The author suggests that the research for new methods in the political science in the USA, Which broadly use the concept of systems analysis, realy came into prominence after the Second World War. The impetus for it involved both theoretical and practical considerations. Three of these seem to be of particular importance. First, it became necessary to attempt to explain in some objective manner the failure of "democracy", and the rise of authoritarian political institutions in Germany during the inter-war period. Second, the rise of socialist countries in Europe. Third, the creation of new states in Asia and Africa, as a result of failure of the colonial empires. The first important presentation of systems approach in political science in the USA was made by David Easton. He was primarily concerned with portraying the relationships between a system and the environment in which it was located. He directed attention to the boundary between politics and other aspects of social life, and, postulated the existence of close relationship between the system and environment. Applying systems analysis to (political science, some researchers have developed lists of political functional requisites. One such list war developed by Gabriel Almond, who divides it into four input, and three output functions. The Gabriel Almond's attitudes to the systems analysis is strongly functional oriented. Heapplied the basic Talcott Parsons thesis to the political science considerations. Other scholar, K. W. Deutsch, presents systems analysis in a cybernetic framework. Political systems, from his point of view, are the self-controling, and self-organyzing communication net. Deutsch, however, does not limit his concern to the communication of information; in addition he wants to apply communication theory to the political decision making process, to the role and relative weight of mass media, compared with past memories, stereotypes and other media, and to areas of attetjon, perception and orientation, values and evaluation, goal-seeking, and decision making. The author stresses the fact that, as a scientific method, systems analysis concept, is nolt well developed yet. However, it presents a good background for interdisciplinary research of political institution in action. The article discusses the role of the European Communities' organs in forming of the budget. This role has been presented on the example of the share that each individual organ has in the presentaition, authorization and implementation of the budget. Particularly, a lot of importance has been attached to the role of the Parliament and the Council in forming of the budget. These two are the most important Communities'organs. However, their role in forming of the budget is different; and the Council has stronger influence upon the whole process. It decides on the prevailing part of budgetary expenditures. Yet, the European Parliament is gradually achieving a wider scope of. budgetary competence. Direct election to the Parliament in 1979, was a very important incentive which hastened this process. Moreover, it was then, that the Parliament gained political identity. The process of widening the budgetary competence of the Parliament will gradually develop. Therefore, the position of the Commission will greatly change and will be more determined and controlled by parliamentary decisions. The question of the role of Communities'organs in forming of the budget has both financial and political importance. The article attempts at juddgement of roots of Polish crises taking the international conditioning into consideration. There are variants of forecasts for the eighties formulated, on the grounds of the observed tendencies in the aspect of evolution of social and economic system and the cooperation with the West. Two regressive "paths" are distinguished which require substantial curbing; of links with the West as well as two progressive ones implying further inflow of accumulation of outside from the West. The variant resting on the assumption of extrapolating main trends of seventies is considered by the author to be the most probable. It involves also the tendency of further structural hybridization without removing the main reasons of inefficiency of the economic system i.e. lack of correct political verification of macroeconomic decisions and lack of mechanism of optimum investment allocation and motivation system. There is also a forecasting variant presented which implies a reduction of social antagonisms by means of the national compromise providing facilities for a transition to the real national State organized according to the rules of inclusive socialism (including a society in the process of exercising political and economic power). These rules should capacitate creation of the new economic model different from the Hungarian and Yugoslavian ones, which in the opinion of the author, do not ensure a correct utilization of external and internal accumulation and are likely to induce crises. The author takes into consideration self-government problems of state enterprises and local administration, that arise from realization of the economy reform in conditions of deep economic and political crisis. The author assumes that independence of state enterprises is the basic premise for overcoming the economic crises in a several years' period of economy stabilizing. In that period internal equilibrium would be redressed. The author points out, however, that enterprise independence does not seem to be possible as long as inflation is increasing. In such conditions it is not possible to ensure rational functioning for enterprises. After reduction of inflation gap, in a range indispensable, for ensurance effective activities for enterprises, it will be possible to proceed to the reform aiming at- decentralization of economic system as well as redressing the equilibrium. Introduction of self-government into enterprises ought to conduce to easier population approval of sacrifices connected with antiinflation policy. The role of that self-government in directing enterprises might be definitely stated aliter realization of the reform, in a longer period of stabilizing the economy. The author considers local self-government in another aspect, explaining first of all, why people's councils which have been functioning since 1950 do not meet requirements of self-government local administration. The author pays attention to the fact that the lack of real local self-government results from unsatisfactory democratization of people's councils. Latin America has played at all times a significant part in the foreign policy of the United States. Its geographical proximity, colonial descent, as well as common interests of all American countries toward the policy of the European colonial powers - these are historically primordial factors that have determined their relations. In course of time, as USA investments in Latin America grew, and the system of the political-military relations consolidated, also with respect to the USA global policy, the countries of Latin America got interrelated in a peculiar way with their northern neighbour. At present their mutual relations are noticeable at the arena of culture and propaganda. The present work perceives the cultural policy and foreign propaganda pursued by the United States as a broad complex of phenomena involving both the passage of wealth, values, and standars of culture, and the political purposeful persvasive actions, affecting the views, attitudes, and conduct of the pe.ople, as an instrument applied to put into effect the strategical aims of the. USA foreign polioy. At the same time it represents a stable integrator of the western hemisphere. The two decades (1960s and 1970s) of cultural policy and foreign propaganda discussed in the present work are' a period that allows to trace the characteristic manifestations, and to regard the trends appearing as the regularities of this sphere of social activity. The conception of tjie culture and propaganda influence, elaborated in the beginning of the 1960s has been modified in accordance with new occurrences taking place in Latin America, and with their perception by the particular administrations. The political function of this influencing, its aims,¡contents and implementing methods have not undergone any change. The work is composed of three fundamental sections - chapters. The first one "The determinants, and the programmatic directions of the USA culture-propaganda influence in Latin America" attempts to present the foreign policy programmes, and their stageB to define the place and role of the culture-propaganda influence in the USA strategies adopted to Latin America. Chapter two "The organization of the administration machinery" illustrates the extremely complex, multisectorial, and hierarchical system of the state and non-state organizations programming, coordinating, and implementing the actions under discussion. The third chapter "The forms, and techniques of the culture-propaganda influencing" describes the big business activity in Latin America in the field of mass-communication, its dominance at the information market, and its impact on the mass culture and education. Moreover the author discusses the state institutions activity in the field of radio, TV and film propaganda, face-to-face communication, bi-national centres and military schooling stations, as well as public utilities operation. Latin America constitutes too differentiated area to adopt preferential techniques to the entire region. Nevertheless the preference is noticeable. This refers to the radio-TV propaganda, face-to-face communication, bi-national centres operation, and arises from the influencies directing mainly onto middle classes predestinated to adopt foreign standards and values.

The author attempts at formulating certain hypotheses concerning basic developement trends in a contemporary capitalist society. The United States are selected as an example. Two significant concepts advanced by J. K. Galbraith and D. Bell functioning in the contemporary American thought are reconstructed in the article. Limitations of these concepts are indicated on the grounds of Marxian theory of policy, they neglect a real effect of the increacing role played by a political sphere in social life. Criticized authors focussing on bureaucratic processess do not admit the fact that a study in categories of bureaucracy indicates only at formal features of transformations. It is only the indication at real functions of bureaucratic organization which can facilitate perception evolutionary trends of contemporary capitalist society. The paper gives W. Lenin's views upon the correlation of productive forces and production relations and the policy of the state. It consists of two part's. In the first one the role of economics in policy has been discussed. The problem has been handled in a historical approach. The works of W. Lenin on the capitalistic economy and the socialistic economy have been a starting point for a survey of the problem. After considering the subject, the authors of this paper came to the following conclusions: a) policy is a reflection of economics, b) policy represents basic economic class interests, c) policy generalizes economic phenomena and processes, which are reflected in the acts of the state and in the activities of social and political associations. The second part of this paper is concerned with the role of policy in relation to economics. An analysis of views proves that W. Lenin has formulated a principle that the rank of policy is higher than the rank of economics. In the introduction the author underlines the importance and role of the foreign trade in the socialist economy. The rate of increase in the trade with abroad in CMEA countries ought to undergo a considerable acceleration and surpass the rate of increase of the national income and industrial production. In the course of the last years the socialist countries have done and still do big efforts aiming at extension and deepening of the profits of economical relations with highly developed West European countries. These efforts were expressed in active cooperation in bilateral talks that were to lead to liberalization of export to CMEA and EFTA countries, to the membership of GATT reacted by some of the socialist countries and in finished negotiations under the name of Kennedy Round. In that way we theoretically reached the approach to western markets — that in general depends on the quality of exported goods, their attractive price, short terms of delivery and profitable sale conditions for foreign contractive parties — this fact however does not solve the problem. Liberalization of import to CMEA and EFTA countries secures the approach to the west markets only in formal and legal terms. But there exists still another aspect of the problem. These markets got under control of the state and international concerns. The introduction of a new competitor is very difficult in that situation. A solution could be found in creating such a situation in which our presence on the West markets would be not only a competition but simultaneously a form of cooperation, profitable for our partners. Cooperation in the international scale would be the required form. Further on, the author discussed in the article three forms of cooperation: licence agreements in the branch of building and exporting machines, gadgets and agreements for cooperation with West enterprises in the aim of supplying on the markets of the third world. The author dealt as well with forms of scientific and technical cooperation and discussed profits of cooperation for both sides. Finishing the article the author put forward the thesis that cooperation helps to enliven the economical relations between East and West. The collapse of the world economy in the thirties was especially felt in Poland. In that situation the state had to undertake some efforts in order to lighten the course of events as well as to precipitate the end of crisis. These efforts were also directed towards the possibly rapid reconstruction of the devastations in Polish economy caused by that crisis. The intervention measures of the Polish government embraced the whole variety of steps which were undertaken in all branches of national economy. The author of this paper comes to the analysis and evaluation of control policy which — apart from the customs policy and the policy of export promotion — constituted in those times the substantial form of state intervention in the field of Polish foreign trade. The control of foreign traffic was reviewed from the point of view of numerous restrictions, import quotas and barter business. After a thorough examination of the process of rapid development of the foreign traffic control in Poland the author points at the double objective of introducing the import quotas. On one hand those above mentioned quotas can be considered as the repercussion and result of autarchic processes developed amongst the Poland's trade partners and increasing difficulties in international trade as well as the result of commonly used foreign exchange restrictions causing the freeze of credit balance from exports. Those import restrictions were introduced in order to weaken the disadvantegeous influence of the above mentioned events on Polish foreign trade and — indirectly — on the whole Poland's economy. On the other hand the control policy was also facilitating the inland's economic and financial policy. In the years 1929 - 1935 the system of quotas highly contributed to the achievement of favourable balance of foreign trade and international payments; in the next years that system constituted one of the most significant factors realization of foreign exchange control. In addition, in the whole period being the subject of the present analysis, the compensatory turnover greatly facilitated the realization of policy of export promotion. The mentioned motives of using the control policy caused the seizure of almost full control of foreign trade by state. In this article the author evaluates the control policy on the basis of the demonstrated uniformity of that policy with the general, economic policy of the state. As the deflation policy of the crisis years is evaluated rather negatively the same appraisal can be adopted to the control policy in foreign trade. The underdeveloped countries which are rich in oil resources are putting up a fight against the exploitation policy of the world oil cartel. The body which is representing their interests is the OPEC organisation (Organisation of Petroleum Exporting Countries). The setting up of this organisation was in fact a response of the oil producing countries to the successive reduction of the information price. OPEC is thus meant to constitute a kind of counterbalance to the world cartel, which is getting most of its crude oil on the territories of the OPEC countries. OPEC represents all Arab countries of the Near East, Venezuela, Indonesia, Libya. In the negotiations with the world cartel the OPEC brings forward numerous postulates. Some of them constitute subjects of this summary. One of the most important and complicated item are the information prices which serve as a basis for computing the royalties due to the governments of the oil producing countries. The next problem evolves around the regulation of the size of crude oil production. There are also some other problems, e.g. the problem of separating the concession fees from the income tax, the problem of raising the concession fees to 20 per cent of the information price or last but not least the problem of fixing a new proportion of dividing the profits on the 70 : 30 basis. The fight put up by OPEC by exclusively economic means — has no good prospects of success. The best way out of the difficulties seems to be the formation of native capital which would undertake the business of oil extraction and oil distribution. The fight with the world cartel is difficult because of .the political weakness of the oil countries, the anxiety concerning the oil distribution (the world's distribution network is mostly in the hands of the cartel) and the lack of native skilled labour. The attempts to nationalize the oil industry have taken place only in a few countries — they constituted, however, a bold example to the other oil producing countries. Lately the nationalization trend slackened somehow, on the other hand the formation of regional groupings are getting popular. There are at present two such organisations: ARPEL — the Organisation of State Oil Enterprises in Latin American Countries and APO — The Arab Oil Organisation. The reform of planning and managing system of the national economy in Poland is mostly concerned with a functioning of State enterprises. The new economic model has endowed its organizations with an economic independence, self-management and self-financing. The idea of self-management of enterprises is manifested in the shape of worker's self-management. Worker's councils are presently functioning as a basic and permanently active organ of the worker's self-management. According to sec. 2, par. 2 of the Act of 25 Sept. 1981, the worker's council is an organ and representation of the personnel's self-management. Simultaneously, by virtue of the State enterprises' Act, the workers' council obtained a status of the organ of State enterprise. Being the organ of workers' self-management, the worker's council enjoyes an attribute of independence from the State administration organs, as well as from the political and union ones. Consequently no pressure can be exerted by these organs on the worker's council in the scope of its preemption. There are direct ties between the council and the personnel of an enterprise in order to secure the independence of the first: the council is elected by the personnel in a direct, general and equal poll. The independent status of the council member is guaranteed by the interdiction of a notice or dissolution of an employment contract without a previous consent of the council. The attribute of council's independence does not imply its isolation from other organs of the enterprise management. It concerns both the workers' self-management organs and organs managing professionally i.e. the enterprise director. Relations of the council to the general assembly of the personnel are based on a definite dependence of the council from the assembly. The assembly passes, among others, a statute of the workers' self management, the basic, internal normative act stating the position and functioning rules of the workers' council. The assembly is also vested with a right to recall a council in toto or its individual members. Mutual interdependence and, to some extent, keeping each other under control are characteristic of the relations between the council and the director of an enterprise. The workers' council is vested with the right to suspend the execution of a director's decision and the director, in turn, can suspend the execution of a council's resolution. Contentions as to an application of the supervisory measures are tried under special mode of proceedings. The up-to-date practice does not allow for more exhaustive evaluation of the effectiveness of self-management organs in the State enterprises.
