Yerel yönetimler halka en yakın kurumlar olarak günümüz modern devletinde birçok hizmetin halka sunulmasında çabukluğu ve kolaylığı sağlamaktadırlar. Kamu hizmetlerinin sunulmasının yanında demokratikleşme konusunda da yerel yönetimlerin önemi yadsınamaz.Yerel yönetim birimlerinden birisi olan il özel idaresi, 2005 yılında 5302 sayılı İl Özel İdaresi Kanunu'nun yürürlüğe girmesiyle il yönetiminde önemli bir yer almıştır.Bu çalışmada il özel idareleri, tüm yönleriyle incelenmeye çalışılmıştır. Öncelikle yerel yönetimler ve il özel idareleri hakkında bazı kavramlar ve temel ilkeler açıklanmıştır. Daha sonra tarihsel gelişimleri üzerinde durulmuştur. Son olarak il özel idareleri, 5302 Sayılı Kanun çerçevesinde ele alınmıştır.5302 Sayılı İl Özel İdaresi Kanunu'yla, il özel idaresinin kuruluşu, organları, yönetimi, görev, yetki ve sorumlulukları ile çalışma usul ve esasları yeniden düzenlenmiştir. Bu kanun, il özel idareleri için birçok yeniliği de beraberinde getirmiştir.Sonuç olarak, il özel idarelerinin 5302 sayılı kanunla eski yapıya nazaran daha etkin, özerk, katılımcı bir yapıya kavuştuğu görülmüştür. ; As the closest establishments to citizens, local administrations provide swiftness and easiness in presenting lots of services to the public in the present modern state. The importance of local administrations cannot be overlooked besides presenting utilities, regarding the democratization as well.Special Provincial Administration, which is a unit of local administration, has taken an important place in provincial administration since the emergence of Special Provincial Administration Code numbered 5302 in 2005.In this study, Special Provincial Administrations have been examined with all aspects. First of all the basic principles and concepts about local administrations and special administrations have been explained. Then its past historical progress has been dealt with. The problem of generating a debate on the universal nature of rules to promote the principle of equity is the premise on which it is founded: in this case, action to tackle gender segregation. Segregation is caused by the quality of the labour demand, which determines women 's professional development on the internal labour market, and of the labour supply, which is influenced by cultural models and by the asymmetry of information between the genders. This article reconstructs the features of the action plan put in place to remove discrimination on access and the measures geared to facilitating the reconciliation of working and caring commitments and responsibilities. The changes made to recruitment and selection procedures affected not just a limited number of female workers but the entire workforce as well as persons seeking employment with this authority.

The Law No. 6360 on 'The Establishment of Fourteen Metropolitan Municipalities and Twenty-seven Districts and Amendments at Certain Law and Decree Laws' brings significant changes in Turkey's local government system. In this framework, the first objective of the article is examining the change and transformation of the Special Provincial Administrations (SPAs) at the historical perspective until the Law No. 6360 in Turkey. The second objective of the article is examining the new arrangements of Law No. 6360 in detail that entered into force in 2012 within the context of SPA. In that context, one of the new arrangements of that reference Law is the establishment of Investment, Monitoring and Coordination Directorates' (IMCDs) instead of the abolished SPAs at the provinces having metropolitan municipalities. At that scope, the IMCDs emergence, duties, powers and responsibilities are searched in detail in comparison with the SPAs in Turkey. Finally, it is seen that IMCDs and SPAs have lots of differences in terms of supervision authority, duties and responsibilities, financial, personnel and organizational structure. © 2015, Mediterranean Center of Social and Educational Research. This study is an attempt to investigate the emergence of the new actors such as Non Governmental Organizations (NGOs) and (Peoples Organizations) POs in the development space and their impact on the developmental role of the Provincial Administration in Kenya. The following objectives were formulated: First, to investigate the nature of the relationship between the civil society (NGOs and POs) as new actors in the development process, and the Provincial Administration (PA). Second, to examine the current development tasks of the Provincial Administration. Thirdly, to examine the impact of the democratization of the development process on PA with specific reference to the development activities of a given locality, and fourth, to investigate the impact of the emergence of the new actors (NGOs and POs) in the development space on popular participation. This was done within the theoretical framework of development theories including statism and public or political choice. The study did not however lose sight of the fact that development still attracts both academic and policy debates that definitely have a bearing on the formulation of both development theory and/or policy in the light of the shifting world development thinking. The study used both secondary data, and primary data obtained from surveys conducted in Nyamira, Nairobi and Migori districts in Kenya. The sample survey comprised a total of seventy-two respondents from all the three districts. The secondary data was analyzed by use of content analysis. The survey data was coded and analyzed through cross tabulations of the frequencies and the results presented in table statistics form. The main findings of the study were as follows: First, the increased democratization of the development process has called for a greater role for the Provincial Administration in development activities, especially in areas of security, advisory and mobilization of the local public. Secondly, it was found that an enhanced level of co-ordination of various project activities in the locality, liaison with other governmental agencies on behalf of local POs and NGOs are some of the new roles of the Provincial Administration. This is besides the traditional routine law and order roles of provision of security and mobilization of local population. Thirdly, the level of involvement of Provincial Administration is directly proportional to the level of popular participation in the development activities. Finally, the study found out that the level of involvement of civil society in the development activities is directly proportional to the level of popular participation in the development process provided the necessary level of party affiliation and involvement of Provincial Administration is sustained. Finally, the study has recommended further research on the policy implementation consequences of liberalization of security arrangements and the role to be played by the Provincial Administration, and the need to investigate the impact of significant rise in the number of political parties on popular participation. The study recommended to the policy makers, especially government to consider: the training and retraining of Provincial Administrators to attain the required standards of professionalism; initiate and support policies to make development a shared responsibility of the PA and POs as the key players at the local level, and finally to formulate development policies tailored to different areas reflecting the socio- economic structural forms, wishes and needs of all the local stakeholders.
