This study presents an analysis of the scope of the concept of peace, especiallyas a political process and about who definitively should decide on the approval of a peaceprocess, for which, the Colombian case is taken as reference. The article is developed froma legal approach in two parts. The first part, examines the main elements of the concept ofpeace within the framework of a social rule of law; the second explores the role of judicialreview and democracy (popular or legislative) in approving or not a peace agreement, as wellas postulating who is entitled to adopt these decisions. Finally, a brief conclusion is givenabout the need for a primacy of popular democratic practice. To this end, a documentarybibliographical method is used, as well as a descriptive analytic, with a qualitative andhermeneutical approach. ; En este estudio se presenta un análisis sobre el alcance del concepto de paz, especialmente como proceso político y sobre quién debe decidir definitivamente sobre la aprobación de un proceso de paz, para lo cual se hace referencia general al caso colombiano. El artículo se desarrolla desde un enfoque jurídico en dos partes. La primera, examina los principales elementos del concepto de paz en el marco de un Estado social de derecho; la segunda, explora la función de la revisión judicial y la democracia (popular o legislativa) en la aprobación o no de un acuerdo de paz, así como postula quién es el legitimado para adoptar estas decisiones. Finalmente, se expone una breve conclusión sobre la necesidad de que prime la práctica democrática popular. Al efecto, se utiliza un método bibliográfico, así como analítico descriptivo con un enfoque cualitativo y hermenéutico.
The Medellín's Municipal Council of Peace (ConPaz), which is part of the institutional architecture for peace in Colombia, is configured as a novel space in which different visions of peace and city converge, diversity that generates tensions. Theseconceptions start from recognizing the difference of living in peace in the city andliving in peace in the countryside, largely accepting the agreements signed betweenFARC and the Government, and their views of Peace are associated with the particular concept of development, city, religious orientation, individual, and collectivesectoral experiences. It is important to weave these elements to find common minimums, which account for a common ground concept of Urban Peace, which allows tostrengthen representativeness, incident participation, and an action that adequatelyimpacts, city decision-making. ; El Consejo Municipal de Paz (Conpaz) de la ciudad de Medellín, parte de la arquitectura institucional para la paz en Colombia, se configura como un espacio novedosoen el que confluyen diversas visiones de paz y de ciudad, diversidad que genera tensiones. Dichas concepciones parten de reconocer la diferencia entre vivir en paz en laciudad y vivir en paz en el campo, aceptando en gran medida los acuerdos firmadosentre las Farc y el Gobierno, y sus miradas de Paz están asociadas al concepto particular de desarrollo, ciudad, orientación religiosa, experiencias sectoriales individualesy colectivas. This article is focused on the works that derive from the field of study about peace and, more specifically, the theory relating to imperfect peace, developed by a group of researchers some years ago. Francisco A. Muñoz, researcher from Granada (Andalusia, Spain) was the originator of this theory at the beginning of the 2000 and afterwards, it was applied by other academics to different fields related to the study of peace. The central theme of our work is to analyse the cultural field and the mediating role of cultures in the peaceful regulation of conflicts, considering that all human activity has cultural connotations. We will talk about cultures, not as isolated entities that are geographically delimited, but as interrelating spaces that give rise to social structures in which changes and transformations, ideas and ways of acting (ranging from the personal to the social, the political and the international) occur that may be common, shared and compatible. These cultural aspects will be studied from the method or perspective called Peace Research, discipline which allow us analysing, among others, the social and culture phenomena that form part of historical processes in different places and times. The main topic will be focussed on the religious aspect, as one of the cultural identifying and its influence on identities, although other cultural dimensions could be studied (economical, political, environmental or educational). Additionally, we are setting our analysis on the world stage, where cultures and all human activity unfold today. Current globalization is a process that affects most of our reality: economic models, the market, nationalisms, international relations, relationships between cultures and religions, gender relations, education, etc. In all these spheres, problems and conflicts are generated that cannot be understood if we do not consider them to be 'global problems'. Once the results of our study are reached, we can conclude that it is possible to think about cultures from their pacific contribution, more than its violent aspect. ; Este artículo toma como punto de partida los trabajos realizados en el campo de los estudios sobre la paz, y más específicamente la teoría sobre la paz imperfecta que se viene desarrollando hace años por un grupo de investigadores. Esta teoría fue iniciada por el investigador granadino Francisco A. Muñoz a principios de los años dos mil y, posteriormente, aplicada por diversos investigadores a distintos ámbitos relacionados con la paz. El eje central de nuestro trabajo es analizar el papel mediador de las culturas en la regulación pacífica de los conflictos, teniendo en cuenta que toda actividad humana tiene connotaciones culturales. Hablaremos de las culturas, no como entidades aisladas y delimitadas geográficamente, sino como espacios que se interrelacionan dando lugar a entramados sociales en los que se dan cambios y transformaciones, ideas y modos de actuación, que van desde lo personal hasta lo social, lo político o lo internacional) que pueden ser comunes, compartidos y compatibles. El método o enfoque desde el que abordaremos estos aspectos culturales es el de la Investigación para la Paz, disciplina que nos permite analizar, entre otros, los fenómenos sociales y culturales que forman parte de los procesos históricos en diversos lugares y tiempos. Sin restar importancia a otras dimensiones culturales (económica, política, ambiental, educativa…), se hará especial hincapié en el aspecto religioso, como uno de los identificadores de la cultura, y su influencia en las identidades. Por otra parte, situaremos nuestro análisis en el escenario del mundo global, en el que hoy se desenvuelven las culturas, y cualquier actividad humana. La globalización actual es un proceso que afecta a la mayoría de nuestras realidades: modelos económicos, mercado, nacionalismos, relaciones internacionales, relaciones entre culturas y religiones, relaciones de género, educación, etc. En todos estos ámbitos se generan problemáticas y conflictos que sólo serán entendidos adecuadamente si los contemplamos como 'problemas globales'. Tras los resultados de nuestro análisis podemos llegar a la conclusión de que es posible pensar las culturas desde sus aportaciones pacíficas, más que desde las violentas.
este artículo de investigación, presenta rutas de análisis histórico en torno a los alcances y falencias que dejaron los diálogos de Paz en Colombia entre las Frac-Ep y el Gobierno Nacional durante el siglo XX, el papel que han jugado los medios de comunicación en dichos procesos y una descripción analítica de los discursos de Oslo y la Habana, que dan inicio al actual proceso de Negociación en la Habana; se resalta el profundo alcance que este proceso de negociaciones marca en la última década en Colombia, en lo que concierne a la posible terminación del conflicto armado y la construcción de una paz estable y duradera.
This article will present cartography on the various peaces making further reference to intercultural peace so as to help us understand the multicultural and intercultural discourse that is being built within the European Union and constitutes an example of conflict in identity construction. The problem with European society is its inability to integrate, not only among themselves, but rather in the possibility of people coming from outside the EU. This article aims to explain the need, the challenge and the response which means multiculturalism in the EU. Introducing intercultural Peace as a bridge between cultures may coexist and enhance each other. We are located in a hermeneutical development of think of ourselves from the 'other' and observe the difficulties of intertwine ourselves between multiculturalism and interculturalism. The results encourage us to think that if EU does not move towards an intercultural project, the possibility of future conflicts will be increasingly present in Spanish society. Peace and interculturality are related, complemented and fed back at once, so we pretend from different peaces (negative, positive, and neutral) bring interculturality into the school. ; En este artículo vamos a plantear una cartografía sobre las distintas paces haciendo una mayor referencia a la Paz intercultural para que nos ayude a entender el discurso multicultural e intercultural que se está construyendo dentro de la Unión Europea y que constituye un ejemplo de conflicto en la construcción de dicha identidad. El problema que presenta la sociedad europea es su incapacidad para integrarse, no sólo entre ellos, sino en la posibilidad de que vengan personas de fuera de la UE. Este artículo pretende explicitar la necesidad, el reto y la respuesta que significa la interculturalidad en la UE. Presentamos la Paz intercultural como un puente entre culturas que pueden convivir y enriquecerse mutuamente. Estamos ubicados en un desarrollo hermenéutico de pensarnos desde el «otro» y ver las dificultades de entrelazarnos entre multiculturalidad e interculturalidad. Los resultados animan a pensar que si la UE no avanza en un proyecto intercultural la posibilidad de futuros conflictos va a estar cada vez más presente dentro de la sociedad española. La paz y la interculturalidad se relacionan, complementa y retroalimentan a la vez, por lo que pretendemos desde diferentes paces (negativa, positiva y neutra) llevar la interculturalidad a la Escuela.
In the present century we are present at a series of transformations of the public space that they affect to the backbone of the constitutionalism, that is to say, to the citizenship. The globalization, the increase of the migratory processes, the new technologies, are provoking a series of changes in the understanding of the spaces and the times of the democracy, at the time that they are eroding some of the paradigms of the constitutional State. These transformations are provoking an increase of the complexity of our society and, therefore, of the potential conflicts. At the time that essential beginning(principles) surrenders to debate as that of equality or that of the pluralism. Departing from the connection between " political order " and " social peace ", based both in the dignity and the fundamental rights, in the work we analyze three aspects that affect in the complexity of our societies: the relation between the public spaces and the private ones, the increasing diversity of the public space and the participation like fundamental right by means of which we provide with democratic content to the above mentioned space. All this with one analysis that has is presented by the mainstreaming of the equality of genre and from the conviction of which many of the challenges that we raise only can be answered adequately from a republican conception of the democracy in which the local area is the better space for the promotion of the civic virtues and the intercultural dialogue. ; En el presente siglo estamos asistiendo a una serie de transformaciones del espacio público que afectan al eje central del constitucionalismo, es decir, a la ciudadanía. La globalización, el incremento de los procesos migratorios, las nuevas tecnologías, están provocando una serie de cambios en el entendimiento de los espacios y los tiempos de la democracia, al tiempo que están erosionando algunos de los paradigmas del Estado constitucional. Estas transformaciones están provocando un aumento de la complejidad de nuestras sociedad y, por lo tanto, de los potenciales conflictos. Al tiempo que se someten a debate principios esenciales como el de igualdad o el del pluralismo. Partiendo de la conexión entre "orden político" y "paz social", fundamentados ambos en la dignidad y los derechos fundamentales, en el trabajo analizamos tres aspectos que inciden en la complejidad de nuestras sociedades: la relación entre los espacios públicos y los privados, la creciente diversidad del espacio público y la participación como derecho fundamental mediante el cual dotamos de contenido democrático a dicho espacio. Todo ello con un análisis que tiene presente la transversalidad de la igualdad de género y desde el convencimiento de que muchos de los retos que planteamos sólo pueden responderse adecuadamente desde una concepción republicana de la democracia en la que el ámbito local es el ámbito más adecuado para el fomento de las virtudes cívicas y el diálogo intercultural.
This paper presents an analysis of peace as a literary theme within the framework of Eighteenth-century epic composition. From the perspective of genology, thematology and classicist aesthetics, the theme of peace will be studied as an element that alters the traditional form of the genre. In order to identify this new form, the origins of peaceful discourses between politics and literature are first sketched by the European humanists. With these considerations, the study approaches the eighteenth-century poetic production with a reconfigured idea of the epic genre and with a critical ideology of both political and theological discourses in favour of peace whose reception is identified as a 'New Humanism' or 'Enlightened Humanism'. We will conclude that these elements are present in the heroic lyric of century and, especially, in the thought of Juan Pablo Forner. ; Este trabajo presenta un análisis de la paz como tema literario en el marco de la composición épica del siglo XVIII. Desde la perspectiva de la genealogía, la tematología y la estética clasicista, el tema de la paz será estudiado como un elemento que altera la forma tradicional del género. Para identificar esta nueva forma se bosqueja, en primer lugar, el origen de los discursos pacíficos entre la política y la literatura de la mano de los humanistas europeos. Con estas consideraciones, el estudio se aproxima a la producción poética dieciochesca con una idea reconfigurada del género épico y con un ideario crítico de discursos políticos, teológicos y literarios en favor de la paz cuya recepción se identifica como un 'nuevo humanismo' o 'humanismo ilustrado'. Concluiremos que estos elementos se hallan presentes en la lírica heroica del siglo y, especialmente, en el pensamiento de Juan Pablo Forner.
This article is the result of a research project financed by COLCIENCIAS in 2018, named "Paz App as a democratic tool for the normative implementation of Peace Cathedra based on social imaginary, conceived in eleventh grade students in public educational institutions". The goal of this article is to analyze the cases where education for peace was implemented in Latin America, which also seeks to call attention of the competent authorities and the community itself in order to address the reassessment of educational models in order to have their curricular independence or transversality adapt better to the needs of every State. All of this keeping in mind the methodological criteria that are useful in the development of an education towards peace given by cases of its implementation all over the world. In this way, the methodology used in this research is based on a qualitative approach that under a bibliographic design allowed the exhaustive document review needed for its eventual analysis, using the discourse analysis that allows to relate the independent education towards peace categories as an integrated whole in the exercise of interpretation and understanding of the literature that was the object of this study. As a result of this research, it is shown how big efforts have been done to accomplish the implementation of the education towards peace in the Latin American contexts from the fundamental theories of peace.
There are psychosocial barriers in relation to Collective Emotional Orientations, such as rage, uncertainty, mistrust, and indignation, which are intimately linked to the belief about the delegitimization of the enemy, security, peace, and victimization itself. Likewise, the absence of a historical memory, which allows critical readings of the country's sociopolitical processes, similar to other war contexts, in the world.
Armed conflicts have different impacts on women. In this regard, women's civil society organizations are inserted in the international political arenas in order to guarantee their rights in warfare contexts. In the case of conflicts in Colombia, women are identified not only as combatants and victims, but also as members of women civil organizations for peacebuilding. These organizations played a prominent role in the elaboration of the peace agreement between the Government of Colombia and the Revolutionary Armed Forces of Colombia (FARC) in Havana, Cuba, between 2012 and 2016. This article proposes an analysis of the theoretical production on peace, international security, feminism and subalternity, to present the specific case of the conflict in Colombia and its gender perspectives. The results indicate that peace agreements can be instruments of political inclusion and reparation for women affected by armed conflicts. In highlighting the role of political minorities in the international peace negotiations in Colombia, this research contributes to the development and expansion of critical perspectives —feminist and subaltern— on international security and studies for peace. Moreover, building upon the specific analysis of the Havana Agreement, this paper aims to contribute to the inclusion of a gender perspective in future peace agreements. ; Los conflictos armados tienen impactos diferenciados sobre las mujeres. En ese sentido, las organizaciones de mujeres de la sociedad civil se insertan en las arenas políticas internacionales a fin de garantizar sus derechos en los contextos bélicos. En el caso de los conflictos ocurridos en Colombia, se identifica la presencia de las mujeres no solo como combatientes y víctimas, sino también como integrantes de organizaciones civiles de mujeres para la construcción de la paz. Estas organizaciones tuvieron un papel destacado en la elaboración del Acuerdo de Paz entre el gobierno de Colombia y las Fuerzas Armadas Revolucionarias de Colombia (FARC) ocurrido en La Habana, Cuba, durante los años 2012 y 2016. Este artículo se propone a elaborar un análisis del estado de arte de la producción teórica sobre la paz, seguridad internacional, feminismo y subalternidad, para después presentar la coyuntura específica del conflicto en Colombia y sus perspectivas de género. Los resultados indican que los acuerdos de paz pueden ser instrumentos de inclusión política y de reparación de mujeres afectadas por conflictos armados. Al destacar el papel de las minorías políticas en las negociaciones internacionales para la paz en Colombia, esta investigación colabora para el desarrollo y la expansión de perspectivas críticas —feministas y de la subalternidad— de la seguridad internacional y los estudios para la paz.
