The conditioning of citizens on politics is primarily intended to materialize their interests and convictions; and this is done mainly through political parties. Parties articulate social interests, direct the political institutions and try to materialize their objectives particularly by occupying the decision-making positions. For this reason our democracy owes political parties legal recognition as special organizations, but also the legal it is necessary to analize parliamentary groups as the parliamentary arm of the parties. ; El condicionamiento de los ciudadanos sobre la política tiene como fin primordial materializar sus intereres y convicciones; y ello lo realizan, principalmente, a través de los partidos políticos. Éstos aglutinan intereses sociales, los captan y los recopilan, dirigen las instituciones de la política e intentan materializar sus fines particularmente mediante la ocupación de las posiciones decisorias. Este artículo estudia la reforma tributaria de 1957 con una perspectiva novedosa, al utilizar las actas originales de la Comisión especial de reforma tributaria y Presupuestos para el bienio 1958-1959. Analiza, pues, su tramitación legislativa en las Cortes orgánicas franquistas, lo que posibilita extraer conclusiones sobre la formación de la política fiscal en la dictadura de Franco. Este enfoque permite constatar las dificultades para sacar adelante reformas tributarias sin tener en cuenta las preferencias corporativas e interesadas reveladas por los procuradores en Cortes, pese al reglamento restrictivo para su iniciativa política.En consecuencia, la reforma tributaria de 1957 respondió a la voluntad del Gobierno de racionalizar la política fiscal (reordenando los gastos y modificando los ingresos) e implementar, desde Hacienda, una política de estabilización, pero el producto final estuvo mediatizado por las demandas formuladas en la citada Comisión especial de las Cortes. ; This article discusses the tax reform of 1957 with a fresh perspective, using the original minutes of the Special Commission on Tax Reform and Budget for the biennium 1958-1959. It analyses, therefore, the legislative process in the organic "Parliament" of the regime of general Franco, allowing conclusions about the formation of fiscal policy in the Franco dictatorship. This approach shows the difficulties in approving tax reforms without taking into account the preferences of corporate and interested parties revealed by members of Parliament, despite the restrictive regulations for their political initiative.Consequently, the tax reform of 1957 responded to the Government's intention to rationalize fiscal policy (rearranging public expenditure and modifying income) and implement, from the Treasury, a policy of stabilization, but the final product was mediated by the demands made in the Parliamentary Special Committee.

Este trabajo intenta dilucidar las implicaciones pragmáticas del uso de estructuras deícticas expandidas consistentes en estructuras deícticas en tercera persona que tienen como referente una primera persona, dentro de la esfera política española. En particular, analizaremos la estructura "este/a diputado/a" (referente→yo) y "este grupo parlamentario" (referente→nosotros/as) en el contexto de cuatro sesiones en el congreso de los diputados que tuvieron lugar en 2004 sobre una variedad de temas. El uso mencionado contrasta con la economía del lenguaje, premisa de Grice y del enfoque neo-gricean, que aboga por la prioridad de la eficiencia y la economía en la comunicación desde un punto de vista lingüístico y filosófico. La perspectiva neo-gricean concluyó que las micro y macroestructuras discursivas se debían tener en cuenta (texto y contexto) para poderlas interpretar adecuadamente. En este sentido nos centraremos en aquellos factores e instrumentos de la cortesía, así como de la relevancia, que nos pueda ayudar para identificar la función de este uso particular de la deixis dentro del marco del discurso político. Mantenemos que está conectado con el concepto de imagen (Brown and Levinson, 1987; Goffman, 1967), y que su función es obtener autoridad y valores positivos por parte del hablante. Sin embargo, en algunos casos, tienen un efecto segregador del oponente, a quien se le atribuyen valores negativos por contraste. ; This work concentrates on the pragmatic implications of the use of deictical expanded structures consisting on third person indexical structures in relation to first person referents in the Spanish political sphere. Particularly, we will analyze the structure este diputado (this member), (referent → I) and este grupo parlamentario (this parliamentary group), (referent → we) in the context of four different sessions in the Spanish Parliament held in 2004 referring to a variety of topics. Such use contrasts with the economy of language precept of Grice and the neo-gricean approach, which advocate for the priority of efficiency and economy in communication from a linguistic and philosophical 96 Aurelia Carranza Márquez ISSN 1132-0265 Philologia Hispalensis 26/1-2 (2012) 95-106 point of view. The neo-gricean perspective concluded that micro and macro discursive structures should be considered (text and context) for an appropriate interpretation. In this sense we will focus on those factors and instruments of politeness, as well as of relevance, that may help to target the role of this particular use of deixis in political discourse. We maintain that it is connected to the concept of face (Brown and Levinson, 1987; Goffman, 1967), and it is aimed at the obtaining of authority and positive values of the speaker. However, in some cases, they cause a segregation effect towards the opponent, who is attributed negative values by contrast.

El contexto de una crisis financiera de mediana importancia (la de 1914, al inicio de la gran guerra), cuya administración habría de exigir, empero, el enfrentamiento de los problemas nuevos en el Perú, nos ha ofrecido la oportunidad de efectuar una incursión al interior de las prácticas y mentalidades del personal político del Estado peruano del entonces. Gracias a la utilización de los Diarios de Debates Parlamentarios, fuente para el trabajo histórico que no ha sido aún suficientemente frecuentada, hemos podido aproximarnos un poco más concretamente al proceso mismo de adopción de la política económico-financiera, y a sus conflictos respectivos, en la coyuntura del comienzo de la guerra mundial. Observando las relaciones entre el Poder Político y la Sociedad Civil peruanos, a comienzos del siglo XX, hemos podido constatar simultáneamente ciertas permanencias respecto a la manera que ha adoptado el ejercicio del Poder en nuestro país. O, dicho en otros términos, de analizar en un pasado reciente algunas de las evoluciones del sistema político peruano contemporáneo, que hoy se nos presentan sintéticas y condensadas, e incluso petrificadas. ; The context of a medium-importance financial crisis-such as the 1914 one, at the beginning of the Great War, that would present a series of problems new to Peru, has given us the opportunity to probe into the practices and idiosyncrasies of the political members of the Peruvian State of that time. By analyzing the Journal of Parliamentary Debates -a source for historical research still little used- we have been able to conretely examine the process of adoption of economic and financial policies, and the conflicts inherent to it, in the context of the beginning of the first world war. By observing the relationships between the Political Power and the Civil Society we have been able to verify some constants about the way policy decisions are taken. That is, we have been able to analyze, in terms of a recent past, some of the evolucions of the contemporary peruvian political system, which today appear to us a syntetical and condensed, or even petrified.

The new Parliament Building for Lower Saxony, at Hannover, integrates the modern and the traditional in a highly sensitive manner. The defense of the essential character of Parliament in contemporary democratic societies is compatible with the proposal of the need for its reform. This paper analyzes this paradoxical relationship, developing a special interest in the following proposals. The fundamental aim of any reform that is put forward on the Parliament has to be to claim its main role in the public sphere and in politics. With regard to the legislative function, a substantive and procedural reform can be postulated. Substantively, the Parliament must recover the legislative role, reducing the intervention of the executive in the normative function, establishing quantitative and qualitative limits to the regulatory exceptionality of the executive. Procedurally, we must point out the need to limit the procedures of single reading, which must be linked to simple issues and marked by majority consensus. Related to this legislative function, the budget will be analyzed. The role of parliaments in budgeting has to be qualified. The integration function should be a priority in a context of fragmented Parliaments. From there, the role of Parliaments in resolving conflicts, including territorial ones, must be strengthened. Participation, the Parliament participated, is the benchmark of any other reform. Its presence is transversal to the modification of all the specified functions. That is, the role of Parliament as a bulwark of the essence of the democratic State of the 21st century. ; La defensa del carácter esencial del Parlamento en las sociedades democráticas contemporáneas es compatible con la propuesta de la necesidad de su reforma. En este trabajo se analiza esa relación paradójica, desarrollando un especial interés en las siguientes propuestas. El objetivo fundamental de cualquier reforma que se postule sobre el Parlamento ha de ceñirse a reivindicar su mayor protagonismo en la esfera pública y en la política. En lo que concierne a la función legislativa cabe postular una reforma sustantiva y otra procesal. Sustantivamente, el Parlamento debe recuperar el protagonismo legislativo, reduciendo la intervención del ejecutivo en la función normativa, estableciendo unos límites más estrictos cuantitativamente y cualitativamente a la excepcionalidad reguladora del ejecutivo. Procesalmente, hemos de señalar la necesidad de limitar los procedimientos de lectura única, que han de vincularse a cuestiones sencillas y marcadas por el consenso mayoritario. El derecho de información de los diputados es un derecho fundamental enraizado en el art. 23 CE. Este derecho está sometido a límites que no están definidos con precisión en los reglamentos parlamentarios. Su delimitación puede efectuarse por la aplicación de las leyes sobre transparencia y derecho de acceso, que especifican los límites del derecho de acceso de los ciudadanos a la información pública. Estos límites deben interpretarse de forma restrictiva y, además, debe valorarse el interés superior del derecho de los diputados. Por tanto, el acceso limitado constituye una solución para una aplicación atenuada de estos límites. La denegación de las solicitudes de información de los diputados puede ser objeto de recurso ante los tribunales del orden contencioso-administrativo. Sería conveniente que los reglamentos parlamentarios abrieran también la posibilidad de reclamación ante las autoridades de transparencia a fin de garantizar la efectividad de este derecho. ; The right of information of the Members of Parliament is a fundamental right rooted in art. 23 of Spanish Constitution. This right is subject to limits that are not defined precisely in the parliamentary regulations. Its delimitation can be effected by the application of the Laws on transparency and right of access, which specify the limits of the right of citizens to access public information. These limits must be interpreted restrictively and, in addition, the superior interest of the law of the Members must be assessed. Therefore limited access can be a solution for an attenuated application of these limits. The denial of the information requests of the Members can be object of appeal before the Courts of the contentious-administrative order. It would be convenient that the Parliamentary Regulations also open up the possibility of claiming before the Transparency Authorities in order to guarantee the effectiveness of this right.

This paper adopts as a starting hypothesis that the Italian Constitutiononly provides for constitutional, homogeneous or even occasional «revisions» (section 1). However, the author criticizes that political forces have intended to approve up to six times constitutional «reforms» that, as such, are not homogeneous. In particular, four of them failed to be approved, while two others, although approved by the Parliament, ended up being rejected after two referendums in 2006 and 2016 (section 2). Therefore, the analysis reveals that the original meaning of the concept of «revision» provided for in Article 138 of the Italian Constitution has remained firm (section 3). Finally, the author submits to scrutiny the so-called «Boschi reform» (section 4), which was addressed at the initiative of the leader of the Democratic Party, Matteo Renzi, and was finally rejected by popular referendum as well. Indeed, such reform posed serious perplexities, not only because of the violation of the direct election concerning the Senate, but also as a result of the contradictory nature of Senators statute, the excessive differentiation of legislative procedures and, finally, the violation of the constitutional principle recognizing the guarantee of self-government in favour of territorial entities.Summary:1. The Boschi «Reform» ; La hipótesis de partida del presente trabajo radica en que la Constitución italiana únicamente prevé «revisiones» constitucionales, homogéneas o incluso puntuales (apartado 1). No obstante, el autor critica que las fuerzas políticas han intentado aprobar hasta en seis ocasiones «reformas» constitucionales que, como tales, no son homogéneas. En concreto, cuatro de ellas no consiguieron ser aprobadas, mientras otras dos, aun siendo aprobadas por el Parlamento, acabaron siendo rechazadas tras sendos referéndums en 2006 y 2016 (apartado 2). Por lo tanto, el análisis revela que el significado original del concepto de «revisión» previsto en el artículo 138 de la Constitución italiana se ha mantenido firme (apartado 3). Finalmente, el autor somete a escrutinio la «reforma Boschi» (apartado 4), que fue abordada a iniciativa del líder del Partido Democrático, Matteo Renzi, siendo asimismo rechazada en sede popular. El presente trabajo se centra en identificar los rasgos lingüísticos característicos de un informe en su versión inglesa y su traducción paralela al español, pertenecientes a los textos técnicos emanados del Parlamento Europeo. El balance de los 30 años de presencia española en el Parlamento Europeo debe partir de la consideración de la Unión Europea como un proceso de creación de una democracia parlamentaria supranacional por voluntad de sus padres fundadores frente a los regímenes dictatoriales dominantes en la primera mitad del siglo xx. Proceso que no fue constituido de una vez, sino de avance paso a paso./nLa participación española en la institución no se mide solo por el resultado de lograr importantes resultados positivos en financiación o ayudas. Además de las tres presidencias de españoles del Parlamento Europeo, lo más importante es el sostenido impulso al desarrollo político de la ue como una democracia parlamentaria supranacional con prioridades como la inclusión de la ciudadanía, las políticas de cohesión económica y social, la codecisión y la investidura del presidente de la Comisión en un proceso constituyente abierto. ; A balance of the Spanish presence in the European Parliament in the last thirty years must begin by considering the eu as a process aiming to create a parliamentary democracy. It was the will of the founding fathers to do so in order to avoid dictatorships like the ones which prevailed in thefirst half of the 20th century. It was not a constituent process: the existing parliamentary democracy has been created step by step./nThe Spanish participation cannot be assessed from the perspective of its positive financial results only. Beyond the three Spanish presidents of the European Parliament, its main outcome is the Spanish contribution to the political evolution of the eu as a supranational parliamentarian democracy whose achievements are, among others, the creation of a European citizenship, the economic and social cohesion policies, the co-decision procedure and the investiture of the President of the Commission in and open-ended constituent process.

Algunos problemas de "diseño" del sistema electoral afectan directamente la representatividad del Poder Legislativo en Venezuela. El objetivo de este trabajo es conocer cuáles son las ventajas de otros sistemas electorales y evaluar el impacto que tiene el sistema vigente sobre el nivel de "institucionalidad". En este sentido se identifican unos problemas claves para el desenvolvimiento del sistema electoral en Venezuela como: la supresión del Senado, el voto como derecho y no como deber, el sistema electoral mixto y el método de las morochas. ; Some of the electoral system's "design" problems directly affect the Venezuelan Parliament's representation. The goal is to know what the advantages of other electoral systems are and to evaluate the current system's impact over the "institutional environment." This study highlights the importance of accessibility in our current information society, particularly on the Internet. Therefore, we will analyse compliance with the requirements for accessibility to audiovisual content, established by the Web Content Accessibility Guidelines (WCAG) 2.0, on the online television channel EuroparlTV. Furthermore, we will trace the inherent link between web and audiovisual accessibility and describe the subtitles generated by translation professionals in the institutional sphere – in this case, at the European Parliament. To achieve our objective and conduct a systematic and exhaustive study of different aspects of subtitling, we have created and analysed the EMPAC Corpus (EuroparlTV Multimedia Parallel Corpus), which collates the English and Spanish subtitles of the videos broadcast on EuroparlTV between 2009 and 2017. ; El presente trabajo pone de relevancia la importancia de la accesibilidad en la sociedad de la información actual, en concreto, en Internet, por lo que analizaremos el cumplimiento de los requisitos de accesibilidad a los contenidos audiovisuales establecidos por las Pautas de Accesibilidad al Contenido Web (WCAG) 2.0 en el canal de televisión online EuroparlTV. Asimismo, trazaremos el vínculo inherente entre la accesibilidad web y la audiovisual y describiremos los subtítulos generados por profesionales de la traducción en el ámbito institucional, concretamente en el Parlamento Europeo. Para llevar a cabo nuestro objetivo y poder realizar el estudio sistemático y exhaustivo de distintos aspectos propios de la subtitulación, hemos creado y analizado el Corpus EMPAC (EuroparlTV Multimedia Parallel Corpus) que reúne los subtítulos en inglés y en español de los vídeos emitidos en EuroparlTV entre 2009 y 2017.
