The European Parliament as legislator
(Beitrag 5. Europäisches Symposium zur Verständlichkeit von Rechtsvorschriften des Bundesministeriums der Justiz und für Verbraucherschutz) This paper assesses the influence of the European Parliament on the legislative programme of the European Union. It discusses the European Parliament's legitimacy as legislator, considers the nature of the European Parliament's role within the European Union's institutional framework, in particular its relationship with the European Commission, assesses whether recent developments have enhanced the European Parliament's role and evaluates proposals for further reform. The mechanisms by which the European Parliament influences European Union legislation are outlined, with a focus on the European Parliament's ability to steer the Commission's legislative proposals, in particular by means of legislative requests under Article 225 of the Treaty on the Functioning of the European Union. A case study illustrates how such legislative requests work in practice.

Translating legislative documents at the European Parliament: e-Parliament, XML, SPA and the Cat4Trad workflow
The translation services at the European Parliament, under the Directorate-General for Translation, use a chain of applications – e-Parliament – and XML technologies for the automation of the translation of legislative texts and efficient reuse of translated segments. This paper presents a detailed look at the translation workflow implemented at the European Parliament with focus on Safe Protocol Automation (SPA) and the Cat4Trad translation environment.

A First Nations Voice to Parliament

Last weekend saw tens of thousands of Australians rally in support of a referendum on an Indigenous Voice to Parliament. The Voice would be a representative body comprised of Indigenous Australians empowered to make representations to Parliament and the federal government on matters that relate to Aboriginal and Torres Strait Islander people. Its animating objective is to guarantee that Aboriginal and Torres Strait Islander peoples can have a say in the development of law and policy that affects them. The Voice is not a silver bullet. But if the referendum fails, basic problems concerning the relationship of Aboriginal and Torres Strait Islander peoples and the State will remain unaddressed. Indigenous Australians will also continue to struggle to have their interests considered in the processes of governance.

Euromaidan goes Parliament: Wer sind »die neuen« ParlamentskandidatInnen?

Bei der Parlamentswahl am 26. Oktober 2014 in der Ukraine kandidieren erstmals auch viele AktivistInnen aus der Zivilgesellschaft. Die Studie geht den politischen und beruflichen Biographien der KandidatInnen nach und veranschaulicht deren zivilgesellschaftlichen Hintergrund. Eine Netzwerkanalyse zeigt, dass einige zivilgesellschaftliche Organisationen und Medien als zentrale Orte der Vernetzung herausragen und als »Sprungbrett« dieser ambitionierten NachwuchspolitikerInnen gelten können.
