Este estudo analisa os valores sociopolíticos dos universitários (n=605) Portugal/Brasil, mediante um Questionário sobre Valores na dimensão sociopolítica. Os resultados revelaram diferenças quanto a valores fundamentais. Constatamos indiferença/descrença política nos estudantes portugueses e brasileiros, essencialmente no respeitante às causas das desigualdades sociais. No Brasil são decorrentes da pouca sorte, preguiça e inatividade laboral e em Portugal particularizam a pouca instrução. Esta pesquisa viabiliza a implementação de programas de educação para a cidadania em contexto académico. ; This study assesses the socio-political values of colleges students (n = 605) Portugal/Brazil, employing a questionnaire on socio-political dimension Values. The results revealed significate differences about fundamental values. We find indifference/scepticism in Portuguese and Brazilian students practice, essentially with regard to the causes of social inequalities. In Brazil are connect from bad luck, laziness and inactivity and in Portugal a short instruction distinguish. This research empowers the implementation of programmes of education for citizenship in academic context.
In this article we intend to establish the bases that Martín de Azpilcueta demonstrates his foundation of political authority to reflect on how this thinker articulates his argument to present the people as the original holder of the civil power by natural right. To achieve this objective it will be present how the author relates and distinguishes the ecclesiastical power from secular or civil power. So, it will be shown how the Spanish thinker establishes his foundation of popular civil authority by claiming that civil power legitimizes itself by having its origin in God because it is your natural order and it is given immediately to the community of mortals. According to the thought of Martín de Azpilcueta, it is possible to consider that the secular political authority has the people as its legitimate depository and results in the original equality of all men in public life. In order to accomplish the objective presented in this paper, we will specifically study Notabile tertium present in the work Martín de Azpilcueta called Relectio C. Novit de Iudiciis first published in Coimbra in the year 1548.
This article aims to analyze the party laws of the Southern Cone countries (Argentina, Brazil, Chile, Paraguay and Uruguay) and the theoretical debate on the subject. The state regulations are not new in political world scene, with the first legislation being formulated after World War II. In the case of the Southern Cone countries, some nations had regulated party activities before their authoritarian periods, and party activities were taken over from the 1980s with new legislation that set new limits and allocations to political parties, changing their organizations and their activities. To accomplish this work there will be a qualitative analysis of party laws of five countries, focusing on their differences and similarities. In conclusion, it can be said that the five countries have different views of party activities and this is reflected in their laws, with some of them providing greater freedom for partisan activities than others ; Este artigo tem como objetivos analisar as legislações partidárias dos países que compõem o Cone Sul (Argentina, Brasil, Chile, Paraguai e Uruguai) e o debate teórico sobre o tema. As regulações estatais não são novidade no cenário político mundial com as primeiras legislações tendo sido formuladas logo após a Segunda Guerra Mundial. No caso dos países do Cone Sul, algumas nações tinham as atividades partidárias reguladas antes de seus períodos autoritários e as atividades partidárias foram retomadas a partir da década de 1980 com novas legislações que estabeleceram novos limites e atribuições aos partidos políticos alterando suas organizações e suas atividades. Para realizar este trabalho será realizada uma análise qualitativa das legislações partidárias dos cinco países, se concentrando em suas diferenças e semelhanças. Como conclusões, pode-se afirmar que os cinco países tem visões diferentes das atividades partidárias e isto reflete em suas legislações, com algumas fornecendo maior liberdade para a atuação partidária do que outras
O PRESENTE artigo relata os resultados de um exercício de cenários políticos realizado pelo Instituto de Estudos Avançados (IEA-USP) no quadro de um projeto mais amplo patrocinado pelo Executivo federal. Os autores traçam inicialmente um cenário positivo, caracterizado por estabilidade política, aperfeiçoamento do sistema de partidos e do Legislativo, e melhores políticas sociais. Passam, em seguida, a dois cenários negativos, nos quais aqueles objetivos dificilmente serão atingidos. Dado que a ocorrência do cenário positivo provavelmente exigirá reformas políticas substanciais, os autores analisam algumas das propostas debatidas ao longo das últimas duas décadas, notadamente as que objetivam fortalecer o sistema partidário, melhorar as relações Executivo versus Legislativo e tornar o sistema como um todo mais representativo (accountable). ; THIS article reports the results of a political scenario-building exercise carried out by the Institute of Advanced Studies within the framework of a larger project sponsored by the federal government. The authors first draw a positive scenario, characterized by political stability, improvement of the party system and of the legislative machinery, and better social policies. Next they turn to two negative scenarios, under which the above-mentioned goals seem unlikely to be reached. The positive scenario is unlikely to come about without substantial political reforms. An effort is therefore made to analyze reform proposals debated in the country over the last two decades, with special reference to those aiming to strengthen the party system, improve Executive versus Legislative relations and increase accountability in the political system as a whole.

Argumenta, ainda, que estadistinção está claramente posta em O Capital e que, com freqüência, orecurso aos manuscritos como os Grundrisse ou o Capítulo VI – Inéditotêm servido para desautorizar o texto publicado por Marx e que, política eteoricamente, têm servido para revogar a centralidade do proletariadopara superação do sistema do capital. ; The article argues thatthere is, in Marx, a differentiation of the social function of theproletariat from otherwage-labourers based on the distinctive insertion of each socialclass in the productivestructure. It argues also that this distinction is evident inCapital and, that often,references to manuscripts such as Grundrisse or Capital VI —unpublished, have beenused to discredit Marx's text and to, politically andtheoretically, refute thecentrality of the proletariat in the transcendence of thecapitalist system.
Transnationalization of popular sovereignty is Jürgen Habermas' answer to the "postnational constellation". His position of a supranational constitutionalization has been critized from the perspective of popular sovereignty by political theorist Ingeborg Maus. Although from the view of democratic theory of highest interest, this debate has so far focused primarily on articulating prospective institutional and procedural designs or criticizing existing ones but has neglected to sufficiently address the problem of effective democratic access to the economic sphere. The aim of this paper is to strengthen popular sovereignty theory by confronting the two competing positions with insights from political economy on the background of the "new constitutionalism". We show that Maus' idea to cut back "new constitutionalism" to the form of international agreements without supranational institutions runs into the same problems of equality between states that Habermas faces with his idea of "global governance without government". We show also that a further unification of Europe as envisioned by Habermas is undermined by structural obstacles of capitalist economy that Habermas does not take into account. Therefore, both models, although contrary positions, share similar problems. A posição de Habermas sobre a constitucionalização supranacional foi criticada, sob a perspectiva da soberania popular, pelo teórico da ciência política Ingeborg Maus. Até agora, na visão da "teoria democrática de maior interesse" esse debate se manteve focado em articular propostas de designs institucionais ou procedimentais, ou em criticar articulações já existentes. No entanto, a discussão acabou negligenciando o aspecto fundamental do acesso democrático efetivo à esfera econômica. Esse artigo tem por objetivo fortalecer a teoria da soberania popular ao tratar das duas posições concorrentes, sob a visão da econômica política, em um contexto do "Novo Constitucionalismo". Mostramos que a ideia de Maus para restringir o "Novo Constitucionalismo" aos acordos internacionais, sem instituições supranacionais, acaba se deparando com as mesmas questões de igualdade entre Estados com que Habermas lida em seu projeto de "Um governo global sem governante". Nós mostramos também, que uma unificação mais profunda da Europa, como Habermas idealizou, acaba enfraquecida por obstáculos estruturais da Economia capitalista, que o autor não leva em conta. Portanto, os dois modelos, mesmo que em posições contrárias, possuem problemas em comum. Este ensaio explora certa configuração estético-política presente na fotografia de uma manifestação do dia 20 de junho de 2013, na Avenida Paulista, em São Paulo. Essa imagem anuncia uma partilha do sensível (nos termos de Rancière) em movimento, que será explorada num conjunto de fotografias de manifestações de rua de 2013 e 2018. Essas imagens disparam inúmeras perguntas sobre uma nova geometria das formas de representação política e sobre as mutações nos modos de subjetivação, indicando disputas sobre as composições e distribuições instituídas nos modos de ação política contemporâneos. ; This essay explores a certain aesthetic-political configuration in a photograph of a street rally on June 20, 2013, at Paulista avenue, São Paulo. This image heralds a distribution of the sensible (Rancière, 2005) in movement, that will be explored through a collection of photographs of street protests from 2013 to 2018. Those images trigger countless questions about a new geometry in the forms of political representation, and about the changes in the modes of subjectivation, indicating disputes over the compositions and distributions instituted in the forms of contemporary political action.
Este artigo oferece uma análise exaustiva das estratégias emergentes de comunicação política digital numa área pouco estudada: a lusofonia. Mediante revisão bibliográfica e análise de conteúdo, foram estudados um total de 25 partidos políticos de cinco países e três continentes diferentes. Os resultados confirmam, por um lado, tendências emergentes comuns a outras áreas geográficas analisadas recentemente, como a inovação nas narrativas digitais, a plataformização e a tendência para o engajamento como interação comunicativa. No entanto, são observadas novas tendências como o uso de mensagens instantâneas, o podcasting, a segmentação de audiência e o engajamento vinculado à neutralização de notícias falsas. ; This article provides an exhaustive analysis of the emerging digital political communication strategies in a seldom-studied area: the Portuguese-speaking world. Through a literature review and content analysis, 25 political parties from five countries and three different continents are studied. The results confirm emerging trends common to other recently analyzed places, such as innovation in digital storytelling, platformization and the trend towards engagement as communicative interaction. However, there are new trends toward instant messaging, podcasting, audience segmentation and engagement linked to the fight against fake news.

This article intends to reflect not only on the responsibility but also on the constraints that educational systems have as regards political culture. Especially contemporary political culture, whose main characteristic seems to be not to consider the basic principles of democracies. We will try to justify the hypothesis that critiques to education, especially to formal education, demand from school. That is, to educate a citizen able to think and act against the predominant cultural currents in society either in the area of the formation of the individual autonomy or in the citizen´s collective responsibility of social participation. To define this analysis we are going to focus on the complex relationship between education, political violence and human rights. ; El presente trabajo tiene como objetivo reflexionar sobre la responsabilidad, pero también sobre los condicionantes que los sistemas de educación tienen con respecto a la cultura política. Especialmente la cultura política contemporánea, cuya característica central parece ser el poner entre paréntesis principios elementales de las democracias. Trataremos de justificar la hipótesis que las críticas a la educación, sobre todo a la educación sistemática, derivan de exigirle a la escuela, en todos sus niveles, que forme un ciudadano capaz de pensar y actuar contra las corrientes culturales predominantes en la sociedad, sea en el campo de la formación de la autonomía del individuo, sea en la responsabilidad colectiva de participación social del ciudadano. Para delimitar el análisis nos vamos a centrar en la compleja relación entre educación, violencia política y derechos humanos. ; O presente trabalho visa refletir sobre a responsabilidade, mas também acerca das condições que os sistemas de ensino têm em relação à cultura política. Trata-se sobretudo da cultura política contemporânea, cuja característica central parece ser a de subestimar os princípios elementares das democracias. Procuraremos justificar a hipótese de que a crítica à educação, especialmente a educação sistemática, deriva de exigir da escola, em todos os níveis, a formação de um cidadão capaz de pensar e agir contra as correntes culturais predominantes na sociedade, seja no campo da formação da autonomia do indivíduo, seja na responsabilidade coletiva da participação social do cidadão. Para delimitar a análise, vamos nos concentrar na complexa relação entre educação, violência política e direitos humanos.
The innovation process of information and communication technologies have led to an increasing engagement of the population in political activities. Political techs emerge as an innovation to facilitate access to information and analysis of candidates during elections. They are used to monitor government actions and agendas, encouraging participation and civic engagement. This research analyzes citizen engagement through political techs adopted in elective mandates in the Brazilian Legislature after the general elections of 2018. The quantitative approach used a multivariate method of structural equation modeling with the application of a face-to-face survey with a sample of 467 university students. As a result, from the political techs, a model is proposed that allows the analysis by the citizens to inspect and participate in the decisions about the resources invested in the public policies and actions, being possible, thus, to foment the citizen's engagement. ; El proceso de innovación de las tecnologías de la información y comunicación impulsaron el desarrollo de iniciativas que corroboran una mayor adhesión popular a las acciones políticas. Por lo tanto, las political techs surgen como una forma de innovación del uso de la tecnología para facilitar el acceso a la información y el análisis de los candidatos para elegir durante la elección y como medio de seguimiento y monitoreo de las acciones y pautas de gobierno, auxiliando el proceso de participación y compromiso cívico. Esta investigación tuvo como objetivo analizar el compromiso ciudadano a través del uso de aplicaciones clasificadas como political techs, en la participación en acciones de mandatos electivos en el Poder Legislativo brasileño después de las elecciones generales de 2018. El enfoque cuantitativo utilizó un método multivariado de ecuaciones de modelado estructural con la aplicación de una survey presencial con una muestra de 467 universitarios. Como resultado, desde las political techs, se propone un modelo que permite el análisis por parte de la ciudadanía para inspeccionar y participar en las decisiones sobre los recursos invertidos en las políticas y acciones públicas, siendo posible, así, fomentar el compromiso ciudadano. ; O processo de inovação das tecnologias de informação e comunicação promoveram o desenvolvimento de iniciativas que corroboram maior adesão popular às ações políticas. Surgidos no ambiente digital, tiram partido dos baixos custos de distribuição e das potencialidades de participação do público. De forma crescente, os média alternativos utilizam plataformas de crowdfunding ou financiamento coletivo como modelo de manutenção das atividades. Estas plataformas que permitem o patronato não alojam nem publicam conteúdo, mas estão inseridas num ecossistema com outras plataformas que visam obter dados e transformá-los em valor económico. O presente artigo mapeia a forma como média alternativos de Portugal, Espanha e Brasil articulam as plataformas de crowdfunding com as suas estratégias de financiamento, por um lado, e com as plataformas de redes sociais, por outro. O estudo pretende debater as possibilidades e limitações das diferentes plataformas de financiamento coletivo para estes meios. O desenho metodológico inclui entrevistas pessoais, observação online sobre os média alternativos e uma análise de conteúdo sobre o seu financiamento e concretamente as plataformas digitais de financiamento. The study aims to discuss the possibilities and limitations of the different crowdfunding platforms for these means. The methodological design includes personal interviews, online observation about alternative media and a content analysis about their financing and specifically the digital financing platforms. Alternative media articulate their use of crowdfunding platforms with those of social networks, in a constant work of demonstrating the relevance of the type of journalism they practice and their social contribution in search of public involvement as a funder.

In this paper, we will investigate the political meaning of history in Kant's and Hegel's Philosophy of History. Both of them, each in its own way, the substantiation of a given political system - centered in the structuration of the Constitutional State - the fulfillment of human's history supreme finality. We will analyze, to this end, the works 'Idea for a Universal History with a Cosmopolitan Purpose', written in 1784, five years before the French Revolution and 'Reason in History - a general introduction to Philosophy of History', organized from the lectures given by Hegel in his maturity. In the final considerations, we'll try to problematize the notions of "sense" and "finality" of History.
