DIPLOMAȚIA PUBLICĂ A UNIUNII EUROPENE – MODALITATE DE PROMOVARE A SECURITĂȚII UMANE ÎN TIMPUL PANDEMIEI COVID -19
The article is an attempt to connect the concepts of public diplomacy and human security through the experience of the European Union, in the context of the COVID-19 pandemic. In the first part, the concepts of public diplomacy and human security are analyzed. Public diplomacy is a form of contemporary diplomacy focused on information, understanding and influencing the public in other states in order to achieve the goal. Human security aims at the quality of people's lives, in the way that any factor that diminishes their quality is perceived as a threat to security. The second part focuses on identifying the defining aspects of public diplomacy in the European Union, as a way to achieve foreign policy and security objectives. The last part deals with the ways in which the European Union has tried to respond to the challenges posed by pandemic and infodemic coronavirus with implications for human security. Also, the values of human security that are promoted through public diplomacy activities have been identified, both inside and outside the European Union.

During the first half of the 19th century, social public care was organized along two directions: commitment of professional beggars, without a family, in specialized institutions, and home assistance of beggars with families (by a monthly pension and by an annual change of clothes). The article relies on archive documents, such as potential beneficiaries' help requests, administrative documents issued by the authorities, lists of help beneficiaries, inquiries, etc. It presents aspects related to the practical functioning of the social assistance: types of beneficiaries, pension distribution procedures, abuses and frauds. The legal limitations of the administrative rigidity of the pension system were strictly defined, even before the assessment of the real needs in society. This is the reason the efficiency of the pension system was lower than expected both by the authorities and the beneficiaries.

International audience ; The article questions, in a skeptical and prospective way, the institutional outcomes of this major trans-national trend of administrative reformism known as "New Public Management". In our view, the main cross-border legacy of the process of acclimatizing NPM precepts and recipes to various national configurations consists essentially in institutional rearrangements and in a repertoire of managerial tools and recipes, embedded into different institutional orders and hybridized with many other key features of various administrative cultures. Backing up major administrative reforms started several decades ago, the NPM rhetoric claimed to furnish the universal cure for the "bureaucratic" disease which was supposedly affecting the developed states at the end of the 1970s. From then on and although it never acquired the inner coherence of a real doctrine, it spread all over the world at the point of becoming both a "policy paradigm" and a "praxeologic". However, once implemented and in order to endure, the NPM-inspired logics, instruments, and methods have fatally begun to suffer a process of routinization which transformed them significantly. Hence, far from achieving their initial goal of "de-bureaucratizing" the state, NPM reformism became part of the endless processes of bureaucratic reproduction inescapably affecting modern states and ensuring their resilience.

At the begining of the 19th century, the political authorities of Wallachia were using two apparently different approches, but in complementary, regarding the beggars, namely social care and repression. Their common denominator is that they intended to unconditionally forbid begging. By examining public archive documents, we intend to present the theoretical organization of a new public social care institution (the beggars' institute) and the way it practically functioned. The beggars' institute was an establishment with a double mission: care and repression. Different records and documents about the institute's functioning (administrative correspondence, demands of confinement or releasing, etc.) allowed us to examine the beneficiaries of this type of social care and the confinement procedures; the institute's internal organization (its security or its curative capacities); the abuses authorities sometimes committed when hasting to keep beggars away from the public space; releasing conditions from the institute; perceptions (of ordinary people or of authorities) on the institute and the beggars.

PECULIARITIES OF STRATEGIC COMMUNICATION IN THE CONTEXT OF INFORMATION SPACE FROM THE REPUBLIC OF MOLDOVA In the Republic of Moldova, the notion of strategic communication, in the security field, has become more and more frequently attested in studies and scientific approaches, related to the systemic functioning of our country. However, now, we find that the Republic of Moldova does not have neither political, nor sociolinguistic or media full favorable conditions; thus, the good conditioning of a strategic communication does not exist yet. The all-encompassing normative framework, regarding the coordination of institutional communication, has no chance of success in such cases, because the strategic communication represents a situation conditioned by the political, informational, social, economic, cultural environment, etc. The political and sociolinguistic situation brings a lot of difficulties for institutional communication. The exercise of strategic communication functions, at national level, can be considered fruitful only through ensuring favorable conditions for state institutions, in order to support a strategic communication, which should concentrate the efforts to consolidate and orient the conditions on national interests and national policies. Local power is carried out within the territorial boundaries of local municipalities that are delimited by each other through clearly defined borders and their degree of autonomy and vitality and depends, to a large extent, on the principles underlying the territorial organization of this public power.
The author considers that the territorial organization of the public power in the Republic of Moldova must be carried out on the basis of the following principles: a) respect for human rights, b) respect for historical, national and local traditions, c) economic and financial sufficiency, d) ensuring the participation of the population in the management of local public affairs, e) maximum proximity of the local public authorities to the inhabitants, f) population consultation on issues related to the territorial organization of the public power, g) legality, h) respect of the scientific achievements.
It was concluded that there is no strict dependence on the process of the territorial organization of public power to the objective criteria for creating territorial systems for the exercise of public power. Unlike other systems, the system of territorial organization of public power is much more static. This is a necessary condition for the proper functioning of the public authorities, which must have a permanent and clearly defined territorial area of activity.
The territorial organization of power in the Republic of Moldova was influenced by the factors of social, economic, organizational, national, historical, political nature. Each of the listed factors can determine the most important aspects of the territorial structure at certain stages of state development.
Reorganizarea teritorială a puterii locale - imperativ al modernizării Republicii Moldova
The purpose of the monograph is to investigate the territorial organization of the local collectivities of the Republic of Moldova based on the paradigm of the territorial organization of the public power. The monograph aim is the reconfiguration of the framework for the analysis of the phenomenon of the territorial organization of local power by deliberately opting for the territorial organization approach of the public power from the perspective of social sciences, in general, and of political science, in particular, as well as the rigors imposed by the principles of the contemporary democracies relative to the realities of the Republic of Moldova. The fundamental idea of the monograph is that the existing territorial organization of the local power, being established without taking into account the needs and interests of the local collectivities, does not provide the premises for the development of the society, in general, and of the local collectivities, in particular. Identification and implementation of an optimal territorial organization system of the local power will create the necessary conditions for the affirmation of the local democracy and ensure the prosperous development of the Republic of Moldova.

The article presents the judgment delivered by the European Court of Human Rights of 5 March 2020 in GROBELNY v. Poland, by which the Court found that Article 1 of the First Protocol to the European Convention on Human Rights had been infringed following the rejection by national courts of the applicant's claim for compensation equal to the invalidity pension which he was unlawfully deprived of by applying the res judicata principle, despite the existence of relevant and sufficient grounds for departing from that principle, namely the fact that the applicant's deprivation of pension rights was the consequence of a manifest error attributable to the public authority, found as such by the court in the second dispute. The Court held that, in this way, the national authorities had failed to ensure compliance with the principles of social justice and fairness or good governance and that the burden to which the applicant was subject was disproportionate, since he was required to bear the consequences of the errors attributable to the public authorities on his own, even though he did not have any other legal means to compensate for the damage. The article also contains an analysis by the author of the ECtHR ruling.
Theoretical reflections on international security
In international relations, international security combines that set of international relations that ensures global stability. In other words, international security is a state in which states are not threatened by war or by any breach of their sovereignty or independent development by other states. In accordance with the UN Charter, the Security Council currently has the main task of ensuring world peace, also having the sole right to impose sanctions against aggressors. The idea of international security, its realization in practice is determined by historical, economic, political, social conditions, as well as other factors. The problem of international security arose with the formation of the state institution, being always close to the problem of war and peace. Over time, there has been a change in the ability to analyze and report security issues. Along with these, both the policies and the security strategies of contemporary societies have undergone a process of metamorphosis.

The international academic community is currently exploring the development of the intelligence studies domain as a social science project. The current position paper argues for a project to connect, in content terms, the Romanian political science with the domain of intelligence studies. It takes into account the international and local context, and presents some of the benefits to be generated by the intersection of these two domains.
