The governance theory has experienced an important evolution throughout history of political models known until present day. Specialists and scholars agree unanimously on the representative system being the preferred instrument of modern democracy to organize the state authority and competences. Politicians and rulers are elected according to a subjective approach, with the obligation to establish and realize public issues. This is a process in which the will of voters is used to prove the legitimacy of the power; however, it is deprived of an impact on direct politicians' decisions. In another dimension, the Islamic governance theory offers a different postulate which is constructed on a clear division between the public and private interests. "Shura", that is a consultative system of governance, is determined by divine provisions as a unique governance model, in which the impact of individuals has a direct impact on appointing rulers and on decision making, as well. This system provides a preventative control and monitoring which allow consultants' or advisors' interference in the decision making process and also during the executive phase to avoid disturbance or violation of the goals established in public issues, according to provisions and rules of Shari'ah. ; The governance theory has experienced an important evolution throughout history of political models known until present day. The aim of this paper is to indicate a diverse nature of the issues investigated in public policy sciences, particularly emphasizing the importance of the health policy in explaining social reality. By resolving public problems, numerous needs of society, inter alia, health needs can be met. One of the sciences which explains social problems and public policy has an interest in is the health policy. Both the health policy and public policy have two dimensions, i.e. applicable and theoretical. In terms of 'applicable' one, active participation of all social life entities affecting awareness of developing health resources is vital. And in the theoretical one, as a science, health policy addresses theoretical problems related to satisfying health needs of individual and collective populations. However, in the existing definitions of the health policy, there is no reference to "health needs". One can only assume that this category is used intuitively as it is hard to imagine numerous activities and decisions taken without identifying the needs, so that the health system could meet them. Reverting to health policy in its practical sense it is crucial to teach the public responsibility for their own behavior towards health. Health education deals with the skills needed to care about health in an accountable and independent way. This kind of education plays an important part in the implementation of public policy since its task is not only to transfer knowledge, but also to develop skills to make informed choices and decisions and thus to shape a democratic society with an independent way of thinking. The applicable role of the health policy is to improve the management of the health sector. In this respect, the organization of the treatment process, which is to provide comprehensive medical care for patients and therefore to improve the existing relations of a public nature, is essential.

On purpose to analyse a certain part of social world it is useful to apply a concept of field introduced in the field theory of French sociologist Pierre Bourdieu. Field is a structure of relations between the objective positions occupied by its agents. Lithuanian political science field was chosen as the object of the research. The main problem analysed in the article is the "origin" of different perceptions of political science If only individual experience affects these perceptions, how could we explain the fact that some beliefs are more typical to certain groups of scientists and are not inherent to other groups? The investigation using semi-structuralized survey method was executed. Eighty-eight Lithuanian political scientists took part in the research. Received data was analysed by multiple correspondence analysis technique and other methods of statistical analysis. It was identified that those political scientists who own the highest academic and scientific capital tend to support a vision of political science not oriented towards practical politics. These results might be interpreted as demonstrating the above mentioned interests to impose such perceptions of political science which could be the most useful to the scientists and as confirming the hypothesis of the research.
