Upravljavska sposobnost lokalnih samoupravnih skupnosti
In: Local Democracy
Local communities have an important role in society. According to states legislature they execute local public policies. Those processes include local democracy, public administration, local economy and social entities. Also they combine public and private resources. All of these groups of factors have their own capacity. Capacity is their ability to achieve goals and consists from inside and outside factors. Capacity of local self-government is integrated capacity. It represents holistic capacity for those units. It tells us, whether they are capable of doing things they should do, according to social and political system and its demands. Local units have different level of capacity. With conceptual model and field research we tested our research hypothesis. Our hypothesis is that local self-government communities with higher capacity offer their residents broader local public services and goods. Also we studies influence of political stability and autonomy on capacity. On representative sample of municipalities in Republic of Slovenia we confirmed all ours research hypothesis. Conceptual model of capacity is a tool for analysing individual communities and for analysing the whole system of local-self government. Also many suggestions for improvement can be made.
Lokalna geodetska sluzba
In: Lex localis: revija za lokalno samoupravo ; journal of local self-government ; Zeitschrift für lokale Selbstverwaltung, Band 6, Heft 4, S. 489-525
ISSN: 1581-5374
The local geodetic service systematically provides information that is relevant to the implementation of the strategic policies of the sustainable development & rational management of space, municipality environment & wider local communities. It is also important as a public service for supplying data to the professional & interested public in their further work, as well as for providing information at the state level & within the framework of the European integrations. The paper explains why the institute of the local geodetic service differs in individual local communities. The central part of the paper deals with some additional possibilities of using the services from the area of the local geodetic service. These services can essentially contribute to better political decisions of local communities in making strategically relevant decisions. Adapted from the source document.
THE REGULARITY OF POLITICAL SCIENCE IN SOUTH KOREAN AND TAIWAN ACADEMIC CONTEXTS: REASONS AND CONSEQUENCES
In: Teorija in praksa, S. 90-108
The democratisation and economic growth of the Asian Tigers, specifically South Korea and Taiwan, brought structural changes to the academic systems of these countries, particularly in the fields of political science and international relations. The article aims to provide a comprehensive and hybrid view on the regularity of political science in the academic environments (university systems) of East Asian countries with a focus on South Korea and Taiwan through the observational analysis method and a historical-sociological mechanism. The findings are summarised, where it is argued that the pentagonal democratic citizenship system (legal, political, cultural, social, economic) as well as the establishing of structural and updated political-economic relations with the main powers in the international system are the two crtitcial factors that have contributed to the adjustment of political science in East Asian countries, including South Korea and Taiwan. The article concludes that, along with the international and domestic developments in South Korea and Taiwan, political science underwent structural changes and is becoming more regulated and structured. (RE)THINKING THE STATE IN THE 21ST CENTURY
In: Teorija in praksa, S. 249-267
Abstract. In this article, we argue that social sciences generally
and political science in particular are faced with
a peculiar epistemological challenge while researching
the state in the 21st century. Namely, the state has often
been either naturalised, seen as a static and ahistorical
entity resistant to changes in the environment, or naïvely
rejected as a form of political organisation that is
with neoliberal globalisation withering away. In either
instance, the processes of redefining and redistributing
of the state, and hence its de-/reterritorialising and rescaling,
have largely gone unnoticed. Our analysis reassesses
the hegemonic theories of state and shows that in
the mainstream of political science research on the state
is still anchored to the (geographical) assumptions that
limit or even define the state and its exercise of power
to a geographically demarcated and fixed territory.
Drawing on recent approaches to space, scale and territory,
this article calls for a heterodox and pluralist methodology
in further research on state as well as non-state
spaces.

Persuasion in contemporary political and media discourse ; Prepričevalna moč sodobnega političnega in medijskega diskurza
We find ourselves in a time that has brought significant changes to the way we communicate. The technological progress and rise of social media have shaped both the news media and the contemporary political landscape, impacting and altering political discourse. As a result, the role of social media in political communication has become pervasive, and politicians now tend to communicate more directly with the public without the intermediary of traditional media. The position of the mainstream media as a neutral actor in reporting the news has also been tainted as the media has become increasingly dependent on advertising and thus more vulnerable to the pressures of corporate or state sponsors. Combined, we find ourselves situated in an era where more people are turning to social media for their news, while terms such as disinformation, fake news, post-truth, hate speech and conspiracy theory have become commonplace. In this new public square of communication, it often happens that one person's conspiracy theory is another person's truth, one person's facts are another's fake news, and one person's hate speech is someone else's freedom of speech. ; We find ourselves in a time that has brought significant changes to the way we communicate.

INFORMING CLIMATE MITIGATION POLICIES: A SCOPING STUDY BASED ON 64 ARTICLES USING THE 2016 EUROPEAN SOCIAL SURVEY ROTATING MODULE
In: Teorija in praksa, S. 664-690
The article presents a meta-analysis of academic articles using the European Social Survey Climate Change module. It summarises the key individual and country-level factors that shape climate beliefs, behaviours, and policy support, aiming to mitigate the problem of the fragmentation of findings when informing policymakers. The results, depicted in a heuristic model, underscore the significance of awareness, trust, and socio-political contexts, illustrating the intricate interplay of climate change beliefs, emotional engagement and policy preferences. By consolidating the scattered research through a meta-analytical approach, the study efficiently identifies key obstacles encountered by European decision-makers while implementing climate mitigation measures and policies. Geographers play an important role in the announced & expected reform of the political & institutional system by introducing a second tier of local self-government. Their role is not only associated with preparing an appropriate subdivision of Slovenia into functionally closed areas, but also, considering contemporary social causal links between forming the regions & regional development, the effects of the polycentric settlement network layout & the decentralization of public institutions. The paper derives from an assumption that decentralization of institutions plays an important role in overcoming regional disparities. Together with appropriate organization, decentralization of institutions allows more efficient utilization of development potential. In contemporary development policy, institutions are a decisive instrument. In addition to technical innovations & a creative environment, institutions stand out as an impulse & central support point, for harmonious social development. This paper is clearly of a theoretical nature. It deals with the role, effects & consequences of the decentralization of institutions as an instrument for balanced sustainable regional development. The factors, which have an impact on the success of regionalization in a function of decentralization policy, are analyzed They are: especially formation of clear political & legal frameworks for starting the reform process, a clear indication of powerful and, if possible, interdepartmental responsible persons for management & coordination of the decentralization process, forming the concept of decentralized regionalization of Slovenia that aims at an even distribution of tasks & responsibilities such as clear forms of mutual (horizontal & vertical) coordination & mutual reciprocal inspections between different regional & state levels, an outline of state-level transfers where individual administrative & legal steps mean transfer of financial & personal competences & equipment to the participants in regional communities, & finally, measures for providing professional qualification of institutions in decentralized regional associations for taking on new tasks. The discussion about the establishment of regions has been going on in Slovenia for some years. In addition, the regional legislation package has been in the parliamentary procedure for quite some time, too. The purpose of this paper is neither to analyze the proposed legislation nor to provide a detailed list of all the solutions the legislation can bring in. The real purpose of this paper is to analyze various existing regional divisions in the fields of the state administration, general public services & civil society. Some of these regional divisions are supposed to be adapted (according to the regional tasks presented in the legislative proposal) to the proposed dividing the country into fourteen regions. It interests us how the regionalization, taken into consideration by various institutions of the state administration, broader public sector & civil social organizations, complies with the proposals made in attempts to introduce a broader level of local self-government. Besides, we would also like to ascertain whether in already existing regional divisions in Slovenia there might be the predominant solution that could be the basis for the future dividing Slovenia into regions. THE 'BRUSSELS BUBBLE': POPULISM IN SLOVENIA IN THE EU CRISES CONTEXT
In: Teorija in praksa, S. 509-528
The focus of this article is on the rise of populism and Euroscepticism in the context of the crisis of
liberal internationalism and of the EU in particular.
The article considers the view that the weak integration
of Slovenian–EU politics makes the country vulnerable
to this trend. Modern-nationalist, postmodern-cosmopolitan and faux-modern-partially modernised variations of populism are explored. The research draws on
public opinion surveys, party manifestos, focus groups
with party supporters, and interviews with mediators
in elite and popular debates. The dominant modern
economist/functionalist view of the EU is shown to have
fed into different framings in line with the underlying
thick ideologies. On the right, this has been a retro-modern nationalist reaction to the EU's overly progressive
policy and polity, with certain illiberal faux-modern elements like authoritarianism and ethno cultural exclusivism. On the left, it has reinforced the already existing contradictions with (neo)liberalism on the level of
politics, leaving the post-modern post-nationalist framing detached from the EU's polity and policy. The article
offers some proposals for better integrating the EU politics in Slovenia.

36. mednarodna konferenca o razvoju organizacijskih znanosti ; 36th international conference on organizational science development
; The conference on Organizational Sciences Development is a conference with the longest tradition at the University of Maribor. Each year, the conference brings together students, researchers, businessmen and public administration representatives, who are active in the area of organization and management. The theme of this year's 36th international conference on Organizational Sciences Development is Responsible Organization referring to the wideness of an organization in its internal and external environment. The responsibility of the organization towards its employees, mission, strategy, processes, technology, and development are just a few areas in which the organization needs to follow the principles of responsibility. The identity of the organization is recognized through its versatile responsible activities, showing its value externally to the customers or recipients of the services offered by the organization. The concurrent mixture of technological and social progress influences individuals as well as the society. The impact of the organization is therefore not only local but global, making a mark on the international level. With this conference theme, we are opening new questions and seeking answers which could contribute to the progress of organizational sciences. Material influence, communications, knowledge, fairness, and nevertheless the ideal of responsible behaviour can be seen as influential factors which can contribute to occasional turbulent situations inside and outside our organizations. Since we are all caught up in moulded mind-sets, not following our experiences anymore, our wish was to keep up with the times and identify best practices, form new methods, and become familiar with the contemporary trends in organizations.

Evropska razvojna kohezijska politika – kompetenčni centri in raziskovalno razvojne dejavnosti ; European Development Cohesion Policy – Slovenian Competitive Centers And Research Development Activities
; In pursuit of global and economic progress or finding solutions to environmental challenges, the European Union has set up a common European cohesion policy that implements measures and instruments at national levels. One of the consequences of the common European cohesion policy in Slovenia are special centers, which enable the junction of various organizations, where new ideas are transferred to the economic markets. These are innovations mainly in the field of mobility, sustainable environment, technology, chemistry and pharmacy. Such innovations bring greater use of materials, services and better health services, with a strong emphasis on low–carbon society. Such instruments increase the added value of financial investment in such centers, while encouraging the participation of economic, academic and research development spheres. The purpose of the task is to demonstrate the importance of financing such instruments by analyzing the Public Tender for Co–financing the Establishment and Operation of Competence Centers for Personnel Development in two implemented periods. They create a highly stimulating environment for finding solutions and tackling the challenges, and with this way of working people acquire references, competences, increase the competitiveness of their country and gain experience with wider thinking and cooperation.

VPLIV MIGRACIJSKE KRIZE NA POLITIČNO PRIHODNOST EVROPSKE UNIJE ; THE IMPACT OF MIGRATION CRISIS ON THE POLITICAL FUTURE OF THE EUROPEAN UNION
Migracije so postale pomembno politično vprašanje in glavna tema volilnih kampanj. ; This master thesis examines the factors that caused the European migration crisis in the period 2015-2016 and their impact on the political situation in the European Union. Even though Western Europe had encountered the problem of migration already in the past, the European Union did not develop and adopt a proper common migration policy. The issue of migration became an important political question and a central theme of election campaigns. The purpose of the thesis is to present the impact of the migration issue on voters' decision-making by analysing the national elections in some EU member states and the elections to the European Parliament during the 2015-2019 period. The analysis showed the rise of right-wing populist and nationalist parties that gained the support of the voters mainly by promoting their anti-immigration positions. That trend raised concerns on whether the growth in the power of those political parties could affect the implementation of the common migration policy and the European Union's political future. According to the data gathered, migration profoundly contributes to a country's economic and social development and is therefore among the main pre-election topics. Even though the election results confirmed that right-wing populist and nationalist parties were gaining increasing support, they were still not strong enough to gain power in the European Parliament and consequently change the political future of the European Union. There are different factors that affect the complexity of migration. These factors are presented in the master thesis and help understand the connection between migration issues and the European political situation. It was found that migration is one of the major political issues that has opened not only a political, but also an ideological and security discourse in the European context, which presents new challenges in further developing a common EU policy and ensuring its political stability.

Analiza turške zunanje politike do Zahodnega Balkana: večanje turškega normativnega vpliva zaradi plitke evropeizacije? ; Analysis of Turkish Foreign Policy towards the Western Balkans: an Increase of Turkish Normative Influence due to Shallow Europeanization?
V teoretskem delu naloge konceptualiziram normativni zunanjepolitični vpliv in izdelam lasten analitični model normativnih elementov zunanjepolitične strategije. ; Contrary to the dominant consideration of Turkey as the oldest candidate for membership in the European Union (EU) and Turkey's foreign policy strategy towards the Western Balkans, which envisions acting as the EU's partner, this work analyzes Turkey as an independent foreign-policy actor. On the basis of two research questions on the normative elements of the Turkish foreign policy strategy, I am testing a hypothesis that after 2009, due to the shallow Europeanization in the Western Balkans, one observes an increase of the Turkish normative influence in this region. As a control variable, I consider the declaratory withdrawal of the EU from Western Balkans enlargement efforts in 2014. In the theoretical part of the thesis, I conceptualize the normative foreign policy influence and construct my own analytical model of the normative elements of the foreign policy strategy. Following the description of the historical context of the EU and Turkey's foreing policy in the Western Balkans, the empirical part is followed by the biggest contribution of this thesis to science: analysis and interpretation of the primary document - Turkey's foreign policy strategy (Disisleri Bakanligi, 2018), for which I provided the first translation into English. I then identify and analyze Turkey's foreign policy actions, where I measure the normative influence on societies, markets and countries of the region, and offer its critical evaluation. Findings show that it is not possible to ascertain that shallow Europeanization causes greater normative influence of Turkey in the region. Turkey's normative influence on the countries was the largest between 2009-2012, when, through mediation in the Serbian part of Sandžak and the establishment of a tripartite platform, when the state achieved the desired reputation of a great power from Ottoman times. However, after 2013, this impact declined, as some countries in the region are more likely to oppose Turkey's foreign policy values or application of instruments. The normative impact on the markets and on the societies of the region is constant ; through TIKA Agency, Yunus Emre Institute, religious institution Diyanet and TV series Turkey promotes its social values: Muslim faith, diaspora, patriarchate and reputation of great power.

Geopolitika in obveščevalna dejavnost : magistrsko delo
In: Ljubljana
; The master's thesis deals with the concept of intelligence service in the field of geopolitics. Geopolitics is a term which is frequently used in connection with big countries. Historically, the most known case of geostrategic goal is Nazi Germany which was called »Drang nach Osten« (German for »yearning for the East«) and the idea was to acquire territory for Aryan race at the expense of eastern European nations (Lebensraum). Geopolitics basically means realizing of interests by big countries in a certain moment in other parts of the continent or world (mostly because of raw materials or traffic connections) in order to ensure better starting-points for themselves than for other big countries. Often these interests hide under another name. Nowadays people like to talk about spreading democracy, humanitarian operations, etc., although there are other interests in the background, interests that serve to exercise foreign policies of big countries. Geopolitical interests are especially realized through economic pressure which (if they are unsuccessful) often increase in military operations. When exercising these interests, the intelligence services have the most important role. They try to enter a country with their tactics and methods, they provide »nests« that work in accordance with the policy of the home country against the host country and thus they acquire quality information that is necessary to political elites of a country in order for them to decide for an appropriate operating strategy. In the master's thesis we will try to present current global geopolitical situation, more important geostrategic locations, determine and present the role of intelligence services in all that, and present with examples how the intelligence services work in the field of geopolitics.
