학위논문(석사)--서울대학교 대학원 :사회과학대학 정치외교학부(외교학전공),2019. 8. 박성우. ; The study of Rousseau's international politics can largely be divided into two main branches: Realism with a pessimistic view towards peace in international politics and Cosmopolitanism via education as depicted in Emile. However, neither interpretation exhaustively covers Rousseau's international political thought. Accepting the framework that International Political Thought should coherently and consistently interpret the individual, national, and international levels of politics, this thesis embodies Stoicism's 'Theory of Oikeiosis' to assess Rousseau's international political thought, focusing on Emile. This study pays attention to Emile because the study of humans embodied in the work contains both a discussion of all three layers – the individual, national and the international - of Rousseau's international political thought, and enough materials to infer his 'Politics of Survival.' Previous studies of Emile has primarily been published by cosmopolitans to invoke idealistic ideas such as conscience, morality, and patriotism. If put under a more realist lens, however, the same ideas could be interpreted as a part of living his life for Emile, or the individual, under the goal of self-preservation. Early in his life, Emile grows up with only negative education as an isolated individual and learns how to live alone. Later, Emile gradually learns how to interact with the society, breaking from his isolated shell to live as a part of a community. In this process, Emile establishes a political society and utilizes concepts that he garnered while in it, such as morality and religion, according to his goal of self-preservation. Although Emile fulfills his duties as a citizen of a Republic, ideas such as civic virtue and patriotism that were created within the country do not initially extend to the outside world. With time, however, Emile's world view expands to encompass the entire human population, and Emile comes to care for even communities outside of his direct community. When the idea of a confederation of countries to resolve the state of war outside of the community turns out to be unfeasible, Rousseau adopts a new solution for the international political situation which is for each individual to strive to do their best in the given situation such as by finding a safe place for his or her freedom of survival. This thesis scrutinizes Emile to depict this process, of the individual striving for survival beyond the community and extending to the nation, international politics, and the entire universe. This research interprets Rousseau's international political thought as 'International Political Thought of Survival' by repurposing cosmopolitan internal mechanisms as tools for survival, while also distinguishing itself from realism by underlining Rousseau's negative pacifism. As such, this thesis provides a balance between the cosmopolitan and realist interpretations of Rousseau's international politics and also attempts to bridge the rift between his national and international political thought by extracting 'survival' as a consistent idea embedded throughout the levels. Purpose: The purpose of this study was to define and clarify the concept of political competence for nurses. Methods: A hybrid model method was used to investigate the dimensions, attributes, and definitions of the concept. In the theoretical stage of the study, literature on nursing, politics, and other discipline were reviewed. In the fieldwork stage, individual in-depth interviews and focus groups interviews were conducted with politically seasoned experts or activists who had an understanding of the concept of political competence for extensive descriptions in nursing and field of health care. Results: The concept of political competence was represented in four dimensions as political knowledge, political efficacy, political interaction, and political activity. In the political knowledge dimension, there were three attributes, namely, political knowledge, political information and systematic analysis ability. The political efficacy dimension had three attributes of internal political efficacy, external political efficacy, and self-pride of nursing profession. The political interaction dimension had three attributes of organizations and community service, networking, and persuasive power. The political activity dimension had six attributes of political leadership, political expression, assertive behavior, political advocacy, political participation, and policy intervention. Conclusion: This concept development might provide a basic understanding of developing a measurement tool and for constructing a theory promoting nurses�� political competence. ; open

학위논문 (석사) -- 서울대학교 대학원 : 사범대학 사회교육과(일반사회전공), 2020. 8. 이미나. ; 본 연구는 청소년의 정치효능감과 디지털 리터러시 수준이 정치 참여에 미치는 영향을 알아보고, 디지털 리터러시 수준이 정치효능감과 정치 참여 활동 사이의 관계에 조절변인으로 작용하는지를 살펴보고자 한다. 궁극적으로 디지털 미디어의 활용에 적극적인 청소년의 정치 참여 방안을 찾는데 기여하는 것을 목적으로 한다. 위와 같은 문제인식을 바탕으로 본 연구는 다음과 같은 연구 문제를 제기하였다. 1. 정치효능감이 높은 청소년일수록 정치 참여에 적극적인가? 1) 내적 정치효능감이 높은 청소년일수록 정치 참여 행위에 적극적인가? 2) 외적 정치효능감이 높은 청소년일수록 정치 참여 행위에 적극적인가? 3) 내적 정치효능감이 높은 청소년일수록 정치 참여 의지가 클 것인가? 4) 외적 정치효능감이 높은 청소년일수록 정치 참여 의지가 클 것인가? 2. 디지털 리터러시 수준이 높을수록 정치 참여에 적극적인가? 1) 디지털 리터러시 수준이 높은 청소년일수록 정치 참여 행위에 적극 적인가? 2) 디지털 리터러시 수준이 높은 청소년일수록 정치 참여 의지가 클 것인가? 3. 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정치 참 여에 미치는 영향이 클 것인가? 1) 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정 치 참여 행위에 미치는 영향이 클 것인가? 2) 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정 치 참여 의지에 미치는 영향이 클 것인가? 첫 번째 질문은 정치효능감이 청소년의 정치 참여에 미치는 영향을 측정하기 위해 설정하였다. 두 번째 질문은 디지털 리터러시 수준이 정치 참여에 미치는 효과를 측정하기 위해 설정하였다. 마지막 세 번째 질문은 디지털 리터러시 수준과 정치효능감이 청소년의 정치 참여에 미치는 상호작용 효과를 측정하기 위해 설정하였다. 본 연구를 통해 다음과 같은 결과를 알 수 있었다. 첫째, 정치효능감이 청소년의 정치참여에 미치는 영향을 검증한 결과, 내적 정치효능감이 청소년의 정치참여에 유의미한 영향을 미치고 있었다. 상세하게 살펴보면, 내적 정치효능감이 정치 참여 행위와 정치 참여 의지에 유의미한 영향을 미치는 것으로 나타났다. 반면에 외적 정치효능감은 정치 참여 행위와 정적인 영향 관계를 보이지만, 그 값이 유의미 하지는 않았다. 외적 정치 효능감은 청소년의 정치 참여 의지에는 유의미한 영향을 주는 것으로 나타났다. 정치효능감과 정치 참여 전체를 대상으로 한 회귀 분석에서는 정치 효능감이 정치 참여에 유의한 것으로 나타났다. 둘째, 디지털 리터러시는 정치 참여 행위와 정치 참여 의지에 유의미한 영향을 끼치는 것으로 나타났다. 디지털 리터러시가 정치 참여에 유의한 영향을 끼친다는 결론은 디지털 세대인 청소년들에게 커다란 의미를 가진다. 청소년들은 디지털 미디어를 통해서 정치에 관한 정보를 접하고, 정치에 참여한다. 따라서 디지털 리터러시 함양을 위한 정치 교육 자료를 개발하고 활용할 필요성을 말해 준다고 볼 수 있다. 특히 연구대상이 된 청소년들에게 디지털 리터러시를 정보 활용 능력, 비판적 사고 능력, 의사 소통 능력, 규범 준수 능력의 하위 요인으로 구분하여 질문하였기에 이와 같은 하위 요인에 포함된 리터러시 능력을 키워주는 일이 중요하다고 하겠다. . 셋째, 정치효능감과 디지털 리터러시 수준의 상호작용 효과를 살펴본 결과, 그 영향력이 크지 않아 모든 가설이 기각되어 정치 효능감과 디지털 리터러시가 정치 참여에 유의미한 상호 작용 효과를 가지지는 않는 것으로 나타났다. 이러한 연구 결과를 바탕으로 청소년의 정치 참여 활성화를 위한 몇가지 교육적 제안을 하고자 한다. 첫째, 청소년들은 정부의 반응에 따라 정치 행위에 참여하기보다는 본인이 정치에 영향을 끼칠 수 있다는 믿음에 따라 정치 행위에 참여하는 것으로 보인다. 따라서 청소년의 내적 정치효능감을 키울 수 있는 정치 교육 자료를 계발할 필요성이 있다. 둘째, 본 연구에서는 디지털 리터러시 수준이 청소년의 정치 참여 행위와 정치 참여 의지에 모두 긍정적인 영향을 끼치는 것으로 나타났다. 이는 디지털 미디어를 적극 활용한 정치 교육에 대해서 많은 자료를 개발하고 활용할 필요성을 말해 준다고 볼 수 있다. 셋째, 청소년의 정치 참여를 위한 교육적 지원 방안 또한 필요하다. 청소년 중에서도 고등학생은 성인이 되기까지 1∼3년 남은 준 성인에 해당한다고 할 수 있다. 실제 만 18세 이상의 고등학생은 참정권까지 보장받았다. 그러나 청소년을 대상으로 하는 정치 교육은 학교 교육 외에는 선거연수원에서 실시하는 '민주주의 선거교실'이 유일하다. 그리고 고등학교 통합 사회에는 정치 참여와 관련한 단원이 없고, 정치와 법은 선택 과목으로 10% 미만의 학생만 수업을 듣는다. 따라서 고등학생들의 정치 참여를 위한 첫 번째 방안으로 고등학교 통합사회 안에 정치 참여와 관련한 단원을 포함시켜야 한다. 주요어 : 청소년, 정치효능감, 디지털리터러시, 정치참여 학 번 : 2017-29900 ; Abstract The Effect of Political Efficacy and Digital Literacy on Adolescents Political Participation Inhae, Song Department of Social Suties Education The Graduate School Seoul National University In the revised social studies curriculum of 2015, democratic citizens are those who develop democratic values based on knowledge and participate with a sense of responsibility. Therefore, it can be said that raising students who are actively participating is a core element of social studies. In recent years, in terms of the political climate of our society, adolescents who participated in the election of the National Assembly directly appeared after the election age was reduced to 18, and the number of adolescents participating in candlelight vigils and Internet petitions is increasing. According to previous studies, it can be seen that political efficacy is a major factor influencing adolescents's political participation. Political efficacy is a direct motivation for individuals to participate in politics. It is said that individuals with high political efficacy have a strong willingness to participate in politics and actively participate in political activities such as voting. Adolescents needs literacy to become a meaningful activity and exercise of rights. In particular, digital literacy is indispensable in times of increasing political participation through digital media such as these days. Digital literacy refers to the level of critical thinking required by all users to properly evaluate the value of information found on the Internet, and the ability to understand and use various types of information found from various sources and to newly combine it for their purposes ( Gilster, 1997). The purpose of this study is to examine the effect of adolescents' political efficacy and digital literacy level on political participation, and to examine whether digital literacy level acts as a moderating variable in the relationship between political efficacy and political participation. The purpose of this study is to contribute to finding ways to actively participate in politics of adolescents in the use of digital media. Based on the above problem recognition, this study raised the following research problems. 1. The following results were found through this study. First, as a result of examining the effect of political efficacy on adolescents's political participation, it was found that internal political efficacy had a significant effect on political participation behavior and willingness to participate. On the other hand, it was found that external political efficacy had no significant effect on political participation, but only on the will of political participation. Political efficacy was found to be significant in political participation in the regression analysis of political efficacy and political participation. Second, digital literacy was found to have a significant effect on political participation and willingness to participate. Game-theoretic approach has been providing a powerful tool in qualitative understanding of macroscopic social phenomena in social sciences, e.g., in economics and political science. Recently, researchers in physics, especially in statistical physics, use these game-theoretic approaches but in more quantitative way and have been producing a variety of interesting results in the new research area called 'sociophysics' by studying human society as a complex system. This work introduces recent works that have tackled combinatorial complexities arising in game-theoretic studies with the aid of simplified assumptions and numerical computations. We first show how cooperation emerges in the prisoner's dilemma game when each player's memory capacity is enhanced and suggest that the intelligent tit-for-tat strategy plays a crucial role in the history of cooperation. And then it is numerically shown that there is a certain case of simultaneous coordination among many players where the system has a high risk of failure when everyone is willing to follow the coordination, which is actually higher than when some are not concerned about it. Lastly, we discuss mathematical treatment of an equilibrium solution for a reverse auction game, which is a variant of the minority game, and its computational approach. ; Artikel på koreanska, abstract på engelska.

학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 김상헌. ; 중앙정부는 지방정부의 부족한 재원을 지방교부세, 국고보조금과 같은 지방재정조정제도를 통해 보전하고 있다. 우리나라의 경우 지방 재정조정제도의 하나인 지방교부세에 보통교부세와 특별교부세가 있 다. 특별교부세는 보통교부세의 경직적 산정에 따른 배분의 한계를 보완하여 각 지방재정력의 격차를 고려하여 보전한다는 방침으로 행 정안전부에서 운영하고 있다. 그러나 특별교부세는 배분의 기준과 결 정이 모호하고 불투명하여 그 결정이 정치적으로 이루어진다는 문제 점을 지적하는 연구가 있다. 선행연구로 이루어진 특별교부세 배분에 관한 실증분석에서는 배분의 결정에 영향을 미친다고 상정한 정치적 행위자를 국회 행정안전위원회 소속, 지역구 국회의원 수 등 의회의 영역으로만 한정하였다. 본 논문은 정치적 요인에 의회의 행위자뿐만 아니라 정부의 행위자 를 포함시켜 분석하였다. 본 논문은 전국 234개 시‧군‧구의 2003~2006년도 4개년도의 특별교부세 자료를 이용하여 특별교부세 배분의 결정에 영향을 미치는 요인들에 대해 정부 정무직 공직자를 포함하여 실증분석을 시도하였다. 그 결과 정부 정무직 공직자로 상 정한 변수가 배분의 결정에 영향을 미친다고 파악되었고, 정부 정무 직 공직자 중에서도 국무총리와 국무조정실‧차장이 다른 정무직 공직 자에 비해 더 큰 영향을 미친다고 파악되었다. 특별교부세 배분에 정무직 공직자가 자기 출생지에 더 많이 배분하 려 결정 과정에 영향을 미치는 것뿐만 아니라 정무직 공직자가 임기 후 선출직에 출마할 경우 특별교부세 배분의 결정에 더 큰 영향을 미 친다는 것을 보았다. 이로써 특별교부세 배분의 결정에 정부의 정무 직 공직자가 영향을 미친다는 것을 확인할 수 있었다. ; The national government makes up for any shortfall in finance of the local governments by the local finance coordination system, which includes local revenue sharings and national subsidies. The local revenue sharing, as a kind of the local finance coordination system, consists of an ordinary revenue sharing and a special revenue sharing. The latter is introduced to remedy the shortcomings of the former's allocation system caused by the rigidity of its calculation, and is currently operated by the Ministry of Public Administration and Security. There are some literature criticizing the problem that the SRS allocation is decided politically due to the fact that the principles for its allocation are equivocal and the decisions are arbitrary and not transparent. In previous studies analyzing the SRS allocation empirically, the scope of the political actors who are assumed to exert influences on the allocation decision is limited to the legislative area, such as the members of the National Assembly Public Administration and Security Committee and the number of lawmakers in each electoral district. This study presents a further analysis with a new political factor, the government actors, in addition to the existing legislative actors. Specifically, using the SRS data for the period of 2003 ~ 2006 for the entire 234 cities- counties-districts in the country, the present study attempts to analyze the factors, which affect SRS allocation decisions, including the new variable, the government's political masters. The results demonstrate that the new variable indeed affects the allocation decisions and that, among the political masters, prime ministers and directors generals and deputy directors in the Prime Ministers Office are shown to exert greater influences than others. Moreover, it is also shown that they exercise their power in the SRS allocation decision making process to provide more sharings to their places of birth, and in particular, their intervention is even greater when they decide to run for an elective office from their places of birth after the termination of their government offices. As such, this study verifies that the government's political masters exert influences on the SRS allocation decision. ; Master

학위논문 (박사) -- 서울대학교 대학원 : 법학전문대학원 법학과, 2020. 8. 전종익. ; 우리나라의 제9차 개정헌법인 현행 헌법으로의 개정이 이루어진 지 만 32년이 지난 지금, 당시 헌법개정을 둘러싼 논의가 어떠한 과정을 통해 이루어지고 그것이 어떻게 지금 우리에게 적용되고 있는 헌법규정들을 낳았는지를 구체적으로 확인하는 일은, 그 해석을 위한 자료를 제공할 수 있을 뿐 아니라 그 양상에 대한 평가를 통해 현행 헌법 그 자체에 대한 평가를 보충할 수 있을 것으로 기대된다. 그리하여 이 연구는 최근까지 나온 사료들을 가급적 망라하여 개별 헌법규정들의 개정논의 과정을 재구성하고 그 부문별 양상을 고찰함으로써 개정의 의미내용에 대한 평가를 시도한다. 새로운 헌법에 대한 필요는 유신헌법에 이어 국민의 의사와 국가권력의 성립·유지가 괴리되어 있었던 1980년 헌정체제의 성격으로부터 제기되었다. 그러나 기존 헌법상의 절차에 따른 개헌은 종전 집권세력과의 공존을 수반하는 것이었기 때문에, 헌법문제의 해결을 위한 대안으로 처음부터 대통령직선제 개헌이라는 방편에 대한 사회적 합의가 이루어지지는 못하였다. 직선제를 향한 요구와 그에 대한 수용으로 그에 대해 여야뿐만 아니라 범사회적인 합의가 이루어지는 것은, 전두환 정권과 그에 대한 저항세력 모두 기본적인 정치체제에 대한 여타의 대안을 각자 제시하고 그 모두를 서로 받아들일 수 없음이 분명해진 뒤에 비로소 가능했다. 여야 정당들과 기타의 사회주체들 모두 개헌시안을 마련함에 있어서 시민사회의 요구를 광범위하게 반영하는 구체적인 구상을 제시하지 못하였고, 그보다는 종전의 구상들을 답습하거나 임시방편적으로 수용하는 경향을 보였다는 점을 확인한다. 이는 양대 정당의 경우 정권의 획득이나 유지가 보다 중요했기 때문이라고 볼 수도 있다. 하지만 보다 근본적인 관점에서 이는 강력한 물리력을 배경으로 정부가 국민의 자유의사에 따른 개헌을 가로막는 한 아무리 구체적으로 개헌구상을 입안하더라도 그것이 현실화할 전망이 없기 떄문이기도 하였다. 연구의 후반부를 이루는 각 헌법 부문별 논의 과정은 1987년 초반부터 야당뿐 아니라 저항세력 전반에까지 수렴된 대통령직선제 개헌이라는 대안이 정부와의 극한대립 끝에 6. 29 선언을 통한 수용으로써 합의로 넘어간 당시의 상황을 반영한다. 헌법의 기본성격, 그리고 헌법을 통해 보호해야 할 영역을 획정하는 것으로서 정치제도 못지않은 중요성을 지니는 전문과 기본권에 대하여는 양대 정당의 의견이 서로 과정과 내용의 면에서 모두 대체로 대등한 수준에서 반영되었다. 특히 전문에 관한 양대 정당의 논의는 양자의 어느 쪽도 정치적 우위를 점하지 못하고 중립적인 타협을 이룬 새 헌법의 성격을 잘 보여준다. 한편 정치제도에 관하여는 국회해산권의 폐지나 국회의 일부 권한에 관하여 치열한 논쟁이 벌어지기도 하였지만, 결국 국회의 국정감사권과 헌법소원제도가 헌법상 규정된 등의 몇몇 성과를 논외로 하면 전반적인 수준에서 국회나 정부의 지위에 대한 변혁이 이루어졌다고 보기는 어려운 것으로 평가된다. 이와 같은 개헌논의의 결과에 대하여는 기성의 양대 정당이 정권획득을 둘러싼 경쟁질서에만 관심을 가졌기 때문에 급속하고 불충분한 타협만이 이루어졌다는 평가도 가능할 것이나 다른 한편 현행 헌법은 이로써 이후의 정권교체에 불구하고 안정성을 확보할 수 있었다. 이는 국민의 선택에 따라 정치적 책임을 지는 집권세력이 국민의 기본권으로부터 통제되는 헌법으로서의 규범력이 강화된 만큼, 종전의 헌정체제들과 달리 현행의 체제에서는 국민의 책임성 또한 강화되었음을 간과해서는 안 될 것이다. ; 32 years have passed since the 9th revision to the current Constitution in 1987. The author deems the time ripe enough to say that now we give a careful look into how this Constitution was deliberated in what process, and how it led to the provisions that apply to our lives today. Hopefully it can provide new grounds for interpretation thereof, as well as tools to supplement previous evaluations on the Constitution at large, with retrospect to the general trends of the discussion. As no small amount of historical records have been disclosed recently, this study attempts to make as extensive use of them as available, so to reconstruct the discussions pertaining to each provisions amended, and to set forth a reevaluation of the implications to the revision itself, based on contemplations on the tendencies of discussions on each constitutional sphere. A successor to the Yushin system, the 1980 constitutional system formulated and buttressed the Chun Doo Hwan regime which was divored from the will and support of the people, and that was the main source of the necessity to found a new constitutional regime. However, in which way to achieve this was the question unsolved up to 1986. A revision following the existing constitutional procedures leaving the current ruling clique intact was not readily accepted by the resisting social groups as an alternative, whether or not it provided for direct presidential election. It was acknowledged as the only choice only after both the Chun regime and resisting groups had exhausted all other alternatives and it became mutually clear that neither of them could accept any other option. In the course of the struggle before constitutional revision with direct election was mutually accepted, the dynamics among and inside each of the major political actors including the leading parties and other social movements show that they had failed to incorporate the various social needs into their designs, and rather chose to follow previous lines or adopt a new one only as an expedient measure. It should be admitted that, at least for the political parties, taking or retaining power was the primary issue at hand. But we would also have to admit that as long as the strong military government denied the possibility of constitutional change based on the will of people, the more 'realistic' vision that a constitutional plan could give was a prospect of political change, which could only then realize other more pluralistic needs. After the June Uprisings had exhausted all other alternatives for Chun regime, time left for deliberation on the content of Constitution was no longer than a month and a half. A detailed retrospect and a phased-in induction on the tendency shows that the negotiation, in its process and content as well, was tailored to make a roughly equal balance between the two major participants. The pattern of constitutional provisions largely attests to this. The preamble, initially a symbolic battlefield of political powers, was diluted to signify more neutral values. Discussion on fundamental rights was, with a few exceptions where major political interests were involved, a relatively smooth interchange of mutual suggestions, which led to an accommodation at least to the most urgent needs raised in the Chun regime. As for political institutions, the most urgent questions were tacitly solved as the plans of both parties accorded to each other. Thus relatively residual needs were answered in the course of negotiation, which led to a few institutional progress including parliamentary power to inspect the government and the newly devised jurisdiction for constitutional complaint. But aside from those, neither legislative or administrative power can be said to have been subject to thorough change. Some might, with good reason, conclude from the results of the negotiation that the existing major parties were concerned only for their upcoming struggle for power and thus made haste for an insufficient outcome. But on the other side, this course of revision led the Constitution to become stable in spite of periodic interchange of power between the political factions. This enabled people to compare the performances between the factions under largely static insitutional settings, and then choose between them to hold the worse one politically responsible. 학위논문 (석사)-- 서울대학교 대학원 : 철학과(서양철학전공), 2012. 2. 정호근. ; The objective of this thesis is to elucidate the concept of the general will and to make Rousseau's point clear by refuting criticisms which determine the general will as totalitarianism. To this end, I would like to reconstruct the concept of the general will by focusing on Rousseau's paradoxical expression of 'forcing to be free'. Because I think that it is possible to get a correct understanding of the general will through paying attention to this phrase. There are two kinds of 'forcing to be free' in the theory of Rousseau's General will. One is found in the notorious passage arguing that whoever refuses to obey the general will must be forced to be free in the Book 1 chapter 7 of On Social Contract. The other is implicit one in the passage discussing the conditions of the general will in the Book 2 chapter 3 and Book 2 chapter 7(part 4 chapter 8). I would like to examine these problems respectively and try to show that Rousseau's ultimate point consists in not 'forcing' but 'freedom'. Conclusively, the authentic difficulty of interpreting of Rousseau's logic is that nevertheless 'forcing to be free' is necessary to the production of the general will, he permit the possibility of failure of this process in practice. Rousseau's theory of the popular sovereignty argues that the foundation of legitimacy of the state does not consist in the divine or natural foundation but in the autonomous will of the people. Despite this theoretical postulate, the people appear to not only rational and social unity, but also always potentially the multitude as disordered gathering of individuals who are vulnerable to a capricious passion. On the one hand, the people's general will should make a society legitimate, particular deliberation of the people may be contingent and could make an erroneous decision on the other. As a result, Rousseau introduces the legislator or the civil religion which is external to a people in order to transform a multitude into unified people. However, because of the very reason that people are still and always multitude, they consequently could not obey this foreign authority so the problem regarding difficulty of self-ruling of the people remains unsolved. At a glance, Rousseau's theory of popular sovereignty seems to optimistic assertion that the people should and could govern itself. But Rousseau's pessimistic claim that the ideal people cannot be naturally given, but must be constructed by constant effort should not be overlooked as well. Finally, the introduction of the legislator or the civil religion is not contradictory to the principle of popular sovereignty because the success or failure of this heteronomous agency is uncertain and the popular sovereignty keeps still its autonomy. The problems are described as follows: the general will aiming at common good could fell to mere will of all by acquiring of a particular will possessed by some individuals. In the same way, the people who should be unitary and organic are degenerated into a blind multitude and the citizen who must be active and rational in the collective deliberation into a passive, passionate subject. The principle of the popular sovereignty claiming that good law makes a good people but the origin of the good law must be also the people, and the fact that primitive people does not have any capacity to legislate such good law is the source of the circular logic Rousseau engages. It also suggests that the self-ruling of the people is not easily attainable project by the introduction of the legislator or the civil religion because after the initial social contract, passionate, irrational and apolitical properties of the human being who had had those attributes in the state of nature cannot be completely eradicated. So the state of the society in Rousseau is more vulnerable than the traditional reading in that there is always the danger of reemergence of the state of nature. The fact that the sovereignty belongs to the people but the people do not have such capacity to exert the sovereignty is the central ambiguity derived from the theory of popular sovereignty in Rousseau. Rousseau's democracy as self-ruling of the people, therefore, remains always incomplete, contestable and unfinished democracy. This paradox of Rousseau is deduced from the consistent, thorough accomplishment of the principle of the freedom. In other words, Rousseau's premises arguing that the legitimacy of the politics does not have any transcendent and ultimate ground and its source is a unique source of will of the people as free being even permit the freedom to refuse their freedom. That is to say, individual citizens must be forced to be free but also can have the (natural) freedom not to be forced to have (civil and moral) freedom. In short, as though effective denaturalization is necessarily required to make man into citizen, it remains a process without a priori guarantee. Thus, the binary oppositions which support Rousseau's whole system, such as oppositions between the society and nature, the people and multitude and the general will and the will of all always have the possibility of confusion in practice. That danger renders the general will only transient or temporary in the conflictual process of politics. The fundamental problem of politics suggested by Rousseau is that the passage from the state of nature to the state of society is necessary, but is also very difficult and could not be achieved entirely. In conclusion, all these considerations show that Rousseau's political philosophy does not defense the alleged totalitarianism but is the philosophy of 'freedom' in the strict and consistent sense of the word. ; 본 논문의 목적은 을 중심으로 루소의 일반의지 개념의 정체를 해명하고, 이를 전체주의로 규정하는 비판들로부터 루소의 논지를 명료하게 하는 것이다. 이를 위해 나는 '자유롭도록 강제'된다는 루소의 역설적인 표현을 중심으로 일반의지 개념을 재구성하고자 하며, 이 점에 주목할 때 비로소 일반의지 개념에 대한 정확한 이해가 가능하다고 본다. 루소의 일반의지 이론에서는 크게 두 가지의 '자유롭도록 강제됨'이 나타난다. 하나는 일반의지를 거부하는 자들이 자유롭도록 강제되어야한다고 주장하는 1부 7장의 주장이며 다른 하나는 2부 3장 및 2부 7장(4부 8장)에서 일반의지의 성립 조건을 논의하는 대목에서 드러난다. 나는 이들을 각각 살펴보고 루소의 궁극적인 강조점은 강제가 아니라 자유에 있음을 보여주고자 한다. 결론적으로, 루소의 논리를 따를 때 나타나는 진정한 난점은 자유롭도록 강제하는 과정이 일반의지의 산출을 위해 필수적임에도 불구하고, 실천적으로는 이것이 실패할 수 있는 여지를 허용하는 데에 있다. 루소의 인민주권론은 국가 정당성의 토대가 신적인 것이나 자연적인 근거에 있다는 견해를 부정하고 인민의 자율적인 의지가 정치적 권위의 원천이라고 주장한다. 그런데 인민은 항상 이성적이고 사회적인 질서정연한 통일체인 것이 아니라 또한 잠재적으로 정념에 좌우되기 쉬운 개인들의 무질서한 모임으로서 다중으로 현상하기도 한다. 즉 한편으로 인민의 일반의지는 사회를 정당한 것으로 만드는 조건이지만, 다른 한편으로 인민들의 개별 심의는 우연적이며 오류를 범할 수 있는 것이다. 따라서 루소는 다중을 인민으로 만들기 위해서 입법자와 시민종교와 같은 인민 외부의 권위를 도입한다. 그러나 인민은 그들이 다중이라는 바로 그 이유로 이러한 외부적 권위에 복종하지 않을 수도 있기 때문에, 인민이 스스로를 통치하는 것에 관한 난점은 해결되지 않는다. 일견 루소의 인민주권론은 인민이 인민 자신을 통치해야 한다는 낙관적 주장으로 보이지만, 인민은 그 자체로 주어지거나 발견될 수 없으며 다만 이상적 인민으로 구성되어야 한다는 루소의 비관적 주장 역시 간과되어서는 안 된다. 결국 입법자나 시민종교의 도입은 인민주권의 원리와 상충되는 것이 아닌데, 이러한 타율적 장치의 성공 여부는 불확실하여 인민주권은 여전히 그 자율성을 지니기 때문이다. 문제는 공동이익을 지향해야 할 일반의지가 각 개인이 갖는 특수의지의 득세에 의해 한갓 전체의지로 전락할 위험, 통일적이고 유기적이어야 할 인민이 무지몽매하고 개별적인 다중으로 전락할 위험, 집단적인 심의에 있어 능동적이고 합리적이어야 할 시민이 수동적이고 정념에만 사로잡힌 신민으로 전락할 위험에 있다. 좋은 법이 좋은 인민을 만들지만 좋은 법의 출처는 또한 인민이어야 한다는 인민주권의 원리, 그리고 최초의 인민은 그러한 입법을 할 수 있는 역량을 가지지 못하는 다중이라는 상황이 루소가 사로잡힌 순환 논리의 원천이다. 그런데 사회계약 이후에도 인간이 자연 상태에서 갖던 감성적, 비합리적, 비정치적 속성은 완전히 해소되지 않으며, 이는 입법자나 시민종교 같은 장치를 통해서도 인민의 자기통치가 온전히는 달성될 수 없는 난제임을 보여준다. 이처럼 루소의 사회 상태는 항상 부분적으로나마 자연 상태가 돌발할 수도 있는 위험을 갖는다는 점에서 취약한 것이다. 주권은 인민에 속하지만 인민은 스스로를 직접 통치할 수 있는 역량을 결여한다는 것이 루소의 인민주권론이 보여주는 애매성이다. 그러므로 인민의 자기통치로서 루소의 민주주의는 항상 불완전하여 계속해서 갱신되고 수정되어야 하는 미완의 민주주의로 남는다. 루소에서 이러한 역설은 자유의 원리를 일관되게 관철시키게 됨에서 귀결된다. 즉 정치의 정당성에는 어떠한 선험적이고 궁극적인 토대도 없다는 것, 인민은 자유로운 존재로서 그들의 의지만이 정치적 정당성의 유일한 원천이라는 루소의 전제는 그들이 스스로의 자유를 거부할 자유마저도 허용한다. 다시 말해 각 개인은 일반의지의 실현을 위해서 자유롭도록 강제되어야 하지만, 이들은 '자유롭도록'(즉 시민적 자유와 도덕적 자유) 강제되지 않을 수 있는 자유(즉 자연적 자유)를 가질 수도 있다. 요컨대 인간을 시민으로 만들기 위해서는 효과적인 탈자연화가 요구되지만, 이는 보증없는 과정이다. 따라서 루소의 체계를 떠받치는 이항대립, 즉 사회와 자연, 인민과 다중, 일반의지와 전체의지는 항상 실천적으로는 혼동될 위험을 가지며 이러한 위험은 일반의지가 정치의 갈등적인 과정 속에서 단지 일시적으로만 가능한 것으로 만든다. 루소가 보여주는 정치의 근본 문제는 자연 상태로부터 사회 상태로의 이행이 필수적이지만, 동시에 이것이 매우 어렵고 온전히 달성될 수 없다는 것이다. 결론적으로 이러한 탐구는 루소의 철학이 전체주의를 대변하는 것이 아니라 여전히 '자유'의 철학이며, 그것도 매우 일관적인 의미에서 그러함을 보여준다. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과(정책학전공), 2012. 2. 금현섭. ; 본 연구는 국회 법안 심사 소위원회를 분석대상으로 삼아, 국회의 법안 심의가 어떠한 행태를 기반으로 이루어지는지 살펴보았다. 최근의 국회 의사결정에 관한 연구가 대부분 상임위원회 위주였기에 실질적인 법안심의 과정을 살펴보기 힘들다는 한계를 극복하기 위해 500쪽 가량의 소위원회 회의록을 Atlas.ti 프로그램을 이용한 분석을 통해 의원들의 행태를 파악하였다. 법률안 통과에 있어 비교적 큰 차이를 보이고 있는 보건복지위원회와 산업자원위원회를 분석대상으로 삼았는데, 분석결과 두 위원회의 행태적 차이는 예상과는 다르게 크지 않았다. 두 위원회 모두 전문성 범주가 압도적으로 많았으며, 대표성, 타협성, 당파성의 행태로 의사결정의 특징이 나타나 전반적인 차이는 존재하지 않았지만 보건복지위원회는 전문성과 당파성이 상대적으로 높았으며, 산업자원위원회는 대표성과 타협성이 상대적으로 높은 것으로 나타났다. 이러한 분석은 의회의 위원회 의사결정이 정당의 이익을 대변하기 위한 것이라는 정당이익이론과 의원 본인의 정치적 자산을 취득하기 위한 것이라는 이익분배이론과는 조금 다른 결과로 상임위원회라는 회의체가 본회의에 대한 정보제공을 목적으로 이루어지기 때문에 의원들의 의사결정 행태의 바탕이 전문성이라는 정보가설이론이 본 연구에서는 크게 지지되었다. 그리고 이와 같은 행태가 법률안의 의사결정에는 어떠한 영향을 미치는지 실증분석을 통해 살펴본 결과 당파성과 대표성은 법률안의 의결에 부정적인(-) 영향을 미쳤으며, 전문성은 긍정적인(+) 영향을 미치는 것으로 나타났다. 하위범주별로 로짓분석을 수행했을 때, 통계적으로 유의미한 결과가 나온 것은 정부의 정책에 대한 비판과 반대가 높을 때 의사결정이 이루어지지 않는다는 것이다. 의원들은 강한 비판과 반대를 통해 정부를 압박하지만 정부측에서 이를 수용하지 않을 경우, 의안의 의결은 대부분 이루어지지 않았다. 이는 법안 심의에 있어서도 정부의 영향력은 사실상 막강하다는 것을 보여주는 것으로 의원들이 심의하고 결정하는 회의체라 할지라도 실제 집행을 담당하는 정부의 동의 없이는 의안의 통과는 어려웠다. 또한 위원회별로 각 행태요인의 특성이 있는지 상호작용 효과에 관한 분석을 실시하였으나 통계적으로 유의미한 차이는 도출되지 않았다. 결국 의원들의 행태적 특성이 상임위원회가 다루는 정책의 내용에 따라 크게 달라지지 않았다는 것이다. 하지만, 의안 심의에 있어 산업자원위원회보다 보건복지위원회가 훨씬 더 활발한 회의를 진행하고 있었으며, 한 의안에 대한 심의기간과 질의 빈도가 훨씬 높은 것은 확인하였고, 한 의안에 대한 심의기간이 길기 때문에 상대적으로 다루는 의안수가 적을 수밖에 없는 것도 확인할 수 있었다. 결론적으로 17대 국회 법안심의 의사결정이 소위원회 중심으로 이루어지는 것을 확인할 수 있었으며, 일반적인 법안심의에 있어서는 당파성보다 전문성이 훨씬 많이 나타나고 있으며 행정부의 영향이 실제적으로는 크게 미치고 있는 것으로 나타났다. ; This study has investigated the behavioral basis for the congressional deliberation of bills, targeting the congressional subcommittee for the deliberation of bills. In order to overcome the limit in investigating the process of practical deliberation of bills because most recent studies on the congressional decision-making was based on the National Assembly Standing Committee, about 500-page minute of the subcommittee was analyzed using Atlas.ti program and then the behaviors of the members of the National Assembly were investigated. The Health and Welfare Committee and the Industry Advisory Committee were targeted because of comparatively large difference in the passage of the bills between them. As a result of the analysis, the behavioral difference between them were not so different from the expectation. Both committees had overwhelmingly large amount of professional categories, and the attributes of their decision-making appeared as the behaviors of representativeness, compromise, and partiality. Thus, there was no difference in general, but the professionalism and the partiality of the Health and Welfare Committee, and the representativeness and the comprise of the Industry Advisory Committee appeared relatively high. This analysis was slight different from the theory of party's interest, 'the decision-making by the committee represents the party's interest', and the theory of interest distribution, 'the decision-making by the committee is for the member to acquire their own political asset'. Because, the board aims to provide the information for the full-dress session, the theory of information hypothesis, 'the behaviors of the congressmen are based on the professionalism' was greatly supported in this study. And then, as a result of an empirical analysis for investigating how these behaviors influenced the decision-making on the bills, the partiality and the representativeness had a negative effect and the professionalism had a positive effect on the vote for the bills. The statistically significant result was produced when a logit analysis by subcategory was conducted. This implies that the decision is difficult to be made when the criticism and the opposition to the government is strong. When observing the minute of subcommittees, the administrators from the government are likely participated in the subcommittee as attendees not as doers, but they, in general, are more influential than the members. The members of the national assembly oppressed the government through powerful criticism and opposition. However, if the government did not accommodate these criticism and opposition, in most cases, the vote for the bills were not materialized. This implies that the government has an enormous effect on the deliberation of bills. In fact, the passage of the bills was difficult without an agreement by the government in charge of practical implementation, even though the members deliberate and decide in the board. In addition, an analysis of the effect of interaction was conducted to find out whether there were some attributes of each behavioral factors, but no statistically significant difference has been derived. Resultingly, the behavioral attributes of the member did not significantly vary in accordance with the contents of the policies being dealt by the standing committees. However, it was identified that in respect of the deliberation of bills, than the Industry Advisory Committee, the Health and Welfare Committee were proceeding meetings more actively, the deliberation period was longer and the quality of the deliberation were hight and the number of the bills dealt with was comparatively smaller, due to it's long period for the deliberation of bills. In conclusion, it was identified that the decision-making on the bills at the 17th National Assembly was centered on the subcommittees, and in respect of the deliberation of general bills, the professionalism appeared more often than the partiality, and the administration was significantly influential to that. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 외교학과, 2012. 2. 신범식. ; 본 논문의 핵심 질문은 색깔 혁명 발생으로 민주화에 성공한 그루지야와 우크라이나의 이후 민주주의 발전 양상은 왜 달랐는가이다. 색깔 혁명 이후, 우크라이나의 민주주의는 진전을 보였지만, 그루지야는 그렇지 못했다. 본 연구는 색깔혁명 이후 미국과 러시아의 갈등 구도와 양국의 대(對) 그루지야, 우크라이나 정책이 각국의 국내 엘리트-대중 관계에서 엘리트 자율성, 그리고 민주화에 미친 영향에 주목하였다. 9.11 테러 이후 미국과 러시아는 협력 체제에 있었지만, 색깔 혁명의 발생으로 인해 양국은 갈등 구도에 들어서게 된다. 그루지야와 우크라이나는 미․러 갈등 구도의 중심에 있었다. 활용가능성의 요인으로 인해, 그루지야는 우크라이나보다 전략적 가치가 더 큰 곳이었다. 미․러 갈등 구도 속에서 그루지야 집권 엘리트들은 높은 엘리트 자율성을 가질 수 있었다. 미국은 그루지야에게 큰 경제 원조, 정치적 지원을 하였다. 또한 그루지야-러시아 관계 악화와 2008년 전쟁 발발은 정권의 권위주의 정책을 정당화하고 국내를 결집시키는 기제로 작용하여 그루지야 집권 엘리트들이 높은 자율성을 갖게 해주었고, 이는 민주화 저해로 이어졌다. 우크라이나는 그루지야와 반대였다. 미․러 갈등 구도 속에서 우크라이나 엘리트들은 낮은 자율성을 가졌다. 우크라이나의 집권 엘리트들은 서방과 러시아 양측 모두로부터 확고한 정치적, 경제적 지원을 얻을 수 없었다. 오히려 러시아의 정책으로 인해 국내의 반 오렌지, 대항 엘리트가 공고해지면서, 집권 엘리트의 자율성은 낮아졌다. 엘리트들의 낮은 자율성과 대중에 대한 높은 의존성은 대중 영합주의 정책과 정국 불안의 결과를 낳았으나, 이는 오렌지 혁명 이후 우크라이나 민주주의의 발전을 제한적으로나마 가능하게 해주었다. 본 연구는 민주화 연구에서 그동안 비교적 주목을 덜 받아온 국제적 요인을 다루고, 외교 정책, 국내 엘리트-대중 관계, 민주화의 연계를 통합적으로 보여준다는 점에서 함의가 있다. 본고는 많은 기존 연구들이 상정해 온, 민주화에 대한 서구 민주화 증진 정책의 긍정적 영향과 권위주의 국가의 부정적 영향이라는 단순한 명제의 한계를 드러내주고 있다. 또한 민주주의 지원 정책에서 민주화 단계별로 정책을 달리할 필요성에 대해서 시사한다. ; What caused the difference in democratic trajectories between Georgia and Ukraine after the Color Revolutions? Since the occurrence of the Color Revolutions, Georgia's democracy has laid in tatters, whereas Ukraine has achieved a relatively successful democracy. Georgia and Ukraine share similar domestic determinants which have been discussed in previous democratization literature. This study, however, focuses on the international factor as an explanation for the different democratic fates of democracy between the two countries. Comparing both countries, this thesis uses a framework that integrates international factors, elite autonomy in domestic elite-mass relations, and democratization. The study argues that international factors, specifically the foreign policies of the US and Russia, provide an explanation for the difference in democratic outcomes for the two countries. Following the events of September 11, 2001, US-Russian relations improved. However, the occurrence of the Color Revolutions caused deterioration in the ties between the two countries, and both started to adopt different foreign policies towards the post-Soviet region. Caught in the middle of this conflict between the two great powers were Georgia and Ukraine. The unconditional US support for Georgia and Russia's assertive policy towards Georgia which culminated in the Russian-Georgian War in 2008 enabled the Georgian elites to attain high elite autonomy, thus resulting in democratic stagnation for Georgia. In contrast, Ukraine did not garner the support of either the US or Russia; rather, it was pressured by Russia. The anti-Orange elites in Ukraine were effectively supported by Russia, and, thus, were able to function as a forceful political opposition to the incumbent elites. Therefore, the Ukrainian elites only garnered low autonomy, which resulted in democratic progress in Ukraine despite domestic political chaos. This study contributes to further understanding of the impact of international factors upon democratization. In addition, this thesis creates implications for democracy promotion policy. The conclusion of the thesis challenges the predominant assumption that Western democracy promotion is conducive to actually democratization, and that authoritarian countries' authoritarian promotion policy is harmful to democratization. In the process of democracy promotion policy, policymakers and implementers need both careful monitoring of the process of democratic assistance and coordination with other countries. ; Master

본 연구는 연방체제와 연방사회 간 합치(congruence) 여부에 초점을 맞춰 연방주의가 교육복지에서 어떻게 구현되었는지 또는 구현되는데 실패했는지 미국 사례에 조명하고자 한다. 구체적으로 공식적 제도에 근거한 연방국가와 민족-언어에 근거한 다양성이 표출된 사회구조를 가리키는 연방사회가 불합치하면 교육복지에서 어떤 연방주의로구현되는지 시대별로 검토하고자 한다. 이에 본 논문은 우선 연방주의를 건국이념으로채택한 미국이 다른 연방국가와 대조적으로 헌법상 교육 권한의 소재지를 주정부에게명기함에도 불구하고 교육복지에서 연방정부가 소규모이나 점진적으로 권한영역을 확대하는 근거를 살펴보고자 한다. 특히 미국의 교육 및 교육복지는 민족-언어의 동질성이 크지 않음에도 불구하고 대칭적 연방주의로 발전했고, 그 부산물로 헌법에도 명시되지 않은 교육 권한이 제한적이기는 하나 점차 연방정부로 이전하는 양상을 보인다. 따라서 본 논문은 연방주의를 작동시키는 주요 동력으로서 사회적 요인, 보다 정확하게민족-언어적 이질성에 일차적으로 초점을 맞춰 교육 연방주의의 정치 사회학을 연대기적으로 재조명하고자 한다. 그리고 미국 연방주의를 교육복지에 초점을 맞춰 연방제의운용 단면을 살펴보고자 한다. ; In this paper, I propose to explore the political sociological aspect of federalism in education welfare in America. Specifically, I intend to illuminate the misfit between federal system and federal society by providing the historiography of education welfare in U. S. In doing so, I plan to put emphasis on the role of societal factors, or more precisely, the ethno-linguistic patterns, in influencing the workings of the American federal system. Unlike other federal states, U.S. eventually evolved into a symmetrical federalism in education welfare where the federal demarcations were drawn independently of the underlying social structure despite her lack of ethno-linguistic homogeneity. In this paper, I first contrast across 7 federal states and strive to explicate how American federalism stands apart from her counterparts. Then, I look into how the meager federal department of education occasionally but gradually managed to tread on states' right in providing education and education welfare. 스위스를 가리켜 다양성(diversity) 그 자체라고 정의하는 이유는 다양한 통치조직 뿐 아니라 다양한 언어와 종교, 그리고 문화를 수용하고 심지어 현재에는 전체 인구의 20%가 외국인으로 구성된 "의지에 의한 국가 (willensnation 또는 nation by will)"이기 때문이다. 이러한 독특한 의지는 스위스 헌법에 명확하게 명시되어 있다. 그렇다면 스위스 사회상에 내포된 문화적 다양성이 스위스 헌법 조문에 명기되어 있기 때문에 스위스의 다문화주의가 그에 상응하는 정치적 영향력을 가지는가? 아니면 헌법 조문에 명기되어 있음에도 불구하고 소수 집단을 규정하지 않는다는 한계를 연방 법제도와 정당제를 통해 실질적으로 극복하려는 정치적 의지가 있기 때문에 결과적으로 다문화주의의 정치적 영향력이 생성되는가? 본 논문은 이러한 논제에 답하기 위해 헌법 조문에서 명시된 또는 명시되지 않은 다양성을 연방국가 간 비교하면서 문화적 다양성을 설명하는 이론적 틀을 이해한 후 스위스가 원론적으로 문화적 다양성을 수용하면서도 다문화사회의 소수 집단 구성원들을 명확하게 규정하지 않는 현실적 괴리를 법제도와 정당제를 통해 보완하고 있음을 분석하여 스위스 다문화주의의 도면을 그려내고자 한다. ; The modern Switzerland appears well integrated such that Swiss polity is often dubbed as the embodiment of diversity. Switzerland is indeed the "willensnation" or the "nation by will" precisely because it embraces the peculiar multiplicities of government machineries, languages, creeds, and cultures. Even foreigners make up about 20 percent of Swiss population. This unique will is expressed in the Federal Constitution of the Swiss Confederation. Then, is cultural diversity politically valid in accordance with its constitutional specification? Or, is multiculturalism turned into a central pillar of nationhood because Switzerland manages to surmount the limits of the constitutional silence on the conception of the minority with the legal-institutional federalism and party system? 학위논문 (석사) -- 서울대학교 대학원 : 사회과학대학 지리학과, 2020. 8. 신혜란. ; 본 연구는 정책이동(policy mobility)의 관점에서 서울로 7017의 조성 과정을 분석하였다. 특히 본 연구는 정책이 이동하는 과정에 있어서 도시 정치가 어떠한 방식으로 개입하게 되는지를 집중적으로 살펴보았다. 정책이동은 도시 연구 분야에서 주요 연구 주제로 떠오르고 있다. 전 세계 도시 간 협력과 교류가 활발해짐에 따라 정책의 이동 - 선진 정책의 벤치마킹 및 수입과 모방, 정책 관련 국제 컨퍼런스 발표 및 수상 등 - 은 활발하게 진행되고 있고, 이러한 현상은 도시정책의 추진 및 의사결정에 있어서도 직접적인 영향을 미치고 있다. 한편 기존 정책이동 관련 연구들은 정책이 이동되는 과정자체에 초점을 맞추어 도시들 간의 지역적 맥락이나 정치구조의 차이가 정책의 적용과 변용 등에 어떠한 영향을 미치는지를 주로 살펴보았다. 이에 반해 정책 이동 현상이 넓은 범위의 도시정치와 거버넌스에 어떠한 영향을 미치는지를 활발하게 연구되지는 못하였다. 본 연구는 이러한 부분에 있어서 기여하고자 서울로 7017이 조성되는 과정에서 나타났던 벤치마킹이나 정책 홍보 등의 정책이동 과정이 서울시 도시정책에 어떠한 영향을 미쳤는지를 분석하였다.연구의 결과는 다음과 같다. 첫째, 서울로 7017 조성과정에서 나타난 정책의 이동 – 뉴욕 하이라인의 벤치마킹 또한 서울로 7017 정책의 홍보와 선전 - 은 서울시가 도시정책을 정당화하는 주요한 방법으로서 활용되었다. 서울로 7017은 별다른 공론화 과정 없이 박원순 시장의 정치적 추진력을 통해 급하게 추진되었기 때문에 서울시는 사업에 대한 정당성을 보여주는 것이 필요했다. 이에 서울시는 이미 진행되었던 뉴욕 하이라인의 성공을 통해서 사업의 필요성과 당위성을 보여주었다. 또한 서울시는 사업의 가치와 성공을 국내와 해외로 홍보하는 과정을 통해서, 서울로 7017 대한 성공적인 이미지를 스스로 다듬어갔다. 이처럼 서울로 7017이 조성되는 과정에서 나타났던 벤치마킹과 정책 홍보는 서울시가 도시 정책을 정당화하기 위한 목적에서 진행되었다. 둘째, 서울로 7017의 조성에 있어서 서울시는 하이라인을 벤치마킹 하였지만, 이는 서울시의 정책적 목표와 필요에 따라 선별적으로 이루어졌다. 또한 이처럼 정책적 필요에 맞추어 벤치마킹과 모방이 진행되는 과정에서, 처음 모방하고자 하였던 하이라인의 운영방식과 내용은 큰 폭으로 변용되었다. 일례로 하이라인의 디자인은 유사한 형태로 모방되었지만, 시민참여를 대표하였던 하이라인의 운영방식은 보수적인 서울시의 행정 구조에 맞추는 과정에서 큰 폭으로 변용되었다. 또한 이와 같은 모방과 변용의 과정에서 서울시의 정책, 행정구조, 공간은 빠르게 변화되었다. 본 연구는 전세계적으로 활발하게 진행되고 있는 정책이동 현상이 도시를 어떻게 변화시키고 있는지를 서울로 7017의 실증사레를 통해서 확인하였다. 한편 본 연구는 정책이동을 통해서 이루어지고 있는 다양한 변화들을, 다소 개괄적인 범위에서 살펴보았다는 점에서 한계를 갖기도 한다. 발전된 후속 연구를 통해서 정책이동이 도시의 변화에 갖는 의미를 더욱 면밀하게 검토하고 구체적인 정책적 시사점이 제시할 수 있기를 기대한다. ; This study analyzes the development process of Seoullo 7017 through the theoretical lens of policy mobility. In the past few decades, transfers, diffusion, and movement of urban policies across national borders have increased rapidly. Accordingly, researches on policy mobility have developed in the fields of geography and urban studies. These studies have critically investigated the processes of adaptation, assemblage, and mutation of a certain policy, but have little focused on how the ordinary urban policymaking and the urban area has changed in the process of policy movement. In this regard, this study explores how the mobilization of certain policy has changed and reconstructed the urban policy and planning system. Especially, this research has focused on the interaction of local decision-making and policy mutation processes. The results of the study are as follows. First, the mobilization of policy that appeared in Seoullo 7017 including benchmarking and policy promotion was strategically used by the Seoul city government. The main purpose of these mobilizations was to legitimize the city's urban policy. Seoullo 7017, which was a mayor's landmark project, has proceeded rapidly without the civic consensus process. In this regard, the New York High Line's success was used as a tool to represent the legitimacy of the Seoullo 7017 project. Also, the branding and promotion of Seoullo 7017, which received great attention from the city government, was used as a self-curation tool to make the success story of Seoul's urban policy. Second, the mobilization and adaptation of the High Line were proceeded selectively according to specific political goals of the Seoul city government. Seoullo 7017 benchmarked both the design and governance of the High Line. Lots of critics pointed out that the design should be differentiated, as the regional context of Seoul and New York was different, However, the design was similarly imitated into Seoullo 7017 because of the symbolic image of the High Line's design itself. Also, the management style which emphasized citizen participation and governance were also imitated, but it ends with instrumental form due to bureaucratic political structure. As such, adaptation, mobilization, and mutation has been carried out in accordance with the process of legitimizing local policy and political authority. The importance of this research is that it investigates the consequences and implications of mobile urban policies through an empirical case at various points. However, it also has its limitations as this study looks into various aspects of mobile policies on a superficial level.
