The new Parliament Building for Lower Saxony, at Hannover, integrates the modern and the traditional in a highly sensitive manner. In addition to the excellent efficiency of its internal installations, and its functional quality, the warm atmosphere of this new Parliament Building, much in keeping with its representative and humanistic purpose, is most noteworthy. ; Componiendo lo moderno y lo antiguo, con una gran sensibilidad, ha sido construido el nuevo edificio del parlamento de la Baja Sajonia, en Hannover. Es de señalar en el mismo, además de la perfección de sus instalaciones, y de su funcionalidad, la atmósfera inconfundible que irradia, propia de un edificio representativo, característico y singular, de acuerdo con las nuevas normas y las formas que impone nuestro tiempo.
The Council, the political decision-making body of the European Communities, approved in 1976 the text on the election of Parliament by direct universal suffrage. The powers of the European Parliament range from its intervention in the legislative process itself to the approval of the budget, including executive control and active political cooperation. The first elections took place in all member countries and the new parliament has now come into operation. But what does this decision, classified as "the most important political event of 1976", mean in the sphere of the European community? This paper analyzes the significance of such a significant event, while making a brief retrospective into the community's institutions and the transmutation suffered by the European Parliament. ; EI Consejo, órgano político decisorio de las Comunidades Europeas, aprobó en 1976 el texto relativo a la elección del Parlamento Europeo por sufragio universal directo. Las competencias del Parlamento van desde su intervención en el proceso legislativo mismo a la aprobación del presupuesto, comprendiendo el control del ejecutivo y una activa cooperación política. Los escrutinios de las primeras elecciones tuvieron lugar en todos los países miembros y el nuevo parlamento ya entró en funciones. ¿Pero qué significa esta decisión calificada como "el hecho político más importante de 1976" en el ámbito de la comunidad europea? En este artículo se analiza el significado de tan trascendental acontecimiento, a la vez que se hace una breve incursión retrospectiva sobre las instituciones comunitarias y la transmutación sufrida por el Parlamento Europeo.

Occuping somewhat more than 1/10 of a 160,000 m2 site rises the Civic Centre of Ichihara that comprises: Social Centre; Municipal Government with Prefecture and Administration; Sociological-educational Centre; Parliament; Welfare Centre and Power Station. The plot is divided into two parts by a highway, with the Social Centre in the smallest part and in the other the remaining buildings are distributed, grouped on both sides of a pedestrian bridge that connects the buildings. The project of the entire complex has been developed starting from the elementary spaces until urban scale was attained; the composition of each space has been borne out of the mutual relations between men. In this Centre an attempt has been made to interpenetrate all the zones so as to achieve a visual relation between them. The Civic Centre is being completed by a spacious parking lot, paths and extensive gardens. ; Ocupando algo más de la décima parte de una parcela de 160.000 m2 se levanta el Centro Cívico de Ichihara, que comprende: Centro Social; Ayuntamiento con Prefectura y Administración; Centro Sociológico-educacional; Parlamento; Centro de Bienestar Social, y Central de Energía. El solar está dividido en dos partes por una autopista, con el Centro Social en la zona más pequeña, y en la otra se distribuye el resto de los edificios, agrupados a los lados de un gran puente peatonal que los comunica. El proyecto de todo el conjunto se ha desarrollado partiendo de los espacios elementales hasta llegar a la escala urbana; la composición de cada espacio nace de las relaciones mutuas entre los hombres. En este Centro se ha llevado a cabo un intento de interpenetrar todas las zonas, para permitir una relación visual entre ellas. El Centro Cívico se completa con numerosas plazas de aparcamiento, viales y amplias zonas ajardinadas.
This office building occupies an approximately 4,000 m2 site, situated at the Westminster Bridge, opposite the Houses of Parliament and the County Hall. The design is an irregular hexagon which takes full advantage of the site area. II comprises one basement, one main floor and five office Floors, the latter ones being terraced. On each storey a services and Communications nucleus has been installed and on either side of this nucleus the offices are located. On the top floor there is a roof garden with a magnificent view. About 4 m below street level is the basement with the archives and the pedestrian subway. From the central courtyard of the Country Hall direct access has been provided to the new building via a bridge link. This office building has a staff of about 1,500 people. The structure is of reinforced concrete with columns situated in such a way that provision has been made for constructing a future underpass. The bridge consists of four beams which at one end rest upon the new building and at the other on roller bearings. The outside surface is covered with prefabricated siliceous basalt panels, placed in continuous perimetral bands alternating with the aluminium framed Windows. The building is provided with the most modern systems for air-conditioning, lighting and safety. Moreover, the furniture has been especially designed to differentiate the various spaces from each other or to relate them to each other. ; Este edificio de oficinas se levanta sobre un solar de más de 4.000 m2, junto al puente de Westminster, en la orilla opuesta a la que ocupa el Parlamento y muy próximo al Ayuntamiento. Es una construcción de forma hexagonal irregular, que ocupa totalmente el solar. Consta de una planta baja principal y cinco de oficinas, estando las cuatro últimas retranqueadas progresivamente. Cada planta posee un núcleo central de servicios y comunicaciones, y dos áreas de oficinas situadas a ambos lados.
