According to Nietzsche, the fundamental problem between a man and a woman is rooted in the denial of antagonism between them. The man believes that their relationship must be that of eternal hostile tension and unavoidable injustice. Nietzsche asserts that there must be a rank order, where scaling is related to the actions of taking, accumulating and becoming greater by gaining power and overcoming narrower interpretations. This rank scaling does not allow for identicalness and equality, which are signs of the shallowness of instinct and the loss of one's identity. Nietzsche endorses the difference and celebrates the otherness. Flourishing of an individual can never be interfered by the concept of equal relations. Nietzsche is convinced that people are different, and he advocates for agon (a power struggle) as a model of cultural and political relations. Since equality of human beings must consist of an equal amount of the same feature, Nietzsche sees this equality as being represented in the general will to power. Furthermore, the gender difference is also a socially constructed way of being. It is a creation of man's image of how the world should look like. If included in a therapeutic approach, this perspective can shed new light on possible interventions methods in psychotherapy and philotherapy alike. Sex and sexual relationships can be singled out as key problems that prevail in the core of motivation for seeking professional therapeutic help (psychotherapy), no matter what therapeutic approach is used in such practice. It is a topic that has insufficiently drawn on Nietzsche's legacy. The aim of this paper is to provide arguments that Nietzsche's perspective on "war of the sexes" sets a productive context for both psychotherapeutic intervention and for philosophical consultancy. ; Prema Nietzscheovu mišljenju, temeljni je problem između muškarca i žene duboko ukorijenjen u negiranju antagonizma među njima. Muškarac vjeruje da njihov odnos mora biti vječna neprijateljska napetost i neizbježna nepravda. Nietzsche tvrdi da mora postojati rangirajući poredak u kojem je skaliranje vezano za aktivnosti uzimanja, nakupljanja i postajanja boljim zadobivajući moć i nadilazeći uža tumačenja. Ovo rangiranje ne dopušta istovjetnost i ravnopravnost, što su znakovi plitkoće instinkta i gubitka identiteta. Nietzsche podržava različitost i slavi drugotnost. Uspijevanje pojedinca nikada ne može biti ometano pojmom jednakih odnosa. Nietzsche je uvjeren da su ljudi drugačiji i zagovara agon (borba moći) kao model kulturnih i političkih odnosa. Budući da se jednakost ljudskih bića mora sastojati od jednakog iznosa istog svojstva, Nietzsche tu jednakost vidi kao predstavljenu u općoj volji za moć. Nadalje, rodna je razlika također društveno konstruiran način bivanja. To je kreacija muške slike o tome kako bi svijet trebao izgledati. Ako se uključi u terapijski pristup, ova nam perspektiva može baciti novo svjetlo na moguće intervencijske metode u psihoterapiji i filoterapiji podjednako. Spol i spolni odnosi mogu biti izlučeni kao ključan problem koji prevladava u jezgri motivacije za traženje profesionalne terapijske pomoći (psihoterapija), bez obzira na to koji se terapijski pristup u takvoj praksi koristi. Tema je to koja nije dovoljno vukla iz Nietzscheove tradicije. Cilj je rada ponuditi argumente za to da se Nietzscheova perspektiva na »rat spolova« postavi kao produktivan kontekst za psihoterapijsku intervenciju i filozofijsko savjetovanje. ; Nach Nietzsches Ansicht schlägt das grundlegende Problem zwischen Mann und Frau ("Weib") seine Wurzeln tief in der Leugnung des Antagonismus zwischen ihnen. Ein Mann glaubt, dass ihre Beziehung eine ewige feindselige Spannung und eine unabwendbare Ungerechtigkeit sein muss. Nietzsche stellt die Behauptung auf, dass es eine Rangordnung geben muss, in der die Skalierung mit den Aktivitäten des Nehmens, Akkumulierens und der Verbesserung durch Machtgewinnung und Überwindung engerer Interpretationen zusammenhängt. Diese Rangfolge duldet keine Ausgleichbarkeit und Gleichheit, die Anzeichen für einen flachen Instinkt und einen Identitätsverlust sind. Nietzsche unterstützt die Verschiedenheit und feiert die Andersheit. Der Erfolg eines Individuums kann niemals durch den Begriff der gleichen Beziehungen beeinträchtigt werden. Nietzsche ist überzeugt, dass Menschen anders sind, und befürwortet den Agon (Wettkampf) als Modell kultureller und politischer Beziehungen. Falls diese Perspektive in den therapeutischen Ansatz einbezogen wird, kann sie neues Licht auf potenzielle Interventionsmethoden innerhalb der Psychotherapie und Philotherapie gleichermaßen werfen. Geschlecht und Geschlechtsverkehr können als Schlüsselproblem herausgeschält werden, das im Kern der Motivation dominiert, professionelle therapeutische Hilfe (Psychotherapie) aufzusuchen, ungeachtet dessen, welcher therapeutische Ansatz in einer solchen Praxis verwendet wird. Es ist ein Thema, das nicht zureichend aus Nietzsches Tradition stammt. Die Intention dieses Papers ist es, Argumente dafür zu liefern, Nietzsches Perspektive des "Geschlechterkrieges" als produktiven Kontext für psychotherapeutische Interventionen und philosophische Beratung aufzustellen. ; Selon la pensée de Nietzsche, le problème fondamental entre les hommes et les femmes est profondément enraciné dans le déni de l'antagonisme qui leur est propre. L'homme considère que leur relation repose sur une éternelle tension hostile et une inévitable injustice. Nietzsche affirme qu'un ordre de classement doit exister dans lequel la mise à l'échelle est liée à l'action de s'emparer, d'accumuler et de devenir meilleur en gagnant en puissance et en dépassant les étroites interprétations. Ce classement ne permet pas d'identité et d'égalité, signes d'un instinct superficiel et d'une perte d'identité. Nietzsche soutient la diversité et célèbre l'altérité. La réussite d'un individu ne doit jamais être perturbé par le concept d'égalité des relations. Nietzsche est convaincu que les gens sont différents et défend l'agôn (lutte pour le pouvoir) en tant que modèle pour les relations culturelles et politiques. Étant donné que l'égalité des êtres humains doit contenir une quantité égale de propriétés identiques, Nietzsche conçoit cette égalité comme présentée dans la volonté générale de puissance. En outre, la différence des genres est également un mode d'être construit socialement. C'est la création masculine d'une image sur le monde. Si on l'introduit au sein d'une approche thérapeutique, cette perspective éclaire d'un jour nouveau les possibles méthodes d'intervention en psychothérapie et philothérapie de manière égale. Le genre et les relations de genres peuvent être dégagés comme un problème clé qui prend le dessus au cœur de la motivation visant à rechercher une aide thérapeutique professionnelle (psychothérapie), quel que soit l'approche thérapeutique utilisée dans une pratique de ce genre. Ce thème n'a pas suffisamment été puisé dans la tradition nietzschéenne. L'objectif de ce travail et de proposer des arguments afin que la perspective nietzschéenne de « la guerre des genres » s'établisse dans un contexte productif pour l'intervention psychothérapeutique et la consultation philosophique.
RIJEČ UREDNIŠTVANaslov uvodnika potaknut je građanskom inicijativom koja se u posljednje vrijeme širi Hrvatskom. Iako na facebook grupi, koja poziva na "tri zajednička dana uživanja u sadnji diljem Države" pod motom "Zasadi drvo, ne budi panj", prevladava entuzijazam i želja za jačanjem svijesti hrvatskih građana o očuvanju i zaštiti prirode, postoje i radikalniji osvrti na šumarsku struku i na trgovačko društvo Hrvatske šume, poput pitanja zašto se ne organiziraju javni radovi pošumljavanja? Tvrdi se da je to zato jer im je sječa prioritetnija od sadnje. Podmeće se teza: "Ne smiju oni posjeći više nego što mi možemo zasaditi!" Uzori akciji su velike sadnje u nekim zemljama poput Indije i Etiopije. Također poticaj akciji su i katastrofalni požari u plućima svijeta, Amazonskoj prašumi. Pohvalna je dobra volja i želja za ozelenjivanjem, ali ne mogu se uspoređivati zemlje u kojima vladaju drukčiji klimatski i stanišni uvjeti pa nakon sječe ili uništavanja šume požarima dolazi do deforestacije, nestaje tlo i šuma se ne obnavlja. U Republici Hrvatskoj je upravo obrnuto, na djelu je reforestacija, tj. šuma se širi na napuštene poljoprivredne i druge površine, tako da je danas gotovo pola države pod šumom, ali u različitim starosnim kategorijama. Ova akcija je samo odraz zabrinutosti običnog čovjeka, ali i određene neargumentirane histerije koja je pokrenuta protiv šumara u Hrvatskoj.S obzirom na sve učestalije i nekorektne napade na šumarsku struku, što je prevršilo svaku mjeru, potiče nas da se mi kao struka oglasimo. Možemo smireno, stručno i argumentirano, a možemo i bezobrazno kao što se nas napada. Ponajprije, za laike koji to žele čuti, kažemo da je sječa uzgojni zahvat. Šuma ili stablo ima nazovimo ga početak, rast kroz razne uzgojne faze do optimuma, a potom slijedi faza "odumiranja". Zadaća šumarske struke je prebroditi tu zadnju fazu upravo sječom starih stabala, polučiti korist društvu njihovom preradom, ali osiguravši prethodno u jednodobnim sastojinama u godini dobrog uroda sjemena prirodno pomlađivanje. Svakako prije bilo kakvog negativnog stava glede sječe, treba prići vrlo blizu površini gdje je do "jučer" bila npr. stara hrastova šuma te provjeriti da li i što sada raste na toj površini. U prebornoj pak šumi, npr. bukve i jele, prebiru se sječom stara dozrela stabla i ona koja smetaju podmlatku koji treba svijetla da bi ih zamijenio. Samo tamo gdje u potpunosti nije uspjelo prirodno naplođivanje, pa tako i na opožarenim površinama, ide se na pošumljavanje sjemenom ili tzv. "školovanim" sadnicama. Održati šumu vječnom, načelo je potrajnog gospodarenja, čime se ponosi hrvatska znanost i praksa, a što joj i šumarski svijet priznaje. Što rade Hrvatske šume d.o.o. pitaju se pojedini prosvjednici? Zadaća Hrvatskih šuma d.o.o. kao trgovačkog društva u državnom vlasništvu, kojima je Država povjerila gospodarenje, je obavljati poslove sukladno Osnovama gospodarenja, što znači ne stihijski nego po Zakonu o šumama, sukladno šumarskoj politici i strategiji. Osnove gospodarenja za svaku gospodarsku jedinicu propisuju desetgodišnje aktivnosti, provjerava ih stručno povjerenstvo, a Rješenjem ih odobrava resorni ministar. U njih je ugrađeno i niz propisa i popisa koje propisuje Ministarstvo zaštite okoliša. Znači ništa se ne radi amaterski – sve počiva na znanstvenim i stručnim saznanjima u šumarskoj praksi stečenoj kroz preko 250 godina organiziranog šumarstva. Klimatske promjene, ledolomi, vjetrolomi i štetnici, čemu su posebice u zadnje vrijeme izložene šume, samo još otežavaju rad u šumarstvu i zahtijevaju još veću stručnost i znanje, a nikako amaterizam. Nije bez razloga još u pretprošlom stoljeću zaključeno da za gospodarenje šumom nije dovoljna viša, nego je potrebna visoka stručna sprema, što je kod nas ostvareno 1898. godine početkom rada Šumarske akademije (današnjeg Šumarskog fakulteta), kao četvrte visokoškolske ustanove Sveučilišta u Zagrebu.No, s prekomjernom sječom treba se boriti na dijelu privatnih šumskih parcela, ali s tom stihijom se odnosne udruge ne hvataju u koštac. U istoj rečenici pitamo se bezobrazno: tko su to "oni" koji ne smiju posjeći? Da li su to možda oni koji su pet godina studirali šumarstvo, skupljajući znanja iz botanike, više matematike, kemije, meteorologije, anatomije i fiziologije bilja, pedologije, dendrologije, dendrometrije, uzgajanja šuma, ekologije, uređivanja šuma, zaštite šuma i dr., prisegavši na promociji dipl. ing. šumarstva da će raditi po stručnim šumarskim načelima. Lekcije im pak dijele oni koji su u slobodno vrijeme malo "proguglali" i na vikend izletima uz dobru zabavu, "učvrstili" svoje znanje o šumarstvu. Njihovi stručni sufleri, a kažu da ih imaju, mogli bi konačno javno polemizirati. Očekivali bi od odnosnih udruga da nas podupru u protivljenju smanjenja naknada za općekorisne funkcije šuma (OKFŠ), iz kojih se financiraju izgradnja protupožarnih prometnica, gašenja požara, pošumljavanje opožarenih površina i razminiranje površina, no one očito pristaju da se to "gura" u parafiskalne namete. Hrvatska Vlada od Hrvatskih šuma d.o.o. očekuje uplatu u državni proračun, dok čitamo, Njemačka Vlada ulaže 500 mil. EURA za sanaciju šuma, jer ih se prošle godine osušilo preko 110.000 ha.Nemamo ništa protiv toga da se ozelenjuju neke gradske površine, ali i to mora biti planski, kako izborom površina, tako i vrstom drveća, poznavajući i poštujući njihove ekološke i biološke zahtjeve. Saditi bilo što i bilo gdje, što iščitavamo iz upućenog poziva, je neodgovorno i prema prostoru, ali i prema biljci.Uredništvo ; EDITORIALThe headline of the editorial was prompted by a civil initiative sweeping through Croatia in recent times. The Facebook group, which calls for "three enjoyable days of planting trees across the State" under the motto "Plant a tree, don't be a stump", is imbued with enthusiasm and a wish to raise the awareness of Croatian citizens of the need to preserve and protect the nature; however, there are also more radical views on the forestry profession and the company Croatian Forests Ltd. Among others, they ask why there are no public afforestation activities and conclude that the reason lies in the fact that cutting trees has priority over planting them. There is an undergoing statement: "They cannot fell more than we can plant!" The campaign was prompted by large-scale planting campaigns in some countries such as India and Ethiopia. Another incentive to the campaign was provided by the devastating fires taking place in the lungs of the world, the Amazonian rain forest. The will and wish to plant trees deserves full credit, but we cannot be compared with the countries with different climatic and habitat conditions, in which felling or forest fires result in deforestation, loss of forest soil and inability of forests to regenerate. The situation in the Republic of Croatia is diametrically opposite: reforestation is an ongoing process; in other words, the forest spreads into abandoned agricultural and other areas, so that currently almost half of the country is covered with forests of different age categories. This campaign reflects the concern of the ordinary person, but also contains certain ill founded hysterical reactions targeted at foresters in Croatia.In view of the ever more frequent and unfounded attacks on the forestry profession, which has gone out of hand, it is time for the profession to voice its opinion. We can do it in two ways: we can either put forward professional and well founded arguments, or retaliate in the same impertinent manner in which we are being attacked. To start with, for those who are ready to listen, let us stress that felling is a silvicultural operation. A forest or a tree has its beginning, followed by growth through different silvicultural stages until it reaches its optimum and finally the stage of "dying". The task of the forestry profession is to deal with this last stage by cutting down old trees, making profit for the society by processing these cut trees, and ensuring natural regeneration in even-aged stands in the years of good seed mast. Before any negative attitude on a felling operation is taken, it would be advisable to inspect closely the area which was until "yesterday" covered by an old oak forest and check what is being planted in this area, if anything. In a selection forest of, e.g. beech and fir, felling is applied to remove old mature trees and those trees which prevent young trees from reaching the necessary light for growth. Reforestation with seeds or with so-called "trained" seedlings is applied only in those areas in which natural seedling has not been completely successful or in areas badly affected by fires. Maintaining the forest in a perpetually stable condition is the principle of sustainable management. This principle is something that Croatian science and practice is rightly proud of and for which it receives acknowledgement from the global forestry world.What does the company Croatian Forests Ltd do, some protesters ask? The task of the company, as a state-owned company which has been entrusted by the State with caring for the forests, is to manage forests and carry out all the jobs set down in management plans, in line with the Forest Act, the forestry policy and strategy. There is no question here of chaotic and disorganized management. Management plans for every management unit prescribe the execution of ten-year activities. These plans are verified by expert committees and approved by the corresponding minister. They also contain regulations and rules set down by the Ministry of Environmental Protection. As seen from the above, nothing is done on an amateur basis - everything is firmly grounded on scientific and expert knowledge of the forestry practice, which has been acquired through 250 and more years of organized forestry. Climate change, damage caused by ice and wind, as well as pests, to which forests have been particularly exposed in recent times, make work in forestry even more difficult and require even more expertise and knowledge - certainly not amateurism. This is the reason that as far back as the 18th century it was realized that management of forests required not just a college degree but academic education. In Croatia, this was put to practice in1898, when the Forestry Academy (the present day Faculty of Forestry) was opened as the fourth institution of higher education within the University of Zagreb.A battle against excessive felling should be fought in parts of privately owned forest areas, yet the above groups fail to grapple with this problem. Allow us to be impertinent enough to ask: who are "they" who are not allowed to perform felling operations? Perhaps those who have studied forestry for five years, acquired knowledge of botany, higher mathematics, chemistry, meteorology, plant anatomy and physiology, pedology, dendrology, dendrometrics, silviculture, ecology, forest planning, forest protection and other fields, and who have, when receiving their degrees of graduate engineers of forestry, pledged to adhere to expert forestry principles in their work? Such professionals are then lectured by those who have "googled" something about forestry and who have gained their knowledge of forestry at weekend outings in forests. We would welcome with open arms their expert advisors, which they claim there are many, to finally come out and engage in public debates. We would expect from these groups to support us in opposing the move to cut down on non-market forest function fees, which are used to finance the construction of fire breaks, fire suppression, reforestation of burnt areas and demining areas. Obviously, they prefer these fees to be "pushed" into parafiscal levies. While the Croatian government expects from the company Croatian Forests Ltd to pay into the state budget, the German government invests 500 million euro into the recovery of forests, since over 110,000 ha of forests dried only last year.We have nothing against making city areas green, but this should be carried out in a planned manner, both as regards the choice of areas and the choice of tree species, taking into account their ecological and biological requirements. Planting anything and anywhere, as seen from the initiative, is irresponsible both for the area and for the plant.Editorial Board
Kao povijesno-kulturne ustanove, arhivi prikupljaju, obrađuju i daju na korištenje različite kategorije podataka sadržanih u arhivskom gradivu, vodeći se pritom domaćim i međunarodnim stručnim standardima, pravnom regulativom i dobrom praksom. Jedna od znatnije zastupljenih kategorija su osobni podatci građana, o kojima se u recentnoj stručnoj literaturi najviše pisalo s aspekta njihove dostupnosti, tj. uvjeta i načina korištenja. U ovom članku analiziraju se i naglašavaju neki praktični i etički aspekti u vezi s opisivanjem arhivskih fondova i zbirki koji sadrže takve podatke, posebno u kontekstu primjene Opće uredbe o zaštiti podataka (General Data Protection Regulation, GDPR). Daje se i pregled preporuka koje je u listopadu 2018. izradila Europska arhivska grupa (European Archives Group, EAG) kao pomoć europskoj arhivskoj službi u implementaciji te Uredbe. Time se nastoji dati poticaj za daljnju znanstvenu i stručnu obradu te teme, posebno u vidu izrade odgovarajućega nacionalnoga priručnika za opis arhivskoga gradiva koje sadrži osobne podatke i druge kategorije ograničeno dostupnih podataka u kojem bi primjena normi i važećih propisa bila ilustrirana odgovarajućim praktičnim primjerima. ; In order to present archival records they store and facilitate their usage archives produce various types of finding aids. Previously these finding aids were accessible in Croatian archives in archival reading rooms in printed form, whereas in recent times they have become more accessible in digital form on websites of archives or on network information systems. In this way the descriptions of archival records become publicly available to a large number of users, without geographical or time constraints, by which archives mostly do not possess tools or resources to monitor the manner users further dispose of that descriptive data. This further reinforces the practical and ethical issues regarding the formation of archival description in a way that it provides the whole information on records' contents and the context of their creation, without hiding (omitting) and at the same time does not reveal data responsible for the possible limited availability of records. For the last twenty years Croatia has been applying ISAD(G) and ISAAR(CPF), the international archival standards for describing archival records. Despite that, there are departures in practice and misgivings regarding the interpretation of contents and the role of individual descriptive elements, as well as the structure of finding aids. Such departures are also expected in the segment that describes personal data, bearing in mind that both ISAD(G) and ISAAR(CPF) contain general rules without particular guidelines for the description of archival records containing data with limited availability. Misgivings in practice can result in a passive approach in processing and describing personal data which can, for example, manifest by producing finding aids only for internal needs (without making them available to users), ignoring or (un)intentionally withholding information on the existence of personal data in archival records and terms of their availability. Since 2018 Croatia has been applying two new provisions that are important in the context of the processing and description of personal data in archival records. They are the General Data Protection Regulation (GDPR) and the Act on Archival Records and Archives. The paper describes in detail and compares some of the principles from these two provisions and analyses their influence on the current practice of description of personal data in archival records (defining personal data, processing the data of deceased individuals, the principle of reducing the quantity of data, encouraging the acquirement of data that is important for raising awareness of totalitarian and undemocratic regimes and their consequences). With regard to the very broad definition of personal data archivists always face the question whether the data they will supply in the title or the description of archival units can cause the direct or indirect identification of an individual i.e. the particular issue of endangering someone's privacy, dignity and other rights. Furthermore, bearing in mind that the Regulation and the Croatian archival act do not impose any limitations regarding the processing of deceased individuals' data, it can be concluded that there are no formal impediments either for archival description or publishing such data. However, the question remains, regardless of the fact it concerns the data of deceased individuals, whether the ethical principle that archivists abstain from overly exposing data should be upheld, particularly if it concerns sensitive data which can influence the violation of dignity of family members of those individuals. The basic principles of the Regulation include the principle of reducing the quantity of data. It entails that personal data must be appropriate, relevant and limited to necessities in relation to purposes for which they are processed. The application of this principle is particularly important in the context of creating and enhancing the trust between the archives and the public. In other words, this approach conveys the message to the public that they can trust the archival service not to unjustifiably or excessively reveal and publish personal data. Within the context of processing data which is important for enhancing the awareness on the totalitarian and undemocratic regimes and their consequences there is a practical and ethical question on how to maintain the neutral position of archivists and archives as institutions in terms of providing objective description, without the endeavour to interpret on the political or ideological level. Concerning the indicated practical and ethical issues, the application of the guidelines created in October 2018 by the European Archives Group as assistance in implementation of the General Data Protection Regulation is recommended. The guidelines are connected with the Principles of Access to Archives by the International Council on Archives from 2012. This demonstrates that even before the General Data Protection Regulation was adopted the archival community paid considerable attention to ethical issues and standards of good professional practice regarding protection, processing and description of personal data in archival records. However, within the context of the new legislation the paper's intention is to encourage further scientific and professional addressing of this topic within the Croatian archival community, including producing a guide regarding all aspects of managing personal data in archival records. Besides, the prevailing view is that there is a need for producing a special manual for the description of archival records which contain personal data and other categories of data with limited access, in which the application of standards and current provisions would be illustrated with appropriate practical examples.
U prošlome smo se dvobroju Šumarskoga lista, obilježavajući 250. obljetnicu hrvatskoga šumarstva, osvrnuli na tekstove iz prvih godina njegovog tiskanja, povlačeći paralelu s današnjicom. Zbog uvida u povijesni slijed šumarske struke i interesantnost, pa i aktualnost tekstova, u ovome se dvobroju osvrćemo na tri teksta iz 1880. i 1881. god. vezana uz naslov. Prvi tekst odnosi se na "Naredbu c. k. ministarstva za poljodjelstvo od 13. veljače 1875, B 129/A. M., R.-G.-Bl. Br. 9, koja se odnosi na ispit za tehničko službovanje u državnoj šumskoj upravi" (po toj su Naredbi državni ispit polagali državni službenici u resornim ministarstvima u Pešti i Beču, da bi bili osposobljeni za rad u državnoj službi). Drugi tekst odnosi se na "Dopis od 3. studena 1880. Br. 24509, kojim poziva Visoka kralj. Zemaljska vlada ravnateljstvo Kralj. šumarskoga i gospodarskog učilišta u Križevcih, da sastavi posebno povjerenstvo koje bi imalo čim prije izraditi osnovu za preustrojstvo vladine naredbe od 10. siečnja god. 1850. tičuće se šumarskih državnih ispita u obće". Tako je Osnovu nove naredbe o polaganju državnog ispita za samostalnu šumarsku upravu u Hrvatskoj i Slavoniji, sačinilo povjerenstvo u sastavu: F. Ž. Kesterčanek, Dragutin Hlava i Vladimir Kiseljak, a ona se kao i naredba iz 1875. ponajprije temelji na spomenutoj Naredbi od 16. siječnja iz 1850. god. I iskustvima susjednih zemalja. Ispit se održava svake godine u svibnju. Kandidat mora imati završen odgovarajući studij šumarstva, s dobrim ocjenama iz glavnih predmeta i najmanje trogodišnju praksu. Ispit je pismeni i usmeni, a provjerava se znanje iz predmeta: a) Šumogojstvo, b) Zaštita šuma i šumsko redarstvo, c) Šumska tehnologija i uporaba, d) Geodezija, e) Ustanovljivanje šumskih obhodnja, gospodarskih osnova . . . , f) Šumarska taksacija……s osobitim obzirom na proračunanje vriednosti šuma, šumarsko-financijsko gospodarenje…, g) Šumarsko graditeljstvo (šumski putovi i prometila kao i po šumarstvo važne gradjevine……h) Državno šumarsko upravoslovlje (šumski zakon, naredbe), i sl.), i) Odnošaj privatnog prava prema šumarstvu i lovstvu, j) Temeljna načela neposrednog oporezovanja, k) Obća načela lovstva, l) Obći pregled ratarstva". Nakon 8-satnog pismenog, drugi dan je dvosatni javni usmeni ispit za svakog kandidata, a potom nakon nekoliko dana slijedi konačni "u obližnjoj kojoj šumariji ili šumi". Kandidat se nakon ispita "može proglasiti "odlično" ili pako samo "jednostavno osposobljenim", a nesposobnim pronadjeni kandidat može ispit ponoviti u roku , što mu ga ispitno povjerenstvo (od tri člana) ustanovi". U Naredbi iz 1875. posebno smo uočili dio paragrafa u kojemu se kaže: "Ispitni povjerenik, koji je s kojim kandidatom u rodu ili u tastbinstvu, ne smije kod izpita istoga kandidata prisutan biti", a interesantno je napomenuti da se za prijavu ispita, uz diplomu i potvrdu o radnom stažu u struci, traže i stručne primjedbe i zabilješke koje je kandidat vodio tijekom radnoga staža. U ova dva teksta cilj nam je bio prikazati već tadašnju potrebu, propis, način polaganja i obujam materije za polaganje državnog ispita, a u trećemu (vežući ga usputno za današnje političko kadroviranje), nalazimo odgovor na pitanje naslovljeno u članku:"Usposobljuje li položeni drž. šumarski ispit za samostalno vodjenje službe i za najviše šumarske službe?" Ako ga sami sebi postavimo, odgovor bi bio "da", no ako stavimo ruku na srce i budemo iskreni "pa ćemo morati priznati, da je ipak velika razlika biti šumarskim upraviteljem ili ravnajućim visokim činovnikom. Tko vidi, što se dan na dan zbiva, naći će, da ima vrlo mnogo šumara, koji su pod nadzorom vrstnoga i svjesnoga nadčinovnika ne samo najbolji upravni činovnici, već kadkad upravo odlično postupaju u poslovanju; nu ako se oni odmaknu od svoje svere ili im se obzirom na dosadanje poslovanje predaje vrhovna uprava, pokazuju ovi inače toli vješti činovnici toliku nespretnost i počimaju obično tako naopako gospodariti, te se mora i proti volji pomisliti, da su potpuno nevješti. Ne ima svatko sposobnosti, da ono bude, što hoće, i uz najbolju volju može se dogoditi, da komu njegove vlastite naravne sposobnosti reknu: dovde i ne dalje. Ne treba tumačenja, da uslied ovakovih pogriešaka trpi ponajprije šuma". U daljnjem tekstu sugerira se umjerenost, spoznaja vlastitih sposobnosti i napredovanje pojedinca kroz praksu, korak po korak "do one časti, kojoj može po svojih sposobnostih najbolje zadovoljavati". Glede stanja nakon položenog državnog ispita i cijeloživotnog obrazovanja, kritički se osvrće na "izpitane šumare. Većina njih, osvjedočena, da je "svoju svrhu postigla", ne radi ništa, knjige bacila na stranu, na slavohlepnost je zaboravila, svi su postali prosti i dobroćudni građani, koji u miru sade svoj kupus, i samo nuzgredno obavljaju svoju službu kao šumari, što već davno i nisu. Drugi su opet nemirne glave, puni ideja, od kojih se pako ni jedna ne obistinjuje, jer kakove imadu hire, tako im se mijenjaju i osnove; . progutaju sve knjige, ali malo od toga čestita zapamte, .njihov je rad kadkad izvrstan, nu nikad trajan. i rietko kad komu koristi. Baš od ovih polaze naši, toli slabo "cienjeni veleumi!" Treći dio napokon, i to najmanji, jest cviet šumogojaca. Ugled njihova zvanja, koje su odabrali, im je prvo. Oni ne ostaju na stepenu časti, koju su postigli položivši državni ispit, već znajući, da sad tek počima pravi študij njihove struke, i da se u životu ništa ne uči, da se vremenom opet zaboravi, pomnožuju svoje znanje i izobrazuju se kao muževi, svjestni si svoje svrhe. No, i među tom elitom šumarske struke nisu svi jednaki, i oni imaju svaki svoj limit, pa "gdjekoji obnašaju časti, koje im ne pripadaju, niti bi ih postigli da se je gledalo njihovo znanje." Želeći dobro šumarskoj struci, "kad napokon neće biti kod naše struke prepoznanih veleuma, već gdje će svaki pripadnik šumarske struke sam si stvoriti službu, dokle već sižu njegove sposobnosti. To vrieme bit će zora sjajnoj budućnosti šumoznanstva!" Uredništvo ; In the last double issue of Forestry Journal, which was dedicated to the 250th anniversary of Croatian forestry, we reviewed the texts from the first years of its printing and drew a parallel with the present. In order to gain an insight into the historical sequence of the forestry profession and the interesting and contemporary nature of the texts, this double issue will focus on three texts from 1880 and 1881 dealing with the subject title. The first text refers to the "Instruction of the Ministry of Agriculture of February 13, 1875, B 129/A. M., R.-G.-Bl.No.9, dealing with the exam for technical service in the state forestry administration (according to this Instruction, state exams were taken by civil servants in the competent ministries in Budapest and Vienna, which qualified them for work in the public service). The second text refers to the "Letter of November 3, 1880, No. 24509, in which the High Royal Government invites the Administration of the Royal Forestry and Agriculture College in Križevci to form a special commission for the purpose of drawing up a basis for the reformation of the governmental instruction of January 10, 1850, relating to forestry state exams in general". The Basis of the new instruction for state exams for independent forestry administration in Croatia and Slavonia was drawn up by a commission consisting of F. Ž. Kesterčanek, Dragutin Hlava and Vladimir Kiseljak. Like the instruction of 1875, the new instruction was also primarily based on the already mentioned Instruction of January 16, 1850, as well as on the experience from neighbouring countries. The exam was held in May every year. A candidate had to have completed a study of forestry and received good grades in the main subjects, and had to have at least three years of working experience. The exam was in written and oral form, and the subjects included: a) Silviculture, B) Forest protection and forest service, c) Forest technology and use, d) Geodesy, e) Establishment of forest control, Management plans, ., f) Forest inventory . with particular reference to the calculation of forest value, forest-financial management ., g) Forest civil engineering (forest roads and vehicles, as well as forest structures ., h) State forest legislation (forest laws, instructions), and similar), i) Relationship between private rights on forestry and hunting, j) Basic principles of direct taxation, k) General principles of hunting management, and l) General review of farming". The 8-hour written part of the exam was followed by a two-hour public oral exam for each candidate. Several days later the final exam was taken in a "nearby forest office or a forest". After the exam, the candidate might receive the following grades: "excellent" or "just competent", while those found incompetent could retake the exam on a date set by a three- member examining board". The Instruction of 1875 contains a part of the paragraph stating the following: "An examiner who is a candidate´s blood relative or a relative-in-law must not be present at the exam of the said candidate". It is interesting to note that in order to take the exam, the candidates had to submit not only their diploma and a document confirming their work in the profession, but also professional comments and notes they kept in the course of work.These two texts show that the method of taking state exams and the amount of the matter examined were regulated very early. The third text (related to the present politically-based appointments) gives an answer to the question raised in the article:"Does passing the state forestry exam qualify a candidate for an independent running of the highest forestry service?" If we answer the question ourselves, the answer is "yes", but if we are honest, "we must admit that there is a great difference between being a forest manager and a managing high servant. Those who are aware of what is happening day by day will find that there are very many foresters who, supervised by a competent and conscientious superior servant, become not only the best managing servants but also the best workers; however, if removed from their sphere or if appointed to run the highest administration, those otherwise competent servants display such ineptitude and begin to manage in such an inappropriate manner that one cannot help but conclude that they are utterly incompetent. Not everybody is capable of being what he wants to be; try as hard as one might, one´s own natural abilities tell you: you can get no further than this. Needless to say, it is the forest that suffers most in the aftermath of such errors". The text goes on to recommend moderation, an awareness of one´s own abilities and individual advancement through practical work, step by step, "up to that honourable position which can be best fulfilled by one´s abilities". As for the status after passing the state exam and lifelong learning, the text critically reviews "foresters that have passed the state exam. The majority of them, satisfied with the fact that "they have achieved their purpose", do nothing, throw away the books, forget ambition and turn into simple and well-meaning citizens who plant their cabbage in peace and only carry out their service as foresters in passing. Others, on the other hand, are restless and full of ideas, of which none are realized; their whims are followed by their changing priorities; . they avidly read all the books but remember hardly anything, . their work is sometimes excellent but never of long lasting . and is rarely useful for anybody. This is where the majority of our, so badly "appreciated geniuses" originate. The third part, the smallest one, is the crown of forest managers. The reputation of the profession which they have chosen is their utmost priority. They do not bask in the glory of passing the state exam, but, knowing that this is where the true study begins and that the things learned at one time are usually forgotten later on, broaden their knowledge and educate themselves as men with a purpose firmly in mind". Yet, there are differences even among this elite of the forestry profession. Each of them has their own limit, so "some are in honourable positions that do not rightfully belong to them, nor would they achieve them if their knowledge was the foremost criterion." Our profession will advance and benefit "when we finally do away with the geniuses of the profession, and when every member of the forestry profession creates the service himself according to their abilities. This moment will mark the dawn of a splendid future of the forestry science!" Editorial Board
U sjeveroistočnom dijelu Urbs Orientalis zapadno od Porta Andetria otkrio je E. Dyggve hram iz Dioklecijanova doba. S obzirom na to da je u blizini pronađena mramorna skulptura Venere Victrix, vjerojatno je u pitanju hram posvećen navedenoj božici. Salonitanski hram pokazuje znatnu povezanost s kultnim građevinama Dioklecijanove palače. Ne samo da arhitektonska skulptura potječe iz istih klesarskih radionica, već je možda isti tip kultnog kipa bio u Venerinu hramu carske Palače. To neosporno potvrđuje Dioklecijanovu građevinsku aktivnost u Saloni, glavnom gradu rimske provincije Dalmacije. ; With the familiar observation that in Salona it is "uncommonly difficult to discover any traces at all of pagan temples" Dyggve concluded that this clearly tells of the fundamental obliteration of the evidence of pagan cult buildings. In contrast to the few temples discovered to date, the many inscriptions dedicated to various deities or fragments of sculptures of individual patron deities show a reverence for the ancient cults. Votive monuments are sometimes found detached from their original context – cult buildings and the actual shrines the traces of which are rarely preserved. A tetrastyle temple on a high dais was put up in the oldest part of the city, the so-called Urbs vetus. This is the only cult building fully explored to date. Opposite the front elevation of the temple, a theatre was later built. Before the erection of the theatre, in the central part of the city there were a few more smallish temples observed during investigations. In the immediate vicinity of the theatre, Dyggve uncovered the forum, where in the northern part he determined the foundations of the first temples. Double temples of the common prostyle type on high built pedestals very likely derived from the time of Augustus. Apart from these temples in the oldest urban core of Salona – Urbs vetus, Dyggve discovered and partially excavated in 1931 one more temple in the new eastern part, the Urbs orientalis. Since he did not complete his investigation, he published an interim report on the excavations: "Within the town-wall stands another temple the masonry of which unfortunately is badly ruined. I have, however, succeeded in laying bare a number of details from rich marble decorations The building is of particular religiohistorical interest as it is certainly the last pagan temple that was erected in the town of Salona. It dates back to about the same time as the Palace of Diocletian," Dyggve's archives still retain a sketch of the discovered parts of the temple, in which one can recognise part of the longitudinal wall of the building, and a square base in front. Because of the place of the find, Dyggve called the pagan cult building found "Tempel ver Porta Andetria". To these architectural sketches and notes, two photographs of the architectural sculpture of the temple were attached, and these have been published. According to the archival photographs, it can be noticed that some of the architectural sculptures were made of marble, such as the acroterion of the roof of the temple and the very refined and rich ornamentation. Perhaps the capitals too were marble. which cannot be determined for certain from photograph documentation but this would tend to be confirmed by a large fragment of acanthus leaf, which very likely belonged to one of the capitals. Although only parts of corners with volutes and the beginning of the acanthus decoration and part of a simply moulded abacus are extant, the type of capital can be determined. They are very likely Corinthian capitals of the Asiatic type, similar to those of Proconnesian marble recently discovered from the Temple of Jupiter renovated at the time of Diocletian and located in the forum in the centre of Urbs orientalis. They are of the same time as the marble capitals that are today to be found in the Church of St Stephen on Sustipan, originally belonging to the so-called Small Temple in Diocletian's Palace. Other architectural decorations, as one can conclude from the documentation, imposts, friezes of frames and cornices of the doors of the temple were probably made out of local limestone, as in the temples in Diocletian's Palace. An invaluable specimen for the identification of the architectural sculpture of the previously found modest fragments of the Salona temple, according to the form and appearance of the ornamentation, is given almost entirely by the uniquely preserved Small Temple. It is not only a matter of the same type of architecture but of architectural decorations that came out of the same stone-carving workshops of domestic craftsmen, or imported imperial ones. This is supported by the employment of the same Corinthian capitals of the Asiatic type of Proconnesian marble used in the pagan cult buildings created in the same workshops and clearly commissions of the same time. This shows the incontrovertible connection of building activity between the imperial palace and Salona at the time of Diocletian. In the vicinity of the temple uncovered a marble sculpture of Venus Victrix with Cupid was found; it is placed on an oval pediment with the prominent inscription VENER(I) VICTR(ICI). Since the goddess's sculpture was found west of Porta Andetria, like the temple, Dyggve recorded it with the question mark "Venus Tempel?" He must then have hypothesised that the sculpture might have belonged to this cult building or that the temple might have been dedicated to Venus Victrix, although only the first traces of architecture and fragments of sculpture had been unearthed. In the Archaeological Museum in Split one more sculpture of Venus is displayed. Although only the lower part of the marble sculpture with a support in the form of a dolphin is extant, the characteristic iconography of Venus pudica can be recognised, of the same kind as the Salona statue of Venus Victrix. Because the sculpture was found in Split, city that sprang from Diocletian's Palace, its origin can be guessed at. In the imperial residence there were several temples, and probably numerous sculptures of the various deities, and imperial statues too, almost completely vanished by now, alas. North of Diocletian's residence, i.e. the imperial palace in the true sense of the word, there were several temples. According to historical sources, the temples were consecrated quite variously. The Temple of Jupiter was the biggest building, and is also considered the imperial mausoleum. The same titular is ascribed the prostyle temple built opposite, but Aesculapius and Janus have also been suggested. In the literature, the Small Temple is sometimes just called the Temple, as distinct from the Mausoleum of Diocletian, since some authors thought it was the only temple in the palace. In front of this uniquely preserved building of the perpendicular prostyle type on a raised dais, two temples of circular form were put up. According to the description of Antonius Proculianus the southern temple was consecrated to Cybele and was circular (in figura spherical et circulare), and the northern Venus temple was hexagonal (angulare hessagona). Perhaps the marble sculpture of Venus pudica with dolphin and Cupid was originally disposed as a cult statue of the Temple of Venus in Diocletian's Palace. In this context one should definitely point out the similarity of the choice of the Venus pudica type for the Salona sculpture of Venus victrix, which was probably the cult statue of a temple built at the time of Diocletian in the north east part of Urbs orientalis. The Salona temple of Venus Victrix put up by Porta Andetria shows some considerable connection with the cult edifices of the imperial palace. Not only do the architectural sculptures derive from the same stone-carving workshops, but similar types of statues of the deities might have been placed in them. Venus Victrix, symbol of the absolute supremacy and prosperity of the Roman Empire, was particularly revered in the official religion of the Empire. Her political importance was highlighted in the civil wars that preceded the creation of the Empire, and she figures all the way until Late Antiquity. This is confirmed by the clear symbolism of the Salona temple with the cult statue of the Victrix, and perhaps the same type of cult statue was in the Temple of Venus of the imperial palace. In this context, it is important to reconfirm Dyggve's statement that Diocletian's Palace needs looking at from the angle of Salona, because of the tight connections it had with Salona, which will undoubtedly be borne out by future investigations into the capital of the Roman province of Dalmatia.
U Vijestima iz sektora, u svom napisu gosp. Borislav Škegro pod naslovom "Može li državni holding biti učinkovit? Bude li se vodio logikom profita, bit će dividenda!" za primjer navodi poslovanje (odnos) šumarstva i drvoprerađivačke industrije. Kaže kako drvoprerađivačka industrija bilježi sjajne rezultate u proizvodnji, izvozu i zapošljavanju, ali ne zadovoljava potražnju, jer je ograničavajući čimbenik nedostatak drvne sirovine (nema dovoljno drva kaže on). To smatra apsurdnim, "jer u šumama danas postoji višak drva – kod hrasta npr. i do 1/3 ukupne mase". Te povećane količine drvoprerađivačka industrija bi u kešu platila, zaposlila nove ljude, izvezla, naplatila i platila povećane poreze, "ali to nikako ne ide – nitko ne traži dividendu", kaže on. Poruka je očito novom ministru "da za početak upiše dodatnih 200 mil. kuna dividende kao prihod proračuna", pa će biti "drva k'o u priči, a dividenda i poreza k'o drva".Obrazlažući uvodno način poslovanja holdinga navodi kako se mjeri samo prinos na uloženi kapital i nema drugih ni trećih "socijalno osjetljivih, generalno razvojnih društvenih kriterija . dividenda postaje značajni neporezni dio prihoda državnog proračuna .nema opravdanja za zadržavanje radnih mjesta i socijalnim, lokalnim i političkim kriterijima". Tu imamo navode i nekih drvoprerađivača da bi trebalo zabraniti izvoz trupaca, te da potrošimo 200 mil. dolara na uvoz namještaja od hrvatskih trupaca koje smo jeftino izvezli – na taj način rasipamo nacionalno bogatstvo.Što se tiče šumarstva, na tragu potpuno laičkog razmišljanja gosp. Škegre da se može sjeći koliko kome treba, a ne prema Gospodarskoj osnovi, slično razmišljanje dijeli i predsjednik Udruge poslodavaca, a ono se ponajprije odnosi na cijenu drvne sirovine – kada bi ona bila niža (a sada je najniža u EU), onda bi hrvatska drvoprerađivačka industrija bila konkurentna. Prvome možemo odgovoriti da su etatne mogućnosti ograničene i da se u duhu načela potrajnog gospodarenja u šumarstvu sječe nešto ispod godišnjeg prirasta drvne mase, a ne koliko prekapacitirana pilanska prerada traži, pa nema govora o tome da će biti drva k'o u priči, a onda i dividenda. Njih može biti samo ako se naša drvoprerađivačka industrija posveti smanjenju ostalih 80 % troškova proizvodnje, a ne da stalno plače nad previsokim troškovima drvne sirovine, koji u strukturi troškova čine maksimalno 16-20 %. Osim toga, mora se držati načela da najkvalitetniju sirovinu maksimalno finalizira u proizvod s najvećom dodanom vrijednosti. Na to je, sigurni smo, jedino može prisiliti tržišna cijena drvnih sortimenata. Isto tako potrebno je okrenuti se najnovijim tehnologijama i ulaganju u znanje na svim razinama. Slažemo se da treba zabraniti izvoz trupaca, jer smo u dosadašnjim tekstovima u ovoj rubrici između ostalog naveli da 8 m3 izveženih trupaca znači da izvozimo jedno radno mjesto. No, koliko je nama poznato, osim nekih mekih listača i proizvoda neinteresantnih za naše drvoprerađivače, Hrvatske šume d.o.o. ne izvoze trupce, ali znamo da to čine neki drvoprerađivači, tako da dio ugovorenih količina po netržišnoj cijeni upravo radi izvoza "kamufliraju" u razne oblike minimalne pilanske prerade (prizme, fličevi, grede, četvrtače i sl.). Glede uvoza namještaja mišljenja smo da bi svatko rađe kupio domaći ako je jefiniji i barem jednako kvalitetan kao uvozni – zašto on to nije neka odgovore drvoprerađivači koji imaju domaću sirovinu po netržišnim cijenama i tako reći na svom lageru gotovo bez troškova transporta. Upravo o rasipanju nacionalnog bogatstva pisali smo u više navrata, ponajprije govoreći o šumarstvu kao specifičnoj gospodarskoj grani, a ne onoj kako je vidi gosp. Škegro i privatnici drvoprerađivači. Osim toga, očito se uzaludno trudimo upozoriti da šuma ima osim sirovinske uloge i onu ekološku, socijalnu i ekofiziološku, koje su višestruko vrjednije od sirovinske, pa je gospodarenje šumom upravo suprotno od prethodno proklamiranog "holdinškog pristupa". Svakako, kada to nismo napravili do sada, a o tome smo pisali u Šumarskome listu br. 11-12/2014., vrijeme je da se konačno zacrta konzistentna šumarska politika, kojoj treba pridodati i drvoprerađivačku industriju koja će se novo-sačinjenim strategijama provoditi. Time ćemo izbjeći nakaradna "mlečanska" razmišljanja o šumi i ukloniti netržišini odnos šumarstva i drvoprerađivačke industrije te odrediti ispravan status šumarstva u hrvatskome gospodarstvu. Uredništvo ; In his article entitled "Can a state holding company be efficient? If governed by the logic of profit, there will be dividends!", Mr Borislav Škegro illustrates his standpoint with the example of the forestry and wood processing industry business (relationship). According to him, the wood processing industry records outstanding results in the production, export and employment, but cannot satisfy the demand because it is faced with the limiting factor of the lack of raw wood material (there is not enough wood, says he). He thinks this is absurd, because "there is a surplus of wood in the forests today – up to one third of the total mass of oak, for example." The wood processing industry would pay for these excess quantities in cash, it would employ new labour force, it would export, earn and pay increased taxes, but "it just does not work – nobody wants dividends", says he. Evidently, a message for the new minister is to "for a start, add the additional 200 million kuna of dividends to the budget income"; by doing so, there will be "wood in excess, and dividends and taxes in abundance". When he expostulates on the manner of how a holding company conducts business, he says that only income from the invested capital is measured and that there are no second or third "socially sensitive, generally developmental social criteria . a dividend becomes an important part of the tax-exempt income of the government budget . there is no justification for preserving working places and for the social, local and political criteria". There are also opinions of some wood processing companies which require a ban on the export of logs. They point out that we spend 200 million dollars on the import of furniture made of Croatian logs that were exported cheaply – which is a way of squandering our national wealth. With regard to forestry, the uninformed musings of Mr Škegro, according to which one can fell as much timber as he or she needs, and not according to management plans, are complemented by similar thoughts of the president of the Employers' Association, which concern primarily the price of raw wood: if it were lower (although currently it is the lowest in Europe), then the Croatian wood processing industry would be more competitive. The first gentleman should be informed that the capacities of the annual cut are limited and that in the spirit of the principle of sustainable management, forestry follows the principle of cutting slightly below the annual wood mass increment and not according to the demands of the over-capacitated sawmill processing. Therefore, it is out of the question that there will be wood in excess and dividends in abundance. There can be dividends only if the Croatian wood processing industry applies itself to cutting down on the 80% of production costs, rather than constantly lamenting on the excessively high price of raw wood material, which accounts for a maximum of 16–20% in the cost structure. In addition, it should do its utmost to use the best quality raw material in the final product with the highest added value. We are sure that the wood processing industry can be forced to do the aforesaid only by market prices of wood assortments. Another step to take is to turn to cutting edge technologies and investment into knowledge on all levels. We agree that log export should be banned, because we have already pointed out in previous texts that 8 m3 of exported logs equals one exported work place. However, as far as we know, apart from some soft broadleaves and products which the Croatian wood processors are not interested in, the company Hrvatske Šume Ltd does not export logs, unlike some wood processors. This means that for the sake of export, they "camouflage" a part of the quantities contracted at a non-market price into different forms of minimal sawmill products (Count, Flitch, Square and similar). As for imported furniture, we are confident that people would rather buy a home-made piece of furniture on condition that it is cheaper but of equal quality as the imported one. Why it is not cheaper and of good quality rests on our wood processors, who have home raw material available at non-market prices and at almost no transport costs. Our articles have repeatedly pointed at squandering the national wealth when writing about forestry as a specific economic branch, but not as an economic branch viewed by Mr Škegro and some private wood processors. Obviously, in vain have we tried to explain that apart from its raw material role, the forest also has other roles, such as the ecological, social and eco-physiological roles, which are several times more valuable than the raw material role. Consequently, managing a forest is in stark contrast with the proclaimed "holding approach". It is high time we finally formulated a consistent forestry policy (we wrote about this in Forestry Journal 11-12/2014), adding to this the wood processing industry, which should implement the newly-formulated strategies. By doing so we will put a stop to absurd irrational contemplations on forests, do away with non-market relationships between forestry and wood processing industry, and define an adequate status of forestry within Croatian economy. RIJEČ UREDNIŠTVANa svojoj sjednici 17. srpnja 2003. godine Vlada Republike Hrvatske donijela je Nacionalnu šumarsku politiku i strategiju. S obzirom na sve očitije klimatske promjene koje traže novi odnos prema prirodi i okolišu, na manjkavosti važeće Nacinalne šumarske politike i strategije šumarstva, ali i po našoj ocjeni na neadekvatno uključivanje šumarstva u narodno gospodarstvo, je li i vrijeme za promjene u važećoj Nacionalnoj šumarskoj politici i strategiji? Imamo li uzore? Gledajući šumarske politike u relevantnim zemljama u kojima je šumarstvo značajna grana gospodarstva, razvidno je da se one ne mogu doslovno kopirati. U brošuri Šumarska politika Sabadi (1992) nakon analize Šumarske politike u Njemačkoj i Švicarskoj, navodi kako je očito "da svaka zemlja ima svoj oblik šumarske politike koji joj odgovara s obzirom na gospodarski i politički poredak, filozofiju te utjecaj pojedinaca i grupa na državnu vlast". No, nesporno je da je svaka šumarska politika integralni dio narodnog gospodarstva. Najvažnija faza u stvaranju nacionalne šumarske politike je njezino uključivanje i integracija s ostalim narodnim gospodarstvom u jednu inerakcijsku cjelinu. Isti autor kaže kako kod utvrđivanja Šumarske politike "treba prvo utvrditi ciljeve, a potom sredstva i mjere za postizanje postavljenih ciljeva. Posebnu pozornost treba posvetiti malom seljačkom šumoposjedu (oko 25 % šumske površine)" što je kod nas posebice teško, jer su šumoposjedi mali, a šumovlasnici se teško odlučuju na udruživanja putem kojih se jedino može polučiti uspjeh. Otežavajuća je okolnost da je svako ulaganje u šumu dugoročno i za ulagače premalo profitabilno, ponajprije jer šumarstvo ne sagledavaju kao integralni i vrlo utjecajni čimbenik narodnog gospodarstva. Uglavnom šuma se gleda samo kao izvor sirovine za preradu, dok se zaboravlja općekorisna uloga šuma koja traži širu podršku narodnog gospodarstva. No, ako njenu pravu vrijednost ne mogu sagledati privatni šumovlasnici i općenito poduzetnici, kojima je na prvome mjestu trenutna sirovinska vrijednost, to mora Država, posebice kada je ona, kao u našem slučaju većinski vlasnik. Opći interes treba biti ispred svih drugih interesa, a Država mora kontrolirati i privatne šumovlasnike da se ponašaju sukladno Zakonu o šumama, instrumentu Nacionalne šumarske politike i strategije, koji mora biti obvezan za sve šumovlasnike.Analizirajući da li primjenjujemo ono što je propisano u važećoj Nacionalnoj šumarskoj politici i strategiji i što bi još trebalo propisati, možemo postavljati pitanja i sami na njih odgovarati, jer bi tuđe odgovore smatrali kritikom, najčešće neopravdanom. In view of the increasingly pronounced climate change, which requires a new approach to nature and the environment, of the deficiencies of the current National Forestry Policy and Forestry Strategy, as well as, in our opinion, of the inadequate inclusion of forestry in the national economy, has the time come to introduce some changes in the valid National Forestry Policy and Strategy? Do we have any models? A review of forestry policies in relevant countries in which forestry is an important branch of economy clearly shows that they cannot be literally copied. In his brochure "Forestry Policy" Sabadi (1992) analyzed forestry policies in Germany and Switzerland and concluded that "every country has its own form of forestry policy which is in line with its economic and political system, philosophy and the influence of individuals and groups on the state government". It is, however, indisputable that every forestry policy is an integral part of the national economy. The most important stage in the creation of a national forestry policy is its inclusion into and integration with other national economies into one interactive unit. The same author goes on to say that in order to develop forestry policy, "its goals should first be determined, followed by means and measures of achieving the set goals. Particular attention should be paid to small private forest estates (about 25 % of the forested area)". This is very difficult in our country because privately owned forests are small and private forest owners are not willing to merge their estates, which is the only way in which success can be achieved. An aggravating circumstance lies in the fact that investments in forests are of long-term nature and are not sufficiently profitable for investors, chiefly because they do not perceive forestry as an integral and highly influential factor in the national economy. Forests are mainly viewed as a source of raw material for processing, while the non-market forest role, which requires a broader support by the national economy, is overlooked. If the real value of forests is not understood by private forest owners and entrepreneurs in general, whose primary goal is the current value of raw material, then it is the State which should understand it, especially when the State is the major owner as in Croatia. Collective interest should be above all other interests. The State should also make sure that private forest owners adhere to the regulations of the Forest Act, the instrument of the National Forestry Policy and Strategy which is binding for all forest owners.In our analysis of whether we apply the regulations set down in the valid National Forestry Policy and Strategy and what additional items should be incorporated, we should ask questions and answer them ourselves, since we would consider answers by other parties as mostly unjustified criticism. These questions involve the following: do we sell wood assortments according to market principles; do we really believe that with contracts on the delivery of raw material we contribute to the development of final wood processing and increased employment of engineers and qualified workers in the first place, or do we fill the pockets of private exporters of primary processing products; if raw wood material is not directed towards optimal final production, does not this mean that we squander the national wealth in which a hundred-year-long effort has been invested; at the same time we find that the Rosewood Competence Centre for Eastern Europe provides examples of good practice and innovations to be implemented into wise and sustainable use of valuable wood material; do we control felling in private forest estates in practice or only declaratively, particularly in forests which have been returned to their original owners; which instruments do we use and how successfully to accomplish this; do we ensure benefits which forestry should provide for the local community and the population of rural areas, which is one of the main principles of the EU Forestry Policy and Strategy, which we support in principle; do we stimulate and to what extent modern energy use of wood material; do we think about how to solve the question of succession - rural areas are increasingly being abandoned and forests are spreading as far as the people's gardens - pastures and grassland areas within forest, which were until recently mowed or grazed by wildlife, are disappearing; is it true that wood processors do not want to ensure stocks of wood material, and when it suits them "dictate" the extraction of wood assortments even when weather conditions are unfavourable (wet terrain), thus inflicting vast damage on forest soil; why did we allow workers' resort centres, especially those at the seaside, to be taken over by concessionaires for petty cash (these resorts were built with the money which workers allocated from their salaries for exactly this purpose); in relation to other countries, did we allocate too large areas to Natura 2000; did we restructure the company "Croatian Forests Ltd"? Sabadi says: " Rational organisation presupposes that all jobs are accomplished in a forest office, and only those jobs which cannot be performed in a forest office or their solution is not rational should be performed at a higher level. Forest monitoring services and services aimed at assisting small forest owners should be set up in the Ministry". Have we covered all the relevant questions? No, we have not, but we urge the readers to ask questions and give the answers themselves. U studiji se, nasuprot uvriježenim mišljenjima, dokazuje da su blokovi sjevernog dijela Dioklecijanove palače bili izvorno projektirani i izvedeni za potrebe gineceja kojemu se u Notitia Dignitatum spominje nadstojnik (Procurator gynaecii lovensis Dalmatiae -Aspalato). Opskrbljivao ga je akvedukt kapaciteta 1500 1/sec. = 129.600 m3 na dan. Problem obilnog ispiranja riješen je odgovarajucim kanalizacijskim sistemom koji je postojao samo duž ulica sjevernog dijela Palače u kojem su se nalazili pogoni carskih tkaonica. Tehnologija je (uz sustav bazena arheološki uočenih u prizemlju Papalićeve palače) ukljucivala sumporavanje, za što su bili na raspolaganju brojni izvori sumporne vode uz samu Palaču. Čitava građevina savršeno se uklapa u dugački niz tetrarhijskih javnih radova. Bila bi to izvorna, osnovna funkcija građevine u koju se Dioklecijan povukao nakon što je 305. g. bio prisiljen na abdikaciju. ; In scholarly literature, the term "city" was first mentioned by Lj. Karaman, talking of the beginnings of medieval Split in Diocletian's Palace, and then by Andre Grabar in his Martyrium (I: 232-233).2 Noel Duval, in a series of studies he wrote, asks whether Diocletian's residence should be classified as palatium, villa, castrum, urban settlement or some special type of architecture, considering that in comparison with genuine imperial palaces like those in Constantinople, Antioch, Philippopolis and Ravenna, it was wanting a number of "attributes": proposed the term "chateau".3 -5 The term was thoroughly investigated by Slobodan Čurčić, discussing late antique palatine architecture, showing convincingly that the urban character of these residences was undoubted (of Antioch , Nicomedia, Salona, Constantinople, Split) - although the miniature municipal quarters in them had an only slightly more than symbolic significance.6 Diocletian's building in Split really does not have the external look of a Roman imperial villa. In Split, in particular with respect to the two architectural masses in the northern part of the building, we note, its innate anti-landscape character, both the internal and the external disposition of the architectural elements, which is almost inorganically formalised. Not even in the narrow residential area, within which the halls are interconnected only via the "cryptoportico" having no direct contacts with the surrounding landscape, we do not find any of the characteristics that in the nature of things we would expect in a residence in which, it was always considered, the emperor intended to while away his final years. The Split edifice is really primarily an example of fortification. But here too we can be surprised. The sentry patrol corridor should be on the top of the walls and should be protected with a parapet, while here it is on the first floor, perforated with hardly defensible apertures (3 x 2m). The building was clearly primarily motivated by the desire to impress the surroundings, with its emphatic delineation of military presence and power. The Golden and Silver Gates and the great apertures of the sentry corridor on the three sides of the walls onto the mainland must have been walled up before the Byzantine-Gothic wars of the 530s.7 But it would seem that we can understand its form - so very particular that it evades the usual, in some sense fossilized, terminology – only through some new reading of the original meaning and purpose of the building itself. In author's opinion, this is proffered by a very simple question. The aqueduct that brought water into the palace from the source of the river Jadro was, in the design and execution of the imperial architects, undoubtedly related to the construction of his final dwelling place. Although it is a rare specimen of a Roman monument of this kind that is still being used today (reconstructed in 1878), in the literature and in research it has been almost entirely neglected, and has certainly never been interpreted in the original context. The aqueduct provided 1500 l/ sec. (129.600 m3 a day), which in terms of our standards would be enough for a population of 173,000. 8,9 The sheer amount of water inevitably leads to the question of what it was meant for, because it far exceeded the needs of the relatively modest bath complexes in the Palace. The answer might be hidden in an almost neglected item of information from Notitia Dignitatum OC XI 48 (ed. 0 . Seeck, 150) where there is a mention of the Procurator genaecii Iovensis Dalmatiae - Aspalato- warden of the imperial weaving shop for the production of woollen clothing for the army that worked in Split, under the title of Jupiter. So far it has always been thought, on the rare occasions when this fact has been mentioned at all (and then only by-the-bye) that this gynaeceum was only after Diocletian's death "inscribed" into the Palace, which was for the whole of the 5th century a kind of pensiopolis of dethroned emperors or pretenders to the throne. It has been considered that the northern part of the Palace was reserved for the Imperial Guard, for stables and the like. 10,11 Notitia Dignitatum, a long list of all the senior offices in the Empire, civilian and military, is certainly of a composite character. The basic text was created probably in about 408 (in partibus Occidentis changes were recorded up to 420), but it conceals a lot of information about the periods before the revision of the basic copy, mirroring the order that Diocletian had brought into the state, which certainly relates to the Split gynaeceum, which alone of the 14 such complexes located in the most important cities of the empire bears the characteristic predicate Iovense: it must in itself constitute a terminus post quem non to do with the origin of the factory of military uniforms of wool in the building in Split. 12,13,15 Although the gynaecea were never mentioned in the context of Diocletian's reforms, it is generally accepted that they were created at the time of the first Tetrarchy. The concentration of the labour force, the range of specialised jobs, the degree of organisation and their connection with urban centres makes them, in the judgement of historians, the closest to the modern industrial factory. State factories (fabricae) were set up in the late Empire to eliminate or at least to alleviate the difficulties concerning the supply of the state and the army with certain products. It was necessary to clothe the approximately half a million soldiers that Diocletian 's army reforms had raised, as well as no small number of clerks. Archaeology, however, has never made any direct contribution to the understanding of their internal organisation, except in the case of the otherwise well documented gynaeceum in Carthage, which lay in the heart of the city, on the edge of the celebrated Circular Harbour. 16,17 The state operated, through the comes sacrarum largitionum, a number of weaving mills, both for woolen and linen fabrics, and dyeworks 18 The Split gynaeceum should have probably been in some kind of complementary relationship with the gynaeceum moved to Salona, perhaps for security reasons, from Bassiana (Donji Petrovci, Pannonia Inferior) also noted by Notitia Dignitatum, XI, 46 (Procurator gynaecii Bassanensis Pannoniae Secundae translati Salonis). In Salona, thus, there was a large cloth dyeworks (In Not. dign. the Procurator bafii Salonitani Dalmatiae was also mentioned) and weaving mill. At Five Bridges in Salona artisan workshops were actually found, probably a dyer's workshop, and fulling mills for cloth and the dyeing of cloth. Also to be seen is the reservoir from which the water to drive the mills ran, and a building for the habitation of the workers. 19 In one inscription in Salona, a magister conquilarius is mentioned (CIL III 2115 + 8572), clearly the head of the state workshops in which purple was extracted from shellfish, perhaps for the gynaeceum in Aspalathos. 22 Another inscription found in Salona mentions a certain Hilarus, who was the purpurarius, dyer of red garments or, perhaps, negotiator artis purpurae. 23 That the Salona baffeum and the Split gynaeceum were mentioned only in the Notitia Dignitatum, says that their production was a strictly channelled state monopoly, and that the products from them did not make their way to the general market as other goods did. The army was supplied directly, without the agency of merchants. Although not all the technological details of the gynaeceum, the fullonica and the baffeum have been revealed, we can conjure up in the northern half of the Palace an image of the whole system of pools in which the fabrics were washed, softened and finished by being trampled on with bare feet in a solution of potash , fuller's earth, human and animal urine. Here then there was a very large demand for water.28 Garments were rubbed with chalk, and fumigated with sulphur. It is particularly important to remember that the technology included, among other things, sulphur treatment (sulfure sulfire ), for which there were the many springs of sulphurous water alongside the Palace itself, which were used for the washing and bleaching of cloth right up to the first half of the 20th century, by St Francis church on the Shore.29 The problem of copious rinsing was solved by the extraordinarily handled sewage system that existed only along the the cardo and decumanus and the perimeter streets of the northern part of the Palace , in which the mentioned plant was located. Among other things, the extreme western part of the sewer under the decumanus, at the exit from the Palace, has been explored. It passed under the western gate (Porta ferrea), and moved in a gentle arc towards the south-west, finishing some forty metres further in a stone portal (below the kitchen of today's Hotel Central). Thence in an open channel all this water flowed into the bay of the sea, in the immediate vicinity of the grandest corner of the Palace.30 The monumental cross-section of this sewage system corresponds perfectly to the cross-section of the aqueduct. We should underscore the fact that the sewage system was located only along the streets of the northern part of the Palace, while we might expect it to be primarily in the residential southern part, which also shows that it was constructed for the purpose of the production inside the gynaeceum. Unfortunately, there are practically no archaeological records of the small finds from investigations of the northern part of the Split building. But, during excavations of the crossing place of the cardo and decumanus (in order to establish the original level of the street and the Peristyle) M. Suić in 1974 did observe, "a very thick layer of fine sediment of a markedly red colour of non-organic origin", which had been deposited in the cloaca, and which had retained its intensity for centuries. This must prove the existence of fullonica, which must have been located within the gynaeceum.31, 32, 55, 56 Gynaeciarii, like other craftsmen, were associated into corporations or collegia, but were not able to leave their work, being nexu sanguinis ad divinas largitiones perlinenles, which makes the construction of the northern part of the Palace, in which they lived alongside their workshops even more logical. 36 - 4 0 Their patron saint in 5th c. might have been, as I have already speculated, St Martin - patron of soldiers and weavers -to whom the little church in the sentries' walk over the Golden Gate, walled-in very early on, was dedicated. 41 All this also suggests that Christianity was alive in the Palace from day one. Along with the bishop and the praetorians, the weavers were probably that industrial revolutionary guard of the time. It is not at all surprising that a martyr like St. Anastasius - a fullo, the co-patron of Split, should have come precisely from the milieu of the fullers, probably working in the baffeum in Salona. In Split, Diocletian's gynaeceum was probably reliant upon a manufacture that already existed, one linked with the sulphurous water and perhaps on the broom, genisla acanlhoclada, from which a colouring agent for dying the cloth was obtained, and according to which, it is believed, Aspalathos actually obtained its name.43 There was raw material in Dalmatia within reach. Immediately following the Second World War there were about one million sheep in the central hinterland of the Adriatic coast. Delm or Dalm in Old Illyrian means shepherd, herder, flock, and hence Delminium means the place of pasture, and delme- dalme still today in Albanian means sheep.44 - 49 Evidence of the organised weaving industry in Roman Dalmatia can be seen in the form of the weaving industry around Split, which all the way through the Middle Ages and until quite recently was different from that in the other regions. 51 The Gynaeceum iovense might have been special precisely in the fact that this was not a remodelled and expanded production area already in existence, the expropriation of some extant minor complexes (as is assumed to have happened in Carthage), but a green field project, an exemplarily constructed industrial unit. And for this reason, of all such establishments, it was the only one to have such a flowery dedication and name. At the end one should also draw attention to an almost neglected reference concerning the palace, that is, the first description of it, uttered by the most authoritative mouth of all. In the Oralio ad Sanclorum coelum which he delivered in Antioch in 325, Emperor Constantine said that the colossal pile of the palace was a "loathed dwelling" in which the Emperor Diocletian shut himself up after this abdication: "After the massacre in the persecutions, after he had condemned himself by depriving himself of power, as a man of no utility, acknowledging the damage he had done with his imprudence, he remained hidden in his really contemptible dwelling place". 61 This surprising statement of Constantine might be an allusion to the fact that Diocletian had to spend his last days in a building that in spite of all the sumptuousness of its centre and the residential quarters looking onto the sea- must also have had the features of a military factory, to which the form of the castrum must have been in all respects much more suitable than to a charming imperial residence. The whole of the building fits perfectly in with the long series of tetrarchic public works. It is important to stress the autonomy of the cardo and the decumanus (12 metres broad) with their own lastricatus and their own porticatus, independent of the blocks that they hid. I would even say that the form of the castrum is more logical for a gynaeceum than it is for a palace. What should be actually highlighted is the surprising pragmatism, as well as the great social focus of the lllyrian emperors, who really did want to renew the "fervent patriotism and iron duty in the evil days" (Syme). Probus in Egypt worked on an important improvement of the navigation of the Nile; temples, bridges, porticoes, palaces, all were put up by the army. Galerius himself was a devotee of public works, and undertook an operation worth of a monarch, says Gibbon, diverting the excess of water from Lake Pelso (Balaton) to the Danube, at the border with Noricum. He had the endless woods all around cleared, and gave the whole reclaimed area between the Drava and the Danube to his Panonian subjects to be cultivated, naming it Valeria after his wife. 65, 66 Most of the buildings that Diocletian put up were of a utilitarian purpose, such as mints and the factories that Lactantius mentions, or border forts, roads and bridges. Dozens of extant inscriptions tell us of the dedications of new and restored temples, aqueducts, nymphea and public buildings - "vetustatu con lapsum" or "Ionge incuria neglectum"- dilapidated from age and long neglect. 67 According to Lactantius's writing, Diocletian had an infinitam cupiditatem aedificandi, an infinite desire to build. 68 Today we are apt to count mostly the imperial palaces in connection with this statement, and to forget the whole framework of comprehensive public works that were undertaken during the first tetrarchy. Twenty years of relaxation from civil wars and barbarian invasions, and the gradual suppression of local unrest, led to the renovation of the prosperity in cities all round the Empire, hence the major number of public dedications, the revival of overall construction activity. The Tetrarchan New Deal - with Diocletian as the Roosevelt of the ancient world - is often understood in a formalist way, as a series of legislative and political attempts to halt inflation, overlooking exploits like Galerius's round Balaton, or this one in Split. The construction of the Split Palace, then, no kind of imperial Xanadu, as it is often held to be, justified its investment. RIJEČ UREDNIŠTVANegativna medijska kampanja usmjerena protiv šumara, a posebice na predstavnike trgovačkog društva Hrvatske šume d.o.o., traje neprestano već nekoliko godina, a intenzivnije unatrag dvije godine. Sve je eskaliralo nedavno aferom s vjetroelektranom Krš-Pađene. Mediji su se brže-bolje natjecali tko će više oblatiti pojedinačne i kolektivne vinovnike događaja. Temeljem paušalnih analiza zamjeralo se Hrvatskim šumama svašta, od privremenog neplaćanja šumskog doprinosa gradovima i općinama (u vrijeme kompletnog zastoja države uvjetovanog epidemijom koronavirusa ta namjenska sredstva ionako nitko nije mogao trošiti na izgradnju i održavanje šumskih cesta) do pripreme podizanja kredita za likvidnost tvrtke, koja je u sklopu pomoći pristala na produljenje roka plaćanja drvne industrije za isporučenu sirovinu sa 60 na 100 dana od dana izdavanja računa za sve isporuke od početka 2020. godine. Primjedbe na korištenje valjda najpoznatijega parafiskalnog nameta u Hrvata za usluge općekorisnih funkcija šuma ne treba ni spominjati, jer nema bitnijeg poduzetnika ili bilo kojeg političara koji u cilju pomoći gospodarstvu ne spomene smanjenje ili ukidanje toga. Laicima nije ni poznato da su Hrvatske šume svojim kriznim planom u potpunosti izbacile ovaj način financiranja gospodarenja šumama za 2020. godinu. U vrijeme korona krize to su vjerojatno bili najispravniji poslovni potezi u cilju sačuvanja vlastite zaposlenosti, zaposlenosti kupaca i dobavljača, kao i likvidnosti tvrtke. Koga to zanima kad čitatelje zanimaju negativne vijesti i afere. Većini njih također nije poznato da se šumarstvo uvijek u kriznim vremenima pobrinulo samo za sebe, ali i za druge koje je nosilo na svojim plećima. U svim krizama šumarstvo je pomagalo drvnoj industriji, pa i otpisivalo dugove u raznim državama i uređenjima koji su vladali na našem prostoru, ali i snosilo posljedice objektivnih i subjektivnih poslovnih rizika aktera u drvnom sektoru.Moć objavljenih tekstova na mrežnim stranicama i društvenim mrežama je velika. U kratkom vremenu dopire do velikog broja čitatelja. Većina tekstova objavljuju se kao bombastični naslovi i podnaslovi. Čitanjem sadržaja tek upućenijem čitatelju je jasno što ne odgovara istini. Obično se prema kraju članka sadržaj ublažava, ali to pročitaju najuporniji čitatelji, dok im u percepciji ostaju negativne informacije iz naslova i s početka teksta. Na društvenim mrežama javljaju se mnogi od pojedinaca do udruga, a dosta njih i anonimno te pisanjem svojih komentara stvaraju negativno ozračje o šumarskoj struci. Čitajući brojne napise stječe se dojam da su šumari jedan od većih problema Lijepe naše.Bolji poznavatelji prilika priznat će da je šumarstvo uz poljoprivredu nositelj opstanka preostalih ruralnih krajeva. Šumarstvo koje je najzastupljenije u ruralnim i manje razvijenim područjima osigurava egzistenciju zaposlenicima Hrvatskih šuma, zaposlenicima brojnih izvoditelja radova u šumarstvu te tvrtki i obrta u drvnom sektoru, posredno svima koji prodaju svoje proizvode drvnim tvrtkama, a čuvar je najvećeg dijela ekološke mreže Republike Hrvatske. Kroz zaštitu šuma i šumskih zemljišta od požara na krškom području važna je karika sačuvanja bioraznolikosti države, ali i kulise koja pomaže hrvatskoj grani gospodarstva od posebnog interesa – turizmu. U vrijeme Domovinskog rata šumarstvo je umjesto države gradilo i ceste kako bi povezalo dijelove Republike Hrvatske, gdje su nekada stanovnici putovali preko susjednih do matične države.U dragoj nam Hrvatskoj domovini danas postoji osam nacionalnih parkova i 11 parkova prirode u kojima je većina temeljnih fenomena šuma. Zaštita prirode u biti je sačuvana područja preuzela na upravljanje od šumara. Da se na tim područjima nije gospodarilo uz šumarske postulate i s ekološkim obzirom, ne bi se danas dičili s parkovima kao što su Plitvička jezera, Risnjak, Sjeverni Velebit ili Mljet. U krškom dijelu Hrvatske, gdje se nalazi većina zaštićenih parkova, nikad nije nestalo šume upravo zbog dva i pol stoljetnog gospodarenja s njom. Današnje generacije se ne sjećaju izgleda šuma u prijašnjim razdobljima. Većina najvrjednijih šuma hrasta lužnjaka posječena je kompletno između 1820-ih i 1920-ih godina. Danas stasaju nove generacije tih uzgojenih šuma koje su u biti proizvod hrvatskih šumara. Nakon Drugoga svjetskog rata sjeklo se količinski skoro kao i danas, jer nije bilo drugih resursa pa se država obnavljala i dolazila do potrebnih financijskih sredstava. Uz sve to zahvaljujući mudrosti i radu više generacija šumara, današnja je pokrivenost države pod šumama 44 posto, a sa šumskim zemljištima i 49 posto. Nažalost, većina javnosti ne može shvatiti pojam vječnih šuma koje nisu stalno u istoj dobi, jer jednako kao i druga bića imaju svoje razvojne stadije. Njihova vječnost se proteže kroz slijed generacija šume. Sječa starih zrelih šumskih sastojina preduvjet je nove generacija šume kojoj se svi iskreni šumari najviše vesele, jer je uspješno napravljena smjena generacija i sačuvana opstojnost šume na istoj površini. Taj prijelaz je u nizinskim šumama vidljiviji, no postoje i gorske šume na kojima se tako očiti prijelaz ne vidi, pa to i promatračima manje upada u oko.Neupućeni ili zlonamjerni ne znaju ili zaboravljaju na desetljetne pritiske ponajprije na državno šumarstvo radi pogodovanja pojedincima i tvrtkama u cilju podizanja nekad više maslinika i vinograda, a danas više gradnji vjetroelektrana i pašarenja na obraslim i neobraslim šumskim zemljištima. Hrvatski šumari baštine pojam potrajnog gospodarenja, pojma danas poznatijeg kao održivo gospodarenja, kojim su se borili da se površine pod šumom ne smanjuju. Tako, ako se u funkciji razvoja kojemu se nitko pametan neće protiviti ako je održiv i racionalan, negdje i krče šume radi prenamjene odobrene prostornim planom, smanjena površina pod šumama se nadoknađuje podizanjem nove šume na drugom mjestu. Koliko god se državno šumarstvo najčešće smatralo kočničarem razvoja, ono je zapravo bilo branitelj zakonskog djelovanja, dok su često pa i danas neki investitori, ali i državne institucije, vršili pritisak ubrzavajući proceduru u svoju korist bez pravne podloge. Hrvatske šume d.o.o. sa svim svojim prednostima i manama samo su dio slike koju danas imamo u Republici Hrvatskoj. Način kadroviranja i upravljanja jednak je kao i u ostalim javnim poduzećima i trgovačkim društvima u većinskom državnom vlasništvu. Kao u svakoj struci postoje previdi i pogreške, ali postulati hrvatskoga šumarstva su isprobani i dokazani kroz više od 250 godina. Današnje manje kvalitetne izvedbe u pojedinim šumama posljedica su raznih faktora i ne razlikuju se od pogrešaka koje se u svim djelatnostima događaju (zar se djelomično pogrešno ne obavi operacija, sagradi zgrada ili sastavi stroj?). Hrvatske šume većinom su u svom djelovanju između čekića i nakovnja, s jedne strane pritisak korisnika drvne sirovine za što većom sječom i proizvedenom i plasiranom količinom ili korisnika prostora preko služnosti ili zakupa, a s druge strane sve veći pritisak za zaštitom staništa i jedinki što usložnjava i poskupljuje proizvodnju.Resorno ministarstvo, koje osim što je krajem 2011. godine prvi put nakon 1919. godine ispustilo u svom imenu naziv šumarstva, uz taj simbolički čin postalo je maćeha vlastitom čedu, budući resorni ministar/ministrica kao jednočlana skupština trgovačkog društva Hrvatske šume d.o.o. svojim nalozima prema upravi toga Društva djeluju u korist svih aspiranata na sve vrste proizvoda i usluga iz šume i šumskoga zemljišta. Tako se najvrjedniji trupci prodaju po dogovornim cijenama, koje već dugi niz godina nisu usklađene s tržišnim, čak ni s manje razvijenim susjednim zemljama, ogrjevno drvo i drvni ostaci se prodaju po dugogodišnjim ugovorima, bez obzira na promjene tržišnih uvjeta, a neobraslo šumsko zemljište, čak i tartufi, moraju se prepustiti svakome tko zaželi, čak i ako se ne pridržava zakonske regulative.Hrvatsko šumarsko društvo učestalo ističe politizaciju cijeloga sustava kao jedan od najvećih problema našega društva. Politike mijenjaju kompletne Uprave društva, garnirane s većom ili manjom kvotom uhljeba, svake četiri godine, a ponekad i u kraćim terminima. Tako postavljena vodstva dužna su provoditi naloge te iste politike, pa bile one i protuzakonite. Na taj se način tvrtke, kao u našem slučaju Hrvatske šume d.o.o., povlače po medijima kao kriminalne organizacije, ili se čak protiv njih organiziraju javni prosvjedi. Kako se pritom osjećaju zaposlenici, naše kolege koji s ljubavlju i odgovorno obavljaju svoj posao, možemo naslutiti?Prateći sva zbivanja postoji bojazan da se ne priprema teren kako bi se državne šume dale u koncesiju nakon što se trgovačko društvo Hrvatske šume proglase nesposobnim za upravljanje. Na brojnim primjerima poznato je kako koncesije uglavnom donose samo eksploataciju bez ulaganja u šume. Većina europskih država bogatih šumama imaju jake svoje državne tvrtke za gospodarenje državnim šumama i čuvari su tih šuma, ali i prostora kao i života na njima.Svrha ovoga teksta nije obrana bilo koga unaprijed, jer o nečijoj nevinosti i krivnji odlučivat će institucije kojima je to posao. U državi gdje se vode mnoge besplodne rasprave, koje se većinom tiču prošlosti, treba početi racionalnije sagledavati sadašnjost i ne povoditi se za huškačkom histerijom. Potrebno je popuštati okove politike i prepuštati struci da radi ono što najbolje zna, a to je u šumarstvu gospodarenje šumama i šumskim zemljištima. Uredništvo ; EDITORIALThe negative media campaign directed against foresters, and particularly against the representatives of the company Croatian Forests Ltd, has been going on for several years and has gained in intensity in the past two years. It all escalated recently with the scandal concerning the wind power plant Krš-Pađene. The media rushed to smear individual and collective entities involved in the event. Based on impromptu analyses the company Croatian Forests was criticised for all kinds of things, including temporary non-payment of forest contributions to cities and municipalities (at the time when the state was at a complete standstill due to the coronavirus epidemics these earmarked funds could not be spent on the construction and maintenance of forest roads anyway), as well as raising a loan to boost the company's liquidity. Namely, the company agreed to extend the payment period of the wood industry for the delivered raw material from 60 to 100 days from the date of issuing the invoice for all deliveries from the beginning of the year 2020. Let us not even mention all those remarks on the use of probably the most well-known parafiscal levy in Croatia related to non-market forest functions. There is not one entrepreneur or politician who has not requested the reduction or abolition of this levy as a way of helping the economy. Lay people are not even aware of the fact that the crisis plan of Croatian Forests envisages complete elimination of this form of financing forest management for 2020. At the time of the coronavirus crisis these are probably the best business moves aimed at preserving employment in the company, employment of the customers and suppliers, as well as the company's liquidity. But who wants to read about this when negative news and scandals are much more interesting? Most people do not know either that at times of crises forestry has always taken care not only of itself but also of others dependent on it. In all crises forestry has helped the wood industry, written off debts of various states and political systems reigning in these areas, but also borne the consequences of objective and subjective business risks of those working in the wood sector.The power of the texts published on websites and social networks is enormous. They reach large numbers of readers in a very short time. The majority of the published texts feature bombastic headlines and sub headlines. Only when the whole text is read does it transpire what is the truth and what is not. Usually the content of an article is softened towards the end, but the whole article is read only by the most persevering reader, while the majority retain only the negative information from the headlines and the beginning of the text. Social networks are full of individuals and associations whose comments, often anonymous, create a negative image of the forestry profession. All these comments give an impression that foresters are one of the biggest problems of Our Beautiful Homeland.Those better acquainted with the situation realize that forestry and agriculture are the pillars of survival in the remaining rural areas. Forestry, which is most represented in rural and less developed areas, provides a livelihood for employees of Croatian Forests, employees of numerous contractors in forestry and companies and crafts in the wood sector, and indirectly of all those who sell their products to wood companies. Forestry also guards and cares about the largest part of the ecological network in the Republic of Croatia. By protecting forests and forestland from fires in karst areas it forms an important link in the conservation of biodiversity in the state, but also creates a setting which helps the Croatian economic branch of particular interest - tourism. During the Homeland War it was forestry professionals who constructed roads needed to connect parts of the Republic of Croatia at the time when residents had to travel through neighbouring countries in order to reach their home country.In our beloved homeland there are eight national parks and eleven nature parks in which forests constitute the basic phenomena. Basically, nature conservation has taken over the preserved areas for management from foresters. If these areas had not been managed according to forestry postulates and ecological considerations, we would not be able to boast of parks such as Plitvice Lakes, Risnjak, North Velebit and Mljet. In the karst part of Croatia, where the majority of protected parks are located, forests have never disappeared thanks to two and a half century long forest management. Present day generations do not know what forests looked like in earlier periods. The majority of the most valuable forests of pedunculate oak were completely cut down between the 1820s and 1920s. Today we witness the growth of new generations of managed forests, which are essentially the product of Croatian foresters. After World War Two the quantities of forests that were cut down almost equalled present day quantities because there were no other resources and the state needed the necessary financial means for rebuilding and renovation. Moreover, thanks to the wisdom and hard work of several generations of foresters, the present forest cover in Croatia amounts to 44 percent and forestland to 49 percent. Regrettably, most people do not comprehend the concept of eternal forests, which are not always of the same age, because just like other beings they have their development stages. Their eternity extends through generations of forests. Cutting down old, mature forest stands opens the door to a new generation of a forest, and all foresters rejoice in it because it testifies to a successful change of generations and the survival of the forest in the same area. This transition is visible in lowland forests, but there are also mountain forests in which such an obvious transition is not striking, so it is less noticeable to observers.Those less well informed or malicious do not know about or close their eyes to decades of pressures on the state forestry. These pressures are aimed at enabling individuals and companies to receive different benefits: in the past it was olive groves and vineyards, today it is the construction of wind power stations and grazing in vegetation-covered or bare forest areas. Croatian foresters staunchly adhere to the concept of sustainable management, under which they fight against reducing forested areas. Thus, if forests are sometimes cut down for conversion purposes as regulated by spatial plans, reduced forested areas are immediately replaced with new forests in another place. Although state forestry has often been thought as a hindrance to development, it has in fact defended lawful activities in circumstances in which some investors, as well as state institutions, have exerted pressure by speeding up the procedure in their favour without any legal basis. Personnel recruitment and management is the same as in other public companies and state-owned companies. Just like in any other profession, there are omissions and mistakes, but one things is always the same: the postulates of Croatian forestry have been tested and verified for over 250 years. Present-day activities of lesser quality in some forests are the consequence of various factors and they do not differ from mistakes taking place in all other professional spheres (is not it true that sometimes a surgical operation may go wrong, or a building can be poorly constructed or a piece of machinery badly assembled?). Even in the most recent case of the Krš-Pađene wind power station, Croatian Forests Ltd have done their homework well by collecting the debt to the investor for easement in the amount according to the regulations valid at the time of starting the investment. In most of its activities Croatian Forests Ltd are between the hammer and the anvil: on the one hand, there is constant pressure by users of wood resources for more felling and more produced and sold quantities, and on the other, there is growing pressure to protect habitats and species, which all makes production more complex and more expensive. The relevant ministry, in addition to dropping the word forestry from its name at the end of 2011 for the first time after 1919, has also become an evil stepmother to its own child, since the line minister, as a one-member assembly of the company Croatian Forests Ltd, by his/her orders to the Company management acts to benefit all aspirants to receive all kinds of products and services from forests and forestland. Thus, the most valuable logs are sold at negotiated prices which have for years been out of touch with market conditions, fuel wood and wood residues are sold under long-term contracts regardless of changed market conditions, and bare forest land, and even truffles, must be given over to anyone who wants them, even if legal regulations are not complied with. The Croatian Forestry Association frequently points out that politicization of the entire system is one of the biggest problems of our society. Entire company managements are changed by politics every four or fewer years and nepotism is an inherent part of the system. Managements installed by politics in this way are forced to carry out the orders of the same policies, even if they are illegal. This is how companies, in our case Croatian Forests Ltd, are dragged through the media as criminal organisations; even public protests are organized against them. Can we even guess how the employees, our colleagues who do their jobs responsibly and lovingly, feel?All these events raise fears of the terrain being prepared for giving state forests for concession after the company Croatian Forests is declared incapable of forest management. There are many examples of concessions generating exploitation of forests without any investments in them. The majority of European countries with abundant forest areas have strong state companies which manage and guard state forests, their areas and the life in them.This text does not aim to defend anybody in advance: someone's innocence or guilt will be decided on by relevant institutions. In the state in which fruitless debates about the past are held, it is time to turn to the present in a more rational manner and not succumb to harangues and hysteria. Politics should loosen its grip and leave it to the profession to do what it knows best: in the case of forestry, it is the management of forests and forestland.Editorial Board
