This book brings a new perspective of the United States, which arose from the necessity to overcome both uncritically admiring as well as uncritically condemning approaches. This new approach is based on a deeper understanding of the inner diversity, contradictions and quarrels within American politics and society. This offers unexpected possibilities of transatlantic cooperation in new areas and enriches the public debate about the course of the Czech Republic. It is necessary to awaken from the American dream to be able to clearly see the United States as important inspiration, whether positive or negative. In addition, the book aims to point out possibilities offered by the renaissance of territorial studies as an approach to examining the world around us, which is able to combine historical, political, economic, social and cultural approaches when answering serious and complex questions. This knowledge in different territorial contexts can significantly help us in making our own choices, both those made on a daily basis as well as the important and critical ones
Článek se soustředí na důrazy na výchovu a vzdělávání obsažené v politických programech pěti největších stran první československé republiky. Vychází z oficiálních stranických dokumentů, jako byly volební programy, rezoluce schvalované na sjezdech nebo prohlášení významných představitelů strany. Ačkoliv nelze už ze samé podstaty dokumentů předpokládat, že všechny postuláty v politických prohlášeních skutečně měly vliv na vzdělávání, zachycují vývoj uvažování o výchově vzdělávání jako o součásti kulturní politiky. Přestože vybrané strany uvažovaly o výchově a vzdělávání velmi podobným způsobem a zabývaly se stejnými problémy, uplatňovaly nezřídka odlišné důrazy. Cílem příspěvku je popsat stranické koncepce vzdělávání ve vztahu k ideovým odlišnostem a širšímu kulturnímu i politickému kontextu. ; This paper focuses on educational goals that were emphasised in the political programs of five the largest political parties of the First Czechoslovak Republic. The article is based on official documents of political parties such as programs approved by party congresses and election programs or statements of prominent party representatives. The character of all those documents was influenced by the goal to form statements and inform party members or persuade possible voters. It means those documents are subjective and their content was not necessarily a political commitment. Therefore it cannot be assumed that all the postulates in the programs had a real influence on the education. On the contrary the documents depict the development of the considerations about education as a part of cultural policy. Political parties of the First Czechoslovak Republic were considering education in very similar way and in continuity with development before 1918. They were concerning about same issues especially in the social context but with different emphasises. This contribution aims to describe the party-specific concepts of education in relation to the ideological peculiarities of the individual parties and their cultural and political context.

The article argues for a new strategy for Czech IR research which would stimulate local scholars to produce innovative contributions to the international IR discipline. The strategy is supposed to go beyond the emulation of the Anglo-American IR, which currently prevails & which, despite occasional successes, failed in its goals. It aims at innovative contributions with a maximum utilization of the Czech domestic conditions which embed the research. The strategy argues that the relations between Czech IR & the international discipline need to be sustained & even strengthened. At the same time, the Czech research should focus on the Czech political experience by examining the political phenomena by which this experience has been constituted & drawing on the traditions of Czech political thought. The Concept of the Political is the first book by Carl Schmitt translated & published in the Czech Republic. As such it deserves a treatise that would put it into the larger context of Schmitt's life & work, which is the aim of this review essay. Therefore key concepts (not only) from The Concept of the Political are explained. The essay also goes beyond the classical labeling of Schmitt as realist & focuses also on his more general critique of modernity & of the technological thought characteristic of our epoch. This way we can better understand why Schmitt fascinates the contemporary left as well as right. It also shows his relevance to many current discussions, for example those concerning the War on Terror. How shall we classify Guantanamo? As an example par excellence of a decision of a sovereign in exceptional circumstances, or as a result of the depoliticisation of the political? This essay, however, does not give a specific answer to this question. Rather, it is intended as an introduction of this "Schmittian" debate to the Czech academic milieu. The theory of coalitions has been a significant part of political science analysis since 1960. We can distinguish two traditions in the theory of coalitions -- the American tradition & the European one. While the American theory of coalitions puts an emphasis on game theory, the European theory of coalitions focuses on political culture, traditions & social environment. The two traditions evaluate existing coalitions differently. This article demonstrates these different approaches by analyzing governmental coalitions in Saxony in the 1990s. Figures, References. The article presents a brief survey of selected trends observable within political science in the Czech Republic & offers a tentative interpretation of some major features that can be seen as typical for the current state of the field. However, the article is not intended as a comprehensive analysis; rather, it is meant to open up a discussion related to self-perceptions in Czech political science, & their relation to reality. Issues like methodological, research & teaching foci are all elaborated here, & serve to highlight the possible weaknesses & benefits of Czech political science, thus claiming a space for further, more substantial research. The aim of this article is to analyze the attitudes of the main political parties in the Czech Republic towards the European Union. A special emphasis is put on the presentation of these attitudes in the pre-referendum period & on the levels of support for membership achieved among the parties' supporters. This topic is analysed through the theoretical lens of "europeanization," an approach which examines the impact on domestic (national) policies & political systems of EU policies & processes. This theoretical perspective is usually applied to current member states but has been increasingly extended to candidate countries in the pre-accession period as well. In the period after the first democratic elections of 1990, the "European" debate among Czech political parties has intensified & shifted from the clear initial "yes" to membership to more complex & qualitative questions. By the time of the national EU referendum, (June 2003) the impact of" europeanization" was manifested by the presence of a significant number of EU-related topics in the political parties' agenda. The authors have utilized a range of political geography, sociology, & political science methods to demonstrate a high correlation between the EU referendum results & the levels of the partisan support for the parties favoring membership in the EU. According to the available empirical data from various public opinion surveys, the support for membership among the voters of the Social Democratic Party (CSSD), Civic Democratic Party (ODS), Christian Democratic Party (KDU-CSL) & Freedom Union (US-DEU) ranged from 82 to 92 %. On the contrary, the position of the Communist Party (KSCM) was clearly the opposite. In addition to the political orientation of the voters, other factors which have influenced the voting results were examined. These included such factors as regional unemployment rate, education, wage levels as well as other political-geographical aspects. References. Adapted from the source document.
Název článku věrně vystihuje jeho podstatu – jde o bilancování práve ukončené politické kariéry jeho autora, poslance slovenského parlamentu a dvojnásobného předsedy environmentálního výboru. Dozvíme se, jak proběhl loňský rok 2015, a především, co se v něm dělo za parlamentními zdmi. Text je tak vhledem do způsobu vládnutí (nejen) na Slovensku (a nejen) v uplynulém období – ukazuje, jak rozumné přístupy a řešení vždy podléhají politickému kalkulu. Nejpoctivěji vyznívá osobní krédo Mikuláše Huby, které by se dalo shrnout jako: Pracovat a nebát se, stát si za svým. ; The title of this article precisely captures its essence – it is a review of the political career of its author, member of the Slovak Parliament and twice-chairman of the environmental committee. We learn about last year's events, and especially what was happening inside the walls of the Parliament. The text is also an insight into governance (not exclusively) in the Slovak Republic (and not only) in the recent period – it shows how reasonable approaches and solutions are always subject to political calculus. The honest-sounding personal credo of Mikuláš Huba can be summarized as: To work and not be afraid, to stand up for yourself.

The category of antisystemic actors is employed relatively often in political science. The aim of this article is two-fold. First, it criticizes the contemporary usage of "antisystemicity" as too self-contained an analytical concept. In order to demonstrate this, two key theoretical traditions of the term -- G. Sartori's classification of party systems & world-systemic ("Wallersteinian") research of international political economy & its challengers -- are described, analyzed & mutually compared. Their understanding of antisystemic protest is depicted in order to show some shortcomings & inadequacies of their usage of this category. Second, the article strives to theoretically & formally unfold, integrate & further develop the concept of antisystemic contention in order to clarify the modes of its usages for socio-political reality. This inquiry consists of analyses of three key factors of antisystemic collective action -- ie., its object, subject & relations in-between. The analysis of object is basically grounded in Luhmann's neofunctionalist theory of modernization. Based on a systems theory analysis of society, the article proceeds to grasp the subject-actor as a general & case insensitive category, thus connecting existing concepts of antisystemic political subjects. Further analyzed dimensions of antisystemic protest are its goals & forms of action, but also its penetration by politics & economy. In conclusion, a general three-dimensional typology of antisystemic collective action is drawn from preceding analyses & offered as a methodological tool for empirical research of political contention. This article summarizes the basic theoretical approaches to the study of intelligence & intelligence control in the new Central European democracies. The existing theories are applied to the case of intelligence transformation in the Czech Republic. The Czech intelligence came through a reform similar to that of the intelligence services in neighboring countries, but with some significant exceptions. The Czech Republic's intelligence community consists of three organizations: the Security Information Service, the Office for Foreign Relations & Information, & the Military intelligence (Military intelligence has two relatively independent parts: Military Defense Intelligence & Military Intelligence Service). Only the Security Information Service & the Military Defense Intelligence are under the control of special parliamentary bodies, though at present there are two suggestions about a legislative reform. The article summarizes both of these suggestions, makes critical notes, & presents the author's own suggestion on how to improve democratic control of the Czech intelligence services. References. This paper aims to provide an extensive content analysis of studies & texts published in relevant Czech political science journals. Its major focus is on providing topical analysis of data, while paying special attention to the timelines along which various research areas became subjects of interest in these journals, & to the frequency of appearances of these areas over the course of time. In this way the authors try to identify the major topical areas of publication interest, & in some cases also present hypotheses indicating why particular research areas were/are disproportionately targeted by the journals in specific periods. Finally, the authors analyze the topical preferences of all journals, thus making it possible to identify the scope of their publication policies. Adapted from the source document.
The article analyses how the standpoints of political parties on energy related issues are formed. The effect of the process of forming these standpoints on energy policy in general in the Czech Republic, the divergence among ideologies (coming out not only from the election programs), and other factors, as well as the parties' ideological continuity in time are particularly emphasized. The analysis comes to the conclusion that energy related issues are important for each political party but not crucial. In addition, it is concluded that parties are internally consistent, their standpoints are based on ideology, and they are all rather constructive in policy formulation. An interesting conclusion is also the fact that energy policy in the Czech Republic is generally highly personalized, thus strongly influenced by particular individuals.
