การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ นำเสนอ "กระบวนการการสื่อสารเพื่อเสริมสร้างองค์กรสันติสุขโดยพุทธสันติวิธี" การวิจัยครั้งนี้ การวิจัยแบบผสมผสาน(Mixed-Methods Research Design) กลุ่มตัวอย่างที่ใช้ในการศึกษาคือพนักงานองค์กรด้านการให้บริการ จำนวน 17 คน ได้มาโดยการกำหนดคุณสมบัติดังนี้ พนักงานที่เข้าร่วมวิจัยต้องเป็นผู้ที่ใช้การสื่อสารภายในองค์กรทั้งราบและทางดิ่งตั้งแต่ระดับพนักงานชำนาญการจนถึงพนักงานระดับบริหาร มีประสบการณ์ในการทำงานมาไม่น้อยกว่า 1 ปีขึ้นไป เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือเครื่องบันทึกเสียง การถ่ายภาพ การจดบันทึกข้อมูล ระบบคอมพิวเตอร์วิเคราะห์ข้อมูลโดยการวิเคราะห์แบบอุปนัยโดยการตีความสร้างข้อสรุปจากข้อมูลจากเอกสารที่เกี่ยวข้อง และที่ได้จากแบบสัมภาษณ์ ตามกรอบแนวคิดในการวิจัยดูความสมบูรณ์ของข้อมูลนั้น ว่าสามารถตอบคำถามตามวัตถุประสงค์ของการวิจัยได้ครบแล้วนำเสนอผลการวิเคราะห์ในรูปแบบการบรรยาย โดยมีขั้นตอน ดังนี้1) ข้อมูลจากการศึกษาเอกสารต่าง ๆ ที่เกี่ยวข้อง นำมาจัดแยกประเด็นและหมวดหมู่ตามความมุ่งหมายในการวิจัย2) ข้อมูลจากการสัมภาษณ์ นำมาวิเคราะห์เชิงพรรณนา (Descriptive and analytic Study) โดยการนำข้อมูลเบื้องต้นมาวิเคราะห์แยกประเภทหาข้อสรุป แล้วเก็บข้อมูลเพิ่มเติมเพื่อนำมาวิเคราะห์ขั้นสุดท้าย สำหรับสร้างข้อสรุปตามวัตถุประสงค์ และนำมาเป็นฐานในการสร้างชุดฝึกอบรมกระบวนการการสื่อสารเสริมเพื่อเสริมสร้างสันติสุขในองค์กรโดยพุทธสันติวิธี ผลการวิจัยพบว่า กระบวนการการสื่อสารเพื่อเสริมสร้างองค์กรสันติสุข ประกอบไปด้วย 5 องค์ประกอบหลัก ดังนี้ S : Sammadhiti : (Right Understanding) การมองเห็นตามความเป็นจริง A: Aligned by listening (Align yourself with others by listening): การฟังแบบเป็นระนาบเดียวกัน M: Mindfulness: การมีสติกับปัจจุบันขณะสื่อสาร E: Empathy: การเอาใจใส่กับผู้ที่กำลังสื่อสารด้วย Peace: Peace Messages: การสื่อสารด้วยสารสันติ ; This research is for the objectives of presenting "A Process of Communication for Building Peaceful Organizations by Buddhist Peaceful Means"; it mixed-Method Research Design with studied organizational-service-staff sampling group of 17 persons, together with designated qualifications of the followings: the joined staff had to be both horizontally and vertically communicative users in organizations from the staff levels of experts up to executives, and having not less than one-year experience upward. The tools to collect information were tape recorder, photographing, information jotting down; data computerized-system analysis was done by induction analysis interpreting conclusion from relevant document and the acquired interviews according to research conceptual framework, seeing to the completion of that information whether or not able to answer the questions in accordance with the overall research objectives, and then present the result of the analysis in narrative form by having the following steps: 1) bringing the data from studying various related document to separate issues and groups according to the research aim, 2) bringing the data from the interviews to analyze descriptively by separating the primary information in types and finding conclusion, then collecting additional information for the final analysis in order to create the conclusion according to objectives and bringing it to be the base for making the training set of A Process of Communication for Building Peaceful Organizations by Buddhist Peaceful Means From the research, it was found that 1) A Process of Communication for Building Peaceful Organizations by Buddhist Peaceful Means consists of the 5 main configurations of S: Sammadhiti: Right Understanding: the seeing according to the truth; A: Aligned by listening (Align yourself with others by listening): the listening in the same level; M: Mindfulness: having mindfulness at the present moment while communicating; E: Empathy: the care for the ones whom are communicating with; and Peace: Peace Messages: the communication with peace, respectively.

Vol. 1: Policy and impacts; Vol. 2: Risks and responses; Vol. 3: Perspective of Thai's academicians

This dissertation has 3 objectives: 1) to study and analyze the problems related to organizational engagement of Metropolitan Waterworks Authority (MWA) personnel., 2) to study the strengthening commitment in the organization according to the Buddhist peace method., 3) to present peaceful innovation, strengthening engagement in the organization of the MWA personnel using mixed-methods of collecting quantitative data by answering online questionnaires of employees with simple random sampling method of 354 sampling people. The statistics used in the analysis are percentage, mean, standard deviation and factor analysis by using the software package. To analyze qualitative data from in-depth interviews, selecting a sample group, specifically interviewing key informants, totaling 9 groups of 29 people, and by examining the data with 7 experts/persons. The dissertation found that the MWA employees, in general, have strong ties in the organization at a level that is considered high. The Buddhist peaceful method for enhancing organizational commitment is of 1) creating good relationships with other people or groups of people in society, 2) creating trust and confidence for others, 3) creating participation among stakeholders, 4) creating fairness for all stakeholders, 5) persistently meeting to discuss with one another, and 6) sharing resources and things to human fellows, which the researcher considers that the most important thing is the matter of morality; the researcher found that Buddhist Peace is the main principle to manage organization for success. Peaceful Innovation for Promotion of Engagement in Organization of MWA Personnel is formulated as the STRATEGIES for MWA's PEACE: Peace Policy Participation (PPP) is defined as a 4 peace policy: 4's Peace Participation, which consists of 1) providing an environment that is conducive to create engagement, 2) providing promotions of physical and mental health, and finance to enhance personal stability, 3) promoting the creation of engagement in the organization with care and continuance, and 4) giving time and opportunity to create a culture of praising good people. ; การวิจัยนี้มีวัตถุประสงค์ 1) ศึกษาและวิเคราะห์สภาพปัญหาที่เกี่ยวข้องกับความผูกพันในองค์กรของบุคลากรการประปานครหลวง 2) ศึกษาการเสริมสร้างความผูกพันในองค์กรตามหลักพุทธสันติวิธี 3) เสนอสันตินวัตกรรมการเสริมสร้างความผูกพันในองค์กร เก็บรวบรวมข้อมูลเชิงคุณภาพจากการสัมภาษณ์เชิงลึกแบบเจาะจงผู้ให้ข้อมูลสำคัญ 9 กลุ่ม รวม 29 รูป/คน ข้อมูลเชิงปริมาณจากการตอบแบบสอบถามด้วยวิธีการสุ่มตัวอย่าง 354 คน สถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์องค์ประกอบ โดยโปรแกรมสำเร็จรูป ตรวจสอบข้อมูลด้วยผู้ทรงคุณวุฒิ 7 รูป/คน ผลการวิจัยพบว่าพนักงานการประปานครหลวงภาพรวมมีความผูกพันในองค์กรในระดับมากทุกด้าน ได้แก่ ความรู้สึกมีความหมาย ความรู้สึกปลอดภัย และความพร้อมที่จะผูกพัน ซึ่งสามารถเสริมสร้างความผูกพันได้โดยหลักพุทธสันติวิธีเชิงรุก คือ การสร้างความสัมพันธ์ที่ดีต่อบุคคลหรือกลุ่มบุคคลในสังคม สร้างความไว้วางใจ ความเชื่อมั่นแก่คนอื่น สร้างการมีส่วนร่วมสร้างความเป็นธรรมให้ผู้มีส่วนได้ส่วนเสียทุกคน หมั่นประชุมเพื่อปรึกษาหารือซึ่งกันและกัน และแบ่งปันทรัพยากรและสิ่งอื่นแก่เพื่อนมนุษย์ ผู้วิจัยรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึกและการวิเคราะห์องค์ประกอบกำหนดเป็นปัจจัยความผูกพันองค์กรและนำหลักพุทธสันติวิธีมาสนับสนุนการกำหนดกลยุทธ์นโยบายสันติสุข 4 ประการ คือ การจัดสภาพแวดล้อมที่เอื้อต่อการสร้างความผูกพัน การจัดส่งเสริมสุขภาพทางกายทางการเงินและทางใจเพื่อเสริมสร้างความมั่นคงในระดับบุคคล การส่งเสริมการสร้างความผูกพันในองค์กรอย่างเอาใจใส่และต่อเนื่องพร้อมทั้งการให้เวลาและโอกาสในการสร้างวัฒนธรรมยกย่องคนดี

The objectives of the research on the study and extensive review of cultural identity of the ASEAN countries leading to development guidelines and enhancing the awareness in ASEAN identity were to study and extensive review of cultural identity of the ASEAN countries, and develop guidelines for enhancing the awareness in the ASEAN identity. This research is the qualitative research methodology which is comprised of the process of studying, analyzing data from documents, documentary research, in-depth interview and expert group discussions to develop guidelines for enhancing awareness in ASEAN identity. The results showed that the cultural identity of ASEAN countries consists of; 1) Peace, freedom and harmony; 2) Stability and steadiness; 3) Unity; 4) Mutual benefit cooperation; 5) Reliance; 6) Giving people as a center of development; 7) Mutual respect; 8) ASEAN organizational structure; 9) Flexibility; 10) Consciousness of love in art and culture; 11) Participation; 12) Southeast Asia territory; 13) ASEAN flag; 14) ASEAN music; 15) Rice symbol; and 16) Mutual understanding. With all identities would also reflect the culture, tradition, rules and social systems of various countries in the ASEAN community. Therefore, in order to create a total consciousness of ASEAN, it is necessary to build guidelines to enhance awareness and recognition in the ASEAN identity as follows; 1) Using English in daily life; 2) Learning different cultures 3; Learning in real situations and practice; 4) Cultivating consciousness and attitude; 5) Working as a team, by combining many nationalities; 6) Excursions in neighboring countries, etc.

This research aimed to 1) study the level of civil state policy and local development in Chumphon Province, 2) examine the relationship and the influence of the civil state policy on the local development in Chumphon Province, and 3) create a model of civil state policy for the local development in the area of study. The study was mixed in nature-quantitative and qualitative methods. With respect to the quantitative method, the sample of the study comprised 400 people. The study instrument was a set of self- administered questionnaires. In regard to the qualitative method, the small sample group comprised 36 participants. The statistics used for data analysis were frequency, percentage, mean, and standard deviation. The statistics used for hypothesis testing were Pearson's Product Moment Correlation Coefficient and multiple regression by stepwise and data analysis for qualitative result. The results were as follows. 1) The level of civil state policy and local development in Chumphon Province, as a whole, was rated at a high level. 2) The relationship between the civil state policy and the local development in the area of study, as a whole, was also rated at a high level (.807). The predictor variables could explain factors influencing the local development in the area of study with a statistically calculated percentage of 66.50 ( R2 = .665). The sub-variables in descending order of degree were organizational competency promotion, private and people's organization promotion and social power, local people encouragement for more development participation, liberty and rights warranty, equilibrium in development participation, and conflict management with peace orientation. 3) According to the civil state policy for the local development in the area of study, Chumphon Province should develop other strategies namely agricultural products and industrial agriculture development, commerce and tourism investment engagement, utility management, and infrastructure reestablishment and preservation. Finally, government's policies for small and micro community enterprise financial support were crucially needed. ; การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับนโยบายประชารัฐและระดับการพัฒนาท้องถิ่นในจังหวัดชุมพร 2) ศึกษาความสัมพันธ์และอิทธิพลของนโยบายประชารัฐกับการพัฒนาท้องถิ่นในจังหวัดชุมพร 3) เพื่อสร้างนโยบายประชารัฐกับการพัฒนาท้องถิ่นในจังหวัดชุมพร กลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณ จำนวน 400 คน โดยใช้ แบบสอบถามเป็นเครื่องมือประชากรที่ใช้ในการวิจัยเชิงคุณภาพคือการสัมภาษณ์และประชุมกลุ่มย่อย จำนวน 36 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และการวิเคราะห์ถดถอยเชิงพหุ โดยวิธี Stepwise ข้อมูลเชิงคุณภาพ ใช้วิธีการวิเคราะห์เนื้อหาและอธิบายผล ผลการวิจัย พบว่า 1) ระดับนโยบายประชารัฐและระดับการพัฒนาท้องถิ่นในจังหวัดชุมพร โดยรวมอยู่ในระดับมาก 2) การวิเคราะห์ความสัมพันธ์ระหว่างนโยบายประชารัฐกับการพัฒนาท้องถิ่นในจังหวัดชุมพร โดยรวมอยู่ ในระดับสูง (.807) นโยบายประชารัฐที่มีอิทธิพลต่อการพัฒนาท้องถิ่นในจังหวัดชุมพรร้อยละ 66.50 (R2 = .665) เรียงการเข้าสู่สมการตามความสัมพันธ์ คือ การเสริมสร้างศักยภาพขององค์กรพัฒนาเอกชนและองค์กรประชาชน การส่งเสริมท้องถิ่นให้มีส่วนร่วมในการพัฒนา การสร้างเสริมสมรรถนะของประชาชนและพลังทางสังคม การปรับดุลยภาพ การมีส่วนร่วมในการพัฒนาการให้หลักประกันสิทธิเสรีภาพ การจัดการแก้ไขความขัดแย้งในสังคมด้วยสันติวิธี 3) นโยบายประชารัฐกับการพัฒนาท้องถิ่นในจังหวัดชุมพร ควรมีการพัฒนายุทธศาสตร์ด้านการพัฒนา ผลิตสินค้าเกษตรและเกษตรอุตสาหกรรม ส่งเสริมการลงทุนพาณิชยกรรมและการท่องเที่ยว บริหารจัดการสาธารณูปโภค การบำรุงรักษาซ่อมแซมโครงสร้างพื้นฐาน และภาครัฐควรมีนโยบายสนับสนุนงบประมาณการประกอบอาชีพวิสาหกิจชุมชนขนาดย่อม

บทความนี้มีวัตถุประสงค์ 3 ประการคือ 1) เพื่อศึกษาหลักการ แนวคิด ทฤษฎีและแนวปฏิบัติเกี่ยวกับรูปแบบการไกล่เกลี่ยข้อพิพาทสากลและรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความ 2) เพื่อศึกษารูปแบบในการไกล่เกลี่ยข้อพิพาททางพุทธศาสนาเถรวาท 3) เพื่อเสนอรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความโดยแนวทางพุทธสันติวิธี การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยเน้นการวิจัยเชิงเอกสารและการสัมภาษณ์ผู้ทรงคุณวุฒิด้านการไกล่เกลี่ยข้อพิพาทจากสภาทนายความจำนวน 9 ท่าน ด้านการไกล่เกลี่ยข้อพิพาทสากลจำนวน 6 ท่านและด้านพระพุทธศาสนาเถรวาทจำนวน 5 ท่าน ผลการศึกษาวิจัยพบว่า รูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความมีความสอดคล้องกับหลักการ วิธีการ และกระบวนการไกล่เกลี่ยข้อพิพาทสากล ในด้านกระบวนการไกล่เกลี่ยข้อพิพาททางพุทธศาสนาเถรวาทเป็นแนวปฏิบัติตามหลักพุทธสันติวิธีโดยยึดหลักอริยสัจ4 ส่วนรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความโดยแนวทางพุทธสันติวิธี ประกอบด้วยรูปแบบด้านคุณสมบัติของผู้ไกล่เกลี่ยข้อพิพาท มีคุณสมบัติภายในคือ เป็นผู้มีสติ มีขันติ ไร้อคติ และมีเมตตา คุณสมบัติภายนอกคือ มีกัลยาณมิตรธรรม มีศีลธรรม และมี คารวธรรม ด้านวิธีการไกล่เกลี่ยข้อพิพาทคือมีบทบาทด้านเมตตาตามหลักสาราณียธรรมและใช้เทคนิคที่เป็นทางสายกลางหรือมัชฌิมาปฏิปทา และด้านกระบวนการไกล่เกลี่ยข้อพิพาท มีขั้นตอนของการไกล่เกลี่ยข้อพิพาท 5 ขั้นตอน คือ 1) ตั้งต้นวิเคราะห์ทุกข์ 2) เปิดมุขด้วยปิยวาจา 3) ใช้เมตตาค้นหาประเด็น 4) ร่วมคิดเห็นอย่างไร้อคติ และ 5) มุ่งมิติอภัยทาน ; This research is of 3 objectives, i.e., (1) to study principal, ideas, theories and practices related to the model of the international dispute mediation, and the model of dispute mediation of the Lawyers Council, (2) to study model of dispute resolution in Theravada Buddhism, and (3) to present a model of dispute settlement of Mediation Center of Lawyers Council by Buddhist Peaceful Means. This research is qualitative, emphasizing documents and interviews with experts and scholars in dispute resolution from the Lawyers Council of Thailand 9 persons, from the Other Organization 6 persons and persons who experts and scholars in Theravada Buddhism 5 persons, respectively. The outcome of the research found the followings: The principles and process related to the model of the international dispute mediation and the current state of dispute mediation of the Lawyers Council are consistent. For the process of dispute resolution in Theravada Buddhism, its way of practice is by Buddhist peaceful means with the holding on to the principle of the Four Noble Truths in analyzing problems. In this research, it presents a model of dispute settlement of Mediation Center of Lawyers Council by Buddhist Peaceful Means comprising mediators' inner and outer qualities; the inner defined as being conscious, patient, unbiased and benevolent while the outer are having good friends, morality, honoring others. For the method model of dispute resolution, it consists of the role and mediating technique of dispute mediators, i.e. the role of loving kindness in accordance with the virtues for fraternal living or Sārāniyadhamma and the use of the Middle Way or technique Majjhimā patipadā. The process model of dispute mediation is the use of the Four Noble Truths in proceeding the process of dispute mediation of which having 5 steps of 1) start to analyze sorrows or Dukkha, 2) start talking with nice words or Piyavaca, 3) search for issues with loving kindness, 4) sharing opinions without bias, and 5) aiming for the aspect of forgiveness with the dispute mediating purpose of 'Peace' or disputants' settlement of disputes by forgoing matters towards each other.

The purpose of this research were 1) to study the development of the Amalgamation university: A case study of Nakhon Phanom University, 2) to study the factors influencing Nakhon Phanom University Achievement, 3) to create a model to developing the management of Amalgamation toward Achieved University. This research uses a mixed research methodology. The value of reliability analysis of each factor was 0.99 analysis of structural equation and consistency of the research model, confirmed model and proposed policy recommendations with stakeholders. The results were found as follows; 1) A case study of University had increased development of administrative resources, buildings, technologies, staffs, courses and budgets more than before amalgamation. The administrative team had a good governance problem and high internal conflict. 2) The highest factors direct influence variables on achieved University was the internal communication (0.84), the good governance and organizational culture had a direct influence on internal communication at (0.16) and (0.60) 3) This research model towards achieved university found that good governance, administrative resources, transformational leadership had direct influence on organizational culture at (0.42), (0.36), and (0.17), Also, these factors had indirectly influences on internal communication through organization culture is highest (0.82). Internal communication, organizational culture and administrative resources had direct influence on university achievement (0.43), (0.17), and (0.29). Research models were consistent with empirical data with statistical values, X2 = 12.540, df =5, X2/df = 2.508, P = 0.028, CFI = 0.995, TLI = 0.987, RMSEA = 0.072, SRMR = 0.013 For proposed policy, 1) should create the university as a family. 2) should recruit executive, with the following qualifications, have transformational leadership, good governance, new management, and able to use resources with their value concerning. Additionally, the organizational culture should be used towards achieved university. ; การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาพัฒนาการหลอมรวมมหาวิทยาลัย กรณีศึกษามหาวิทยาลัยนครพนม 2) ศึกษาปัจจัยที่มีอิทธิพลต่อสัมฤทธิผลของมหาวิทยาลัยนครพนม 3) สร้างแบบจำลองการพัฒนาการบริหารมหาวิทยาลัยหลอมรวมสู่สัมฤทธิผล วิจัยแบบผสานวิธี กลุ่มตัวอย่างได้จากบุคลากรจำนวน 290 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมีค่าความเชื่อมั่น 0.99 วิเคราะห์สังเคราะห์สมการโครงสร้างและตรวจสอบความสอดคล้องกลมกลืนข้อมูลเชิงประจักษ์ ยืนยันแบบจำลองและข้อเสนอเชิงนโยบายด้วยผู้ทรงคุณวุฒิ ผลการวิจัยพบว่า 1) มหาวิทยาลัยกรณีศึกษามีพัฒนาการได้แก่ อาคารสถานที่ เทคโนโลยี บุคลากร หลักสูตร และงบประมาณที่เพิ่มขึ้นก่อนหลอมรวม มีปัญหาธรรมาภิบาลและขัดแย้งในการบริหารภายในสูง 2) ปัจจัยการสื่อสารภายในมีอิทธิพลทางตรงต่อสัมฤทธิผลมหาวิทยาลัยนครพนมสูงสุด (0.84) หลักธรรมาภิบาลและวัฒนธรรมองค์กรมีอิทธิพลทางตรงต่อการสื่อสารภายใน (0.16) และ (0.60) 3) แบบจำลองสู่สัมฤทธิผลพบว่า หลักธรรมาภิบาล ทรัพยากรการบริหาร ภาวะผู้นำการเปลี่ยนแปลง มีอิทธิพลโดยตรงต่อวัฒนธรรมองค์กร (0.42), (0.36) และ (0.17) และมีอิทธิพลทางอ้อมต่อการสื่อสารภายในผ่านทางวัฒนธรรมองค์กรสูงสุด (0.82) การสื่อสารภายใน วัฒนธรรมองค์กร ทรัพยากรการบริหารมีอิทธิพลทางตรงต่อสัมฤทธิผลมหาวิทยาลัย (0.43), (0.17) และ (0.29) โมเดลมีความสอดคล้องกลมกลืนกับข้อมูลเชิงประจักษ์โดยพิจารณาค่าสถิติ X2 = 12.540, df = 5, X2/df = 2.508, P = 0.028, TLI = 0.987, RMSEA = 0.072, SRMR = 0.013 ข้อเสนอเชิงนโยบาย 1) ทำให้มหาวิทยาลัยเป็นเสมือนครอบครัว 2) สรรหาผู้บริหารที่มีภาวะผู้นำการเปลี่ยนแปลง มีธรรมาภิบาล การบริหารแนวใหม่ ใช้ทรัพยากรอย่างรู้ค่า ใช้วัฒนธรรมองค์กร เปลี่ยนแปลงมหาวิทยาลัยสู่สัมฤทธิผล

The unrest incident in Deep South of Thailand has plays an important problem issue in Thailand. There are many efforts to solve the problems in various ways. The special local administration in this area was presented in several forms. This study therefore aims to examine the existed local administrations and the special local models, which were proposed to help solving the conflict problem. The "Citizens Jury", which is a process of deliberative democracy, was applied to support a participatory process. The process to bring about the deliberative democracy in this research has comprised of two phases. The first phase is to design the whole processes under the supervision of the advisory committee, organized from experts who has significant roles from various sectors of the southernmost provinces. Then, the researchers randomly select jurors or representatives from the civil society organizations to deliberate the forms of local government. The second phase involved hearings and discussions of the jurors. The jury board listened and asked questions about the various local administration models from witnesses, who were experts in his/her own model. Later, the free debates and discusses had led to conclusions about the appropriate form of the local government in this conflict area. The interesting finding obtained from the recommendations of the citizens jury about the suitable form of the local government is a proposal to dissolve all regional administration except for the military, finance and foreign affairs. The rest remains only the local government. Moreover, the governor should be elected by the local people. The candidates are to be scanned by the committees, who are representing all sectors before the elections. This administration will be held in two levels: namely overall level and provincial level. The overall level is covering three provinces, Pattani Yala Narathiwat and 4 districts of Songkla. There is elected Meta-Governor. Additionally, there are still 4 provincial governors for the provincial level, in term of Pattani Yala Narathiwat including a new province, a collection of 4 districts of Songkla. ; เหตุการณ์ความไม่สงบในจังหวัดชายแดนภาคใต้เป็นปัญหาสำคัญหนึ่งของไทย มีความพยายามจากทุกภาคส่วนในการร่วมกันแก้ปัญหาในหลายวิธี รวมถึงการนำเสนอการปกครองท้องถิ่นแบบพิเศษในหลากหลายรูปแบบ การศึกษานี้มีวัตถุประสงค์เพื่อนำรูปแบบการวิจัยที่มีชื่อว่า คณะลูกขุนพลเมือง หรือ Citizens Jury ซึ่งได้รับการพัฒนาขึ้นโดย Jefferson Center สหรัฐอเมริกา มาทดสอบกับภาคประชาสังคมและประชาชนทั่วไป กระบวนการนี้แบ่งเป็น 2 ระยะ ระยะที่หนึ่ง เป็นการออกแบบกระบวนการทั้งหมดภายใต้คำแนะนำของคณะกรรมการที่ปรึกษา ซึ่งคัดสรรจากผู้มีบทบาทสำคัญจากภาคส่วนต่าง ๆ ที่เกี่ยวข้องกับพื้นที่จังหวัดชายแดนภาคใต้ และสุ่มคัดเลือกคณะลูกขุนพลเมืองหรือตัวแทนภาคประชาชนที่จะพิจารณาตัวแบบการปกครอง ระยะที่สอง เป็นกระบวนการรับฟังและปรึกษาหารือ โดยคณะลูกขุนพลเมืองรับฟังและซักถามข้อมูลเกี่ยวกับการปกครองรูปแบบต่าง ๆ จากพยาน ก่อนจะอภิปรายอย่างอิสระกระทั่งหารือร่วมกันสู่ข้อสรุปเกี่ยวกับรูปแบบการปกครองที่เหมาะสมกับพื้นที่จังหวัดชายแดนภาคใต้ ผลการศึกษาพบว่า ข้อเสนอแนะของคณะลูกขุนพลเมืองที่มีต่อรูปแบบการปกครองที่เหมาะสม จากแถลงการณ์ของคณะลูกขุน มีข้อเสนอที่สำคัญ คือ ให้ยุบการปกครองส่วนภูมิภาค ยกเว้นด้านการทหาร การต่างประเทศ การเงิน และคงเหลือไว้เพียงการปกครองส่วนท้องถิ่น โดยให้ข้าราชการส่วนภูมิภาคมาขึ้นกับส่วนท้องถิ่นแทน ส่วนผู้บริหารการปกครองส่วนท้องถิ่นให้มาจากการเลือกตั้งของประชาชน โดยผ่านการคัดกรองจากคณะกรรมการที่เป็นตัวแทนทุกภาคส่วนก่อนที่จะลงสมัครรับเลือกตั้ง ซึ่งจะจัดขึ้นใน 2 ระดับ คือ ระดับมณฑล 1 คน เป็นผู้ว่าการมณฑล ครอบคลุมพื้นที่ 3 จังหวัด 4 อำเภอ และระดับจังหวัด 4 คน เป็นผู้ว่าจังหวัดละ 1 คน ส่วนอีก 4 อำเภอให้ยกฐานะเป็นจังหวัด

Political participation of people is a significant indicator of political specifying people's attention in politics effectively. This research study investigates political participation of people toward good governance principles implemented by local administrative organizations. Roi-Et municipality, Muang district, Roi-Et province was purposively selected as a target area for this research study since Roi-Et municipality received many awards such as Good Governance Awards, Prajadhipok Institute's awards and NACC Integrity Awards on transparency which imply that people residing in the area of Roi-Et municipality have knowledge concerning local administration. According to the field study, the researcher found that Roi-Et municipality people were interested in political matters; they usually talk about political issues, they always follow the political news broadcasted via various media channels such as radio and television including newspaper. However, they didn't have a chance to give complaints and participate in the development plan for the municipality. Consequently, the researcher became interested in studying political participation of people toward the principles of good government implemented by local administrative office. This research also investigated whether the interaction among the effective factors comprising gender, ages, education and occupations influences political participation of people or not. This research applied a documentary research methodology and exploratory research to collect the data from the sample group using a questionnaire as a research instrument.
