Problem setting. It has always been recognized by different scholars of social sciences that concepts are essential both to theory construction in different scientific realms as well as to applied research. A practical approach to concepts suggests that concepts, however complicated they might be, should be, in essence, boiled down to measurable indicators that, in turn, can be thoroughly studied by applying qualitative or quantitative approaches. Discussion around the nature of the concepts in social science in general and particularly in the political science brought about a number of terms to denote the concepts like «essentially contested concepts» or «nomadic concepts». In order to avoid the bothersome discussion of the meaning of concepts, a prominent American scholar of social science research methodology and international relations G. Goertz said that he preferred to define concepts implicitly through a discussion of how they could be constructed. He coined the term «semantic approach» to denote the traditional approach to concepts and his alternative approach is what this article critically analyzes in comparison to other approaches to concepts ' studies, including the traditional ones. Recent research and publications analysis. A great number of scholars contributed to the studies of concepts, among them G. Sartori, J. Gerring, Ch. Ragin, D. Collier, M. Richter and others. After W. B. Gallie coined the expression «essentially contested concepts» in 1956, a discussion on the phenomenon of «contestedness» of social and political concepts has commenced and never stopped. Among the very recent contributions to analysis of concepts the papers of M. W. Spicer, F. Berenskoetter and C. Greene should be mentioned. The article investigates the multidimensional features of the public opinion influence on forming and realization of the foreign-policy activity of the country. The interdisciplinary approach, that connected work from sociology, law, political science and international relations, was used. On the basis of historical method, it was succeeded to extrapolate the received practices of the ХXth century as for taking into account of public idea on modern international events, a system method defined the state as a subject of international relations, taking into account the separate role of its institutes, a comparative method allowed to distinguish the features of influence of citizens on state decisions in the different political modes, and behaviorism allowed to distinguish the terms of change of the citizens' behavior, society in relation to a foreign policy. The realized analysis of the scientific approaches of realism and liberalism defined the historical epochs of their forming and basic tendencies of taking into account or ignoringthe citizens' moods at the level of the public policy in relation to the short-term and strategic tasks of power in its international cooperation. The groups of countries were certain, where they are most represented. It has been found that, the delineation of manipulative constituent of forming the public opinion became the important conclusion of the research by means of mass-media, by specially democratic countries, in relation to the most essential events as intruding in the other country, coalition participating in international conflicts, intervention, membership in intergovernmental organizations and others like that. Thereafter, it was well proven that the public opinion is the important process of the legitimacy of the foreign-policy activity of the state both inside the state and in cooperating with international players.
During the discussion, the panellists analyzed several main issues: I. The role of the family and public institutions in long-term care. II. System solutions in the policy of supporting carers of dependent people. III. The method of financing care for elderly dependent people (including the role of social insurance). IV. The ability to provide care to dependent people and public expenditure on it, forms of support for carers. V. The role of the market in providing care and state activities. Outsourcing of carers of dependent people. Relationship between bottom-up actions and top-down actions taken by central authorities. VI. Reconciling the role of a caregiver with work on the free market.

Emphasis is placed on identifying the positive or negative impact of public policy on some spheres of public life: economy (GDP growth, wages, unemployment reduction), social sphere (health care, education) and socio-cultural sphere.In the current conditions of society and state development, Ukraine faces a number of large-scale problems that are not fully resolved today, namely, the creation of innovative theory and practice of public administration, the formation of a new generation of leaders who can make effective decisions, analyzing the current situation and using existing resource.Formation of civil society, development of the rule of law, the need to neutralize negative trends, increasing pressure on government agencies from society, the need to form the principles of public policy in Ukraine require understanding of complex mechanisms of public activity.Global risks that threaten the world have created new challenges in the field of public policy as a form of political process implemented in public space, supported by information and communication resources and represented by a set of transparent vertical and horizontal interactions of its participants.A feature of modern political processes is a significant increase in the demands that society places on the political system, which encourages the state to transfer some functions to other, non-state, actors, who are increasingly involved in processes of policy development aimed at ensuring public interests and objectives.Requests for public policy in Ukraine are due to the fact that many interest groups have a real opportunity to participate in shaping the political agenda, to influence the process of development and implementation of political decisions and together with all participants to build a complex network of relationships. ; У дослідженні проводиться огляд та ґрунтовний аналіз сучасного стану справ, позитивних досягнень, можливих недоліків та перспектив дій органів публічного управління, спрямованих на досягнення суспільно значущих цілей та виконання пов'язаних з ними завдань. Викладено цілісне та модернізоване уявлення про ключові завдання сучасної публічної політики. The subject of this study is the evolution of British public policy between 1900 and 2010 with to the special focus on budgetary, monetary and social policy, as well as policy towards the public sector. This period was characterized by a steady, yet non-linear rise in economic and social activity of the state. Sudden increases were caused by one of three categories of events: wars, economic crises and changes at the highest levels of government. As a result, the history of British public policy in between 1900 and 2010 is divided into the following stages: 1) 1900-1931 - decline of the liberal era; 2) 1931-1951 - steady increase in the state's economic activity; 3) 1951-1979 - systemic stabilization at a high level of state involvement in economic and social issues; 4) 1997-2007 - attempt to return to economic liberalism; 5) 2007-2010 - a period of volatility and the search for new public policy principles.

The author analyzes the definitions of American Studies, analyzes the evolution of Ukrainian American studies, identifies the main directions of Ukrainian Political Studies, American Studies, and concludes that Ukraine's entry into the space of globalization requires not only theoretical reflection, but also increase the influence of political science discourse on cognition and his public entry into the consciousness of Ukrainian public
The author analyses the factors that weaken the influence of the principles of meritocracy on the institutions and public policy. He indicates that a meritocratic approach to governance in the programming of public actions has become a resource for obtaining legitimacy of power in Poland to a limited extent. The advantages of meritocracy (the "efficiency" and "justice") have not been exploited on a significant scale. As a result, there is a significant illegitimacy of the democratic system, as well as the weakening of the society identification with the state. This phenomenon is characterized by low prestige of politicians and a poor voter turnout. The author draws attention to the fact that meritocratic management mechanisms of public institutions in Poland are significantly reduced due to numerous factors - the appropriation of the state by political parties, institutional nomadism of the elite, the rules of political capitalism, a soft state and the institutionalization of non-responsibility or activities of various interest groups and backstage actors of politics.
The author analyses the selected aspects of capitalism in the countries of Central Europe. The author presents the various theoretical concepts that refer to the issue in question involving the concept coined by L. King and I. Szelenyi, which holds that the systemic changes in the countries of this region are specifically characterised by the perspective of 'from without' capitalism. They believe that the specificity of the capitalist system lies in the fact that in the key times of the post-communist changes of the political system, the issue of the absence of an important class of private owners was not addressed. In the West private proprietors were the ones that constituted the main driving force of an open-market economy. The article presents the advantages and drawbacks of an economic model formed by the dominant share of foreign capital, with an emphasis placed on the consequences of the issue in question on the limitations of the subjectivity of economic policy of a state as well as the development chances of local businesses. It manifests the fears that the model created in Poland (and in other countries of the region) after the year 1989 sets the role model for local enterprises of corporate subcontractors of mainly traditional or niche products and services.
The aim of this article is to present an overview of theoretical approaches to public policy. The author focuses on its two phases - design and implementation, not including evaluation. The article is an attempt to answer the following research questions: How do researchers define public policy? What are its phases? What are the characteristics of these phases? How is its implementation defined? And what do top-down, bottom-up, and hybrid approaches mean? What is considered to be an implementation success and what factors influence it? Which direction should future research on public policy processes take? In order to answer the above-mentioned questions, the author has reviewed the subject literature, mainly in English, dealing with the issues of designing and implementing public policies. The article is a synthesis of public policy theories.
