: Employing a qualitative approach, the present study outlooks the political participation of people in Denpasar, Bali, with regard to the 2020 regional head election in the city during COVID-19 pandemic. Data were garnered through observation and documentation. The findings of this study informed that societies participated in the election with the belief that their interest are accommodated by political parties. Although the election was done during pandemic, the stakeholders carried out strict health protocol of COVID-19 in order to prevent the virus dissemination among societies. Based on the findings, this study suggest that the regional head election has an impact on the relationship between political parties at the regional level and the central level, in which, the central executive board always exercises hegemony towards regional party administrators in providing support recommendations for regional head candidates. Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

Nigeria and Nigerians have witnessed different kinds of electoral frauds since the return to democracy in 1999. Counting from the 1999 general election in Nigeria, the 2019 general election is the 6th general elections conducted in the country. Unfortunately, none of these elections have been considered to be free and fair as there are always public outcries from one end to another against the results of the elections as a result of lack of transparency in the process. Drawing from this background, this study, examines whether heavy use of WhatsApp platforms by different political parties in the election encouraged popular participation and effective monitoring of the electoral processes. The study which examined a total of 318 respondents sampled from select WhatsApp groups of the two leading political parties adopted the survey research method with the social media engagement and technological acceptance theories as its theoretical framework to ascertain whether the use of WhatsApp platforms by political parties encouraged popular participation among the electorate and determine if WhatsApp platforms were helpful to parties in monitoring the 2019 general election as well as its processes. Findings revealed that WhatsApp use encouraged popular participation and electoral process monitoring. The researchers recommended that the political parties and the electoral umpire should engage more in the use of social media platforms in passing information during, on and after election to encourage transparency in leadership

This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes. Al-Iraqiya channel topped this framework and tried to find solutions and avoid a collision between the government and the demonstrators and sought calm. 2. This article discusses election governance based on public participation with qualitative research methods, the approach used in case studies in West Nusa Tenggara (NTB) Province, the region is one of thirty-four province in Indonesia. Governance is an approach that is considered relevant, because election governance is its manifestation. The results show that the Regional of General Election Commission of NTB as the authority of election organizers succeeded in building a model of election governance based on public participation through three strategies, namely the movement to protect suffrage, family-based voter education, and voter education based on educational institutions. These three models are designed through three approaches, namely multi-stakeholder partnership, convergence, safety and public health of disaster areas. The methods of implementation include; short videos about elections, consistent use of mass media and continuous election classes. The impact of the public participation-based election governance model in NTB is that the number of public participation in 2019 Elections increased to 82 percent compared to 2014 Election of 77.32 percent where the model has not been implemented. The obstacles faced in building participatory-based election governance are two, namely; the issue of legitimacy provided by the Electoral Law and has not been made the education of voters as core business of General Commission Election, while voter education is an effective instrument in developing public participation. The solution is necessary to change article 3 and article 15 (Presiden Republik Indonesia, 2017) on the elections to include participation as the principle of organizing elections. In addition, voter education should be the core business from the national to the regions.

Indonesia is one of the largest democratic countries in the world and has held 11 general elections nationally. Nonetheless, the electoral process with ballot paper is deemed convoluted, prone to manipulation, requires massive resources and lengthy process and spent extravagant state budget. Electronic voting (e-voting) has been implemented in more than 26 countries, and India has achieved terrific success in 2019 with more than 900 million voters. E-voting in India has answered convoluted and high cost of election problems, and the VVPAT (voter-verified paper audit trail) technology helped prevent fraud potential and manipulation. This study examines the policy transfer of e-voting technology from India into Indonesia's jurisdiction and political context by using literature study and secondary sources of data to support the arguments. The key findings are that e-voting serves a constitutional electoral system that defends effective and efficient democratic election, reduces the margin of error in voting, counting, recapitulation, and significantly reduces the probability of invalid votes, effectively hindering fraudulent practices like vote-buying during recapitulation and preventing dropping illegal ballots into the ballot box. Moreover, e-voting technology also corresponds with High Court No.147/PUU-VII/2009, and if implemented with adequate technology, software and human resources, this method could secure the tenets of direct, general, free, confidential, honesty and fairness.

Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

Indonesia's ethics and political decency were torn apart in the case of the Democratic Party's internal conflict. This is due to the existence of an element of the government as a regulator who took over the position of the general chairman of the Democratic Party. News about this internal conflict appeared in various constructions by print mass media, electronic radio, television, and online media. The purpose of this study was to determine the social construction of Suara.com's coverage of the Extraordinary Congress (KLB) of the Democratic Party. For this reason, discourse theory and the social construction of reality are used. The research method analyzes text media framing model Zhongdang Pan-Gerald M. Kosicki. The research subject is the Suara.com news portal, while the research object is related to the Extraordinary Democratic Party Congress from March 5 to March 31, 2021. The research results from the syntactic structure, Suara.com journalists provide a portion, which does not feature one party and reports publicly about the Extraordinary Democratic Party Congress equally from both camps. The script written fully with 5W+1H from both sides is not directed and deserves to be read. Thematic structure, facts are written based on information from both parties. Some are sourced from written statements and analysts from political experts. The rhetorical system, the choice of words or style to emphasize the meaning from both sides, is balanced by the photos shown. Suara.com packaged and framed the news of the Extraordinary Democratic Party Congress by not highlighting the Moeldoko and Agus Harimurti Yudhoyono (AHY) camps but emphasizing the moral hazard aspect in political behavior. With this construction, Suara.com continues to voice the public interest rather than the interests of the capital owners or their political alliances.

If there was a referendum in Mozambique today, an overwhelming majority of the people would vote against their government having anything to do with the current model of democracy. They know all too well that there has definitely been a considerable welfare reduction to them as a result of the way this thing called "Representative Democracy" has been being played out in their country during the past decade. There is no doubt that the overwhelming majority of the Mozambican people if not, most African governments would prefer to see fundamental changes in their countries' relations with this Western model of democracy. There is a virtual consensus among the general public, vocally expressed in the local media, as well as among officials, who naturally prefer putting forth their views in more private settings, that the relationship between citizen and the democratic institutions has been detrimental to the country, that far from helping it to become politically and economically viable, these institutions have been capitalising on, exacerbating and perpetuating Mozambique's crisis. The research was based on participant observation, and it also involved a bibliographic review of relevant documents in the area of political participation, philosophy and other documents such as the 2004 Constitution of the Republic of Mozambique, Mozambican legislation, reports and research already published by other organizations.

Political propaganda is one of the most significant tools in psychological warfare since it influences and manages public opinion. Political propaganda of all kinds and its shady forms manifested itself in the speeches of American administrations and electoral campaigns following the events of September 11, 2001, particularly in the speeches of President George W. Bush, the son thirsty for war, and the speeches of others who followed him, through which Afghanistan, Iraq, and Iran were targeted with false information. By the American institutions and government agencies themselves, the main goal of all of this is to maintain geostrategic control over the oil of Iran and other oil countries, and the ability to control global oil prices and available quantities and to ensure that oil reaches the allies of the United States of America, and to prevent it from competitors with the aim of weakening their geostrategic influence.

Election remains the most peaceful means of instituting and institutionalizing democratic government. Liberal democratic theorists argue on the primacy of election as an essential element of democracy. Since the commencement of the Fourth Republic, Nigeria had conducted six successive elections to deepen democratic rule. However, election postponement is fast becoming a recurring decimal in the political landscape. Taken 2019 General election as a unit of analysis, this paper examined the implication of election postponement on the future of democracy in Nigeria. Data were generated from secondary sources, including Textbooks, Journals and Internet, to provide information on the concept of Democracy and 2019 elections. These were subjected to descriptive and content analysis. 2019 Election postponement had cost Nigeria political, economic and social fortunes. It had undermined the integrity of the electoral process resulting in voter apathy. Nigeria lost billions of naira as a result of shutdown of businesses. It resulted in additional financial burden in the conduct of the election. The paper recommends that Nigeria's Electoral Management body needs to be re-engineered to be able to cope with responsibility of conducting election on schedule. Private institutions should be strategically employed to engage in election logistics such as handling of sensitive materials and on-time delivery of these materials. Also, there is need to give a thoughtful consideration to electronic voting, that should take care of the logistics problem of conducting election in Nigeria.

Coronavirus pandemic has affected many lives, and several rigid rules and policies had to be implemented across the globe to curb the spread of the disease. A nation-wide lockdown was announced on March 22, 2020, in India to curb the spread of the Coronavirus (COVID – 19) pandemic. The entire nation was brought to a standstill with only the essential services running. The pandemic had put many of the organizations on the moratorium, especially the travel industry. Indian Railways were no exception to it. But they have risen to the occasion to stand strong with the nation. The efficient disaster management planning of the Indian railways has helped them to fight the battle bravely. Though the passenger trains were brought to a halt in the initial lockdown period, the freight services were functional, carrying out essential duties during the lockdown. From manufacturing and distribution of PPE kits, transportation of essential commodities, service from medical warriors, Indian Railways has taken all the possible steps in the nation's fight against the pandemic. This article focuses on the COVID-19 guidelines followed by the Indian Railways and their noble work during the COVID-19 national crisis for the wellbeing of employees, passengers, and the general public by using secondary data such as journals, newspapers, magazines, and memorandums.

Critical discourse analysis (CDA) is previously not a homogenous model, nor a school or a paradigm, but at most a shared respective in doing linguistics, semantics, or discourse analysis. The objective of CDA is to perceive language use as social practice. The researchers in this paper have done this at the 58th session of the UN General assembly, New York. The theoretical framework used for the analysis is Fairclough's model, 1992. This research paper has analysed the data qualitatively. This research work has explained and clarified the intellectual and invulnerable strategies, ideologies of President Musharraf, Pakistani president for global, political, economic, social and cultural development not only for his own country but for the entire world, especially developing countries. CDA of G-P-M speech shows that his motto is peace, security and development of human rights, implementation of international law, social justice for everyone and multilateral diplomacy by the support of the war on terror and cooperation with the international community. Pervaiz Musharaf has presented a positive and soft image of Pakistan.

The circumstances and contexts that set Qatar on a road of prosperity are gaining momentum every new day. From a small British colony country as late as 1970, Qatar has undergone evolution beginning with settling on its current name after numerous suggestions for the Arab state. Thus, the study interest was to answer two research questions; what is the basis of the success stories of Qatar and lessons for other third world countries? And Is Qatar headed to another level of categorization to leverage into the status of first world countries? The study is mainly guided by structural functionalism theory. The study entailed a systematic literature review approach through which various current literature were analyzed. The progress is largely attributed to the effective strategies entailing financial investment, cultural branding, and policy re-engineering. The political stature and efficient constitution controlled by effective leadership are contributions to milestones observed in the country.

A well-functioning food safety regulatory arrangement is important for ensuring the standards of foodstuffs, better food business, and the protection of public health in a given country. This article deals with the perceived determinants of the food safety regulation in Bangladesh. Based on literature review, we propose an analytical framework and identify key determinants that might influence effective food safety regulation in a developing country like Bangladesh. We then conduct a perception survey on 200 different kinds of stakeholders involved with the regulation of foodstuffs standards. We utilize descriptive mode of statistical analysis in our study. In our findings, actual autonomy of the main regulatory agency, and actual inter-organizational coordination are perceived as important determinates of effective food safety regulation. Proper enforcement of regulation, and accountability and transparency are perceived another factors of quality food safety regulation. It is also perceived that penalties are not sufficient enough for the food safety offences. Technical personnel and the state of the art laboratory facilities are other determinants of the regulation of food safety. Again, decentralized food safety regulatory network is perceived as very important determinant of the control of the food safety hazards at all level as well as an effective regulatory arrangement.
