International audience ; The article questions, in a skeptical and prospective way, the institutional outcomes of this major trans-national trend of administrative reformism known as "New Public Management". In our view, the main cross-border legacy of the process of acclimatizing NPM precepts and recipes to various national configurations consists essentially in institutional rearrangements and in a repertoire of managerial tools and recipes, embedded into different institutional orders and hybridized with many other key features of various administrative cultures. Backing up major administrative reforms started several decades ago, the NPM rhetoric claimed to furnish the universal cure for the "bureaucratic" disease which was supposedly affecting the developed states at the end of the 1970s. From then on and although it never acquired the inner coherence of a real doctrine, it spread all over the world at the point of becoming both a "policy paradigm" and a "praxeologic". However, once implemented and in order to endure, the NPM-inspired logics, instruments, and methods have fatally begun to suffer a process of routinization which transformed them significantly. Hence, far from achieving their initial goal of "de-bureaucratizing" the state, NPM reformism became part of the endless processes of bureaucratic reproduction inescapably affecting modern states and ensuring their resilience.
This article reviews the importance of national interest in the context of democratic transformations. The Republic of Moldova has to define its national interests as an opportunity to demonstrate that it has committed itself to respecting the values of freedom and tolerance, to demonstrate that it is open to bilateral and multilateral dialogue and cooperation and it tends to become a reliable security partner also by that gaining more audience and credibility. Even if the national interests of the Republic of Moldova are of a regional character, because its political and economic potential is limited, so it can not claim global roles in the world arena, the national interests synthesize the trajectories on the basis of which the Republic of Moldova conceives its present and the future. In democratic transformations, the role of state power in contemporary conditions does not diminish, but vice versa complicates and increases. Regardless of the social model that our society develops on, the state is the most important instrument for increasing people's well-being, building civical and political activity as well as strengthening the sense of citizenship. Thus, the course and results of democratic transformations are to a large extent determined by the quality of state leadership. The national interest is a well known determinant of political behaviour which motivates and stimulates different actors to develop political goals, to take actions that address both the political sphere as well as other social spheres. Starting from the premise that we are still doomed to governments formed by coalition, we consider absolutely necessary for all political formations to place on the first place the national interest, democratic transformation, sovereignty, human dignity, rights and freedoms, and not the narrow interests of the party or group.
The history from ancient times to the present has demonstrated the inherent conflict in inter-human relations. Conflicts are a result of the interaction and communication of individuals, so they persist as long as man is. At present, conflicts are greatly influenced both by the nature of the people and by the specific nature of the work of social-political organizations and institutions. The issue of conflicting conflicts and situations has become a key issue for many philosophers, psychologists, sociologists, political scientists, etc. But regardless of the high interest and long history there is no unanimously accepted understanding of the essence and nature of the conflict. The political sphere is a specific area that has a permanent and obviously conflictual character compared to other spheres of social life. Its origin is in the very nature of political relations, as relations of power, which presuppose the leadership of some and the subordination of others. That is, the power relations are based on the dominance of some people and their interests over others, which gives birth to clashes and confrontations. Political conflicts are a consequence of confrontations in a complex and multi-level system of leadership and subordination. This article will determine the conceptual, functional and structural dimention of conflicts, in particular will analize the multitude of theories that explane the expression of the conflicts in social and political life, constructive and negative approaches on functions of conflicts, dynamical dimension and paerticularites of political conflict management.
PECULIARITIES OF STRATEGIC COMMUNICATION IN THE CONTEXT OF INFORMATION SPACE FROM THE REPUBLIC OF MOLDOVA In the Republic of Moldova, the notion of strategic communication, in the security field, has become more and more frequently attested in studies and scientific approaches, related to the systemic functioning of our country. However, now, we find that the Republic of Moldova does not have neither political, nor sociolinguistic or media full favorable conditions; thus, the good conditioning of a strategic communication does not exist yet. The all-encompassing normative framework, regarding the coordination of institutional communication, has no chance of success in such cases, because the strategic communication represents a situation conditioned by the political, informational, social, economic, cultural environment, etc. The political and sociolinguistic situation brings a lot of difficulties for institutional communication. The exercise of strategic communication functions, at national level, can be considered fruitful only through ensuring favorable conditions for state institutions, in order to support a strategic communication, which should concentrate the efforts to consolidate and orient the conditions on national interests and national policies. This article justifies the role and importance of the separation of powers in modern society and in the state, consisting in the fact that this concept is the instrument of restricting the state power to protect the rights and interests of the person. As a rule, the separation of powers is opposed to the concepts of autocracy, the concentration of power in the hands of one person or one organ. The author recognizes the theory of separation of powers as being ideologically linked to the political legacy of Locke and Montesquieu and notes that the genesis of the theory of separation of powers is associated with the emergence of bourgeois political and legal theories, especially in the 17th century in England, D. Locke being the most authoritative political thinker. However, this theory received a classic formulation in the writings of the remarkable French philosopher, lawyer and illuminator Charles Louis Montesquieu. In this article, the characteristics of the original theories regarding the separation of powers of these prominent thinkers, who completed for the first time the concept of a democratically organized state with the optimal organization of the system of organs of state power, are subject to analysis

The present volume, which contains extended versions of their papers, is conceived as a collection providing different perspectives on the issue of cultural heritage. The cultures and languages of Bukovina have also inspired contributions which go beyond the issues of the region but are related to it in the geographical or cultural sense. The invited authors represent various perspectives and fields of study: linguistics, cultural studies, literary studies, history, political studies, sociology, ethnology and art history. The list of contributors includes experienced scholars and young promising researchers studying the cultural and linguistic richness of the historical Bukovina, the Carpathian region and Central Europe. Corruption manifests at an international, regional and national level, it can be considered a phenomenon of society that has a negative impact on the political, juridical, and economic system and the public services of a state. As a response to this phenomenon, the state develops anti-corruption instruments, which are: laws, normative acts, standards, political commitments, mandates for the creation of institutions and mechanisms, measures and actions against corruption. In this article are investigated anti-corruption instruments at international, regional, national, and local levels and institutional anti-corruption instruments. Moreover, it is analyzed the efficiency of anti-corruption instruments used by the National Anticorruption Center, an anti-corruption specialized institute. In conclusion, it is emphasized the importance of the realization of anti-corruption measures in Moldova, making use of international experience and developing national instruments, that correspond to the local specifics and conditions.
This article examines some issues related to the visions of the ancient Greeks on the polis, the emergence of (classical) Athenian democracy and the transition from Greek democracy to Roman (republican) democracy. It supports the idea that in the analysis of the evolution of the democratic phenomenon, a logical succession of distinct stages is noticed - from ancient democracy, to modern democracy and, finally, to the democracy of the future. Particular attention is paid to the understanding of the ancient Greeks on the fortress, because the city-state, being a form of organization specific to Ancient Greece, fulfilled several roles - military, political, economic and religious. But the main function was the political one, represented by certain leading institutions of the inhabitants of the polis. It is shown that the concept of democracy was created to describe an evolving reality, a type of city-state in which the citizens govern themselfs. The Athens was, in fact, not the only democracy of the ancient Greek world, but it manifested itself most fully through its stability and durability for about two centuries. Considering that the glory moments of the (classical) Athenian democracy comprise three prominent figures - Solon, Clistene and Pericle, the institutions of this democracy are identified and at the same time described. It is concluded that the Athenian polis aimed at a systemic interrelation between the state and society, andthe participation in the governance of the citizen-governors assumed that the people (the demos) would engage in legislative and legal functions.
Im Zuge der Josephinischen Reformen kam es im gesamten habsburgischen Herrschaftsbereich zur Umgestaltung kirchlichen Eigentums. Entsprechend wurde bereits 1783 ein dezidiert der Bukowina zugeordneter griechisch-orientalischer Religionsfonds eingerichtet. Über seine wachsende wirtschaftliche und politische Bedeutung entwickelte sich diese Institution bis zu ihrer Auflösung 1949 zu einem die Region maßgeblich prägenden Faktor. ; A comprehensive secularisation process in the course of the Josephinian reforms led to a complete restructuring of church assets. As early as 1783 a Greek-Oriental Religious Fund attributed to the Bukovina was established. Its growing economic and political role made this institution a major factor in the development of the region. It kept this important position until its eventual dissolution in the course of socialist restructuring of Romania in 1949.
In international relations, international security combines that set of international relations that ensures global stability. In other words, international security is a state in which states are not threatened by war or by any breach of their sovereignty or independent development by other states. In accordance with the UN Charter, the Security Council currently has the main task of ensuring world peace, also having the sole right to impose sanctions against aggressors. The idea of international security, its realization in practice is determined by historical, economic, political, social conditions, as well as other factors. The problem of international security arose with the formation of the state institution, being always close to the problem of war and peace. Over time, there has been a change in the ability to analyze and report security issues. Along with these, both the policies and the security strategies of contemporary societies have undergone a process of metamorphosis.
The process of European integration is a topic of major importance thanks to multiple approaches from experts, politicians, civil society representatives, on the grounds that its implementation in practice has an impact on all spheres of society, from educational to social, economic and political, but and on all the actors directly involved in this process, such as the European Union. At the present stage, for the successful European accession and integration of the Republic of Moldova, it becomes essential to study this process in terms of the given dimensions, because the expected result depends on their effective implementation. It should be noted that the accession process has registered both successes and failures on the path of Europeanization of the Republic of Moldova, there are impediments at the institutional level, although in terms of legislative connection to European standards Moldova has only succes
THE ROLE OF SECURITY SERVICES IN ENSURING NATIONAL SECURITY Throughout historical developments, ensuring national security is a priority for the states of the world. In the mechanism of ensuring the security of the state, the intelligence and security services, through the connotation of its meaning and attributions, have always played a primary role. This is explained by the fact that the role of intelligence and security services is not only to identify security risks, opportunities and vulnerabilities, but also to argue with the representatives of the political power the consequences of decisions they take based on the information presented by the intelligence. The information covered by these institutions is relevant in making the decisions necessary to prevent internal and external threats, as well as to promote national security interests. The Security and Intelligence Service of the Republic of Moldova has an important role in the state security bodies, representing a component of the national security system. The article submit to the multidimensional analysis of the degree of security sector reform, its modernization according to the requirements of the European structures, the level of the civic control of the security bodies. The same context is attributed to the analysis of national risks and vulnerabilities, of the potential of the state's investment in security institutions and the interest of political power, that is, of the governing parties to control the security institutions, the improvement of the crisis management mechanism, the realistic risk assessment. It is certain that, due to the external conditionality, in order to fulfill the requirements of the Association Agreement with the EU, the national security system of the Republic of Moldova is in a continuous transformation through reform and modernization both vertically, related to the subordination of the national security bodies and the extension of functional competences, as well as horizontally, referring to internal institutional restructuring and the limitation of the opening of these institutions to civil society.
Backgrounds and Aims: Using Geographical Information System (GIS) can decreases the burden of road traffic injuries effectively by identification of hot spot to modification in hazardous areas. The aim of the study was determining geographical distribution of human risk factors associated with road traffic injuries by using Geographical Information System (GIS) in Iran. Materials and Methods: The national database of road traffic injuries registered by the Iranian traffic Police (Rahvar NAJA) was used. The human risk factors were investigated by recognition of the hazardous points and geographical distribution of associated risk factors. The Hot Spot Analysis and Map clustering approaches were employed to meet the objectives. Results: The mean age of injured subjects was 34 years and the most affected age group was 20-39 years. Death and injury occurrence within out of cities ways were 0.3 % and 28% respectively. Geographical distribution of risk factors also showed that roads of Northern provinces i.e. (Gilaan and Mazandaran) were the hazardous rising as well as Qazvin to Rasht and Qom to Tehran roads. Sistan and Balochestan Provinces and Tehran had the highest (4.8%) and the lowest (0.1%) rates of road traffic injuries leading to death in the country. Conclusions: Northern provinces and its leading axes by hazardous rising and Sistan and Balochestan province with fatal injuries need to identify the cause of injuries' and, if necessary, more tighten regulations and more controls by the traffic police must be applied.
