Çalışmada temel olarak Jacques Ranciere'in siyasal kavramına bakışı analiz edilmiştir. Düşünür, siyasetin polis arayışı karşısında siyasal olanı uyuşmazlık ve çatışma üzerinden kurmakta ve (liberal/temsili) demokratik pratikleri aşarak yeni bir demokrasi anlayışı geliştirmektedir. Düşüncesinin en önemli ayaklarından biri, bir düzeni ifade eden polis (police) olarak siyasetten (politics) uyuşmazlık ve eşitlik önkoşullu siyasal olana (political) geçişte demokratik mücadelenin önemini ortaya koymaktır. Demokrasi ile siyaset arasındaki bağı bilinen kavramların ötesinde yeniden tanımlayan Ranciere, siyasal-siyaset ve siyasa arasındaki ilişkiyi sorgulamamızı sağlar. Bu çalışma siyasa sürecine indirgenmiş siyasete karşı Ranciere'deki siyasal kavramının bir çıkış noktası olabileceğine dayanmaktadır. Ranciere'in demokrasiyi siyasal ilişkilerin temeline yerleştirerek açtığı yeni güzergah, yerleşik demokrasinin krizlerine üretilmiş felsefi cevaplardır. Ranciere açısından demokrasi, bir düzenin değil düzensizliğin ve siyasal öznelliğin eyleminin ismidir. ; In the study, the political concept of Jacques Ranciere is analyzed through his own works and secondary recourses. The study underlines the priority of political concept in Ranciere's thought to make a new framework for recent issues on democratic debates. Ranciere thought is based on the differences between politics and political. He constitutes the political on disagreement and contradiction against the polis of politics. The political view of Ranciere is parallel with his democratic approach. He creates a new democratic thought beyond of the (liberal/representative) democratic practices. The most important part of his thought is to indicate the importance of democratic actions with focusing on political as the space of the disagreement and equality rather than politics that means the order. The political and democracy overlaps according to him, and they are both against the order or the established politics. Ranciere who redefines the relation between democracy and politics outside of the well-known concepts helps to rethink on the concepts of political-politics and policy. This study argues that the concept of political in Ranciere thought breaks the order of politics as policymaking. Ranciere who make a new path in political thought as putting on the democratic politics to the base of the politics gives philosophical answers to the crisis of the democracy. Democracy for Ranciere is not a form of state but it is the name of disagreement and the act of political subjectivity. So his arguments help to rethink the democracy and politics in contemporary debates especially in the efforts of social movements. He constitutes his own thought beyond the old ideologies like the demands of the movements. In doing this Ranciere makes a renewal on conceptual level and also make a new path to understand new political changing on practical.

Talih (fortuna) ve erdem (virtu) kavramları Machiavelli'nin siyaset düşüncesinde önemli bir yer kaplar. Ancak Machiavelli'nin talih kavramının içeriğine yakından bakıldığında astrolojik bir yaklaşımın olduğu görülür. Bu makalede astrolojik içeriğin zemininin de Ptolemy astronomisine dayandığı iddia edilmektedir. Rönesans İtalya'sında da bu türden astrolojik inançların, gerek siyasal aktörler gerekse dinsel aktörler tarafından paylaşıldığını göz önüne alarak, Machiavelli'nin siyaset düşüncesinin zemininde astrolojik inançların yer aldığı görüşü temellendirilecektir. Bu makalede bu iddiaları gerekçelendirerek, Machiavelli'nin siyaset kuramının tam olarak modern bir siyaset kuramı sayılamayacağını iddia etmekteyim ; The concepts of fortune and virtue has an important place in Machiavelli's political thought. But if we analyze the concept of fortune, we can say that the concept of fortune has an astrological content. And also we can add that this content finds its base in Ptolemic astronomy. If we consider that in Renassaince Italy these astrological beliefs were shared by most of the political actors and by most of the members of the clergy, we can assert that Machiavelli's political thought has an astrological base. In this article I will justify these assertions and claim that Machiavelli's political theory is not a totally modern political theory

Political marketing is the implementation of marketing practices in politics in the process of persuading voters of political parties or candidates and winning their votes. Political parties and candidates aim to make the most efficient use of marketing science. In this context, studies on the implementation of current marketing practices in political marketing and measuring the effects of these practices are important. The main purpose of this study is to reveal the importance of promotion as a marketing mix element in political marketing and to examine the content of the candidates on Twitter, which is considered as one of the current promotion practices on social media. June 24, 2018 Presidential Election candidates' Twitter accounts were analyzed in terms of content they shared during the election period. As a result of the research, it was observed that there was an increase in the number of followers in the election process and it was revealed that the candidates did not give much space to the issues they discussed in their election declarations. Candidates did not include the programs they would implement when they were selected while sharing the country's agenda. With the increase in the content of the shares and the number of followers, there was a difference in the votes of the candidates. Based on the results of the research, researchers, politicians and political institutions have been presented with certain suggestions and recommendations. ; Politik pazarlama siyasi partilerin veya adayların seçmeni ikna etme ve onların oylarını kazanma sürecinde pazarlama uygulamalarının politikada uygulanmasıdır. Siyasi partiler ve adaylar pazarlama biliminden en verimli şekilde faydalanmayı amaçlamaktadırlar. Bu bağlamda güncel pazarlama uygulamalarının politik pazarlamada uygulanmasına yönelik çalışmalar ve bu uygulamaların etkilerinin ölçülmesi önem arz etmektedir. Bu çalışmanın temel amacı pazarlama karması elemanı olan tutundurmanın politik pazarlamadaki öneminin ortaya konulması ve güncel tutundurma uygulamalarından biri olan sosyal medya aracı olarak değerlendirilen Twitter 'da adayların paylaşımlarının içerik olarak incelenmesidir. 24 Haziran 2018 Cumhurbaşkanlığı Seçimi adaylarının Twitter hesaplarında seçim dönemi boyunca yaptıkları paylaşımlar içerik olarak incelenerek paylaşımlarında nasıl bir strateji izledikleri ortaya konulmaya çalışılmıştır. Araştırma sonucunda adayların seçim sürecinde takipçi sayılarında artış olduğu gözlemlenmiş ve adayların seçim beyannamelerinde ele aldıkları konulara paylaşımlarda çok fazla yer vermedikleri ortaya çıkmıştır. Adaylar ülke gündemi ile ilgili paylaşımlarda bulunurken seçildiklerinde uygulayacakları programlara paylaşımlarında yer vermemişlerdir. Adayların paylaşım içerikleri ve takipçi sayılarındaki artışlarla seçim sonucunda aldıkları oy oranlarında farklılık gözlemlenmiştir. Araştırmanın sonuçları temel alınarak araştırmacılara ve siyasi kişi/kurumlara bazı önerilerde bulunulmuştur.

Bu özel durumu Ece Ayhan, Küçükömer'i kişisel ve bilimsel dürüstlük ve doğruluğuyla Cumhuriyet'te gelmiş geçmiş en özgün ve en ilginç 'uç' düşünür olarak tanımlayarak vurgulamıştır. İdris Küçükömer'in günümüzde de yoğun olarak entelektüel gündemde etkisini hissettirmesinin başlıca nedeni egemen siyasal paradigmayı ters yüz etmesinde yatmaktadır. Küçükömer'in Düzenin Yabancılaşması adlı eserinde kurduğu ve geleneksel ilericilik kavramını tersyüz ettiği şemada İttihat- Terakki ile Kemalizm, bürokratik ve antidemokratik devleti kurup koruyan bu anlamda da "sağ" olarak konumlandırılan siyasal bir anlayış olarak karşımız çıkar. Küçükömer'e göre ise gerçekten halkçı ve "sol" bir siyasal hareket ise ancak "İslamcı Doğucu" halk kitlelerine yaslanarak oluşturulabilir. Küçükömer'in siyasal tezleri gerçekten de tartışmaya açıktır ve oldukça da spekülatiftir. Bu yüzden de özellikle Marksist ve Kemalist çevrelerden yoğun eleştiriler almıştır. Özellikle 1980'li yıllardan sonra yeniden hatırlanan Küçükömer'in tezleri eleştiriye açık olsa da, entelektüel yaratıcılığı ile dikkat çekmektedir. Biz bu çalışmamızda, eleştirilerimizi saklı tutarak, Küçükömer'in siyasal paradigması çerçevesinde Cumhuriyet Halk Partisi (CHP) ile Adalet ve Kalkınma Partisi (AKP)'nin programlarının analizini yaptık. ; ABSTRACT İdris Küçükömer, who died in 1987, will always be a special part of the thought history in Turkey. Ece Ayhan emphasizes İdris Küçükömer's honesty and straightness in his personal and scientific behaviors by describing him as the all time most original and interesting "extreme" thinker of Cumhuriyet. He reversed the dominant political paradigm and this is the main reason of why we feel İdris Küçükömer's effects quite in the intellectual news nowadays. In the scheme which İdris Küçükömer planned in the "Düzenin Yabancılaşması" and reversed the traditional progressivism concept, Kemalism and İttihat Terakki are seen as a political thinking which establish and keep the bureaucratic and antidemocratic government, so take position in the "right" side. According to Küçükömer, a truly populist and "left" political movement can be established just by relying on "Islamist Eastern" public. Küçükömer's political theses are really open to discuss on and quite speculative. Because of these reasons, he was criticized much by the groups of Kemalist and Marxist especially. Even the political theses of Küçükömer, who is remembered again after 1980 particularly, are open to criticizen; its intellectual creativity attracts the attention. We made an analysis of CHP (Republic Nation Party) and AKP (Justice and Development Party) political party programs by considering İdris Küçükömer's political paradigm and keeping our critics hidden in this study.

Özgürlük, mutluluk ve demokrasi Mill'i bir siyaset felsefecisi olarak değerlendirirken üzerinde durulması gereken anahtar kavramlardır. Mill, geleceğin en büyük sorunu olarak gördüğü özgürlüğü düşünce özgürlüğü, eylem özgürlüğü ve bir araya gelme özgürlüğü olmak üzere üç aşamada değerlendirmektedir. Düşünce özgürlüğü için hiçbir sınır koymayan Mill'e göre hiçbir düşünce susturulmamalıdır; zira her düşünce potansiyel olarak bir hakikat barındırmaktadır. Bireylerin her türlü eylem ve bir araya gelme özgürlükleri ise başkalarının refah ve huzuruna zarar verilmediği sürece bakidir. Mill yaşamın amacını mutluluk olarak görürken, mutluluğu birbiri ardına yaşanan hazlar şeklinde tanımlamaktan kaçınmaktadır. Onun ima ettiği mutluluk yalnızca bireyin kendi mutluluğu değil, eylemle ilgili olan herkesin mutluluğudur. Mill'e göre bir toplumun nasıl yönetileceği o toplumun karakteri ile doğrudan ilintilidir. Dolayısıyla Mill ideal bir yönetim şekli iddiasından ziyade toplumun yapısıyla uyumlu bir yönetim şeklinin aranması taraftarıdır. Mill'in siyaset felsefesinde toplumun tüm zorunlu ihtiyaçlarını bütünüyle karşılayacak tek yönetim tüm halkın katıldığı yönetimdir. Toplumun gelişim düzeyi ne kadar yüksekse demokratik yönetimin o toplum için uygunluğu da o derece yüksek olacaktır. Mill demokrasinin çoğunluğun tiranlığına dönüşmesinin engellenmesi gerektiğini savunurken doğru ve yanlış demokrasi arasında ayrım yapmaktadır. Eşit oy hakkı Mill'e göre yanlış bir demokrasi uygulamasıdır. Onun doğru demokrasisinde çoğunluk değil nitelik öncelenmekte ve bu yolla sistemin topluma ahlâkî ve entelektüel açıdan faydalı olması hedeflenmektedir. ; Liberty, happiness and democracy are the key terms of John Stuart Mill's political philosophy. Mill evaluates liberty, he accepts as the most important problem of the future, in three stages as freedom of thought, freedom of action and freedom of aggregation. According to Mill, any restriction of freedom of thought could not be accepted in any case because all kinds of thought include truth as potential. Freedom of action and freedom of aggregation could be restricted just by relying on harm principle that means someone is free in his action as soon as he does not harm other people. Mill, while accepting the aim of life as happiness, avoids describing happiness as the sum of pleasures. Happiness, according to Mill, is not the happiness of individuals but the happiness of everyone related with the action. The regime of a society is directly related with the character of society. Hence, Mill is in favor of searching for a regime compatible with the society rather than ideal regime for all societies. In political philosophy of Mill, the mere administration fulfils the necessary needs of society is the administration whole community participated. The higher developmental degree a society has, the compatibility of the democracy for the related society is higher, as well. Mill discriminates between true and false democracy. In true democracy of Mill, the important factor is not the selection of majority but the property. By this way, he aims to increase the moral and intellectual capacity of the society.

Bu çalışma, siyaset psikolojisinin inceleme alanı olan "siyaset ve duygular" konusunda Türkçe eser eksikliği göz önünde bulundurularak hazırlanmıştır. Yaşamın her anını etkileyen duyguların, insanların siyasal davranışları üzerinde fark yaratmadığını düşünmek mümkün değildir. Bu düşünce çerçevesinde olumlu ve olumsuz duyguların siyasal davranışa ve siyasal davranışın en çok üzerinde durulan konularından biri olan siyasal katılım üzerinde yarattığı fark araştırılmıştır. Öncelikle siyasal katılım, toplumlarda etkili olan farklı siyasal kültürler ve siyaset ile ilişkisini irdelediğimiz duygular açıklanmıştır. Bu noktada öne çıkan duygular mutluluk, güven, umut ile öfke, korku ve nefret olmuştur. Duygular seçilirken, yapılan yabancı çalışmalar ve ülkemizde siyasal alanda etkisinin yoğun olduğu düşünülen duyguların bir sentezi yapılmıştır. Kolay ulaşılabilir örnekleme yöntemine göre düzenlenmiş anket yoluyla elde edilen veriler yorumlanmıştır. Çalışmanın siyaset bilimine ve özellikle siyaset – duygu ilişkisine katkı yapması beklenmektedir. Veri dağılımı geniş bir alan araştırması yapılması halinde, ileride yapılacak olan çalışmalar siyaset – duygu ilişkisine dair daha kapsamlı yorumlar ortaya koyabilir. ; This study was prepared considering the lack of Turkish work on "politics and emotions", which is the field of study of political psychology. It is not possible to think that emotions that affect every moment of life do not make a difference on people's political behaviour. Within the framework of this thought, the difference that positive and negative emotions make on political behaviours and political participation, which is one of the most emphasized issues of political behaviours, has been investigated. First of all, political participation, different political cultures that are influential in societies and the emotions that we examine in relation to politics are explained. Emotions that came to the fore at this point were happiness, trust, hope, anger, fear, and hatred. While choosing the emotions, a synthesis of the foreign studies and the emotions that are thought to have an intense effect on the political field in our country have been made. The data obtained through the questionnaire arranged according to the easily accessible sampling method were interpreted. This study is expected to contribute to political science and especially the relationship between politics and emotions. In the case of a large field study of data distribution, future studies may reveal more comprehensive interpretations of the relationship between politics and emotions.

Çalışmada 1970'lerden günümüze kadar gelen bir süreçte meydana gelen siyasi gelişmelere Konya perspektifinden bakılarak açıklık ve tanımlamalar getirilmeye çalışılmıştır. Bu dönemde yapılan 7 Milletvekili Genel Seçimine, 1969 yılında yapılan seçim de dahil edilerek, 8 seçimin sonuçları ince-lenmiştir. Ayrıca seçimlerde milletvekilliği kazanan adayların isimleri ve partileri de verilmiştir. Bu dönemde yapılan Mahalli İdareler Seçimlerinden, özellikle Konya Belediye Başkanlığı seçimleri üzerinde durulmuştur. Yine bu dönemde yaşanan iki askeri müdahale neticesinde bir çok parti kapatılmış ve yenileri kurul-muştur. Çalışmada bu partilerden de bahsedilmektedir. Kısaca 30 yıllık siyasi hayatımızın Konya eksenli bir özeti verilmeye çalışılmıştır. ; The object of this study is to analyze the political developments in the era between the years 1970-2000 in the Turkish region Konya by presenting political data and comparing them with the Turkish mean in general. This certain era-an era very important in viev of the development of modern Turkish political life-and region- it resembles a pretty good average of Turkey in general as this comparative study will show -we attempted to develop systematic definitions have been included to the eight general elections in this era and together with the municipality elections of Konya city these data formed the base of the analysis. As an important input to the system are the two military interventions to be seen which made their impact on the political structure by making room and opportunity for new political establishment which took place against the conventional structure which was seeking recovery. In short we tried here to summarize the past 30 years of Turkish political life on the axis of Konya region.

Heyet‐i Temsiliye'nin kurulma fikri, Haziran 1919'da yayımlanan Amasya Genelgesi ile ortaya çıkmıştır. Millî Mücadele'nin gerekçesi ve yönteminin belirlendiği bu genelgede yer alan: "milletin içinde bulunduğu durum ve şartların gereğini yerine getirmek ve haklarını gür sesle cihana duyurmak için her türlü baskı ve kontrolden uzak millî bir heyetin varlığı zaruridir" maddesi doğrudan Heyet‐i Temsiliye'nin kurulmasına yönelik bir çağrıdır. Heyet‐i Temsiliye bir siyasi teşekkül olarak Erzurum'da doğmuş daha sonra tüm yurdu kapsayan bir anlayışla varlığını devam ettirmiştir. Bu çalışmada Heyet‐i Temsiliye'nin siyasi kültür içerisindeki yeri, önemi ve faaliyetleri hakkında incelemeler yer alacaktır. Heyet‐i Temsiliye, bugün demokrasi anlayışımızın doğuşunda ve Cumhuriyet fikrinin beyinlerde yer etmesinde büyük bir öneme sahiptir. Zira daha Osmanlı Devleti yıkılmadan önce kurulan Heyet‐i Temsiliye çoğunluk esası içerisinde hareket etmiş ve alınan kararlarda demokrasi kültürüne sadık kalınacağına dair teminat vermiştir. Son tahlilde Heyet‐i Temsiliye, milletin temsilcisi konumunda, devlet teşkilatının özünü oluşturan kuruluşları yapılandırmak ve bu konsensüs içerisinde TBMM'nin açılmasını hazırlamak gibi önemli çalışmalar yapmış, Cumhuriyet kültürünün önemli bir mihenk taşı olarak tarihte yer etmiştir. ; The idea regarding the foundation of the Representative Committee was issued in Amasya Circular in June 1919. This circular coversthe reasons stating the requirements of the Independence War and its methods. The following item of this circular is directly about the foundation of The Repre‐ sentative Committee: "the existence of a national delegation away from all kinds of oppression and control, isessential to fulfill the current state of the nation and the necessity of the conditions and to announce their rights in a strong voice". The Representative Committeeemerged in Erzurum as a political organization and continued its existence with a mentality including the whole homeland. The position and importance of the Representative Committee in the political culture and its activi‐ ties are stated in this study. The Representative Committee is highly important for the emergence of today's democracy perception and penetrating the Republican idea to the minds. The Representati‐ ve Committee, founded beforethe collapse of the Ottoman Empire, kept on its activities based on the majority rule and declared its loyalty to the cultural democracy while making decisions As a result, the Representative Committee, as an agent of a nation, configured the institutionsthat build up the origin of the state organization and carried out therequired studies forthe establish‐ ment of the Great National Parliament of Turkey and placed as an important milestone of the Republican culture in the history.

Bu çalısma, Türkiye'deki düzenleyici sürecin kurumsal donanımını yeni kurumsalcı iktisadın islem maliyetleri perspektifinden analiz etmeyi amaçlamaktadır. Bu dogrultuda, öncelikle yeni kurumsalcı yaklasıma kadar gelisen regülasyon teorileri hakkında genis bir literatür taraması yapılmıstır. Regülasyon, teorik olarak, türleri bakımından ve iktisadi faaliyet üzerindeki etkileri baglamında tartısılmıstır. Kamu hizmetlerinin regülasyonunda uygulanan yöntemler ve regülasyon sürecinde daha rekabetçi bir yapıya geçisi saglayan deregülasyon ve özellestirme gibi uygulamalar da ayrıca tartısılmaktadır. Tezin önemli bir katkısı, yeni kurumsalcı perspektiften regülasyonun kurumsal analizini yapmasıdır. Regülasyon iktisadı literatüründe yeni gelisen bu yaklasımla, regülasyonun arz kısmı modellendirilmektedir. Bu model, regülasyonun daha önceki regülasyon teorilerinde ifade edilen etkinsizlikleri dısında, bir ülkenin düzenleyici kurumsal yapısının nasıl önemli bir etkinsizlik unsuru olabilecegini göstermektedir. Model, bir ülkede yatırımların gerçeklesmesi konusunda belirleyici role sahip islem maliyetleri ve düzenleyici taahhüt kavramlarını analizin merkezine alarak, ülkenin düzenleyici politik kurumları arasındaki etkilesimin hangi durumlarda islem maliyetleri ve düzenleyici taahhüdü nasıl etkiledigini analiz etmektedir. Tez, gelistirilen bu model kapsamında Türkiye'de geçis dönemi yasayan düzenleyici devlet modelinin islem maliyetleri ve düzenleyici taahhüt açısından ne anlam ifade ettigini tartısarak, Türkiye'deki iktisadi faaliyeti düzenleyici süreci tartısmaktadır. Özellikle bagımsız düzenleyici kurumlara geçisin, politik ve yasal süreçlerden kaynaklanan dirençle karsılasması, bu kurumların Türkiye'nin düzenleyici çevresinde yerlesik hale gelmesini ve kurumsallasmasını engelleyerek, düzenleyici sürecin politik islem maliyetlerini artırmakta ve düzenleyici taahhüdün güvenilirligini zedelemektedir. Son olarak tez, kurumlar arasındaki bu çatısmanın kaynaklarını göstererek, etkin bir düzenleyici süreç için bir model olarak, düzenleyici süreçte takip edilmesi gereken bir karar agacı önerisi sunmaktadır. ; This study aims to scrutinize the institutional endowment of regulatory process in Turkey from the viewpoint of transaction costs of new institutional economics. It is previously surveyed the developing literature of regulatory economics till the new institutionalist approach. Regulation is considered theoretically, in point of its kinds, and in context of its effects on the economy. It is also taken into account the methods used to regulate the public utilities, the applications as deregulation and privatization used to obtain the transition to competition. An important contribution of the thesis is to analyze the institutional structure of regulation from the new institutional perspective. With this developing approach in the literature of economics of regulation, it is established a new model for the supply side of regulation. The model displays how the institutional structure of a country can be a prominent component of inefficiency exclusive of the other theories of regulation point out inefficiencies. The model analyzes how and under which situations interaction among the regulatory policy-making institutions of the country affects the regulatory process by focusing on it the terms of the transactions costs and the regulatory commitment. The transaction costs and the regulatory commitment have a crucial role over realization of the investments in a country. In the scope of this model, the dissertation scrutinizes the regulatory process in Turkey by drawing attention what the model of regulatory state in the transition term means in terms of the transaction costs and the regulatory commitment. Especially, the legislative and the legal turmoil in the transition to independent regulatory agencies (IRAs) increase the political transaction costs of the regulatory process and bring about the incredible regulatory commitment by hindering the institutionalization of IRAs. In the end, the thesis presents a decision tree for an efficient regulatory process as a useful model by displaying the sources of the clash among the regulatory institutions

Bireylerin, devletlerarası ilişkilerin kurulması ve bu ilişkilerin yönetilmesinde ön plana çıkan politikadaki güncel gelişmeleri takip ederek politikaya dâhil olması, iyi bir yönetişim alt yapısının oluşturulmasında önem arz etmektedir. Nitekim günümüzde, gerek yerel/bölgesel gerekse ulusal ve uluslararası düzlemde politikaya dâhil olma sürecinde kolayca erişilebilir, doğrudan, etkileşimli ve etkili bir aracı ifade eden sosyal medyanın kritik bir rol oynadığı görülmektedir. Diğer taraftan, çalışmanın odağında yer alan ve yerel siyasetin önemli birer dinamiği olan belediye meclislerinde merkezi role sahip belediye meclis üyeleri, Türkiye'de belediyeciliğin en önemli yapı taşlarından birisi olma niteliği taşımaktadır. Buradan hareketle bu çalışma, vatandaşların yaşantılarına etki edecek, proje, yatırım ve problem alanlarına ilişkin kararların alındığı belediye meclislerindeki üyelerin politik ilgi düzeylerinin politik katılım ile arasındaki ilişkide sosyal medya gibi önem arz eden bir enstrümanın aracılık rolünün incelenmesine ilişkin literatürde açıkça görülen eksikliğin giderilmesi amacıyla gerçekleştirilmiştir. Bu bağlamda, kartopu örneklem yöntemiyle, Mersin ilindeki 141 belediye meclis üyesine anket uygulanarak, elde edilmiş olan veriler, "SPSS 26.0" programı ile analize tabi tutulmuştur. Analiz sonucunda ise, politik ilginin politik katılım ile istatistiksel olarak anlamlı bir ilişkiye sahip olduğu ortaya çıkmıştır. Dahası, siyasal açıdan sosyal medya algısının hem politik ilgi hem de politik katılım ile istatistiksel olarak anlamlı bir ilişki içerisinde olduğu tespit edilmiştir. Ek olarak, politik ilginin politik katılım ile arasındaki ilişkide, siyasal açıdan sosyal medya algısının aracılık rolüne sahip olduğu görülmüş ve bu hususlar doğrultusunda geleceğe yönelik çıkarımlarda bulunulmuştur. ; The political engagement of individuals via following current changes in politics that stands out within the establishment and management of intergovernmental relations is noteworthy for setting up a good governance substructure. Indeed, it has been seen that social media that refers to an easily accessible, direct, interactive and effective tool has a critical role in the process of political engagement in both local/regional and national/international planes at present. On the other hand, members who have a pivotal role in the municipal assembly that signify a fundamental dynamic of local politics and center of this study is one of the significant milestones in Turkey's municipalism. From this point of view, this study aims at being fulfilled a clear need of researches in the literature related to examination of mediating role of social media as an important instrument within the relationship between political interest and political engagement in the municipal assembly where decisions regarding project, investment and problem areas that affect the citizens' lives are being taken. In this respect, the questionnaire has been applied to 141 assembly members through the snowball sampling method in Mersin, and the data has been analyzed using "SPSS 26.0" program. As a result of the analysis, it has been revealed that political interest has a statistically significant relationship with political engagement. Furthermore, it has been determined that the political perception of social media has a statistically significant relationship with both political interest and political engagement. Additionally, it has been seen that the political perception of social media has a mediating role within the relationship between political interest and political engagement, and accordingly, future deductions have been made.

Uluslararası Politik Ekonomi (UPE); devletlerin, ekonomik ajanların, uluslararası örgütlerin karşılıklı etkileşimlerini çıkar ve çatışma olguları üzerinden yorumlamaya çalışmaktadır. Bu yorumlamayı yaparken de ortaya çıkan sonuçların uluslararası hukuk sistemine uygunluğu test edilmektedir. Bu testin sonucunda ortaya "meşruiyet" sorunu çıkmaktadır. "Yasallık" kavramından ayrılan "meşruiyet" uluslararası hukukun da sorgulanmasına neden olmaktadır. Ancak UPE'nin ilgilendiği ve açıklamaya çalıştığı bir konu olan devletlerin ekonomik çıkar ve kaygıları, uluslararası hukukta meydana gelen bu sorunların kimi zaman göz ardı edilmesine kimi zaman da gündeme getirilmemesine yol açmaktadır. Başka bir deyişle, uluslararası hukuktaki bu ikilemin ortaya çıkmasına da genellikle devletlerin ekonomik ve politik çıkarlarının bir ahenge dönüştüğü politik ekonomi perspektifleri sebep olmaktadır. Bu çalışmada uluslararası hukukun UPE bağlamında kısa bir değerlendirmesi yapılarak ve Ukrayna-Kırım Krizi üzerinden ekonomik kaygılar göz önünde bulundurularak mevcut uluslararası sistem tartışılacaktır. ; The International Political Economy (IPE) tries to interpret the mutual interactions of states, economic agents, international organizations by revealing over the cases of conflicts and interests. During this interpretation, the results are tested for compliance with the international legal system. As a result of this test, "legitimacy" problem arises. "Legitimacy", separated from the concept of "legality", causes international law to be questioned. However, the economic interests and concerns of the states, in which the IPE is interested and which it tries to explain, are sometimes leading to ignore these problems in international law. In other words, the emergence of this dilemma is often caused by the political and economic perspectives of the states which are transformed into a harmony. In this study, an evaluation of the international law in the context of IPE will be presented shorthly and the current international system over the UkraineCrimean Crisis will be discussed in view of economic concerns.
