Innovations in Public Governance provides a contextual view of innovations in public governance. Public governance is about coordination and the use of various forms of institutional arrangements in policy-making processes to pursue the common good. In practice the improvements and radical changes in governance structures and processes are met through 'governance innovations', which vary from radical large-scale national reforms to various organizational innovations and new e-enabled governance models. Understanding and managing such innovation processes are among the most burning issues in public administration in the contemporary world. The instructive cases presented in this book help readers to understand the multitude of aspects relating to radical and incremental innovations. They also reflect the real-life conditions of innovation activities in the public sector. Discussion focuses on the challenges to governance innovations and the preconditions for their successful implementation in American and European contexts. The approach applied can be called contextual in the sense that innovations in public governance are discussed in their societal and political contexts. This helps to highlight the context and situation-specific aspects of cases, which increases our understanding of the innovation challenge in the public sector. Ziel des Beitrags ist es, Erkenntnisse aus der Corporate Governance-Debatte auf den öffentlichen Sektor zu übertragen und zu verallgemeinern. Corporate Governance will die Selbststeuerung des Subsystems Unternehmen sicherstellen und auf diese Weise die Marktsteuerung der Volkswirtschaft unterstützen. Im Zentrum steht dabei die Lösung der Prinzipal-Agent-Problematik. Die Governance-Elemente "Anreize", "Machtausgleich" und "Fairness" finden sich auch im Ordoliberalismus. Auch im öffentlichen Sektor finden sich Governance-Problematiken und Prinzipal-Agent-Beziehungen: Demokratie, Bürokratie, Kollektivverhandlungen und Steuerung von Organisationen durch "voice" und "exit". Governance kann Staats- und Marktversagen verhindern. In der allgemeinen Reformdebatte, speziell in den Auseinandersetzungen um die Modernisierung des öffentlichen Sektors, hat sich ein neuer Begriff etabliert: Governance.Es sind sehr unterschiedliche, meist explizit wertbezogene Reformkonzepte, die unter den Begriff Governance subsummiert werden. Eher managementorientierte Maßnahmen lassen sich von demokratisch-partizipatorischen Reformvorschlägen unterscheiden; es gibt Konzepte, die sich mit Fragen der Lebensqualität befassen und solche, die sich auf die Nutzung von luK-Technologien beziehen.Was diese verschiedenen Reformvorschläge miteinander verbindet, was ergo das spezifische einer Governence-Reform ist, bleibt beim gegenwärtigen Stand der Diskussion unklar. Steckt hinter dem neuen Begriff tatsächlich auch eine neue Konzeption?An eben dieser Fragestellung setzen die Autoren an. Unter Verwendung des sozialwissenschaftlichen Governance-Diskurses wird eine Definition von Governance und Governance-Reform entwickelt. Governance-Reformen sind demnach ein eigenständiger, aber keineswegs ein neuer Reformtypus.In einer explorativen Überblickstudie werden Governance-Reformen in den Feldern Wirtschaft, Staat und Zivilgesellschaft untersucht. Die Studie zeigt, dass in den vergangenen zehn Jahren in allen drei Feldern Governance-Reformen stattgefunden haben. Darüber hinaus wird deutlich, dass die vielfach geäußerte These eines einlinigen Modernisierungstrends nicht aufrecht erhalten werden kann. Weder ist ein "Ende der Hierarchie" in Sicht, noch dominieren bei den Reformbemühungen Prozesse der Vermarktlichung oder Vernetzung. Es gibt keinen eindeutigen Trend - vielmehr findet eine in alle Richtungen sich erstreckende Suchbewegung statt.Ein Blick auf die Reformerfahrungen der Vergangenheit lohnt sich. Die Analyse vergangener Reformprozesse lässt förderliche und hinderliche Faktoren erkennen, deren Berücksichtigung die Erfolgschancen zukünfiger Maßnahmen steigern kann. Die Studie hat zur Identifikation solcher Faktoren einen ersten Beitrag geleistet.

Paraguay has identified public governance reform as an important tool for achieving sustainable and inclusive growth. This review examines areas of public governance such as co-ordination across administrative silos, strengthening links between budgeting and planning, and enhancing the decentralisation process to improve development outcomes in all regions of the country. It also assesses the management of the civil service, as well as the implementation of open government strategies and initiatives to involve citizens and businesses in the policy cycle. This review provides concrete recommendations to support public governance reform in Paraguay.
