Economists have widely investigated the framework of politics and politicians, its mechanisms and its results. We collect some works, both theoretical and empirical, that describe some typical behaviour of politicians. In particular we focus on the following topics: political accountability, through the electoral systems and the role of citizens, the function of bureaucracy, the issue of multitasking. Finally we present a dynamic model that focuses on the degree of trust among voters.
If the wage indexation rate is chosen discretionarily, a Left hand government lowers it in order to increase the output effects of surprise inflation, while a Right hand government prefers high indexation. These choices magnify the differences between the inflation rates preferred by the two parties. When binding commitments before the signature of the labor contract are possible, both parties prefer a higher wage indexation with respect to the discretionary situation, in order to reduce the inflationary bias.

C'è oggi un'evidenza scientifica condivisa del fatto che il comportamento dell'uomo è il principale responsabile dei cambiamenti climatici in atto. Le emissioni di gas serra, che sono la causa del riscaldamento globale, sono in rapida crescita, tanto che, in assenza di misure correttive, si prevede che il riscaldamento della Terra possa superare i 5° entro la fine del secolo rispetto all'età pre-industriale, con conseguenze estremamente pericolose per l'ambiente e per l'uomo. La c.d. Stern Review, autorevole pubblicazione commissionata dal governo britannico e dedicata ai profili economici del cambiamento climatico, prevede per un aumento della temperatura attorno a 5°C, una perdita di produzione globale superiore al 10%. Ma tale cifra è destinata a salire se si considera che eventi climatici estremi come inondazioni, siccità e uragani diverranno molto più frequenti, con evidenti ripercussioni sull'ecosistema e sulla salute umana. Risulta dunque necessario ridurre drasticamente la produzione di gas-serra, la cui fonte principale deriva dall'utilizzo dei combustibili fossili. Il modo economicamente più efficiente consiste nel rendere effettivo il principio secondo cui "chi inquina paga", stabilendo un prezzo comune a livello internazionale. Tecnicamente, tale risultato può essere ottenuto istituendo una tassa sulla produzione dei gas-serra (c.d. carbon tax), o creando un mercato dei diritti d'emissione (cap-and-trade system). Ciascuno di questi due metodi ha punti di forza e di debolezza. Gli sforzi della comunità internazionale per fronteggiare il cambiamento climatico si sono finora orientati sul cap-and-trade system, ed hanno prodotto come risultato più importante il Protocollo di Kyoto ('97). Questo è il primo accordo internazionale che pone degli obiettivi vincolanti di riduzione delle emissioni per quei Paesi sviluppati che lo hanno ratificato. Tuttavia, l'entità della diminuzione da esso stabilita è decisamente insufficiente rispetto alle esigenze ambientali. Inoltre, il mancato coinvolgimento degli Stati Uniti e dei Paesi emergenti ne limita profondamente la portata. Nella prassi poi, la maggior parte dei paesi membri del Protocollo è lontana dal centrare i target di contenimento. La necessità di costruire un regime internazionale in grado di superare le debolezze di Kyoto e di prevenire le conseguenze più disastrose del cambiamento climatico si scontra con le grandi difficoltà di raggiungere un accordo tra i Paesi che tenga conto delle responsabilità storiche delle emissioni. Dal punto di vista politico, la situazione è aggravata dalle caratteristiche fisiche del fenomeno: dal momento che le sue conseguenze più pericolose si produrranno solo nel lungo periodo, i governi in carica non sono incentivati a intervenire in modo risoluto. A ciò va aggiunto che la tutela dell'ambiente ha le classiche caratteristiche del bene pubblico: ciascun Paese ha quindi un forte incentivo a comportarsi da free-rider, in modo da trarre beneficio dai sacrifici altrui senza cooperare. Ciononostante, ci sono segnali che inducono ad un moderato ottimismo sull'esito dei negoziati futuri: l'opinione pubblica si sta progressivamente sensibilizzando al problema, il che pone un potenziale stimolo ai governi. Inoltre diversi Paesi hanno annunciato obiettivi di stabilizzazione delle emissioni in modo unilaterale. In particolare, l'Unione Europea, che finora è lontana dall'obiettivo di Kyoto, ha fissato una serie di target molto ambiziosi da raggiungere entro il 2020. Inoltre essa ha istituzionalizzato un mercato dei diritti di emissione di gas serra Questo impegno, se mantenuto, rappresenterebbe un potente messaggio verso quei Paesi che finora sono stati i più riluttanti a intervenire, e potrebbe avvicinare la soluzione di uno dei più grandi problemi di azione collettiva delle relazioni internazionali contemporanee. Per quanto riguarda il settore privato, la probabilità che esso sarà influenzato dal cambiamento climatico sembra molto elevata. Tuttavia, il livello di tale influenza dipenderà in misura cruciale da una serie di fattori, il più evidente dei quali è il settore industriale. Tutte le imprese saranno interessate, con diversa intensità, da spinte di natura reputazionale e competitiva. Le utilities, le industrie energetiche, minerarie, metallurgiche e manifatturiere saranno quelle maggiormente toccate dagli aspetti regolativi, mentre i settori assicurativo, farmaceutico ed edilizio saranno i più interessati dalle conseguenze fisiche del fenomeno. Le imprese destinate a trarre beneficio dal cambiamento climatico sono quelle che riusciranno ad anticiparne le principali conseguenze per la propria industria, adattando in modo compatibile la strategia di sviluppo.
Robert Boyers argues that few ideas now seem as familiar and tired as "political correctness." Due to the endless debates surrounding it, the term has come to mean so many different things to different people. In quest'articolo affrontiamo le tematiche della dinamica e della diversità della corporate social responsibility in un'ottica istituzionalista. Di recente si è registrato un cambiamento di paradigma nella CSR. L'impresa ha assunto un ruolo politico nella società, simile a quello dello Stato, intervenendo in processi di public policy a fianco, ma anche 'al di là e al di sopra' delle istituzioni governative nazionali. Si tratta della politicizzazione della corporate social responsibility, che genera connessione sociale dell'impresa, ma, al contempo, implica una questione di accountabilty politica del fare organizzativo. L'impresa-attore politico deve dar conto alla collettività delle decisioni ed azioni intraprese con riferimento a questioni di pubblico interesse. Nell'articolo si discute anche di come il pluralismo degli attori politici nei processi di deliberazione pubblica e la political accountability delle imprese possano contribuire a far emergere forme di democrazia deliberativa.

'Conventional' models of how the field of international political economy should engage with ethics have proposed or assumed the normative primacy of ethical principles and often sought to add reliable empirical economic analysis so that political perspectives on economic systems, institutions and practices can result. James Brassett and Christopher Holmes (2010) have criticized such approaches for overlooking the potentially violent character of ethics as a constitu- tive discourse like any other. The present article defends the conventional method against Brassett and Holmes's critique. Focusing especially on Thomas Pogge's ethics of world poverty as Brassett and Holmes's main conventionalist target, the article argues that: (i) Brassett and Holme s's understanding of 'ethics' is seriously inadequate; (ii) Pogge's 'negative duty not to harm' principle should be maintained against Brassett and Holmes's troublingly 'political' account and facile relativist critique of Pogge's ethics; (iii) Brassett and Holmes, while conceivably critical of Pogge's global level reformist solution as superficially 'neo liberal', cannot see that their own arguably valuable proposal of radical local forms of 'resistance' can coherently complete Pogge's poverty ethics and thus confirms, rather than undermines, the conventional method. Ultimately, Brassett and Holmes's post structural attempt risks being 'violent' itself for implying a renewed international moral skepticism.
If you type in the word 'revolution' in the Google search engine the top result that comes up is a chain of bars called Revolution. Other results on the first page of the search engine include a commercial radio station, clothing, a skate park and a software company. A Wikipedia page and the website of the Revolutionary Socialist Youth are the only non-commercial results Google provides us on its first page. This says as much about the business model of Google than it does about the changes at the level of meanings attributed to revolution. Revolution, it will be argued here, is a political signifier emptied of its radical connotations and currently used graciously as a brand or as a buzzword to mean change in whatever direction. As a result, revolution has been firmly incorporated into the neoliberal discourse and value system.
This PhD thesis investigates the role of the reduction of fiscal autonomy and uncertainty in the allocation of resources in driving the behaviour of Italian municipalities in non-autonomous regions and of the central government. Focusing on the uncertainty of grants to compensate the abolition of the property tax on main dwellings, we construct a regression discontinuity (RD) and regression kink (RK) design to test how the behaviour of municipalities changes depending on whether they are in a "bad" state (when they manage fewer resources after property tax reform) or in a "good" state (when they manage more resources after property tax reform), and also in light of the "partisan effect" (the mechanism that allows central governments to allocate more resources to the lower layer of government politically aligned with it). An empirical analysis of Italian municipalities suggests that: 1. Municipalities acted differently in terms of waste tax implementation. Their behaviour depended on the benefits or costs they assumed af- ter the abolition of the property tax on main dwellings: in particular municipalities that suffered a loss of resources increased the waste tax more; 2. Property tax reform led to an imperfect substitution between the prop- erty tax on the main dwelling and the waste tax, with a consequent loss in equality; 3. Despite the weakness of the ex-post control and the absence of pun- ishment for lying municipalities concerning the definition of a compen- satory grant may allow the presence of a weak "partisan effect", the reform of the main dwelling property tax was transparent in resources allocation.
For all governments, economic outcomes are crucial to gaining support and legitimacy, but they are even more important in a one-party state, as the lack of growth and economic well-being puts the entire political system at risk. Thus, economic development is essential for the survival of the regime paradigm itself. Since the founding of the People's Republic in 1949, the CCP (Communist Party of China) had to confront the reality of a backward and war-torn economy and the need to build the entire missing industrial base. From the very beginning, Chinese Marxism was plagued by a key problem: the lack of industrialization, which Marx and Engels thought was precisely the starting point of the revolutionary activity. While establishing relations with the Soviet Union, the CCP accepted the Leninist version of Marxism, arguing that an effective industrial sector must be built before making the revolution. How to fabricate the entire missing industrial base and a proletariat of significant size thus became the focus of the CCP's reflections and strategies. The consequences of this have indeed bolstered many of the key divisions within the CCP ranging from roughly its inception to the era of reform. This article argues that for the CCP, Marxism has always been a means to the ultimate goal of China's economic development. Since Marxism teaches to seek truth in facts, it must be applied to the different circumstances of China. In the Maoist period, since underdevelopment posed an existential threat to the CCP government, the class contradiction had to be addressed. In the Deng era, the identification of what represented the "primary contradiction in Chinese society" was necessary for "loserless" growth. Finally, Xi Jinping is more concerned about the contradiction between unbalanced growth and adequate development, to meet the needs to improve the quality of life of the population. Indeed, Xi Jinping clearly reveals two starting points of the Party that governs the People's Republic of China: Marxism-Leninism and the historical conditions (and wisdom) of China. In the difference in emphasis on being more "communist" or more "Chinese" we also find evidence of change and continuity in the political economy of the CCP. ; Per tutti i governi, i risultati economici sono cruciali per ottenere sostegno e legittimità, ma sono ancora più importanti in uno stato a partito unico, poiché la mancanza di crescita e di benessere economico mette a rischio l'intero sistema politico. Pertanto, lo sviluppo economico è essenziale per la sopravvivenza del paradigma di regime stesso. Dalla fondazione della Repubblica popolare nel 1949, il Pcc ha dovuto affrontare la realtà di un'economia arretrata e dilaniata dalla guerra e la necessità di costruire l'intera base industriale mancante. Fin dall'inizio, il marxismo cinese è stato afflitto da un problema chiave: la mancanza di industrializzazione, che Marx ed Engels pensavano fosse proprio il punto di partenza dell'attività rivoluzionaria. Mentre stabiliva relazioni con l'Unione Sovietica, il Pcc accettò la versione leninista del marxismo, sostenendo che un settore industriale efficace dovesse essere costruito prima di fare la rivoluzione. Come fabbricare l'intera base industriale mancante e un proletariato di dimensioni significative divenne così il fulcro delle riflessioni e delle strategie del Pcc. Le conseguenze di ciò hanno infatti rafforzato molte delle divisioni chiave all'interno del Pcc che vanno grosso modo dal suo inizio all'era delle riforme. Questo articolo sostiene che per il Pcc il marxismo è sempre stato un mezzo per raggiungere l'obiettivo finale dello sviluppo economico della Cina. Poiché il marxismo insegna a cercare la verità nei fatti, deve essere applicato alle diverse circostanze della Cina. Nel periodo maoista, poiché il sottosviluppo rappresentava una minaccia esistenziale per il governo del Pcc, la contraddizione di classe doveva essere affrontata. Nell'epoca di Deng Xiaoping, l'identificazione di ciò che rappresentasse la "contraddizione primaria nella società cinese" era necessaria per una crescita "senza perdenti". Xi Jinping, infine, è più preoccupato per la contraddizione tra crescita squilibrata e sviluppo adeguato, per soddisfare le esigenze di miglioramento della qualità della vita della popolazione.Xi, infatti, rivela chiaramente due punti di partenza del Partito che governa la Repubblica popolare cinese: il marxismo-leninismo e le condizioni storiche (e saggezza) della Cina. Nella differenza di enfasi sull'essere più "comunisti" o più "cinesi" troviamo anche prove di cambiamento e continuità nell'economia politica del Pcc.
This monographic section questions the concept of domesticity, and some of its concrete developments, both as a principle of order and as a device through which historically and culturally variable differences and meanings are articulated – starting with those associated with it from the very beginning, namely the values of stability, solidity and centredness. The essays collected here challenge the idea of a separation between domestic and political space, which is made to coincide tout court with that between private and public space. For a long time, this dichotomy relegated domesticity to a politically irrelevant dimension. Instead, it is the home as a political form that is here investigated and questioned. ; Questa sezione monografica interroga il concetto di domesticità, e alcuni suoi sviluppi concreti, sia come principio d'ordine, sia come dispositivo grazie al quale vengono articolate differenze e significati storicamente e culturalmente variabili – a partire da quelli ad essa associati fin dalle origini, ovvero i valori di stabilità, solidità, centratura. I saggi qui raccolti contestano l'idea di una separazione tra spazio domestico e spazio politico fatta coincidere tout court con quella tra spazio privato e spazio pubblico che a lungo ha relegato la domesticità a dimensione politicamente irrilevante. A essere indagata e interrogata è invece la casa come forma politica.
Victim of its own success, the concept of «digital democracy» risks to turn into an obstacle, and not a tool in order to grasp reality. We need to look into another field to better understand what issues today's technologies raise in relation to political freedom, understood as self-determination: the field of Internet governance. There is an interesting debate on how we should handle this new world we have in common that is constituted by the infosphere, starting with the current debates surrounding the reform proposals for the ICANN. The stakes are high (balkanization, loss of neutrality, etc.) but mainstream democratic theory is largely unprepared for the challenge. The paper shows why the debate on the control of critical Internet resources is misleading: the «seats of power» are now elsewhere. In order to move within the private ordering that currently characterizes Internet governance in a way that is respectful of fundamental rights we need to rethink the relationships between social powers.
The article is a transcript of a conversation with Andrew Chadwick about his latest book "The Hybrid Media System. Politics and Power" (Oxford University Press, 2013). Andrew Chadwick is professor of Political Science and Co-Director of the New Political Communication Unit in the Department of Politics and International Relations at Royal Holloway, University of London. Starting from the thesis developed in the book, Chadwick argues that we should stop studying digital and older media "in isolation"; on the contrary, according to the British scholar, it is time to adopt "hybridity" as a guiding principle for reconfiguring our understanding of contemporary media systems.
