A lecture was presented by the author at the Democratic Opinion Forum on Health Teaching and Research, organized by Mexico's National Health Institutes Coordinating Office, at National Cardiology Institute "Ignacio Chavez", where he presented a critical review of the conventional classification of basic and applied science, as well as his personal view on health science teaching and research. According to the author, "well-conducted science" is that "generating reality-checked knowledge" and "mis-conducted science" is that "unproductive or producing 'just lies' and 'non-fundable'. To support his views, the author reviews utilitarian and pejorative definitions of science, as well as those of committed and pure science, useful and useless science, and practical and esoterical science, as synonyms of applied and basic science. He also asserts that, in Mexico, "this classification has been used in the past to justify federal funding cutbacks to basic science, allegedly because it is not targeted at solving 'national problems' or because it was not relevant to priorities set in a given six-year political administration period". Regarding health education and research, the author asserts that the current academic programs are inefficient and ineffective; his proposal to tackle these problems is to carry out a solid scientific study, conducted by a multidisciplinary team of experts, "to design the scientific researcher curricula from recruitment of intelligent young people to retirement or death". Performance assessment of researchers would not be restricted to publication of papers, since "the quality of scientific work and contribution to the development of science is not reflected by the number of published papers". A review essay on a book by Hans-Dieter Klingemann, Ewa Kuleza, & Annette Legutke [Eds], The State of Political Science in Central and Eastern Europe (Berlin: Sigma, 2002).
The historical success of sciences and their tendency to extendt hemselves universally to all of realityis a fact. In order to understand their sense, they should be referred to acultural (rational) project, whose presuppositions ought to be judged in accordance with a reason conceived both as practical (ethical-political) and speculative (philosophical). E. Weil's rigorous thought is here compared in all of these points with high-ranging positions: only after going through Hegelian, Marxian and Weberian positions he intends an original reappropiation of Kantian insights.

Political science in our country has suffered numerous political, institutional and ideological setbacks that hampered its development, so it has not yet definitively achieved the constitution of a solid scientific community and inserts into society. It is argued that the decade of the 60 has been key in its constitutive process. By way of indicators, political science publications, careers, associations, research centers, and data referring to the personal itineraries of some prominent Argentine political scientists are taken into account.

; The Science and Engineering Research Base, the quality of the scientists and engineers working in the UK science and engineering research base is outstanding, and a national asset, but their potential is not being realised. Given adequate Government funding there is a unique opportunity for Britain to become The Laboratory of Europe, continuing our great tradition for discovery and forming a basis on which to build, and attract, high-tech, high value-added industries. As a nation Britain has been an under-achived. We must raise our horizons, become more professional at all levels. The re are only two options for Britain: become smarter or poorer.

; This text will look at some categories of John Rawls' political theory emphasizing on those aspects of his thought that can be contrasted with some aspects of classical utilitarian thought. The point of this exercise is to measure how many contemporary thinkers such as Rawls are indebted to classical authors of the XIX century such as Bentham and Mill.
