Url: http://josc.selcuk.edu.tr/article/view/1075000484 ; Bu çalışmada, 1970 ile 2000 yılları arasındaki süreçte Konya'da yaşanan siyasi gelişmeler, özellikle sayısal veriler ortaya konarak ve bu değerler, Türkiye ortalama verileriyle karşılaştırılarak değerlendirilmiştir. Çalışmada 1970'lerden günümüze kadar gelen bir süreçte meydana gelen siyasi gelişmelere Konya perspektifinden bakılarak açıklık ve tanımlamalar getirilmeye çalışılmıştır. Bu dönemde yapılan 7 Milletvekili Genel Seçimine, 1969 yılında yapılan seçim de dahil edilerek, 8 seçimin sonuçları ince-lenmiştir. Ayrıca seçimlerde milletvekilliği kazanan adayların isimleri ve partileri de verilmiştir. Bu dönemde yapılan Mahalli İdareler Seçimlerinden, özellikle Konya Belediye Başkanlığı seçimleri üzerinde durulmuştur. Yine bu dönemde yaşanan iki askeri müdahale neticesinde bir çok parti kapatılmış ve yenileri kurul-muştur. Çalışmada bu partilerden de bahsedilmektedir. Kısaca 30 yıllık siyasi hayatımızın Konya eksenli bir özeti verilmeye çalışılmıştır. ; The object of this study is to analyze the political developments in the era between the years 1970-2000 in the Turkish region Konya by presenting political data and comparing them with the Turkish mean in general. This certain era-an era very important in viev of the development of modern Turkish political life-and region- it resembles a pretty good average of Turkey in general as this comparative study will show -we attempted to develop systematic definitions have been included to the eight general elections in this era and together with the municipality elections of Konya city these data formed the base of the analysis. As an important input to the system are the two military interventions to be seen which made their impact on the political structure by making room and opportunity for new political establishment which took place against the conventional structure which was seeking recovery. In short we tried here to summarize the past 30 years of Turkish political life on the axis of Konya region.

Yeni olduğu kadar etkili ve güçlü olan bu kitle iletişim aracı radyodur. Özellikle II. Dünya Savaşı'nda etkisini ve gücünü ortaya koyan radyo, herkesin olduğu gibi siyasal iktidarların, baskı gruplarının vs. ilgi odağı olmuştur. Türkiye, bu etkili kitle iletişim aracını kullanmaya başlamak konusunda, öncü ülkelere oranla çok geç kalmamıştır. 1927 yılından itibaren ülkemizde de radyo yayını yapılmaya başlanmıştır. Türkiye'nin siyasal ortamında radyo daima önemli bir rol oynamış, özellikle, çok partili hayata geçiş döneminde, üzerinde çok büyük tartışmalar yaşanmıştır. 27 Mayıs 1960 Devrimi'nin ardından hazırlanan 1961 Anayasası ile bazı kurumlara özerklik tanınmış, böylece siyasal iktidarların etki ve baskısından uzak tutulmaya çalışılmıştır. Özerklik verilen kurumlardan birisi de TRT Kurumu olmuştur. Özerk TRT Kurumu 1964 yılında faaliyetlerine başlamış, özerkliğini fiilen 12 Mart 1971 muhtırasına kadar, yasal olarak da Şubat 1972 yılına kadar sürdürmüştür. Bu dönem, Türkiye'nin siyasal ortamıyla birlikte, TRT'nin gelişimi bakımdan çok özel bir öneme sahiptir. Bu çalışmada, özerk TRT kurumunun, 7 yıl boyunca ortaya koyduğu gelişme ele alınmış, Türkiye'nin bu dönemdeki siyasal ortamı da göz önünde tutularak, TRT'nin özerkliği konusunda yaşanan tartışmalar incelenmiştir. Siyasi partilerin, ulusal gazetelerin tutumlarının yanı sıra, TRT'nin kendi iç tutumu da incelenerek, TRT'nin yıpranma ve özerkliğinin kaldırılma sürecinde yaşananlar ortaya konulmuştur. ; World and Turkiye met a new mass communication tool in 1920's. This new and also powerful tool was radio. Especially during World War II radio showed its effects and power, and so, it became the focus of interests of parties-in-power, compression groups etc. Turkiye was not so late to start to use this mass communicaton tool as compared to countries which used it primari-ly. Since 1927, radio have been listened in our country. Radio has always have an important role in political state of Turkiye. Especially during the passage to multi-political parties life there was great arguments on radio. After the revolution in May 27, 1960, a new constitution was prepared in 1961, with which, autonomy was giyen to some organizations. By this autono-my, those organizations were tried to be kept from the pressure of parties-in-power. TRT was one of these organizations. Autonom TRT organization started to work in 1964 and had its autonomy until the memorandum on March 12, 1971, in application. But legally, its autonomy continued until February 1972. This period has an important role, together with Turkiye's politi-cal state, for the development of TRT. In this study the development of autonom TRT during this seven years was followed, and also by considering the political state of Turkiye during this peri-od, the discusions about the autonomy of TRT were examined. Besides the behaviors of political parties and national newspapers, the internal behavior of TRT was also examined, and so, the deformation and completion of autonomy stages were stated by this study.

Bu çalışmanın amacı, Türkiye'de yurttaşlık haklarının olgunlaşmasının, özellikle yazılı basındaki gelişmelere koşut bir paralellik gösterdiğinin irdelenmesidir. Betimleyici bir yaklaşımın sergilendiği çalışmanın başlangıç noktasını, Osmanlı'nın son dönemindeki Batılılaşma hareketleri ve basının üstlendiği misyon oluşturmuştur. Bu dönemde, yüzü Batı'ya dönük gazetecilerin yenileşme ve hak arayışları ön plana çıkarken; karşılaştıkları önemli engellemeler, sağlanan kazanımların sınırlılığına neden olmuştur. Bağımsızlık savaşı sonrasında kurulan Türkiye Cumhuriyeti döneminde ise, Batı'lı anlamda bir toplum projesi oluşturulmuştur. Bir yandan temel hak ve özgürlükler anayasal güvence altına alınırken; diğer yandan modern bir yurttaş profili gerçekleştirilmiştir. Bununla birlikte, dönemin gerek iç gerekse dış politikasındaki konjonktürel gelişmeler demokrasi fikrinin yaşama geçirilmesinde gecikmelere yol açmıştır. Özellikle bu dönemde, basından beklenilen işlev, kurulan yeni düzeni ve devrimleri desteklemesi ve bu konuda halkı bilinçlendirmesi olmuştur. Kuşkusuz bu dönemde, Cumhuriyet idealine muhalif olan basın üzerinde önemli kısıtlamalara gidilmiştir. Sonuç olarak çok partili siyasal hayata geçiş öncesindeki dönemin ele alındığı bu çalışmada, basının kimi zaman karşılaştığı sınırlamalara rağmen, yurttaşlık haklarının gelişiminde önemli ancak yeterli olmayan bir rol oynadığı vurgulanmıştır. ; Press is to be taken part in the gravity's center of the triangle of state-civil society- democracy that has been contributed directly to the development of citizenship rights in Turkey like western countries. The aim of this study, it is mentioned that the development of citizenship rights shows a conditioned parallellism towards the development of the written press. In the last period of the Ottoman's westernization movements and mission of the press have constituted the begin-ning point of this study that has been exhibited a descriptive approach. At this term, when jour-nalists whose faces became towards West, surpassed their modernization and right seeking, the limitations of the acquired rights were caused by the importance prohibitions. After Independence War and the Republician of Turkey was established, a social project was formed in Western context. Fundemental right and freedoms were taken by constitutional guaranty. And also, the profile of modern compatriot was constituted. However, the concept of democracy was constituted to be delayed by the conjuncturel developments about both internal and external pol-itics. Especially at this period, it was expected that the function of the press supported the estab-lishing, new deal and revolutions and also, educated to public about this subject. Definitely at this term, importance prohibitions on the press which was related to opposition of the ideal of republician, were constituted by the government. As a result of this study which was related to the term about before the plural political life, although the press was confronted with limitations from time to time, it played a significant role about the development of citizenship rights. But, this role did not become efficent for citizenship rights and democracy.

Url: http://josc.selcuk.edu.tr/article/view/1075000504 ; Basının özellikle seçim dönemlerinde siyasi partilere yaklaşımının ortaya çıkarılmasına yönelik olarak yapılan bu çalışmada, Türkiye'de 3 Kasım 2002 Genel Seçimleri'nde Sabah, Milliyet, Cumhuriyet ve Yeni Şafak gazetelerinde AKP ve CHP ile ilgili haberler incelenerek söz konusu gazetelerin bu siyasi partilere yaklaşımı ortaya konulmaya çalışılmıştır. İncelenen gazetelerin AKP ve CHP ile ilgili seçim döneminde hangi konulara ağırlıklı olarak yer verdikleri tespit edilerek, bu konuların veriliş tarzlarının objektiflik kriterlerine uygun olup olmadığı belirlenmiştir. Yapılan incelemeler sonucunda örneklemde yer alan gazetelerin AKP ve CHP lehine ve aleyhine yayınladığı haberler belirlenerek yaklaşımları ortaya konulmuştur. Sonuç olarak seçim sonuçları dikkate alındığında söz konusu gazeteler ile toplumun gündemi arasında bir uyumun olduğa görülmekte; ancak bu uyum siyasi partilere yaklaşım söz konusu olduğunda bozulmaktadır. ; With the aim to reveal the press' approach to the political parties especially in campaign periods, in this study the Turkish dailies Sabah, Milliyet, Cumhuriyet and Yeni Şafak are examined on the basis of their news coverage of the political parties AKP and CHP during the Turkish general elections of November 2002. The issues which have been dealt most frequently by each of the studied newspapers in relation with each of the parties have been defined and then it has been determined whether if these issues had been covered according to the objectivity criterions. News coverage which should clearly be considered as in favor or against each party has been classified accordingly. In view of the results of the election it is found that there was a harmony between the agenda of the sample newspapers and the agenda of the society, however, this harmony disappears at the approach to the political parties.
