Bu çalısma, Türkiye'deki düzenleyici sürecin kurumsal donanımını yeni kurumsalcı iktisadın islem maliyetleri perspektifinden analiz etmeyi amaçlamaktadır. Bu dogrultuda, öncelikle yeni kurumsalcı yaklasıma kadar gelisen regülasyon teorileri hakkında genis bir literatür taraması yapılmıstır. Regülasyon, teorik olarak, türleri bakımından ve iktisadi faaliyet üzerindeki etkileri baglamında tartısılmıstır. Kamu hizmetlerinin regülasyonunda uygulanan yöntemler ve regülasyon sürecinde daha rekabetçi bir yapıya geçisi saglayan deregülasyon ve özellestirme gibi uygulamalar da ayrıca tartısılmaktadır. Tezin önemli bir katkısı, yeni kurumsalcı perspektiften regülasyonun kurumsal analizini yapmasıdır. Regülasyon iktisadı literatüründe yeni gelisen bu yaklasımla, regülasyonun arz kısmı modellendirilmektedir. Bu model, regülasyonun daha önceki regülasyon teorilerinde ifade edilen etkinsizlikleri dısında, bir ülkenin düzenleyici kurumsal yapısının nasıl önemli bir etkinsizlik unsuru olabilecegini göstermektedir. Model, bir ülkede yatırımların gerçeklesmesi konusunda belirleyici role sahip islem maliyetleri ve düzenleyici taahhüt kavramlarını analizin merkezine alarak, ülkenin düzenleyici politik kurumları arasındaki etkilesimin hangi durumlarda islem maliyetleri ve düzenleyici taahhüdü nasıl etkiledigini analiz etmektedir. Tez, gelistirilen bu model kapsamında Türkiye'de geçis dönemi yasayan düzenleyici devlet modelinin islem maliyetleri ve düzenleyici taahhüt açısından ne anlam ifade ettigini tartısarak, Türkiye'deki iktisadi faaliyeti düzenleyici süreci tartısmaktadır. Özellikle bagımsız düzenleyici kurumlara geçisin, politik ve yasal süreçlerden kaynaklanan dirençle karsılasması, bu kurumların Türkiye'nin düzenleyici çevresinde yerlesik hale gelmesini ve kurumsallasmasını engelleyerek, düzenleyici sürecin politik islem maliyetlerini artırmakta ve düzenleyici taahhüdün güvenilirligini zedelemektedir. Son olarak tez, kurumlar arasındaki bu çatısmanın kaynaklarını göstererek, etkin bir düzenleyici süreç için bir model olarak, düzenleyici süreçte takip edilmesi gereken bir karar agacı önerisi sunmaktadır. ; This study aims to scrutinize the institutional endowment of regulatory process in Turkey from the viewpoint of transaction costs of new institutional economics. It is previously surveyed the developing literature of regulatory economics till the new institutionalist approach. Regulation is considered theoretically, in point of its kinds, and in context of its effects on the economy. It is also taken into account the methods used to regulate the public utilities, the applications as deregulation and privatization used to obtain the transition to competition. An important contribution of the thesis is to analyze the institutional structure of regulation from the new institutional perspective. With this developing approach in the literature of economics of regulation, it is established a new model for the supply side of regulation. The model displays how the institutional structure of a country can be a prominent component of inefficiency exclusive of the other theories of regulation point out inefficiencies. The model analyzes how and under which situations interaction among the regulatory policy-making institutions of the country affects the regulatory process by focusing on it the terms of the transactions costs and the regulatory commitment. The transaction costs and the regulatory commitment have a crucial role over realization of the investments in a country. In the scope of this model, the dissertation scrutinizes the regulatory process in Turkey by drawing attention what the model of regulatory state in the transition term means in terms of the transaction costs and the regulatory commitment. Especially, the legislative and the legal turmoil in the transition to independent regulatory agencies (IRAs) increase the political transaction costs of the regulatory process and bring about the incredible regulatory commitment by hindering the institutionalization of IRAs. In the end, the thesis presents a decision tree for an efficient regulatory process as a useful model by displaying the sources of the clash among the regulatory institutions

Siyasi karar tahakküm-yönetim- strateji ilişkilerini içerir ve kendine has bağımsızlaşma yeteneği vardır. Siyasi kararın egemenlikle rabıtası norm ihdasıyla konumlandığından norm ve istisna eksenleri ayrıntılandırılmış, istisnayı dışlamanın asliliği vurgulanmıştır. Aydınlanmacı tezde normların hakikati temsili, özneler arasındalığılığı üzerinde durulmuş Rawls'un düzeltme girişimine değinilmiştir. Müzakereci ve kararcı tezlerin rasyonal addedilmeyen unsurların siyasi kararlara sızışı bakımından farklılaşmaları irdelenmiştir. Schmitt'in reddettiği norma yakınlık ve meylettiği istisna kuramının ulus muhtevasından gelen tarihi sabiteleri dışlayıcı yapısına buna mukabil liberal tezlerin siyasi karar mimarisi bakımından tam yapısızlaştırmayı hedeflediğine ve Rawls'un nötrleştirici tutumuna değinilmiştir. Düzenlemeci teknik baskınlaştıkça siyasi kararların normla tek biçimli cevap üretimine dönüştüğü, istisna kuramının deneyim ağırlıklı teknikte dirençle karşılandığına değinilmiştir. Siyasi kararın üst limitte egemenlikle olan rabıtasına nazaran neyin norm olduğu ya da istisnai olanla, iç limitte neyin rasyonal olmadığına dair dışlamalarla belirlendiği vurgulanmıştır. ; Political decisions which have an independent nature of their own involve the inter-relationships among domination, administration and strategy. Taking into consideration the approach that establishes the relationship between political decision and sovereignty through instutionalization of norms, exceptions and norms are delineated and exclusion of exceptions is emphasized with regards to Schmitt and Agamben-Benjamin. The representation of reality through norms in the Enlightenment thought and the inter-subjectivity ofthe norms with regards to Habermas is elaborated while the additional revisions brought upon by Rawls are discussed. The differentiation of negotiator and decision maker (as in Schmitt) theories are thoroughly scrutinized with respect to their relevant analysis of infiltration of political decisions by factors which are regarded as irrational. The theories of Schmitt which disregard norm-centric approaches and lean towards theexception-centric theories (which exclude historical constants arising from national content) are mentioned. Rawl's neutralization approach is examined in view of theliberal theories aiming to destructuralize political decision architecture along the abovementioned lines. It is mentioned that, as the regulatory technique becomes more dominant, political decisions take the shape of jurisprudencial uniform answers. It is also discussed that the exceptions approach meets more resistance in experiential processes. What is relevant as norm in view of the relationship between political decision and its upper limits, sovereignty, is also considered. Additionally, it is mentioned that the exceptional factors are determined through the exclusion of what is regarded as "off-limits", namely irrational.

By reporting on some conflicts but not on others, and by representing conflicts they report on in particular ways, the media strongly influence the dynamics and outcomes of democratisation conflicts, and thus also shape the prospects of success of conflict parties. This paper explores the literature on media and conflict by focusing on the ways in which media frame inter-state and civil wars, institutionalised conflicts and social movements in western democracies, and conflicts in nondemocratic and democratising states. Much of the literature discusses the ways in which western media frame foreign conflicts and domestic election campaigns and policy debates, while there is considerably less focus on domestic conflicts in nonwestern settings, such as those that arise during and after transitions from nondemocratic rule. There are only limited attempts to draw parallels between the media coverage of disparate conflicts. In contrast, this study builds upon research findings in these related areas to draw lessons for empirical research of media framing of the contentious dimension of contemporary democratisation. This study concludes that the political context is the main factor that shapes the media framing of various forms of political conflict. Several dimensions of the political context matter in this respect, such as regime type, international (foreign) or domestic perspective, elite consensus or conflict, policy consensus or uncertainty, policy area, more or less institutionalised nature of the political conflict at stake, and the stage of democratisation. Also, the literature suggests that media framing strongly influences political outcomes and thus fosters or undermines democratic institutions in new democracies. .

Siyasal kampanyalar, iktidara aday olan siyasal parti ve liderler tarafındanseçmenlere ulaşmak ve onları ikna etmek amacıyla yürütülen karmaşık ve yoğuniletişim uygulamalarını içermektedir. Günümüzde profesyonel bir iş alanı halinegelmiş olan siyasal kampanya planlaması ve uygulaması daha çok sık görülmektedir.Siyasal seçimlerde bütün kampanya yöneticileri seçmenleri kendi partileriveya adayları hakkında bilgilendirmeye, onarlı ikna etmeye ve desteklerinikazanmaya çalışmaktadır. Seçmenler siyasal partiler arasında tercihte bulunurkenkendilerine sunulan alternatifler arasındaki benzerlikleri değil, farklılıkları göz önünealarak bir değerlendirme yapmakta ve kara vermektedir. Bu nedenle siyasalkampanya yöneticileri mesajlarını seçmenlerin niçin başka adayları değil de kendiadaylarını tercih etmeleri gerektiğini vurgulayacak şekilde tasarlamalıdır.Siyasal kampanyalarda bütün seçmenler hedef kitle olarak seçimlerinsonuçları açısından son derece önem ve önceliğe sahip değildir. Çünkü bütünseçmenleri tatmin edecek mesajlar üretmek, farklı noktalarda ve değişik çıkarlarıolan, hatta toplumda birbirine zıt olan kutupları mutlu edecek, onların desteğininalınmasını sağlayacak mesajlar bulmak kolay değildir. Today, politicalcampaign planning and implementation, which has become a professional branchof business, is seen more frequently.Ali campaign managers aim at informing the voters regarding their partiesör their candidates, and convincing and gaining the support of the voters. Whenmaking a preference among political parties, the voters evaluate and reach adecision on the basis of the differences rather than the similarities of the parties. Thus,the political campaign managers must devise their messages to emphasize why thevoters should prefer their candidate över the other candidates.Ali voters are of great importance and priority as the target mass in terms ofoutcome of the elections. Because it is not that easy to create messages that shallsatisfy ali voters and make everyone at different points and with different interests,including those with conflicting interests, happy and to win their support. For thisreason, campaign management should identify the individuals forming constituentmass, of vvhich the support is required to come to povver, and determine thestrategies and tactics accordingly; and should plan thoroughly the masscommunication methods and mass communication means to be used along with thetiming strategy to be applied.On the contrary to the classical campaign period, political campaign vvorksare very expensive processes, vvhich need to be realized in a planned and measuredmanner.New methods and techniques are being implemented in our country with thepossibility of sharing with developed countries and follovving the developments insaid countries in line with the technological and global developments.Effective and productive use of mass communication means has opened anew era in political campaign strategy. Political advertisement films, television,internet ete. means have provided access to a broader target mass in politicaladvertising in addition to the printed media.

Tenth elections for the National Assembly of the Republic of Serbia since the reestablishment of a multiparty system were held on March 16th, 2014, under a proportional electoral system. Electoral model essentially established in 2000 also included a single electoral district, closed party lists, five percent electoral threshold for non-minority parties and a use of D'Hondt formula for distribution of seats. Most important results of the March elections include: the lowest voter turnout and close to half of the votes won by the Serbian Progressive Party (which, in turn, gave them 63% of parliament members). Moreover, more than 80 percent of the seats was won by lists led by governing parties, i. e. Progressive or Socialist party. Elections were also not just a disaster for Democratic party, but also for Democratic Party of Serbia, Liberal Democratic Party, and United Regions of Serbia, which all lost seats in the National Assembly. Traditional success of the minority parties of most numerous national minorities (i.e. Hungarians, Bosniaks and Albanians) was noted. Also, for the first time, the parliament will convene without so-called sovereignists and opponents of European integration process. Finally, March elections were marked by a large number of squandered votes.

Varlıklar içinde sadece insana özgü bir durum olarak siyasallık, en temelde taraf olmak, dünyada bir duruş sergilemek ile ilgilidir ve toplumsal ilişkiler yoluyla üretilmektedir. Bu yüzden siyasallık, kişiler, kurumlar ve aracıların etkisiyle siyasal toplumsallaşma sürecinin sonucunda gerçekleşmektedir. Siyasal toplumsallaşma, genel toplumsallaşma sürecinin bir parçasıdır. Toplumsallaşma ise normların, değerlerin, inançların benimsenmesi ve uygulanması bağlamında siyasallığa doğru bir süreçtir. İnsan, bir toplumun üyesi olmakla zaten siyasallaşmaktadır. Siyasal toplumsallaşma konusunda yapılmış olan bu çalışma teorik ve uygulamalı olmak üzere iki bölümden oluşmaktadır. Çalışmanın birinci bölümünde teorik olarak siyasal toplumsallaşma süreci tartışılmıştır. Bu bölümde, toplumsallaşma, siyaset, siyasal, iktidar, propaganda, siyasal kültür, siyasal iletişim, devlet, ideoloji, vatandaşlık gibi kavramlar ve temel siyasal toplumsallaşma aracıları olarak kabul edilen aile, okul, arkadaşlık grupları, kitle iletişim araçları ve siyasal olaylar da siyasal toplumsallaşma ile ilişkileri dâhilinde açıklanmaya çalışılmıştır. Ayrıca farklı sosyal bilimlerin ve teorik yaklaşımların süreci nasıl açıkladıklarına da ilk bölümde değinilmiştir. Çalışmanın uygulama bölümünde siyasal toplumsallaşma ile ilgili üniversite öğrencilerine yönelik bir anket çalışması yapılmıştır. 862 anketin cevapları ki-kare, t-testi, tek yönlü varyans analizi, faktör analizi gibi istatistik testleri kullanılarak yorumlanmış ve sürece etki eden faktörler tespit edilmiştir. Araştırmada Türkiye'deki mevcut siyasal kültürün devamlılığına ve değişimine ilişkin önemli bulgular elde edilmiştir. ; Politization, as it is only observed in human beings, refers to becoming a party in the fundamental sense, to exhibiting a position; and is produced via social relations. Politization, therefore, is realized after the process of political socialization with the interaction of individuals, institutions and agents. Political socialization is a part of the general socialization process. Whereas socialization is a process towards politization in the context of the adoption of norms, values, beliefs and their implementation. The individual already politicises by being a part of the society. This study on political socialization consists theoretical and practical chapters. In the first chapter of the study, it is in general disscussed how people become political individuals through political socialization process. In the same chapter, concepts such as socialization, politics, political, power, propaganda, political culture, political communication, state, ideology, citizenship and family, school, friendship groups, media and political organizations and events which are accepted the main socialization agents are disscussed within their relationship with the political socialization process. Also, it is touched on how different social sciences and theoretical approaches explain the process. In the practical chapter of the study, a survey about political socialization was carried out on university students. After the survey process, answers of the 862 questionnaires are interpreted and the effective factors on the process are tried to be explained by using statistical tests such as chi-square, t-tests, one way analysis of variance and factor analysis. The survey has important evidences about the countiniuty and the transformation of the current political culture of Turkey.

Despite the progress in all fields, modern society is facing the development of the means of political violence. Technological development also has its dangerous side. Many researches in the field of science are often carried out for the sake of military needs, and scientific researchers are often misused in military purpose. Political violence represents one of the greatest threats for the democratic development and human rights in contemporary society. The main goal of this paper is to analyze the position of political violence in contemporary society, particularly focusing on its covert use by the great powers, which is often justified by the struggle for democracy and achieving human rights. In that sense this paper is divided into two parts. The first part analyzes the globalization process, underling that this process has double face, whose negative side can significantly contribute to the spread of political violence. In the second part the author deals with the relations between policy and violence in contemporary society. The paper underlines the need for critical approach to political violence. This critical approach is crucial for understanding of political violence which is the first step in the fight against it. Political violence is not always negative and sometimes can have a positive role, especially when it comes to defensive war and combating terrorism. But the main problem here is that this can be misused to justify political violence in general. What is positive and what is the negative role of political violence often depends on the perspective of observation. Unfortunately, it seems that the privilege to enforce the standard today is reserved only for great powers, and they have become main judges who decide when political violence is to be approved of or not. This is the way in which a war becomes humanitarian interventions, protection of human rights, etc. That is why it is of great importance to encourage and initiate all actions in science which aim to understand and counter this complex phenomenon.

Politika kavramı ve onun sınırı, üzerinde uzlaşılmış bir tarihe sahip değildir. Politikanın ne olduğu sorusuna verilen yanıt, politik faaliyet ya da politikanın özünün ne olduğuna ilişkin diğer soruları çağırmaktadır. Politik faaliyet konusu, politik aktör kavramını bir ilinti olarak ortaya çıkarır. Politikanın özünün faaliyetten ayrı kavranamayacağı tespit edilmelidir. İnsanların genel anlamda neye politika dedikleri, politikayı nasıl algıladıkları, politikanın kendi yaşamlarıyla ilişkisi hakkında farklı tutum ve görünümler sergileyebilir. Politika, bir politik topluluğun oluşumu, bir topluluğun kendini inşası, bir devletin içinde farklı bölgeler ve kitlelerin bulunması durumunda kendiliğinden gündeme gelen bir fenomen olabilir. Bir topluluğun içinde yayılan bir algılama ve değerlendirme biçimi, bir eylem tarzının uyardığı karşıtlıklar içinde ortaya çıkabilir. Bu her biçim altında ortaya çıkan faaliyet biçimi politika aktörleri aracılığıyla somut bir görünüm kazanabilir. Bu politika aktörlerinin resmi ve gayri resmi politika faaliyetleri içinde bir önemi ve bir şekli olmayabilir. Bununla birlikte politika, o zamana kadar varolan biçimlerin dışında da meydana gelebilir. Bu nedenle politika amatörleri ve profesyonelleri içinde olmayan politika aktörlerinin olabileceğini kabul etmek gerekir. Bu yönüyle öznelerarasılığın olduğu her yerde bir ahlaki topluluk ya da bir politik topluluk olabilir ve onun içinden politika aktörler olarak ön plana çıkanlar olabilir. Bu açıdan politikayı ve politika aktörlerini belirginleştirip, kavramlaştırılabilir politika bölgelerinde ve onun içindeki eylem potansiyelleri içinde kavramlaştırmak ve araştırılabilir hale getirmek olasıdır. Bu çerçevede makale, politikanın politika aktörleri aracılığıyla kavramlaştırılabileceğini ileri sürer; politika aktörlerinin belirginleşip ortaya çıkmasını ve görünürleşmesini sağlayan çizgiler ve sınırlar boyunca izleyebileceğimiz politik faaliyet ve potansiyeller içinde anlaşılabilir olduğu tezini ileri sürer. The answer to the question of what politics is arises many other questions related to political action or the essence of politics. The notion of political actor is created by the subject of political activity as a byproduct. It must be understood that the essence of politics cannot be comprehended without the activity. What people generally consider as politics and how they perceive politics differ depending on how they relate politics with their lives. Politics may become a phenomenon spontaneously coming to existence in the case of the formation of a political community, the remaking of a community,the existence of different regions and masses within a state. A manner of perception and evaluation spreading within a community can arise within an antagonism to which a manner of action stimulates. This manner of action arisen in any kind of manner may come up a concrete appearancethrough the act of political actors. This actors of politics may not have any importance or any form in the formal and informal political activity. However, politics may also be exercised in different form than before. For this reason, it must be accepted that political actors not being among political amateurs and professionals may exist in the political sphere. From this aspect, everywhere intersubjectivity existed it would be a moral community or a political community and anyone may come into prominence as a political actor. In this regard, it is possible to crystallize politics and political actors, to conceptualize and to make researchable them along the conceptualizable political regions and inside their potentials of action. In this framework, this article asserts that politics can be conceptualized by the mediation of political actors; it asserts the thesis that is understandable by occurring of political actors to crystallize and to bring out along lines and boundaries we can follow inside political work and potentials.Based on this, the article displays that we can benefit from the phenomenological approach enabling us having viewpoint about political work and its essence, and we examine the materials exercising from concept to phenomenon, from phenomenon to concept

The subject matter of research in this paper is theoretical controversy related to the definition of right-wing extremism. Given the fact that extremism is a variable, amorphous and insufficiently researched phenomenon, largely conditioned by time, space, political and cultural differences, there is a great confusion in the field of political science when defining right-wing extremism. The problem of researching right-wing extremism is additionally complicated by various terms that are being used in the contemporary literature as its synonyms, such as right-wing radicalism, neo-Fascism, ultra-radicalism, etc. In order to provide the most valid theoretical determination of right-wing extremism, the author provides a detailed analysis of all the components constituting this phenomenon and examines their causality. In the political praxis, the term extremism is extensively abused, which additionally complicates its determination. Videlicet, politicians often use term 'extremist' in order to discredit their political opponents. While during the French revolution aristocracy saw the bourgeoisie as extremists, the members of the working class later stated that the bourgeoisie were extremists. The problem lies in the fact that, in politics, extremists are not only the ones who use violence as modus operandi; indeed, it is also used by political opponents who do not belong to the extreme political option. Another aggravating factor in defining right-wing extremism is that many administrative and academic definitions do not make a clear distinction between extremism and related phenomena, such as terrorism, radicalism and populism. Extremism is most often equaled with terrorism, which gives rise to another problem in defining this phenomenon. The relation between extremism and terrorism is the relation of general and specific. Namely, every act of terrorism is concurrently considered to be an act of extremism, but not vice versa, given the fact that every act of extremism does not lead towards a higher level of political violence (i.e. towards terrorism). Even in the terms of legal sanctioning, it is much easier to incriminate terrorism in comparison to extremism. The Serbian criminal legislation envisages relevant punishment for committing an act of terrorism, without even mentioning extremism, which implies that there is no penalty prescribed for committing an act of extremism. Despite numerous academic and administrative definitions on the concept of extremism, there is still a lack of a balanced approach to defining right-wing extremism, which is also largely conditioned by political definitions. The most prominent problem in addressing the social phenomena such as right-wing extremism lies in the fact that these social phenomena are dynamic and, in order to be analysed in a scientifically objective manner, they must be examined in the specific temporal, spatial and socio-political context.

DergiPark: 326355 ; trakyasobed ; The objective of this study is to determine factors influencing political preferences of voters in Thrace and İstanbul. Therefore, the voters' preferences survey has been conducted with 2357 voters in the region randomly selected and evaluated. The informative factors influencing political preferences collected in these surveys have been determined by the multinomial logit model. A lot of independent variables have been used in this model, but, because some independent variables were not found as significant according to likelihood ratio test, these variables are not included in the analysis. Nine important factors influencing political preferences of voters have been determined. These factors are newspaper reading habit, foreign language, civil society organization membership, art preferences, sport habits, gender, age, birthplace and social security of voters. Whether the political preferences are independent, has been tested with testing independence of irrelevant alternatives of Hausman. According to this test, it has been found that the political preferences are independent ; Bu araştırmanın amacı, farklı sosyoekonomik grupları olan ve kalabalık bir nüfusu barındıran Trakya ve İstanbul ilindeki seçmenlerin, siyasi tercihlerini etkileyen faktörleri belirlemektir. Bu nedenle, seçmen tercihleri anketi, bölgede rassal olarak seçilmiş toplam 2357 seçmenle yapılmış ve değerlendirmeye alınmıştır. Bu anketlerden elde edilmiş siyasi tercihleri etkileyen bilgi verici faktörler, multinominal logit model ile belirlenmiştir. Bu modelde birçok bağımsız değişken kullanılmış ancak, bazı bağımsız değişkenler LR testine göre anlamlı bulunmadığından dolayı analize dahil edilmemiştir. Siyasi tercihleri etkileyen 9 önemli faktör tespit edilmiştir. Bu faktörler, seçmenlerin gazete okuma alışkanlıkları, yabancı dil durumları, sivil toplum kuruluşlarına üyelik durumları, ilgi duydukları sanat dalı, düzenli spor durumları, cinsiyetleri, yaşları, doğum yerleri ve sosyal sigorta durumlarıdır. Siyasi tercihlerin bağımsız olup olmadığı ise Hausman'nın ilişkisiz alternatiflerin bağımsızlık testi ile test edilmiştir. Bu teste göre, siyasi tercihlerin bağımsız olduğu bulunmuştur

Temsili demokrasilerde, siyasal partilerin örgütsel yapılarındaki en önemli unsurlardan biri üyelerdir. Siyasi sistem ve partilere göre üyeliğin niteliği farklılaşsa da üyeler, partilerin hazır kıtalarıdır. Partilerin altın çağını yaşadıkları dönemde, üyelerin siyasi mesaileri sayesinde partilerle toplum arasındaki organik ilişkiler hep güçlü olmuştur. Fakat, çeyrek asırdan beri özellikle Batı Avrupa demokrasilerinde siyasi partilerin bir gerileme sürecine girdiğine tanıklık etmekteyiz. Bu veri durumun başlıca kanıtlarından biri, partilere üye olmanın cazibesini süratle yitirmesidir. Türkiye'de de 1990'ların ikinci yarısından itibaren parti üyeliği eski anlam ve önemini yitirmeye başlamıştır. Parti üyeliği mefhumunda genç üyelerin durumu ve en çok oyu alan iki partinin İzmir'deki gençlik örgütlerinde gençlerin parti üyeliği aktivizmlerinin hangi örüntülerde kristalleşmekte olduğu soruları bu çalışmanın temel sorunsalıdır. İzmir'de gençlik ve siyaset ilişkisi, gençliğin politikaya katılım boyutları, partilerin genç üyelerinin politik aktivizmleri, partilerde gençlik organizasyonlarının hukuki durumu ele alınmış ve ilgili sorunsalların Almanya örneği ile karşılaştırması üzerinden mesele uluslararası bir düzleme oturtulmuştur. Siyasal katılım ve parti üyeliği aktivizmi çatısında gençliğin siyasete parti üyeliği aracılığı ile katılımı boyutuyla meselenin teorik altyapısı oluşturulmuş ve ikinci bölümde partilerin gençlik teşkilatları hukuki ve kurumsal altyapıları ile birlikte ele alınmıştır. Üçüncü bölümde Almanya örneğinde Alman Meclisinde temsil edilen siyasi partilerin gençlik örgütleri incelenmiştir. Dördüncü bölümde anket sonuçları her iki partinin de üyelerini kapsayacak biçimde yansıtıldıktan sonra partiler özelinde ayrı ayrı analiz edilip değerlendirilmiştir. Sonuç bölümünde ise, İzmir'de iki parti gençliğinin siyasal katılımının söylem ve eylem boyutunda literatürde belirlenmiş ve ortaya konulmuş sorun boyutları ve motivasyonlarına ilişkin uyum ve uyumsuzlukları saptanmış ve saptanan uyumsuzlukların gelecekte alabileceği hallere dair fikirler öne sürülmüştür. ; In representative democracies, members are one of the most important components of political parties. However, we have been witnessing the fact that party membership is in a downward trend for quarter century. One of the proofs of this given fact is that political parties are not mechanisms which have been requested by citizens anymore. Since 1990's, party membership has also began to lose its importance and meaning in Turkey as well. The main problematic of this study to find out the situation of young party members in party membership context and the patterns on which young party members' membership activisms of two dominant parties in İzmir. In this study, the relations between youth and politics, ways which young people choose to participate in politics, party membership activisms of young people and legal framework of youth organisations of parties have been held and a comparison with German political parties has been made in this regard so that we have an international outlook to observe. In the study, we have discovered that political activism, political socialisation, membership's practicals and the legal framework of young party members in youth factions of German political parties are the main factors that appear as being main reasons why German examples differentiate with Turkish correspondents. In the light of finding we reach via survey method we us for gathering datas were evaluated separately for each party after being expressed by including each party members. In the light of foregoing, we experienced that Bruter and Harisson's young party members typhology was not quite explanatory to analyze Izmir case because of both parties intrastructures and the factors that the model omits. Roughly, we have discovered that, JDP (AK Parti) members are mostly professional minded and RPP (CHP) members are moral minded younsters.
