as regional unemployment rate, education, wage levels as well as other political-geographical aspects. References. Adapted from the source document.

The aim of the article is to introduce contemporary Russian discussion on the USSR and Russia in broader political and publicist context. Both positive and negative interpretations of the Russian/Soviet history will be presented. The text does not pretend to provide exhaustive list of the particular "schools" and "movements" nor does it offer historical dynamics or institutional background of the discussion. The author rather intends to single out certain basic schemes and arguments that circulate in the discussions, place them in broader frames and anticipate their potential political consequences. Particularly, the text concentrates on various versions of the patriotic thinking that has been receiving broad popularity in today Russia. As the author is convinced, due familiarity with the contemporary Russian debate may help to better understand Russian internal as well as foreign policy nowadays: as it becomes clear, rise of patriotism in academia, society and politics are inseparable phenomena. Secondly, some of the arguments promoted by the contemporary Russian authors may enrich Western (non-Russian) sovietology and debate on socialist experiments as such. Last but not least, both content and form of the Russian academic discussion convincingly point at cultural conditionality of social and historical sciences. To some extent the discussion reminds perpetual Russian debate on national identity; cardinally new context in which it takes place however justifies attention paid to it.
