Science diplomacy: dimensions and practices
This article attempts to reveal the contents of a relatively young concept of "scientiic diplomacy", which includes three dimensions (science in diplomacy, diplomacy for science, science for diplomacy), as well as to identify key practices of all three dimensions of science diplomacy. The author identiies key practices that illustrate the three dimensions of science diplomacy: development of recommendations to the international policy objectives (science in diplomacy); simpliication of the process of international scientiic cooperation (diplomacy for science); the use of scientiic alliances in order to improve international relations between countries (science for diplomacy). The author carries out a systematic analysis and gives a generalized description of their efectiveness and eiciency. The article analyzes the experience of the international cooperation of scientists through personal initiative and under the auspices of the National Science Foundation and other associations, such as the AAAS, GIS or LIGO. They have become a platform for studying the practices of the irst and second dimensions of science diplomacy – "science in diplomacy" and "diplomacy for science." Particular attention is paid to the Russell-Einstein Manifesto, which initiated the Pugwash Conferences on Science and World Afairs, and, accordingly, the development of such a dimension as a "science for diplomacy". Date of scientists who are in the movement, make a signiicant contribution to the development of international scientiic cooperation and create conditions to improve the political climate. The author proposes as a landmark example of the third dimension of science diplomacy consider the Union of Concerned Scientists – Union of Concerned Scientists, which was founded in 1969 by faculty and students at MIT. The Application of the Science Diplomacy Model: the Russian and International Experience
Introduction. Science diplomacy is one of the tools that allows a nation to engage in full-scale dialogue with its international partners. The global discussion of how science and diplomacy interact and affect one another came to prominence only fairly recently. Nonetheless, this subject is seeing more and more interest from both governmental structures and the general public. In countries where science diplomacy is well-developed, the mechanisms of such diplomacy are seeing active use in the pursuit of optimal decision-making regarding the emerging challenges in the field of international politics. On the world stage, achieving the desired results in science, politics or various other fields depends on how well developed the model of scientific diplomacy implemented by a given country is. The purpose of this study is to highlight the potential of science diplomacy in Russia by studying its mechanisms, tools, methods and key forms of execution. Furthermore, we attempt to formalise Russian science diplomacy, compare it to the most productive foreign models and offer suggestions on how to develop science diplomacy in Russia by leveraging successful domestic and international case studies. Methods. We use the descriptive method to provide the international experience of science diplomacy (as exemplified by the USA, Great Britain, France and Germany), as well as the potential for deploying the most successful projects in Russia. The Russian experience of science diplomacy is analysed through the method of modelling. Furthermore, we use the methods of analysis and synthesis to single out the most important features of international cooperation. In turn, the comparative approach allows us to assess the predictions for how ready Russia and other countries are to face global challenges. Culture in International Relations: Diplomacy, Security, Conflict ; Культура в международных отношениях: дипломатия, безопасность, конфликт
The article is devoted to the changing role of culture in international relations, which is analysed through the concept of "soft power". The investigated transformations of the concept of culture were examined on the basis of an analysis of documents and activities of the European Union. The main priorities of the EU in the development of international cultural relations are highlighted. Further, proceeding from world political trends and the general geopolitical situation, the author analyzes the relatively new structural elements of the concept of culture, namely: cultural security, cultural conflict, cultural war. It is concluded that culture becomes a hybrid construct; and "soft power" becomes not only an instrument of external influence and "advancement" of the state in the international arena, but also acquires "defensive" functions.Key words: cultural security, cultural conflict, "soft power", public diplomacy, EU. ; Статья посвящена рассмотрению изменения роли культуры на современном этапе развития международных отношений сквозь призму понятия «мягкая сила». The paper has the objective to present public diplomacy as a discipline requiring interdisciplinary approach. At the current stage of development of the discipline, the approach rooted in the theory of international relations is dominating. The author suggests inclusion of the tools used for the analysis of political communication into the body of research on new public diplomacy. Therefore, there is nothing more as an aggregate of paradigms and tools of two disciplines implemented at the moment.Public diplomacy was defined in the paper as a symmetrical form of international, political communication targeted at foreign public opinion in order to facilitate the achievement of the goals of state abroad. Currently, the adjective "new" as added to public diplomacy, means that new public diplomacy is different from informational public diplomacy of United States before the liquidation of USIA. The new public diplomacy acknowledges non state organizations as actors of international relations and adjusts to the logic of globalization. Celem tekstu jest wskazanie na nową dyplomacją publiczną jako na obszar badawczy, który wymaga podejścia interdyscyplinarnego. Na obecnym etapie rozwoju tej dyscypliny dominują podejścia badawcze i narzędzia zaczerpnięte z nauki o stosunkach międzynarodowych. Autorka postuluje włączenie podstawowych paradygmatów badań nad komunikacją polityczną do analizy nowej dyplomacji publicznej. Na razie jednak nie można wskazać takiego podejścia badawczego, które wychodziłoby poza prostą sumę metod stosowanych w nauce o stosunkach międzynarodowych i badaniach nad komunikacja polityczną. Na potrzeby artykułu dyplomacja publiczna została zdefiniowana jako symetryczna forma międzynarodowej komunikacji politycznej, której celem jest wspieranie osiągnięcia celów państwa za granicą poprzez wpływanie na opinię publiczną. Współcześnie dyplomację publiczna określa się jako "nową", aby odróżnić ją od dyplomacji publicznej Stanów Zjednoczonych, uprawianą przed 1999 r. oraz wskazać na dostosowanie tej formy komunikacji politycznej do procesów globalizacji, w tym do rosnącego znaczenia aktorów niepaństwowych w stosunkach międzynarodowych. Science Diplomacy as a Form of Public Diplomacy in the Government Foreign Policy of Russian Federation
Introduction. The article presents the results of studying the problem of interaction between science and diplomacy, the analysis of scientific diplomacy in domestic and foreign practice. The purpose of the article is to analyze scientific diplomacy as a phenomenon within the framework of he state's foreign policy and as a form of public diplomacy. Methods. The methodological basis of the study was general scientific methods, such as analysis, synthesis and generalization; empirical level methods: observation, comparison, grouping; special research methods. Results and Discussion. The article sets forth the interpretation of the concept of scientific diplomacy by various authors, reviewed its «classical» areas, conducted a retrospective analysis of scientific diplomacy in Russia. The article highlights and describes the features characteristic of the domestic practice of using scientific diplomacy at the present stage of development. In particular, the author gives the examples of joint projects implementation, carries out an analysis of information on the joint publications of Russian and foreign scientists stimulating international cooperation in science and technology, which is one of the goals of science diplomacy. Conclusion. The author has given recommendations for improving the mechanism for implementing and widely introducing into national practice the basics of scientific diplomacy for the purpose of strengthening international cooperation and the national goals of the state.

Объектом являются международные взаимодействия в научной сфере, т. к. научные сообщества могут не только дифференцироваться по определенным направлениям, но и объединяться на базе реализации какого-то проекта, создавая многообразные форматы взаимодействия участников, обменивающихся, либо получающих новые знания в рамках данного проекта. Воздействие научных взаимодействий на международную среду, делает исследования, в данном направлении, актуальными. Выделение научной дипломатии, как самодостаточного феномена (отличного от мягкой силы, умной силы, культурной / публичной дипломатии), является новой перспективой для ее развития и углубления. ; The purpose of this article is to identify the role of science diplomacy: for the development of national and global science, its assistance in reducing the level of tension in the political space, stabilizing horizontal ties. The object is international interaction in the scientific field, because scientific communities can not only differentiate in certain areas, but also unite on the basis of the implementation of a project, creating diverse formats for the interaction of participants exchanging or gaining new knowledge in the framework of this project. The impact of scientific interactions on the international environment makes research in this direction relevant. The identification of science diplomacy as a self-sufficient phenomenon (other than soft power, smart power, cultural / public diplomacy) is a new perspective for its development and deepening.
