Iver Neumann has been an inter-disciplinary entrepreneur for political science in Norway. For Neumann, interdisciplinarity has been coupled with an understanding of politics as the search for meaning and identity. These features are well-developed in European political science, particularly within the field of international relations, but they are more rarely encountered in Norway. This brief article provides a sketch of political science as it evolved and matured in its Norwegian incarnation. In situating Iver Neumann within the discipline, I emphasise his international and eclectic orientation. The personal, national and international meet in Neumann's works, as do popular culture and politics.
A Danish researcher tells about his experiences with the Norwegian Institute of International Affairs (NUPI) in the 1970's, 80's and 90's and how the institute has changed over the years. Iver Neumann has been one of the most productive and visible foreign policy and IR scholars of his generation. He has had great influence both internationally and at NUPI. He has, however, not become a prophet in his own country. Norway's political science community has expressed little interest in the three traditions that have been the lasting anchor points in Neumann's works: the English School, the German tradition of critical theory and French post-modernism. This article suggests that Norwegian political studies have expressed a lack of curiosity – if not an active skepticism – towards political theory in general and continental approaches in particular. The errand here is not to wonder why. Rather, it is to provide the briefest of glimpses into some of the perspectives that lie outside the Anglo-American, methodological mainstream of Norwegian political science.
Russisk påvirkning av presidentvalget i 2016 har skapt frykt for manipulasjon av valg i Vesten. Både EU og USA forventer at trusselen vedvarer, og at nye metoder og kapasiteter utvikles. Artikkelen beskriver hva valgpåvirkning er, og hvordan slik påvirkning gjennomføres. Den gjør en systematisk gjennomgang av litteratur om beskyttelse av valg, og funnene sammenfattes i seks temaer med til sammen 38 mulige tiltak for å hindre valgpåvirkning: 1) bevisstgjøring; 2) forebygging; 3) samarbeide og koordinering; 4) beskyttende tiltak; 5) aktive mottiltak og avskrekking; 6) forskning, læring og kompetansebygging. Alle tiltak krever nøye vurdering av økonomiske, politiske, juridiske, praktiske og andre implikasjoner, samt særlig forholdet til demokrati og ytringsfrihet. Avslutningsvis påpekes fire problemstillinger som særlig aktuelle for videre vurdering: 1) bevisstgjøring via medier, samt målrettet mot partier og valgorganisasjon; 2) en helhetlig gjennomgang av trusler, sårbarhet og beskyttelsestiltak, særlig datasikkerhet; 3) forskning og utvikling; 4) avskrekking og eksponering av påvirkning. Mange tiltak er inngripende, særlig i forhold til demokrati, ytringsfrihet, sensur og selvsensur, og de viktigste utfordringer, begrensninger og kritikk mot restriktive tiltak gjennomgås. Vi må unngå at tiltak for å beskytte demokratiet i seg selv undergraver demokratiet.
Abstract in English:How Can Elections Be Protected Against Foreign Interference?Russian interference in the 2016 US presidential election have caused fear for manipulation of elections in the West. Both the EU and the US see this as a persistent threat and expect new methods and capabilities to emerge. This article describes election interference and how it has been conducted. It reviews literature about protection of elections, and summarises the findings in six themes with a total of 38 possible measures: 1) awareness, 2) prevention, 3) cooperation and coordination, 4) protective measures, 5) active countermeasures and deterrence, 6) research and competence building. All measures require careful consideration of economic, political, legal, practical and other implications, and especially consequences for democracy and freedom of speech. Finally, four issues are proposed as particularly relevant for further consideration: 1) awareness through media, and also especially targeted at political parties and the election organisation, 2) a comprehensive assessment of threats, vulnerabilities and protective measures, especially in terms of data protection, 3) research and development, 4) deterrence and exposure of interference. Many of the measures are far-reaching when it comes to democracy, freedom of speech, censorship and self-censorship, and the article reviews challenges, limitations and critique of such restrictive measures. It is essential that measures to protect democracy in themselves do not undermine democracy.
Hensyn til valgbarhet har i kraft av det amerikanske politiske systemets virkemåte bestandig vært et moment i presidentvalg. I nominasjonskampen i 2020 har dette hensynet imidlertid vært viktigere for et flertall av velgere enn noe annet. Dette fokuset gjør valgbarhet vel verdt å undersøke, både som fenomen og som potensielt problem. I denne artikkelen gjør jeg begge deler. I lys av en konseptuell diskusjon av begrepet og dets historiske utvikling, forsøker jeg å plassere valgbarhet i statsvitenskapelig teori om stemmegivning. Jeg skiller mellom oppriktig, sofistikert og distansert stemmegivning, hvor valgbarhet spiller henholdsvis ingen, begrenset og stor rolle. Med utgangspunkt i Hans Skjervheims begrepspar, argumenterer jeg for at en holdning som fikserer på valgbarhet – det jeg her kaller «valgbarisme» – gjør velgeren til tilskuer snarere enn deltaker. Med dette følger problemer knyttet til legitimitet, representasjon, deltakelse og medborgerskap. I siste instans utgjør valgbarismen altså et demokratisk problem.
Abstract in English:The Voter as Onlooker: "Electabilitism" in American Presidential ElectionsConsiderations of electability is, due to the makeup and functioning of the American electoral system, always an issue in presidential elections. For a majority of voters in the 2020 primary elections, however, considerations of electability has been more important than anything else. This makes electability worthy of discussion as a phenomenon and as a potential problem. In this article, I attempt both. In light of a conceptual discussion of the term electability and its historical evolution, I consider electability in relation to political-scientific theories of voting. I distinguish between sincere, sophisticated, and distanced voting, where electability plays, respectively, no part, a limited part, and a big part. Based on Hans Skjerveim's typology, I argue that a voter attitude that fixates on electability – what I call electabilitism – turns the voter into a spectator rather than a participant. This creates problems of legitimacy, representation, participation, and citizenship. Thus, electabilitism, I argue, ultimately poses a democratic problem.
Denne artikkelen er en oppmuntring til min generasjon av bosniere i diasporaen om å løsrive forsoningen med fortiden fra kontemporære politiske narrativer og nasjonsbyggingsprosesser i Bosnia. Artikkelen er således et forsvar for anvendelse av krigens mørke kapitler som momenter i narrativer som overskrider de allerede etablerte, og den legger frem et argument for at Bosnias urealiserte fellesskapspotensial utgjør diasporaens mest potente arv etter krigen.
Abstract in English: Stories of Bosnia
This essay is an encouragement for my generation of Bosnians in the diaspora to emancipate processes of consolidation with the past from the contemporary political narratives and nation-building processes in Bosnia. Furthermore, the essay provides a justification for the appropriation of the darker chapters of the Bosnian war as moments in narratives which transcend those already established, and argues that the unrealized communal potential in Bosnia constitutes the diaspora's most potent heritage after the war.
Utenlandske investeringer er en viktig del av økonomien i mange land. Det gjelder også Norge, hvor utenlandskontrollerte foretak sysselsetter 21 prosent av arbeidstakerne i privat næringsliv. Samtidig vet vi at strømmene av investeringer internasjonalt er i endring, med vekst i aktiviteten fra stater som tidligere har investert lite utenlands. Det gjelder spesielt Kina, men også India, Russland og noen andre ikke-tradisjonelle investorland. I denne artikkelen studerer vi hvordan Norges posisjon som destinasjon for investeringer endrer seg. Vi diskuterer utviklingen i lys av etablerte teorier innen samfunnsøkonomi og statsvitenskap.
Abstract in English:Norway as a Destination for Foreign Investment: Trends and ExplanationsForeign investment is an important component of the economy of many countries. This is the case for Norway too, where foreign-controlled enterprises employ 21 percent of the workers in the (private) business sectors. We know that foreign investment flows are changing, with increased activity from countries that have traditionally invested little abroad. This is true for China, especially, but also for India, Russia, and some other non-traditional investor countries. In this article, we study how Norway's position as a destination for investment is changing. We discuss the developments in relation to established theories within economics and political science.
EU har gjort en stor feil ved ikke å drive gjennom EU-medlemskap for Bosnia-Hercegovina. De stadige utsettelsene skyldes flere ting, blant annet nasjonale hensyn i EUs medlemsland og en fastlåst politisk situasjon i Bosnia-Hercegovina, som gjør nødvendige reformer vanskelig. Dette har skapt håpløshet i befolkningen og bidrar til fortsatt politisk ustabilitet. Rask integrering i EU og Nato er den eneste sikre veien til fred og utvikling i Bosnia-Hercegovina – og på Vest-Balkan generelt.

The constant delays are due to several things, including national considerations in EU member states and a deadlocked political situation in Bosnia and Herzegovina, making necessary reforms difficult. This has created hopelessness in the population and contributes to continued political instability. Det som ofte har manglet i forskningslitteraturen om miljø- og klimautfordringer i Arktis, er undersøkelser av hva som betinger innflytelsen av vitenskapelig kunnskap i reguleringer av relevans for Arktis. I denne artikkelen er målet å analysere forholdet mellom arktisk kunnskapsproduksjon (inkludert policy anbefalinger) og norsk forvaltning (herunder Miljødirektoratet og Klima- og miljødepartementet). I artikkelen ser vi nærmere på tre av arbeidsgruppene i Arktisk råd. 1) Arctic Monitoring and Assessment Programme (AMAP), 2) Conservation of Arctic Flora and Fauna (CAFF) og 3) Protection of the Arctic Marine Environment (PAME). Abstract in English:The Arctic Council Between Science, Managment and PolicyWhat has often been lacking in the scholarly literature on environmental and climatic changes in the Arctic are analyses addressing what determines the influence of scientific knowledge on regulations of relevance to the Arctic. The purpose of this article is to analyse the relationship between the production and systematisation of knowledge (including policy recommendations arising from this work) on Arctic issues and the Norwegian management system (overseen by, among other bodies, the Norwegian Environment Agency and Ministry of Climate and Environment). The article focuses on three of the Arctic Council's working groups. 1) Arctic Monitoring and Assessment Programme (AMAP); 2) Conservation of Arctic Flora and Fauna (CAFF); and 3) Protection of Arctic Marine Environment (PAME). The focus is on state of knowledge, degree of political and economic controversy in the issue area, the importance of the matter in public opinion and among policy makers, and management design.
Aktivisme bruges hyppigt blandt forskere og praktikere som en "overordnet etikette på dansk udenrigspolitik" (Pedersen & Ringsmose, 2017, s. 339). Der er ikke konsensus om, hvornår Danmark blev aktivistisk, eller om etiketten passer lige godt på alle områder af udenrigspolitikken. Ikke desto mindre er der bred enighed om, at Danmarks militære engagement i de seneste årtier, herunder særligt deltagelsen i Irak- og Afghanistan-krigene, udgør et højdepunkt i dansk aktivisme. Vores analyse diskuterer og nuancerer denne karakteristik ved at formulere en alternativ forståelse af politisk aktivisme inspireret af Hannah Arendts politiske teori. Med vores konceptualisering gentænker vi centrale begreber i litteraturen – initiativ, risiko og deltagelse – og sondrer mellem militært engagement og egentlig politisk aktivisme. Ud fra denne begrebslige ramme genbesøger vi Danmarks krigsdeltagelse i 2000'erne. Vi argumenterer for, at dansk udenrigspolitik, selv hvad angår krigsdeltagelsen, har været reaktiv, risikoavers og med begrænset folkelig forankring og derfor mindre aktivistisk, end litteraturen hidtil har antaget. Ved at fjerne den aktivistiske etikette forsøger vi at rejse nye spørgsmål om, hvad udenrigspolitisk aktivisme fremadrettet kan og bør være.
Abstract in English:Military Activism Without Political Action? Towards a New Conception of Activism in Danish Foreign and Security Policy Inspired by Hannah ArendtActivism is frequently used by researchers and practitioners alike as "a general label on Danish foreign policy" (Pedersen & Ringsmose, 2017, p. 339, authors' translation). There is no consensus as to when Denmark became activist or if the label is equally fitting to all foreign policy issue areas. However, there is broad agreement that the military engagements in recent decades, particularly the wars in Afghanistan and Iraq, constitute a high point in Danish activism. Our analysis challenges and nuances this characterization by exploring an alternative understanding of political activism inspired by Hannah Arendt's political theory. Our alternative concept of activism revisits the central elements of activism; initiative, risk and participation, and distinguishes between military engagement and political activism. Drawing on this conceptual framework, we revisit Denmark's war engagements focusing on Iraq and Afghanistan in the 2000s. We argue that from a political perspective even Denmark's war engagements have been reactive, risk averse, and with limited popular anchorage, and are therefore, less activist than hitherto argued. By tearing off the activist label we aim to revitalize the discussion about what Danish Foreign and Security policy can and should be at a time when such questions have rarely had more relevance.
Artiklen ser nærmere på de forhold, som er blevet beskrevet i analyser af interventionen i Afghanistan, der kan forklare den udvikling, som den amerikanske præsiden, Joe Biden, forsikrede ikke ville finde sted i 2021. Tre forhold står frem i tidligere analyser af årene, der gik, i Afghanistan. For det første, at der var løbende udfordringer med kapacitetsopbygningen. Udfordringer, der ligeledes løbende var blevet påpeget internationalt af analytikere, forskere og i krigens mange evalueringsrapporter og erfaringsopsamlinger. For det andet, at formålet med krigen fra de allieredes side skiftede karakter, som tiden gik. Fra at det fælles formål var lettere at få øje på i starten af krigen, så blev interventionsindsatserne til et formålstæt delta, hvor de involverede lande med skiftende regeringer balancerede hensyn til alliancer, en hjemlig vælgerskare, nationale sikkerhedsinteresser og værdipolitiske rettighedsdagsordner. For det tredje, at Taleban gradvist – og ikke fra den ene dag til den anden – havde opbygget styrke og kontrol, og samtidig havde været involveret i en politisk proces via deres repræsentationskontor i Doha, der var med til at bane vejen for deres overtagelse. Abstract in English20 Years in Afghanistan: What Do We Know About What We Learned?This article takes a closer look at various analyses of the international intervention in Afghanistan, which point at different reasons for the developments that took take place in August 2021. Developments that the American president Biden shortly before the Taliban takeover assured the world would not take place. Three factors stand out in previous analyses of the years that passed by in Afghanistan. First, that there were ongoing challenges with capacity-building. Challenges that had been pointed out by analysts, researchers and in the many evaluation and lessons-learned reports from the war. Secondly, that the purpose of the war on the part of the allied forces changed character as time went on. The common purpose was easier to see in the beginning of the war, but the intervention efforts turned into a purpose-dense delta, where the countries involved and their successive governments balanced considerations to alliances, domestic support, national security interests and value political agendas. Third, that the Taliban seemingly had gradually – and not overnight – built up strength and control, and at the same time been involved in a political process through their exile office in Doha that helped pave the way for their takeover.

This article is a brief introduction to a thematic issue about the political situation in Bosnia and Herzegovina. The occasion for the issue is that in July 2020 it is 25 years since the Bosnian-Serb army took Srebrenica and massacred 8,000 Bosniaks.
I denne fokusspalten tar vi for oss hvordan den norske nordområdepolitikken har blitt kommunisert gjennom bruk av politiske «narrativer». Ved bruk av narrativ politisk analyse belyser vi bruk av ideer om fortid, nåtid og fremtid i og som «nord». Innenriks har dette betydd en gjenfortelling av identitet og økt oppmerksomhet på elementer som hav- og kysthistorie, og utenriks har det betydd en reevaluering av Norges posisjon i verden. Ikke minst har landets internasjonale rolle i dette narrativet blitt karakterisert av ideer om lederskap, bærekraft og ansvar. Vi konkluderer med at nordområdenarrativet har utviklet seg over tid, men at fortellingen slett ikke er over ennå. Den fortsetter i ubrutt takt nordover – og mot havrommet.
Abstract in English:Norwegian High North Narratives and Identity Construction in the NorthIn this short article we consider how Norwegian High North policies have been communicated through political "narratives". Through Narrative Political Analysis, we highlight the use of ideas about past, present and future in and as "the north". Domestically, this has meant a renarrativisation of identity and an increased focus on elements such as ocean and coastal histories; and internationally, it has meant a reassessment of Norway's position in the world. No least the country's international role has in this narrative been characterised by ideas of leadership, sustainability, and responsibility. We conclude that the High North narrative has evolved over time, but that the story is far from over; it continues at steady pace northwards – and towards the ocean.
Tre tiår etter det ble etablert, står Barentssamarbeidet overfor en politisk kontekst preget av økende spenning og et Russland i krig. Ved starten i 1993 signaliserte det en ny politisk linje i Arktis, Nordområdene og norsk Russland-politikk. I et område som utgjorde Vestens nordligste grense mot Sovjetunionen under den kalde krigen og der militariseringen var sterk, skisserte Norge sammen med Finland, Sverige og Russland et felles utenrikspolitisk engasjement der fred og stabilitet stod øverst på agendaen. Utviklingen bidro til nye internasjonale roller og aktiviteter for regionale og lokale aktører. I denne artikkelen har vi deres erfaringer i fokus når vi undersøker legitimeringspraksiser. Vi spør: Hvordan har legitimeringen av Barentssamarbeidet blitt påvirket av endringer i det sikkerhetspolitiske klimaet? Ved å fremheve lokale aktører i Barentssamarbeidet tar vi et steg inn i et utenrikspolitisk felt preget av politiske spenninger, ulike argumenter og et mangfold av meninger. Vi har en diskursanalytisk og praksisorientert tilnærming når vi identifiserer tre legitimeringsdiskurser: en geopolitisk oppdatert legitimering, en motvekt til dominerende representasjon av Russland, og en representasjon av aktøregenskapene til Barentssamarbeidet i lys av framtidig norsk-russiske relasjoner. Abstract in EnglishThe Barents Cooperation Amid Geopolitical Tensions: A Discourse Analysis of Norwegian ExperiencesBack in 1993 the formalization of the Barents-cooperation signaled a new political approach in the Arctic region, High North, and Norwegian Russia-policy. In the area where militarization was strong and which formed the Wests northernmost border with the Soviet Union during the Cold War, Norway, together with Finland, Sweden and Russia, outlined a joint foreign policy engagement where peace and stability were at the top of the agenda. Today, almost 30 years later, the Barents-cooperation is surrounded by growing geopolitical tension – especially highlighted in the period after the Russian annexation of Crimea in 2014. In this article we try to answer the question: What is the Barents-cooperation in the context of today's international political situation? By emphasizing the voices of the actors in the cooperation, as this article does, we take a step into a field characterized by political tensions, by arguments, and a diversity of opinions within the Norwegian foreign policy field. Based on interviews with actors from the Barents-cooperation, the article presents three different discourses: a geopolitically updated legitimization; a counterweight to the dominant representation of Russia; and a representation of the agency of the Barents-cooperation in light of future Norwegian-Russian relations.
FNs totalforbud mot atomvåpen er innlysende riktig. Forpliktelsene går neppe lenger enn Ikkespredningsavtalen, som Norge sluttet seg til allerede i 1970. Avskrekking med atomvåpen forutsetter at de må være klare til bruk for å bli umulige å bruke. Særlig i kriser blir en slik tankegang lett farlig fordi den kan utløse atomkrig ved misforståelser. Likevel er den norske regjeringens motstand mot FNs totalforbud rasjonell fordi hensikten er å forebygge en endring i oppfatning om maktbalanse som kunne undergrave Norges selvstendighet. Spørsmålet blir derfor om risiko for atomkrig kan reduseres uten å øke fare for press, og i verste fall angrep? Artikkelen presenterer egen forskning om hvordan konfrontasjonen i første halvdel av 1980-tallet mellom de to tyske stater førte til risiko for storkrig utløst av gjensidige misforståelser på begge sider av det daværende jernteppet. Teorier om tankeprosesser forklarer misforståelsene som universelle kognitive begrensninger. Forholdene i dag er på vesentlige punkter sammenliknbare med første halvdel av 1980-årene, da det på tross av spenninger likevel var rom for initiativ til felles sikkerhet. Artikkelen konkluderer derfor med at Norge bør slutte seg til FNs totalforbud mot atomvåpen, og sammen med Sverige ta initiativ til en felleseuropeisk dialog med Russland om en europeisk sikkerhetsordning bygd på forestillinger om felles sikkerhet.
Abstract in English:Norwegian Support for the UN's Total Ban on Nuclear Weapons?The article argues that while the UN ban on nuclear arms is obviously sensible, the Norwegian Government's objections are still rational. Rejecting the US nuclear arms umbrella undermines deterrence to the degree that is the perception. The article sets out how cognitive processes determine perceptions of deterrence and risks of war. Shifting nuclear strategies are attempts to cope with the contradiction between deterrence and the inherent impossible choice of nuclear war. The Cold War in the first half of the 1980s shows how nuclear arms, though intended as deterrence, in a confrontation may be misperceived as a looming attack. This misperception almost caused nuclear war by inadvertence, as it could again. The fear of attack may prompt a compelling sense of urgency for a preemptive strike. This is the only real risk of large-scale war in Europe. Therefore, the Norwegian Government should join the UN ban on nuclear arms to reduce tensions in Europe. In a joint initiative with Sweden, which has already endorsed the ban, Norway should persuade other European states to enable a political process with Russia towards a European common security without the looming threat of nuclear arms. Military force should not exceed the minimum required to block intimidation, coercion, and low-intensity aggression.
