"The health sector is a complex and dynamic conglomerate of services at local, regional and national levels. How to balance different considerations between new medical-professional knowledge, controlling expenses and local interests are among the permanent challenges facing political bodies when planning and structuring the services. The book is based upon institutionalist organisation theories, referring back to classic texts as well as present-day analyses. By taking a long-term perspective, and analysing one Norwegian county as a case study, the author addresses questions about how conflicts on hospital structure seemingly have been solved, and how the introduction of new management forms have changed the sector.
One of the issues is how, in a 40 years' perspective, different interest groups have seen their influence over health services and management forms have changed. In contrast to hypotheses that medical doctors would see their influence becoming reduced, the analyses show how medical actors, in an alliance with management consultants, have become more influential when innovations in health work and eventually organisation models are introduced. Regional political bodies and local community interests have lost much of their former role in restructuring processes. At the end of the book, the author makes some hypotheses about how health services will develop in the interface between ideas of a centralised, modern, high tech hospital model on one hand, and local and home based services on the other. These developments will in a nearby future most likely restructure the health sector once more.

Et av de mest kontroversielle spørsmålene er hvilken sykehusstruktur som er mest hensiktsmessig. I debatten er det igjen blitt søkelys på de helsepolitiske spill og strategier som kjennetegner sektoren. Samtidig påvirkes tjenestene hele tiden av medisinsk-teknologiske innovasjoner, nye økonomistyringssystemer og innføring av «moderne» styrings- og ledelsesformer.
I denne boken diskuteres hvordan en i Østfold håndterte utfordringene knyttet til sykehusstruktur, og hvordan det er skapt tilsynelatende ro om dette tidligere så betente spørsmålet. Forfatteren analyserer først de strategiene som førte til at sykehusdriften i fylket ble sentralisert og et nytt «supersykehus» på Kalnes ble bygget. Deretter blir noen kjennetegn ved organisasjons- og ledelsesformer i det nye sykehuset drøftet.
Avslutningsvis diskuteres de underliggende utviklingstendenser som kan peke mot fremtidens sykehustjenester innenfor et mer helhetlig «helsesystem», som også omfatter lokale helsetjenester. Analysen er basert på moderne organisasjons- og ledelsesteorier. Et sentralt spørsmål her er hvordan institusjonelle særtrekk ved sektoren har betydning for de endringene som har skjedd de siste 40 -50 årene.
Målgruppen for boken er forskere, universitets- og høgskoleansatte og studenter i samfunnsvitenskapelige fag relatert til helsesektoren. Boken vil også gi ny kunnskap til ansatte i sektoren, og andre som er opptatt av helse- og velferdspolitiske spørsmål."

The article discusses opportunities and challenges related to co-ordination across governance levels. The challenge is at least threefold: partly related to the balance between continuity and change, specifically the ability of public administration to balance a stable core while adjusting, updating and reforming; partly the balance between efficiency and legitimacy, more precisely the ability to solve short-term problems in the face of crises and long-term challenges related to legitimate solutions in general and parliamentary anchoring specifically; partly the dilemma between political-administrative order in turbulent times, specifically how public institutions deal with crises and difficult problems when the relationships between problem and solution are difficult to understand and challenging to control. The article discusses these dilemmas in what is presented as a European multilevel administrative state. ; Artikkelen diskuterer muligheter og utfordringer knyttet til koordinering på tvers av styringsnivåer. Utfordringen er minst tredelt: Dels knyttet til balansen mellom kontinuitet og endring, nærmere bestemt evnen offentlig forvaltning har til å balansere en stabil kjerne samtidig som den justerer, oppdaterer og reformerer; dels balansen mellom effektivitet og legitimitet, nærmere bestemt evnen til kortsiktig problemløsningen i møtet med kriser og langsiktige utfordringer knyttet til legitime løsninger generelt og parlamentarisk forankring konkret; dels dilemmaet mellom politisk-administrativ orden i turbulente tider, nærmere bestemt hvordan offentlige institusjoner håndterer kriser og vanskelige problemer når sammenhengene mellom problem og løsning er vanskelige å forstå og krevende å kontrollere. Artikkelen diskuterer disse dilemmaene i det som fremstilles som en europeisk administrativ flernivåstat.

The duty of states to consult indigenous communities is a well-established legal principle, but its implications for practice remain uncertain. Sweden is finding itself at a particularly critical juncture as it prepares to legislate a duty to consult the Sami people in line with its international obligations. This paper explores the ability of Swedish state actors to implement the duty to consult, based on lessons from an already existing duty set out in Swedish minority law, namely to ensure the effective participation of minorities in land and resource decisions. Presenting novel empirical material on the views of Sami communities and state officials in ministries and agencies, we demonstrate the existence of considerable implementation gaps linked to practice, sectoral legislation, and political discourse. We argue that if state duties are to promote the intended intercultural reconciliation, then new measures are needed to ensure enforcement, e.g. via mechanisms of appeal and rules of nullification. In addition, sectoral resource regulations should be amended to refer to the duties set out in minority law and/or a potential new bill on consultation duty in a consistent manner. In the near-term, the state should ensure that Sami communities are adequately resourced to engage in consultation and should invest in state authorities' own ability to implement, i.e. through competence development, staffing, intersectoral coordination, and independent evaluation. Much could also be gained if state agencies and Sami communities worked together to develop detailed consultation routines for relevant resource sectors.

The article addresses the problem of welfare gaps in Europe in the context of the planned enlargement of the EU & NATO. In the beginning of 1990s one of the greatest challenges facing the West was the possibility of uncontrolled mass migration from the former Soviet bloc. The Western institutions, the EU & NATO, could meet this challenge by introducing restrictions on the movement of people, but they decided to embark on what could be termed a policy of "institutional migration." They both decided to go east & at the same time formulated clear entry criteria for those who wanted to join them. After a decade of difficult negotiations, Europe will take the next step on 1 May 2004 when 10 new countries will join the European integration project as new members. However, there are some signs that this enlargement can result in the creation of not a united but a more divided Europe, where the principle of solidarity may become a victim of short-sighted political games. The introduction of restrictions on the access to the common labor market to the citizens of the new member states is an unfortunate symbolic signal sent by the old members of the EU & may herald the creation of a Europe of two speeds, a development that may have far-reaching consequences for the future of the whole European integration project that for more than 50 years has secured peace on the continent. 2 Tables, 10 References. "This book is a study of elections to the representative organ of Norway's indigenous people, the Sámi. Based on quantitative and qualitative research, the anthology examines various aspects of elections to the Sámi Parliament, both in general and regarding the 2017 election in particular. The nine chapters delve into a wide range of topics, from voter behaviour and election results to more fundamental questions regarding indigenous representation and organizing in Norway. The book covers five main themes. First, Sámi identity and criteria for voter registration. What are considered acceptable grounds for claiming to be Sámi, and what criteria do people use when judging others as Sámi or non-Sámi? When is one 'Sámi enough' to qualify for the right to vote? These questions have a bearing on the very core of Sámi politics: who should be allowed to choose representatives on behalf of the Sámi people? Second, Sámi civil society. How do organizations that represent Sámi persons and Sámi interests relate to the Sámi Parliament? Third, voter turnout. How do we explain non-voting in a system where, unlike those for other elections in Norway, one must actively register in advance to be able to vote? And what about the fact that voters in municipalities with fewer than 30 registered voters must vote in advance? Do these circumstances depress voter turnout? Fourth, the party-political landscape. What differentiates supporters of the different parties? Are there clear differences that make it easier for voters to identify the distinctions between the parties? Finally, elections and voter information. Where do voters find information about this election? We look specifically at how parties and voters find each other in South Norway, the largest constituency in the country, and yet one in which Sámi parliamentary elections are rarely covered by the media.
