Lucrarea de față urmărește să contribuie la dezvoltarea culturii de securitate a publicului larg prin dezvoltarea unor aspecte generale legate de domeniul Intelligence, în special în condițiile actuale ale evoluției mediului de securitate, marcat decisiv de procesul de globalizare.
The work as a whole deal extensively with the historical-geographical, geopolitical and geostrategic context of the emergence and evolution of the North Atlantic Alliance, one of the most successful international security organizations, a true reference point within them, in order to identify possible scenarios of evolution and further transformation of NATO. The book is structured in 5 chapters, each chapter being divided into sub-chapters, points and sub-points; the work itself is preceded by a brief introduction in context, and concludes with some conclusions, an explanatory glossary of acronyms, terms and definitions with which we have worked throughout the work, the bibliography studied and some appendices. In the first two chapters (the theoretical part) we have presented the contextual situation regarding the emergence and evolution of NATO, anchored in a generic approach to the concept of alliance, the particular scope of the work being given by chapters 3, 4 and 5 (the applied part), to which we have devoted most of the space, in interesting conceptual-strategic and spatial-temporal analyses. The theoretical aspects are coupled with analytical applications and concrete syntheses, their originality being eloquent.
Since its origins, in the context of the Cold War's beginning, NATO has been a robust defensive alliance, acting in accordance with UN Charter, as a collective defence structure based on solidarity and mutual trust. Nowadays it has 28 member states and one can say that it fulfilled its main role: to protect the West against communist/Soviet threats using the deterrence and containmemt tools. Neither USSR nor its main instrument, the Warsaw Pact dare to attack the Euro-Altantic area. Our main assumption is that because the specific national interests of each member state, because of the domestic-constitutional issues and bureaucratic obstacles, the Alliance cannot yet forge a common strategic culture for all its members and also lacks a common lens for detecting real risks and therats, be they nation states or non-states actors. Nowadays, Russia and Islamic State are the main adversaries for the Western states, thus NATO should be more effective in dealing with them. And there is a need for reform and transformation. Divergences between adepts of territorial defence and those of pro-active "out of area" missions go in addition to divergences concerning the neeed for increased defence budgets for all members and especially concering the attitude towards Russia. Moscow used economic and energy tools trying to divise some allies like Hungary, Greece and Bulgaria and it partially succeeded. Using some theories of alliances and of democratic peace, resorting to recent facts and figures related to NATO's activities and plans, will help the reader understand the problem of increasing the power vs. increasing the security dilemma and the prospect of future conflicts.
This study proposes an analysis of how the National Liberal Party (PNL), the National Peasant Party (PNT) and the National Christian Party (PNC) used caricatures, lyrics or electoral posters to build a more favorable image of their own party or compromise the opponent. Based in particular on the sources existing in the official party press and the so-called independent one, we proceeded to a description of the three elements, including the meanings and messages intended for the electorate. With a predominantly rural population (over 80%), poorly educated in regard to civic issues, caricature and electoral lyrics were used in particular by the PNT and the so-called independent press to attack the ruling party, as well as the formation of A. C. Cuza and Octavian Goga, and to target those with a nationalist-peasant affiliation. Through the three types of confrontation, the parties in our study have endeavored to transmit as effectively as possible the eccentric populist and manipulative messages aimed at attracting thousands of voters. Although both the national and the nationalist-peasant press used caricature and versification as a political weapon, there are immense differences between the contents of the two camps, the caricaturist Petrică Lazar and the anti-Semitic poet Vasile Militaru - known also under the pseudonym of Radu Barda - preferring the construction of satirical images and poems that contained huge doses of grotesque, beliefs and prejudices about the Jewish minority.
The article argues that mediation, in its essence, is a mechanism for social development, and solving problems in the public administration system through mediation contributes to organizational change and personal development of civil servants. The problem under investigation is to identify the factors that determine the final states of the social costs and benefits of the parties involved in the conflict and the methods of effective conflict management. According to the specified research problem, the conceptions about conflict are reviewed, which serve as a support for the steps taken in the analysis of the phenomenon of conflict in the public administration. The paper describes the elements of the conflict phenomenon and conflict management styles and states that the constructive approach to conflict resolution, based on active action strategy and the application of the win/win principle, is a mechanism that offers the possibility to change the current conflict situation and improve the decision-making process.
The aim of the article is to reframe the political ideas Dimitrie Gusti has been expressed alongside two decades of the interwar period, through the conservative political doctrine. Dimitrie Gusti did not relate his political perspective to the conservative label. Still, his political commitments and ideas, as these have been summed up in 1932-1933, when he was Ministry of Public Education in a Government led by National Peasant Party, allow seeing him amongst the leading personalities who has resumed the prewar conservatism in Romania. My arguments revolve around this latter thesis.
The trans-ethnic voting ant the current cooperation between the Saxon and the Romanian communities in Sibiu/Hermannstadt could easily make believe in a perennial peaceful cohabitation. But the ethnic relations at the beginning of the XXth century are rather dissimilar, since they are marked by the strong affirmation of the Romanian community - especially by its political and cultural values - in the cadre of a multi-ethnic state - as Austria-Hungary - and of a Saxon dominated city - as Sibiu/Hermannstadt. The conflict between elites is pointed out by the prejudices enounced and by the symbolic weight of the disputes. More deeply, there is a conflict between two diverging political projects: the preservation of autonomy and of collective rights by the Saxon community, and the political, economic and cultural integration of the city into the recently made Romanian National state, in the aftermath of the Paris Peace Treaties. The two political projects originate -in fact- into distinctive models of citizenship: an exclusive citizenship, promoted by the Saxon community as a heritage from the Middle Ages; an integrative citizenship, preferred by the Romanian state in order to obtain a full allegiance from the new citizens. Since Romania has unexpectedly become a multi-ethnic state and minorities were more educated, urbanized and politically active, supporting the Romanian element became vital. The unsuccessful political strategies of Romanian elites, before 1920 -and of Saxon elites afterwards- lead to external sources of power: the Romanian National state and Nazi Germany. Whether Romanian authority proves to be quite successful, the German influence has disastrous consequences for the Saxon community. The persecutions and vexations following the German defeat in 1945 mark out the beginning of the great migration for the German community in Transylvania, following eight hundred years of coexistence.
The aim of this paper is to analyze the Romanian studies, in postcommunism and inter-war period, upon Montesquieu, more specifically upon his writting, De l'esprit des lois. In order to understand and to create a Romanian tradition of liberalism, one needs to begin from its origins. Montesquieu created a new language, different from that of his predecessors, a moderate one. He used the philosophic reason as an instrument of inquiry. It is said that one cannot understand a philosopher unless one thinks in his terms. Do the Romanian studies upon Montesquieu use this instrument, the philosophic reason? If they used it, they would be able to clarify Montesquieu's writtings and to understand the moderate language of liberalism. It is from this perspective that this paper will analyze the Romanian studies, out of which only two are academic.
This article examines the influence of the soft power on the process of ensuring the national interests of the Russian Federation and the Republic of Moldova. The author determines soft power as an important mean of securing national interests, an essential component of the process of realizing relations between states, deducting that soft power contributes to the foundation and promotion of national interests, the consolidation of stability, of order and peace and the creation of a positive image of the state on the international arena. Taking into consideration that the concept of soft power has developed, gaining a legal foundation in the Russian Federation quite recently, the importance of research on the subject is growing to follow how this concept has been defined and how its own action plan is developed and materialized without adapting the Western templates to Russian realities. The research of the soft power role in promoting the national interests of the Republic of Moldova stems from the fact that our state requires a clarification of the foreign policy objectives and their means of realization, a determination of the role of soft power, its specificity and its efficiency in the transmission of values by a democratic and modern state to other actors of the international process.
The history from ancient times to the present has demonstrated the inherent conflict in inter-human relations. Conflicts are a result of the interaction and communication of individuals, so they persist as long as man is. At present, conflicts are greatly influenced both by the nature of the people and by the specific nature of the work of social-political organizations and institutions. The issue of conflicting conflicts and situations has become a key issue for many philosophers, psychologists, sociologists, political scientists, etc. But regardless of the high interest and long history there is no unanimously accepted understanding of the essence and nature of the conflict. The political sphere is a specific area that has a permanent and obviously conflictual character compared to other spheres of social life. Its origin is in the very nature of political relations, as relations of power, which presuppose the leadership of some and the subordination of others. That is, the power relations are based on the dominance of some people and their interests over others, which gives birth to clashes and confrontations. Political conflicts are a consequence of confrontations in a complex and multi-level system of leadership and subordination. This article will determine the conceptual, functional and structural dimention of conflicts, in particular will analize the multitude of theories that explane the expression of the conflicts in social and political life, constructive and negative approaches on functions of conflicts, dynamical dimension and paerticularites of political conflict management.
In international relations, international security combines that set of international relations that ensures global stability. In other words, international security is a state in which states are not threatened by war or by any breach of their sovereignty or independent development by other states. In accordance with the UN Charter, the Security Council currently has the main task of ensuring world peace, also having the sole right to impose sanctions against aggressors. The idea of international security, its realization in practice is determined by historical, economic, political, social conditions, as well as other factors. The problem of international security arose with the formation of the state institution, being always close to the problem of war and peace. Over time, there has been a change in the ability to analyze and report security issues. Along with these, both the policies and the security strategies of contemporary societies have undergone a process of metamorphosis.

The interconnection between the environmental issues and national security is one of the pressing matters due to the rapid changes that are taking place in both areas. Resource scarcity and environmental degradation are increasingly understood to play an important role in generating or exacerbating conflicts. One of the most important causes that contribute to this degradation is related to the mismanagement of water resources.This situation has an important impact on all the activities related to the proper functioning of a community. This research aims taking into account the scarcity of the water resources and degradation of its quality as a challenge on the national security. The deplation and degradation of the water resources are a function of the physical vulnerability of the resource, the size of the resource consuming population and the technologies and practices this population uses in this consumption behavior.
