The question whether the Belgian foreign policy is marked by a continuity or break between the first & second turns of Guy Verhofstadt as a prime minister of this country's governments is addressed, surveying developments in the 1999-2004 period & scrutinizing the rhetorical declarations & concrete initiatives "on the ground" by the foreign minister Louis Michel. The diplomatic style of the first & second administrations are compared, & the principles & directions of Belgian foreign policy in 2004 are assessed in the context of the state of political affairs on the global arena, with special attention to the split between the EU & US on the war in Iraq, the division inside the former vis-a-vis supporting or opposing US intervention in this Middle Eastern country, & the recent troubles the EU experiences with greater degree of political integration, projecting also into a lack of coherent, uniform foreign policy on the supranational level. Some of the major issues the Belgian foreign policy must deal in 2004 & beyond are identified: securing democratic & peaceful governance in Central Africa, responding to the anti-Belgian campaign conducted by the US, & supporting the process of strengthening the EU position as a relevant actor on the geopolitical stage. This book is about the role and impact of future explorations
in the Dutch government landscape. It presents
a diverse range of future explorations and thus shows the broad
instruments that advisory councils and public knowledge institutions
have developed to deliver future-proof information.
The contributions in this publication are from eleven public knowledge institutes
and advisory boards that carry out future research themselves
and publishing: the Advisory Council for Science, Technology and
Innovation (awti), the Central Bureau for Statistics (cbs),
the Genetic Modification Committee (cogem), the Central
Planning Bureau (cpb), the Royal Dutch Meteorological
Institute (knmi), the Netherlands Environmental Assessment Agency (PBL),
the Rathenau Institute, the National Institute for Public Health
and Environment (rivm), the Social and Cultural Planning Office (scp), the
Foundation for the Future of Technology (stt) 1 and the Scientific
Council for Government Policy (wrr). On the basis of
recent explorations of the future, per chapter as a case

Towards a European reassessment of punitive law enforcement?: valedictory lecture

"The European Union is today a major player in many policy areas, going from classic economic fields as competition policy, agriculture and fisheries policy to new emergent fields as environmental policy, arterial intelligence policy, security and foreign policy and criminal justice policy. These policies comes with an increasing level of EU regulation, having also a substantive impact on the harmonization of national policies and regulations. This expansion of EU competence naturally also places new demands on their enforcement, especially when it comes to investigations with the aim of imposing punitive administrative and/or criminal sanctions. In this expanded version of his valedictory lecture Prof. Vervaele is assessing 1) to what extent the EU and its Member States have a policy on punitive enforcement in the internal market and in the Area of Freedom Security and Justice and 2) how this policy translates into the harmonization of substantive administrative and criminal law and procedural law at the national level and into the elaboration of administrative and judicial cooperation instruments and the setting up of European enforcement agencies. The assessment includes to what extent this policy takes account of the human rights obligations. Vervaele concludes with a plea for a European model for punitive law enforcement with an increased alignment between the administrative enforcement tools in the internal market and the criminal enforcement tools in the Area of Freedom, Security and Justice. In this model the national enforcement authorities are build in under a network cooperation scheme."--
Verbinden en verbeelden: De rol van nationale identiteit in het internationaal cultuurbeleid

The central question of this dissertation is what role national identity has played in the interdepartmental policy field of international cultural policy (ICP) in the Netherlands between 1970 and 2012. In four chapters I analyse the history of ICP and the related political debate, using a theoretical framework consisting of the main concepts of a Discourse Historic Analysis (critique, ideology, and power), and tensions within the discourses on ICP and national identity. The role of national identity in the first period (1970-1986) is characterized as 'cultural nationalism'. Culture plays an important role in distinguishing the nation state from the rest of the world, and due to the decreasing autonomy in the field of economics and politics culture is considered (by some) to be the last bearer of the national identity. The debates focus on the question whether or not the government has a role in (actively) protecting that identity. The publication of the report "Culture without borders" by the Scientific Council for Government Policy marks the beginning of the second period (1987-1996). Gradually the primacy of the policy shifts from foreign to cultural policy, and attempts are made to combine within ICP the growing cultural diversity of the Dutch society with the uniting role of a national identity. Therefore the role of national identity is characterized as 'multiculturalism'. Extra funding for international cultural activities in 1997 marks the beginning of the third period (1997-2006), in which the role of national identity is characterized as 'cultural relativism'. The relationship between culture and the nation becomes more loose, and cultural activities abroad no longer seem to represent the nation's identity. This approach in ICP contrasts strongly with the growing discontent and heated public and political debate on national identity. Blijft de EU veroordeeld tot een politieke dwergstatus?

The Iraq War has once again spotlighted the divisions within the European Union that have prevented a unified foreign policy & strategy in its leadership. While the common market & currency, along with the accession of ten new member states have contributed greatly to a sense of European unity, the reliance on majority consensus & "soft security" neither ensures effective supranational policy making, nor does it eliminate the tension caused by the international leadership claims of three European Union members: GB, France, & Germany. The former two are both nuclear powers & permanent members of the Security Council, while the latter is one of the world's leading economies, & the dominant one in Europe; each has its own interests & orientations (eg, the transatlantic reflex of GB, the Continental reflex of France, & the pacifism of Germany). It is proposed that the European Union give more coordinating & directive power to the Union Ministry for Foreign Affairs to ensure a common foreign policy for the continent. A. Siegel

In his speech at the conference "Buitenlandse politiek in Belgie" (The Foreign Policy in Belgium), organized by the U of Ghent & the Catholic U of Louvain & held in Ghent, 27 March 2002, the country's foreign minister outlines the principles governing the foreign policies of the current government led by prime minister Guy Verhofstadt since the summer of 1999. He stresses the importance of vision, trust, & morality in Belgian foreign policy & mentions his country's unblemished stand on human rights, unwavering championship of the European Union (EU), & efforts to construct durable peace in Central Africa. The effectiveness of multilateral & bilateral approaches is pointed out. The active position of the EU, under its Belgian chairmanship, in addressing issues pertaining to the Balkan & Middle East conflicts is noted. NEXT TO THE PARTY ELITE OF THE COMMUNIST PARTY, THERE ARE SEVERAL POLICY ELITES IN THE USSR. THEY CONSIST OF OFFICIALS IN EVERY FIELD OF POLICY & HAVE THEIR BASIS OF POWER IN THE RESOURCES THAT ARE ALLOCATED IN THE GOVERNMENT BUDGET. MOST RESOURCES FLOW TO THE ECONOMY, THE SCIENTIFIC & CULTURAL SECTOR, THE MILITARY, & THE ADMINISTRATIVE APPARATUS. ELITES IN THESE SECTORS CAN BE MOST INFLUENTIAL IN THE POLICY-MAKING PROCESS. THE PARTY ELITE MAKES ALL LONG-TERM POLICY DECISIONS, IT CAN REGULATE THE RECRUITMENT OF NEW MEMBERS INTO THESE POLICY ELITES & IT CAN CALL THE ELITES TO ACCOUNT BY PERMITTING PUBLIC DISCUSSION OF POLICY DECISIONS. POLICY ELITES HAVE MORE INFLUENCE IN POLICY-MAKING WHEN THEY HAVE MORE REPRESENTATIVES IN THE POLITBURO & THE CENTRAL COMMITTEE. THEIR REPRESENTATION HAS GROWN SINCE 1953--IRREGULARLY--BUT THE PARTY ELITE STILL HAS THE MAJORITY IN THESE PARTY ORGANS. POLICY ELITES HAVE INFLUENCE AS THERE IS A CONSTANT FLOW OF THEIR MEMBERS INTO THE PARTY ELITE. THIS MAKES THE PARTY ELITE LESS COHERENT & CAUSES MORE INTERNAL DISPUTES. YET THE POLICY ELITES ARE NOT CONTENT WITH POSSIBILITIES TO INFLUENCE POLICY MAKING; THEY ARE IN OPPOSITION TO THE PARTY ELITE THAT DOES NOT WANT TO GIVE THEM MORE INFLUENCE, ESPECIALLY IN LONG-TERM POLICY DECISIONS. Findings are presented from a survey of political scientists (N = 221) who graduated from 6 Dutch Us in 1984-1986. It is shown that their unemployment rates are lower than for social scientists in general. The labor market is weakest in international relations, & strongest in public policy & in methodology. Growth in employment since 1974 occurred primarily in the private sector. Training is appropriately related to practical skills required for jobs for the 16.5% of graduates who were hired in jobs specifically meant for political scientists. Policy making in the Netherlands during three post-WWII periods is examined, focusing on limits imposed by the structure of society & the intellectual climate of the time. Intellectual & political constraints in economic policy, welfare policy, physical planning, & foreign affairs are discussed. Political constraints are shifting because of changes in market assessment, planning, & coordination. An increase in consultation among government, employers organizations, & trade unions is advocated, with the government establishing macroeconomic & social guidelines. Modified HA
