Associated mainly with Mathematics, Philosophy and technical inventions, J. M. Hoene-Wroński proved to be - one of the first among Poles – an author of the concept of a European federation. Due to a dispersion of these considerations amongst several publications, this concept has not been widely discussed. In his view, unification of the peoples of Europe would guarantee internal and external peace, freedom to individual nations and a halt to the march of revolution on the Continent. Political power in the federation was to be vested in a congregation representing all nations, modelled on the United States Congress. However, economic issues were to solved by individual member state on their own. ; Kojarzony głównie z matematyką, filozofią i wynalazkami technicznymi J.M. Hoene-Wroński okazał się być również jednym z pierwszych wśród Polaków autorem koncepcji Federacji Europejskiej. Z powodu rozproszenia tych rozważań w kilku publikacjach, koncepcja ta nie była dotychczas szerzej omówiona. W zamyśle jej autora zjednoczenie narodów Europy miało zagwarantować wewnętrzny i zewnętrzny pokój, wolność poszczególnym narodom oraz zahamować pochód rewolucji na starym kontynencie. Władzę polityczną w federacji miało sprawować zgromadzenie reprezentujące wszystkie narody, wzorowane na Kongresie amerykańskim. Natomiast sprawy gospodarcze miały rozwiązywać samodzielnie poszczególne kraje członkowskie.

An assessment of Belgian foreign policies promulgated since the summer of 1999 by the current government of prime minister Guy Verhofstadt is presented. The following issues, identified as the most important in the 1999-2002 period, are discussed: (1) the handling of the dioxin crisis of 1999 by the state secretary for international commerce Pierre Chevalier & the minister of foreign affairs Louis Michel, (2) an engagement in peace diplomacy in Central Africa, (3) the European Union (EU) chairmanship by Belgium begun in May 2001, (4) Belgian support & criticism of American military reactions to September 11, & (5) the principles of ethical diplomacy in action. Belgian assertive diplomacy to defend national economic & commercial interests threatened by the dioxin crisis & the country's contribution to solidifying the EU are recognized as positive developments. However, the lukewarm solidarity with the US in the wake of September 11 is found to be damaging to the country on the international arena, & the ad-hoc policies developed for Central Africa are criticized for being only a damage control resulting from "fence-sitting" throughout the 1990s. Thanks to speculation and savings, he accumulated property worth millions, which he earmarked for public purposes. In a didactic poem entitled Ród ludzki (The Human Race), published in the years 1819 to 1820 (and written in the years 1791 to 1814), S. Staszic not only presented the phases of human development, but also - as the first amongst Polish scholars - the idea of a general association of nations. Although earlier attempts to unite Europe (taken by ancient Greeks, Romans, Charlemagne and Napoleon Bonaparte) had ended in fiasco, European nations had reached a point where a new political organization could be achieved. S. Staszic believed that the association of nations would ensure sustainable peace and create conditions for the development of the economy. ; Stanisław Staszic był wychowawcą i mężem stanu, tłumaczem, pisarzem politycznym, filozofem, działaczem gospodarczym, filantropem, pacyfistą, podróżnikiem i geologiem. Dzięki spekulacjom i oszczędnościom zgromadził milionowy majątek, który przeznaczył na cele publiczne. W opublikowanym w latach 1819−1820 (a pisanym w latach 1791−1814) poemacie dydaktycznym pt. Jakub of Szadek is one of the many people from this small town (now in Central Poland), who in XV century came to Cracow to study, and played a significant role in the life of both the Jagiellonian University and the country. He is chiefly known for his diplomatic activity – being an eminent lawyer, he took part in many diplomatic missions during the 13-year war with the Teutonic Knights. He had a major part in the preparation of foundations for the signing of the peace treaty in Toru in 1466. In the years 1474–1476 he performed the function of Rector of Cracow Academy, contributing greatly to the extension of Collegium Minor. In 1476 he was appointed to the high position of vicar general in Cracow diocese. Jakub of Szadek is the co-author of a new approach to the theory of the rights of nations, and human rights, with reference to natural rights, the Gospel and the teachings of Popes and oecumenical councils. He is also one of Polish creators of international law, whose intensive development falls in Poland on XV century. In addition, he deserves the credit for invoking the nationality principle in international negotiations (the principle acknowledging the fact that particular regions are inhabited by people of Polish origin and speaking Polish language, who gave Polish names to cities, mountains, rivers and settlements). At least two texts of his speeches has been preserved until today thanks to J. Długosz, who was his friend. Jakub of Szadek died in 1487.

W artykule przeanalizowano wpływ Trójkąta Weimarskiego na bezpieczeństwo europejskie. Głównym celem jest zwrócenie uwagi na stosunki polsko-niemieckie oraz francusko-niemieckie, które posiadały kluczowe znaczenie dla układu geostrategicznego i geopolitycznego w kontekście europejskim. Forma współpracy państw należących do Unii Europejskiej z Polską stanowi symbol pojednania trzech wielkich narodów europejskich, którego celem by³o spowodowanie by dawny obszar wielkich wojen europejskich przekształcił się w filar bezpieczeństwa kontynentu. Zdaniem autora, państwa należące do Trójkąta Weimarskiego powinny być przykładem w jaki sposób zmniejszyć różnice pomiędzy Europą Środkową a Europą Zachodnią w standardzie życia, zlikwidować lukę techniczno-cywilizacyjną co zapewni pokój i stabilność na całym kontynencie europejskim. Dziś w stosunkach między sojusznikami należy szukać szans w zakresie tworzenia i rozwoju EPBiO/WPBiO, a do wyzwań stojących przed państwami Trójkąta należy polityka wschodnia i polityka energetyczna. ; The aim of the article is to analyze theWeimar Triangle's influence on the European security, focusing on the Polish-German and French-German relations, as they play a key role in forming a geostrategic and geopolitical structure in the European context. The way in which the European Union's member states cooperated with Poland is a symbol of reconciliation for those three great nations. The objective of this initiative was to transform an area of the bygone fierce European wars into a pillar of the continent's security. According to the author, theWeimar Triangle may serve as a perfect example of how the differences between the Central andWestern Europe in terms of the standards of living could be reduced and how the technological and civilizational gulf could be neutralized in order to guarantee peace and stability in the whole of Europe. Nowadays, the foundation and development of ESDP/CSDP is a chance for good inter-ally relations, while the most serious challenges for the Triangle's countries include dealing with both the eastern policy and energy policy.

The Kosovo conflict posed one o f the most serious international security problems in Europe at the end o f the twentieth century and in the first decade of the twenty-first century. The failure of diplomatic attempts to solve the problem led to air raids on Yugoslavia in 1999 and then resulted in Belgrade gradually losing control over the region. The interests o f the United States, Russia and the EU overlapped in Kosovo. The paper refers to diplomatic efforts to resolve the conflict in 1999, especially to Germany's activity in involving Russia in the international peace process. Subsequently, the article outlines the international efforts, especially those o f the EU, in order to attain the stabilization of Kosovo and its path to independence, initially under the supervision of the EU. The role of the EU role did not end with the abolition o f its supervision of Kosovo. The EU continued to act as a mediator in the relationship between Pristina and Belgrade, contributing to a relative normalization of relations between the two parties. ; Konflikt o Kosowo okazał się jednym z najpoważniejszych problemów bezpieczeństwa międzynarodowego w Europie pod koniec XX wieku i w pierwszej dekadzie XXI stulecia. Niepowodzenie dyplomatycznych prób jego rozwiązania doprowadziło do nalotów na Jugosławię w 1999 r., a następnie do stopniowego wymykania się tego regionu spod kontroli Belgradu. Wokół Kosowa splatały się interesy Stanów Zjednoczonych, Rosji i państw UE. Celem artykułu jest przybliżenie dyplomatycznych działań na rzecz rozwiązania konfliktu w 1999 r., zwłaszcza aktywności Niemiec w celu zaangażowania Rosji w międzynarodowy proces pokojowy. W dalszej kolejności zarysowane zostały wysiłki społeczności międzynarodowej, zwłaszcza UE, na rzecz stabilizacji Kosowa i jego drogę ku niepodległości, początkowo pod nadzorem UE. Rola UE nie zakończyła się po zniesieniu nadzoru nad Kosowem, Unia nadal pełniła rolę mediatora w relacjach pomiędzy Prisztinąa Belgradem, przyczyniając się do względnej normalizacji stosunków pomiędzy obiema stronami.

Power has been one of the key issues in the study of international relations since the famous words of Hans Morgentau that in world politics power is pitted against power for supremacy and survival. The attention given to its analysis within the last 65 years has been a product of such as Morthenthau's understandings of power which see it as the most important causal force in state interactions. However, despite the amount of research on the subject, there is little agreement among scholars as to what it is and where does it come.The author briefly examines various views on the determinants of power starting from a classical realist and strictly actor-based one to a dualist approach which emphasizes the importance of international structure. He finds that all share a similar idea that power — to some extent — comes from the material capabilities of states (material determinants). Building upon previous research conducted on the validity of the democratic peace theory he then argues that it may also stem from the political system of the state (systemic determinants).Subsequently the author analyzes the significance of various material and systemic power determinants to war outcomes using nine diff erent non-linear econometric models (polynomial logit) composed of various sets of variables relating to power determinants. He then examines the degree to which particular models explain war outcomes of interstate military conflicts between 1816 and 1991 and which of the variables seem statistically significant.The results clearly show that neither the advantage in military personnel numbers, nor in the amount of money spent on arms influences the state's chances of victory. In the case of the total value of imports the findings are similar. On the other hand the value of the states exports, as well as certain systemic parameters such as competitiveness and openness of executive recruitment and executive constraints prove to be of statistical importance.

According to UN report Azerbaijan is ranked as one of the top countries with the vast majority of refugees and internally displaced persons- every eight Azerbaijani citizen belongs to one of these groups. What makes that matter worse is that 79% of IDP`s suffers from poverty or social discrimination. That situation is a result of the conflict between Armenia and Azerbaijan over Nagorny Karabakh which broke out in the end of 80s`. The first migrations started in 1987 and finished in 1991 and concerned mainly Azerbaijanis and Armenians going back to their motherlands(around 500.000 people all together). In 1988 situation in the region was getting very serious and hardly nobody killed in Sumgait and in Baku. In 1992-1994 a regular war broke out between Armenia and Azerbaijan. That is when the biggest migrations took place- Azerbaijanis and Kurds had to leave their homes because of the Armenian invasion on Shushi and Khodzaly. The most traumatic event occurred in 1993- Azerbaijan lost 13% of its territory and all people leaving there were forced to move out. In may 1994 a ceasefire under auspicious of CIS was signed between these two former-Soviet countries. Since then, something what might be called "a peace-war state" between Armenia and Azerbaijan has been existing. The peacemaking process is still in progress- there are OSCE Minsk Group (with Russia, USA, France) and UN working on that- unsuccessfully. The potential IDP`s comeback will be impossible even in next decade. That is connected with unsettled status of Nagorny Karabakh and Lachin corridor (which is a buffer zone) ; Według rankingu ONZ Azerbejdżan jest jednym z czołowych państw, na których terenie występuje wysoki odsetek przesiedleńców. Mniej więcej co ósmy Azerbejdżanin przynależy do jednej z tych grup. Sprawę pogarsza fakt, że ok. 79 % przesiedleńców cierpi z powodu ubóstwa lub społecznej dyskryminacji. Sytuacja ta jest rezultatem konfliktu między Armenią a Azerbejdżanem o Górski Karabach, który rozpoczął się u schyłku lat 80- tych. Pierwsze migracje rozpoczęły się w 1987 roku, a zakończyły w 1991 i dotyczyły głównie Azerów i Ormian powracających do ojczyzny (około 500.000 wszystkich razem). W 1988 sytuacja w regionie była już bardzo groźna i prawie nikt nie potrafił przejąć nad nią kontroli. Zaczęło dochodzić do pogromów, w wyniku których zginęło wielu ludzi w Sumgait i Baku. W latach 1992-94 doszło do regularnej wojny między Armenią i Azerbejdżanem. Gdy miały miejsce największe migracje, wielu Azerów i Kurdów musiało opuścić swe domy z powodu ormiańskiej inwazji w Szuszi i Chodżali. Najbardziej traumatyczne wydarzenia miały miejsce w roku 1993, podczas których Azerbejdżan utracił 13% swego terytorium, a wszystkich ludzi stamtąd zmuszono do wyniesienia się. W maju 1994, pod auspicjami WNP, podpisano zawieszenie broni między tymi dwoma poradzieckimi państwami. Od tego czasu między Azerbejdżanem i Armenią ma miejsce coś, co można nazwać "stanem pokojowo-wojennym". Prace nad przywróceniem pokoju, w które zaangażowane są Mińska grupa OBWE (z Rosją, USA, Francją) oraz ONZ, wciąż trwają bez powodzenia. W artykule poruszono doświadczenia współpracy cywilno-wojskowej zdobyte przez polskich żołnierzy w operacjach pokojowych W okresie zimnej wojny miały one charakter sporadyczny i nie stanowiły głównego nurtu prowadzonych działań. Kuriozalnym przypadkiem była działalność Polskiej Lotniczej Eskadry Pomocy Etiopii w latach osiemdziesiątych XX wieku. Była to pierwsza akcja humanitarna prowadzona za granicą przez Wojsko Polskie i, jak się okazało, jedna z nielicznych. Dopiero w kolejnej dekadzie Wojsko Polskie zaczęło korzystać z doktryn wypracowanych przez państwa-członków Sojuszu Północnoatlantyckiego, w tym zebranych przez amerykańskie jednostki Civil Affairs (USCA). Stały się one bazą do wypracowania poglądów i procedur w siłach zbrojnych państw NATO realizowanych przez jednostki CIMIC - odpowiedzialne za rozwijanie współpracy cywilno-wojskowej. Polacy po raz pierwszy zetknęli się z tym rodzajem operacji w ramach Nordycko-Polskiej Brygady sił IFOR, później SFOR w Bośni oraz KFOR w Kosowie. Na nieporównanie większą skalę Polacy realizowali zadania CIMIC podczas operacji "Iraqi Freedom", a później w siłach ISAF w Afganistanie. Okazało się szybko, że waga współpracy ze środowiskiem cywilnym rośnie, a obok CIMIC tej działalności przystąpiły inne wyspecjalizowane struktury, m.in. prowadzenia operacji psychologicznych - PSYOPS, operacji informacyjnych - INFO OPS czy współpracy z mediami. ; The article outlines the experiences of civilian-military cooperation gained by Polish soldiers in peace keeping operations. During the Cold War period they were rather infrequent and did not constitute the main stream of conducted activities. A very peculiar case was the activities of Polish Air Squadron for Relief Operations in Ethiopia in the 1980s. It was the first, and as it later turned out, one of rather few humanitarian operations conducted by the Polish Army abroad. It was not until the next decade that the Polish Army began to take advantage of doctrines used by the member states of NATO, including those gathered by American units of Civil Affairs (USCA). They were the basis for working out views and procedures in the armies of NATO member states carried out by CIMIC units - responsible for developing civilian-military cooperation. Poles had the opportunity to take part in this type of operation in IFOR Nordic-Polish Brigade, later in SFOR in Bosnia and KFOR in Kosovo. On a significantly larger scale Polish forces fulfilled their CIMIC tasks during the operation "Iraqi Freedom", and later in ISAF forces in Afghanistan. It turned out soon that the importance of cooperation with the civilian side is growing, alongside CIMIC other specialized structures joined in, among others PSYOPS (conducting psychological operations), INFO OPS (information operations) and cooperation with the media. ; В статье рассмотрена проблема опыта гражданско-военного сотрудничества полученного польскими военными во время миротворческих операций. В период холодной войны такое сотрудничество было крайне редким и не составляло основного направления проводимых операций. Исключением были действия Польской авиаэскадры по оказанию помощи Эфиопии в восьмидесятые годы XX века. Это была первая гуманитарная операция, проведенная за границей вооружёнными силами Польши. В последнем десятилетии прошлого века Войско Польское начало пользоваться доктринами созданными государствами - членами Организации Североатлантического договора, в том числе объединенными американскими частями Civil Affairs (USCA). Опыт этих частей стал базой к созданию теоретических и практических основ действий вооружённых сил государств НАТО, реализованных соединениями CIMIC - ответственными за развитие сотрудничества военных с гражданским населением. Поляки впервые соприкоснулись с этим родом операций во время действий Нордическо-польской бригады (NORPOLBDE), а также сил SFOR в Боснии и KFOR в Косово. В большом масштабе польские военные реализовали задачи CIMIC во время операции «Iraqi Freedom», а со временем также силами ISAF в Афганистане. Podobnie jak wydarzenia z 11 września 2001 r., tak również ataki terrorystyczne w Madrycie i Londynie oraz arabska wiosna wyznaczają nową cezurę w europejskim systemie bezpieczeństwa, zarówno tego wewnętrznego, jak i zewnętrznego. Opracowanie jest szczególnie istotne w kontekście potencjalnego rozszerzenia Unii o Turcję, tym samym zaś próbuje dać odpowiedź, czy UE jest zdolna do zapewnienia stabilności w swoim najbliższym sąsiedztwie. W dobie globalizacji XXI wieku kwestie te wymagają niewątpliwie głębszej analizy południowego sąsiedztwa Unii Europejskiej, jakim jest region Morza Śródziemnego w kontekście zwalczania terroryzmu, na który region Północnej Afryki jest wyjątkowo podatny. UE jest szczególnie zaangażowana w tym obszarze nie tylko ze względu na swoje bezpieczeństwo, lecz również z wielu historycznych, kulturowych i gospodarczych pobudek. W opracowaniu autor poddaje dokładniej analizie relacje między UE a regionem, omawia zagrożenia dla krajów Starego Kontynentu i krajów ościennych oraz przedstawia działania podejmowane przez Unię celem przeciwdziałania i zwalczania terroryzmu w regionie oraz próbuje nakreślić perspektywy dalszego Partnerstwa Śródziemnomorskiego w kontekście wydarzeń związanych z arabską wiosną. Autor przedstawia potencjalne zagrożenia w regionie oraz ich implikacje dla Europy oraz analizuje działania UE na rzecz zwalczania zjawiska radykalnych ruchów politycznych nierzadko znajdujących swoje ujście w terroryzmie, jako podstawowym narzędziu walki. Podstawową tezą opracowania jest stwierdzenie, iż wymiar bilateralnej współpracy pomiędzy zainteresowanymi krajami przynosi znacznie bardziej wymierne efekty aniżeli instytucjonalne podejście prezentowane przez UE. Opracowanie umożliwia czytelnikowi zapoznanie się z naturą stosunków gospodarczych UE-Maghreb i ich wagą, systematyzuje wiedzę na temat podjętych działań mających na celu zmniejszenie ryzyka zamachów terrorystycznych na obszarze UE, autor odpowiada na pytanie, czy relacje UE-Maghreb to "wymuszone małżeństwo", oraz omawia rolę UE wobec regionu po wybuchu arabskiej wiosny. ; The tense security environment caused by 9/11 and subsequent terrorist bombings in Madrid, London as well as recent events within so-called the Arab Spring had an impact on the overall issues related with the European Union internal and external security. The study of the EU's relations with its close neighbours is increasingly important in the wake of potential enlargement of the Union (aka Turkey) because it directly relates to the question whether the EU is able to foster peace and stability in its neighborhood. The article deals with matters such as the European Union counter-terrorism actions in its closest partners from North Africa. The study represents factors which determine relations between EU and Maghreb countries. The reader will be also familiarized with the threats imposing a pressure on the European dimension of security. It must be stated that since 2001, the nature of the European Union's external action in the Mediterranean, particularly with respect to North Africa, has undergone significant change. The normative objectives of the Euro-Mediterranean Partnership have been effectively replaced by the co-operation to combat a shared threat: transnational terrorism. Furthermore, for about a decade the European Union has imposed conditions on the delivery of financial aid to third countries in order to promote the economic, institutional and political reform which reflects the significance of those relations. The article's main argument is that the Euro-Mediterranean security cooperation is better understood if the relations are considered in a bilateral dimension, rather than multilateral. Nevertheless, the reader will be presented with multilateral activities in the fight against terrorism, such as MEDA JAI programs or FRONTEX activity, as well as bilateral agreements between selected countries. Finally, the study aims at answering three basic questions: how does the EU try to mitigate terrorist threats in the Mediterranean region; why does the phrase "forced marriage" describe relations between EU and Maghreb countries; what are the nearest future of these relations in the aftermath of the Arab Spring. ; События 11 сентября 2001 г., теракты в Мадриде и Лондоне, «арабская весна» определяют новую веху в европейской системе внутренней и внешней безопасности. Исследование представляет особенный интерес в связи с планируемым включение в состав ЕС Турции, поскольку автор пытается дать ответ на вопрос: сумеет ли ЕС обеспечить стабильность в своём ближайшем соседстве. В эпоху глобализации XXI века этот вопрос несомненно требует более глубокого анализа, прежде всего следует обратить внимание на проблемы борьбы с терроризмом в странах региона Средиземного моря и государствах Северной Африки. ЕС имеет в этом регионе не только интересы связанные с собственной безопасностью, но также много исторических, культурных и экономических связей. В статье дан подробный анализ отношений между ЕС и странами региона, обсуждены угрозы для стран старого континента и соседних государств, а также рассмотрены шаги ЕС, направленные на противодействие и борьбу с терроризмом в регионе и представлены перспективы Евро-средиземноморского партнёрства в контексте событий связанных с «арабской весной». Автор указывает на потенциальных угрозы в регионе, а также их влияние на Европу и анализирует действия ЕС направленные на противостояние радикальным политическим движениям, которые часто рассматривают терроризм, как основной инструмент борьбы. Основным тезисом статьи является утверждение, что билатеральное сотрудничество между заинтересованными странами приносит значительно более измеримые эффекты, чем институциональный подход всего ЕС. Статья предоставляет возможность читателю ознакомиться с сущностью и значением экономических отношений ЕС-Магриб, систематизирует знания по теме принятых действий направленных на сокращение риска проведения террористических актов на территории ЕС, рассматривает роль ЕС в отношении стран региона после начала арабской революции и отвечает на вопросы: являются ли отношения ЕС-Магриб «вынужденным браком»?
