The 14th century has traditionally been considered a century of crisis, unrest and political breakdown around Europe, given the preponderance of wars, civil clashes and skirmishes with external enemies. In the Kingdom of Valencia, too, we can find these constant struggles for land and power, yet at the same time, just like all over Europe, we can also witness the gradual growth of the institutions of administration, governance and justice spearheaded by the Crown and the different political actors. Indeed, this process of political development did not preclude violence, but it did establish the foundations of a powerful institutional system which gained ground throughout the 15th century. ; Tradicionalment s'ha considerat el segle xiv com una centúria de crisi, desordre i descomposició política a escala europea, atesa la preponderància de les guerres i els enfrontaments civils o contra enemics externs. Al regne de València, en efecte, també es comprova aquella presència constant de les lluites pel territori i pel poder, però alhora, com també arreu d'Europa, es pot observar un progressiu creixement de les institucions d'administració, govern i justícia impulsades per la Corona i pels diversos actors polítics. [cat] Aquest article vol refutar la hipòtesi que els partits decideixen sistemes electorals majoritaris i que decideixen també mantenir-los invariables, sempre que el sistema de partits s"aproximi al bipartidisme i cap dels dos grans partits pugui perdre la seva posició a favor d"un nou competidor. De manera inversa, els sistemes electorals proporcionals són la conseqüència del multipartidisme, en el qual cap partit té opcions de rebre la majoria dels vots. El cas valencià, però, confirma només parcialment la hipòtesi: els partits van aprovar el 1982 regles proporcionals perquè les eleccions dels parlaments autonòmics eren considerades secundàries, no només pel multipartidisme existent aleshores. En canvi, sí que es confirma que el canvi iniciat el 2006 amb la reforma estatutària manté, de moment, l"status quo per no alterar la formació de majories parlamentàries. Encara queda pendent, però, que es modifiqui la Llei Electoral, de la qual depèn quin mínim de vots per entrar a les Corts s"establirà. ; [eng] This article aims to refute the hypothesis that political parties decide majority electoral systems as well as ensure their constancy, whenever they approach a two-party-system and none of them loses its position in favour of a new one. On the contrary, proportional electoral systems are a consequence of multi-party-system, since none of them have been able to obtain the majority votes (Colomer, 2003; 56). Nevertheless, the Valencian case partially confirms this hypothesis: The parties approved proportional rules in 1982 because autonomic parliament elections were considered to be secondary due to the existing multi-party-system at that time. Otherwise, it has been proved that the change that started in 2006 with the statutory reform maintains currently the status quo in order not to alter the formation of parliament majorities. Significant modifications of the Electoral Law are still to be determined. Anticipated changes to the Electoral Law will establish the minimum of votes necessary to enter parliament. The article includes three parts: The first explains the origin of the electoral system by analyzing the political debate and the options defended by each party during the approval of the Statute in 1982. The draft bills of Unió de Centro Democrático (ucd), Partit Socialista del País Valencià-Partido Socialista Obrero Español (pspv-psoe), Partit Comunista del País Valencià-Partido Comunista de España (pcpv-pce) i Alianza Popular (ap) are analyzed. These draft bills depended on the assumption that the Valencian electoral map will follow the results of the 1977 and 1979 elections at the Chamber of Deputies. In addition, the process of the statutory bill is analyzed. This included electoral rules derived from the autonomic agreements in 1981, which were based on the assumption of a multi-party-system balancing the lack of proportion in the Chamber of Deputies.

El terreny de l'activisme en els mitjans de comunicació avui s'associa a internet; s'ha construït sobretot per mitjà de xarxes o plataformes en línia i, a poc a poc, va transformant la manera d'imaginar, experimentar i organitzar l'acció política. Aquest article explora els efectes que tenen les creences i frustracions relacionades amb internet sobre les formes contemporànies d'acció política. Partint del context etnogràfic en què se situen les campanyes de solidaritat internacional i els sindicats britànics, el treball proposa que la relació que mantenen els activistes amb les tecnologies d'internet és complexa i s'insereix en una doble tensió entre l'apoderament i la frustració. Tal com sosté l'article, és mitjançant una exploració etnogràfica d'aquesta tensió que els especialistes poden arribar a entendre més bé els conflictes permanents i les negociacions socials creats arran de les transformacions tecnològico-històriques dels últims quinze anys. ; The terrain of media activism today has become an internet connected one; one that is primarily constructed through online networks or platforms; one that is gradually transforming the way in which political action is imagined, experienced and organised. The following article explores the effects of internet related beliefs and frustrations on contemporary forms of political action. Drawing from the ethnographic context of international solidarity campaigns and the trade unions in Britain, the paper argues that activists' relationship to internet technologies is a complex one, which is embedded in a double tension of empowerment and frustration. It is by ethnographically exploring this tension, the paper contends, that scholars can gain important insights on the ongoing social conflicts and negotiations created by the techno-historical transformations of the last fifteen years. ; El terreno del activismo en los medios de comunicación hoy se asocia a internet; se ha construido sobre todo por medio de redes o plataformas en línea y, poco a poco, va transformando la forma de imaginar, experimentar y organizar la acción política. Este artículo explora los efectos que tienen las creencias y frustraciones relacionadas con internet sobre las formas contemporáneas de acción política. Partiendo del contexto etnográfico en el que se sitúan las campañas de solidaridad internacional y los sindicatos británicos, el trabajo propone que la relación que mantienen los activistas con las tecnologías de internet es compleja y se inserta en una doble tensión entre empoderamiento y frustración. Tal como sostiene el artículo, es mediante una exploración etnográfica de esta tensión que los especialistas pueden llegar a entender mejor los conflictos permanentes y las negociaciones sociales creados a raíz de las transformaciones tecnológico-históricas de los últimos quince años.
