Rola organów Europejskich Wspólnot w kształtowaniu budżetu ; The Role of Organs of the European Communities in Budget Shaping
The article discusses the role of the European Communities' organs in forming of the budget. This role has been presented on the example of the share that each individual organ has in the presentaition, authorization and implementation of the budget. Particularly, a lot of importance has been attached to the role of the Parliament and the Council in forming of the budget. These two are the most important Communities'organs. However, their role in forming of the budget is different; and the Council has stronger influence upon the whole process. It decides on the prevailing part of budgetary expenditures. Yet, the European Parliament is gradually achieving a wider scope of. budgetary competence. Direct election to the Parliament in 1979, was a very important incentive which hastened this process. Moreover, it was then, that the Parliament gained political identity. The process of widening the budgetary competence of the Parliament will gradually develop. Therefore, the position of the Commission will greatly change and will be more determined and controlled by parliamentary decisions. The question of the role of Communities'organs in forming of the budget has both financial and political importance. Reglamentacja obrotów zagranicznych jako forma polityki interwencyjnej rządu polskiego w latach 1929 - 1939 ; Control of Foreign Traffic as the Form of the Polish Government Policy of Intervention, in the Years 1924 -1939
The collapse of the world economy in the thirties was especially felt in Poland. In that situation the state had to undertake some efforts in order to lighten the course of events as well as to precipitate the end of crisis. These efforts were also directed towards the possibly rapid reconstruction of the devastations in Polish economy caused by that crisis. The intervention measures of the Polish government embraced the whole variety of steps which were undertaken in all branches of national economy. The author of this paper comes to the analysis and evaluation of control policy which — apart from the customs policy and the policy of export promotion — constituted in those times the substantial form of state intervention in the field of Polish foreign trade. The control of foreign traffic was reviewed from the point of view of numerous restrictions, import quotas and barter business. After a thorough examination of the process of rapid development of the foreign traffic control in Poland the author points at the double objective of introducing the import quotas. On one hand those above mentioned quotas can be considered as the repercussion and result of autarchic processes developed amongst the Poland's trade partners and increasing difficulties in international trade as well as the result of commonly used foreign exchange restrictions causing the freeze of credit balance from exports. Those import restrictions were introduced in order to weaken the disadvantegeous influence of the above mentioned events on Polish foreign trade and — indirectly — on the whole Poland's economy. On the other hand the control policy was also facilitating the inland's economic and financial policy. In the years 1929 - 1935 the system of quotas highly contributed to the achievement of favourable balance of foreign trade and international payments; in the next years that system constituted one of the most significant factors realization of foreign exchange control. In addition, in the whole period being the subject of the present analysis, the compensatory turnover greatly facilitated the realization of policy of export promotion. The mentioned motives of using the control policy caused the seizure of almost full control of foreign trade by state. In this article the author evaluates the control policy on the basis of the demonstrated uniformity of that policy with the general, economic policy of the state. As the deflation policy of the crisis years is evaluated rather negatively the same appraisal can be adopted to the control policy in foreign trade. However the investment policy of the after-crisis years of economic growth is appreciated as the only justified policy within the framework of contemporary political system and therefore also the control policy should be positively appreciated. ; Digitalizacja i deponowanie archiwalnych zeszytów RPEiS sfinansowane przez MNiSW w ramach realizacji umowy nr 541/P-DUN/2016

Teoria i praktyka międzynarodowej współpracy gospodarczej krajów RWPG ; Theory and practice of the international economic cooperation of the CMEA states
The task of the article is a comparison of theoretical findings of the conception of the international economic cooperation of the CMEA member states with the premises of their economic policies in this scope and with the previous course of integrational processes in the CMEA group. In the first part of the study, three basic theoretical concepts of economic cooperation are presented which can be related to differing views of economists on the part played by planning and international market in the socialist economy. In the second part of the study a system of the international economic cooperation adopted in the premises of the economic policies of the CMEA member states is analyzed. The author's attention is focused mainly on those elements of the international cooperation system which are compromising opposing pursuits of the particular member states of securing themselves most favorable conditions for balancing necessary means with needs stated autonomously in the national plans of economic developement. The third part of the study is devoted to the analysis of features of functioning of the present system of international cooperation of the CMEA states. The actual distribution of competence and roles in the system of relations between various levels of domestic and international institutions and organizations are characterized. The scope of implementation of resolutions and recommendations of the CMEA on the developement of the international specialization and productional cooperation is evaluated. The excessive build up of the consulting and negociating activities almost on all the levels of economic organizations of the member states and of the CMEA organs is also indicated. The identification and analysis of structure of interdependence of economic interests in the sphere of realization of international economic cooperation in the CMEA are performed. Particularly, following groups of interests can be singled out: Party and government governing bodies, central economic administration, productional and trade enterprises, international organs of the CMEA. System weryfikacji instytucjonalnej w zarządzaniu przemysłem ; The Institutional Verification System in the Management of Industry
The main problem the author deals with at the very beginning of his article concerns the causes of failure of the tasks that were taken up to limit the number of directions with the aid of which a superior institution makes a subordinate institution act according to their own preference. The reason these problems were taken up for is the widely known lack of adaptation of some enterprises to the demand changes, as well as other deficiencies of a given enterprise activity. The author points out to some common features of all the situations in which the number of directions was limited. It is based on the existence of so called institutional verification. We can speak about the institutional verification only when the definitial decisive criterion to give an entreprise a money reward is a superior institution. The aim of this article is to show that there exists a permanent tendency of a superior institution to multiply the number of directions. The origin of this tendency is the impossibility to form such a system of directions which would make the industrial enterprise act according to the preferences of a suprior institution. Any limitation of the number of directions enlarges the divergence between the activity of an enterprise and the direction that a superior institution would desire. Walka krajów naftowych ze światowym kartelem naftowym ; The Fight of the Oil Countries against the World Oil Cartel
The underdeveloped countries which are rich in oil resources are putting up a fight against the exploitation policy of the world oil cartel. The body which is representing their interests is the OPEC organisation (Organisation of Petroleum Exporting Countries). The setting up of this organisation was in fact a response of the oil producing countries to the successive reduction of the information price. OPEC is thus meant to constitute a kind of counterbalance to the world cartel, which is getting most of its crude oil on the territories of the OPEC countries. OPEC represents all Arab countries of the Near East, Venezuela, Indonesia, Libya. In the negotiations with the world cartel the OPEC brings forward numerous postulates. Some of them constitute subjects of this summary. One of the most important and complicated item are the information prices which serve as a basis for computing the royalties due to the governments of the oil producing countries. The next problem evolves around the regulation of the size of crude oil production. There are also some other problems, e.g. the problem of separating the concession fees from the income tax, the problem of raising the concession fees to 20 per cent of the information price or last but not least the problem of fixing a new proportion of dividing the profits on the 70 : 30 basis. The fight put up by OPEC by exclusively economic means — has no good prospects of success. The best way out of the difficulties seems to be the formation of native capital which would undertake the business of oil extraction and oil distribution. The fight with the world cartel is difficult because of .the political weakness of the oil countries, the anxiety concerning the oil distribution (the world's distribution network is mostly in the hands of the cartel) and the lack of native skilled labour. The attempts to nationalize the oil industry have taken place only in a few countries — they constituted, however, a bold example to the other oil producing countries. Lately the nationalization trend slackened somehow, on the other hand the formation of regional groupings are getting popular. There are at present two such organisations: ARPEL — the Organisation of State Oil Enterprises in Latin American Countries and APO — The Arab Oil Organisation. Wewnątrzpolityczne dążenia integracyjne imperializmu w NRF ; Integrational Tendencies of Imperialism in the Federal Republic of Germany
Die Existenzbedingungen des Imperialismus haben sich qualitativ verändert. Der Imperialismus sieht sich dem Zwang ausgesetzt, sich diesen neuen Bedingungen anzupassen und das ist der Hauptfalktor für seine heutingen Besonderheiten. Anpassungsprozesse sind sowohl in der Aussenpolitik, besonders gegenüber den sozialistischen Staaten, als auch im Innern zu beobachten. In dem zweiten Fall reagiert die Monopolbourgeoisie auf den Zwang zur Anpassung vor allem mit einer Politik, die darauf gerichtet ist, die Arbeiterklasse mit zum Teil neukonstituierten alten, zum Teil mit neuen Mitteln und Methoden von ihrer revolutionären Rolle abzuhalten, sie von innen heraus zu untergraben und sie ,;in das System des Kapitalismus zu integrieren". Die Integrationspolitik, wie sie derzeit von dem Monapolkapital der BRD durchzusetzen versucht wird, stellt weder ein Abgehen von den Hauptmethoden imperialistischer Herrschaftstausübuing dar, noch bedeutet sie den Verzicht auf eine dieser Methoden. Sie erfasst, so wie in jeder Phase der kapitalistischen Entwicklung, zwei Hauptimethoden. Auf der einen Seite die Methode der Gewalt, auf der anderen Seite die Methode des "Libenalisimus" (die Richtung der Reformen, Zugeständnisse usw.). Der Rang dieser Methoden verändert sich abhängig von den jeweiligen Bedingungen. Die Bourgeoisie versucht zwar; der Gewaltandrohung gegenüber der Gewaltanwendung Vorrang zu geben und strebt mach einer neuen Vorstellung vom Gewaltapparat. Gleichzeitig jedoch wird dieser ausgebaut, um, falls notwendig, auch mit offenem Terror zu reagieren. Im sozial-ökonomischen Bereich des gesellschaftlichen Lebens versucht man, im Rahmen der Integrationspolitik solche Mittel anzuwenden, wie vor allem "Volksaktien", die Veränderung der Rolle der Gewerkschaften, verschiedene "Mitbestimmungs"- Modelle und man bemüht sich auch damit, dass die bourgeoisen Parteien grösseren Einfluss auf die Werktätigen ausüben. Die Integrationsbestrebungen können zwar vorübergehende Erfolge haben, aber letzlich können sie nicht die tiefen Widersprüche und Konflikte der heutigen kapitalistischen Gesellschaft überwinden. Dier Integrationspolitik steht der Widerspruch entgegen, "dass sie einem unerreichbaren Ziel nachjagt, mit Mitteln, die das Ziel ständig widerlegen". The reform of planning and managing system of the national economy in Poland is mostly concerned with a functioning of State enterprises. The new economic model has endowed its organizations with an economic independence, self-management and self-financing. The idea of self-management of enterprises is manifested in the shape of worker's self-management. Worker's councils are presently functioning as a basic and permanently active organ of the worker's self-management. According to sec. 2, par. 2 of the Act of 25 Sept. 1981, the worker's council is an organ and representation of the personnel's self-management. Simultaneously, by virtue of the State enterprises' Act, the workers' council obtained a status of the organ of State enterprise. Being the organ of workers' self-management, the worker's council enjoyes an attribute of independence from the State administration organs, as well as from the political and union ones. Consequently no pressure can be exerted by these organs on the worker's council in the scope of its preemption. There are direct ties between the council and the personnel of an enterprise in order to secure the independence of the first: the council is elected by the personnel in a direct, general and equal poll. The independent status of the council member is guaranteed by the interdiction of a notice or dissolution of an employment contract without a previous consent of the council. The attribute of council's independence does not imply its isolation from other organs of the enterprise management. It concerns both the workers' self-management organs and organs managing professionally i.e. the enterprise director. Relations of the council to the general assembly of the personnel are based on a definite dependence of the council from the assembly. The assembly passes, among others, a statute of the workers' self management, the basic, internal normative act stating the position and functioning rules of the workers' council. The assembly is also vested with a right to recall a council in toto or its individual members. Mutual interdependence and, to some extent, keeping each other under control are characteristic of the relations between the council and the director of an enterprise. The workers' council is vested with the right to suspend the execution of a director's decision and the director, in turn, can suspend the execution of a council's resolution. Contentions as to an application of the supervisory measures are tried under special mode of proceedings. The up-to-date practice does not allow for more exhaustive evaluation of the effectiveness of self-management organs in the State enterprises.
