Peace is conditioned by independence. This affirmation has its origin in Church's teaching. The independence of states is based on the subjective nature of nations and ultimately on the right to freedom enjoyed by all citizens. The development of political communities which is built upon the subjectivity their members can be achieved when the normative moral order is observed, most importantly the personal responsibility. The independence of nations fosters the international peace, especially taking into account the two state constituting factors: nation and power. The first one, namely the nation, shapes the spiritual element of the state. In order to promote the peace in the world, we must respect the national rights that include the right to recognition, sovereignty, autonomy, national culture and language as well as the integrated growth. The latter one, the power, is a necessary condition for the political communities to function and strive towards the common good. The political power which observes the normative moral order gives incentives and support for the citizens to progress and to introduce the principle of solidarity on the global scale. Therefore, it can be concluded that the national independence stimulates the peace on the national as well as the international level. ; Niepodległość jest warunkiem pokoju. Rada Bezpieczeństwa ONZ wydała na przestrzeni ostatnich piętnastu lat kilka rezolucji dotyczących roli kobiet w zapobieganiu konfliktom oraz budowaniu pokoju. Pierwszą i przełomową była rezolucja 1325 (2000), w której podkreślono istotne znaczenie równego i pełnego uczestnictwa kobiet w zapobieganiu i rozwiązywaniu konfliktów, budowaniu i utrzymaniu pokoju. Udział kobiet w negocjacjach pokojowych czy szerzej działaniach na rzecz pokoju i bezpieczeństwa jest istotny m.in. dlatego, że istnieje o 35% większa szansa, że porozumienia pokojowe wynegocjowane z udziałem kobiet potrwają co najmniej 15 lat. The article focuses on the UN Security Council instruments to ensure greater participation of women in maintaining peace and security and the results of mplementing these instruments.

There are two passages in the Book of Revelation where the author evokes the subject of peace (Rev 1:4; 6:4) and, through analysis, we can detect semantic connections between them. God is presented as the source and owner of peace, offering it to human beings (Rev 1:4). Then again, God also allows the second horseman, after the breaking of the seal, to take peace from the earth (Rev 6:4). The union between peace and love/mercy is dependent upon receiving charis from God (Rev 6:4), the result being peace in the world and in the human heart. It implies the need to love one another, with the lack of it leading to hostility (Rev 6:4). The author strengthened that reflection by a series of sensory depictions of peace, in Rev 7:15b-17 and Rev 21:1–22:5, where peace is manifested as an internal experience. On a personal level, the emphasis lies on the value of an individual's decision to turn to God and thus receive the blessings of peace. ; Autor natchniony Apokalipsy św. Powiązanie pokoju z miłością uzależnia jego posiadanie od przyjęcia Bożej charis (Ap 1,4), a zarazem lokując go na pozycji owocu takiej relacji wskazuje, że tam, gdzie nie ma pokoju nie będzie też miłości ofiarowywanej drugiemu człowiekowi, a jedynie wrogość (Ap 6,4). The motif of "covenant of peace", as found in some Ancient Near Eastern texts, is presented in the Hebrew Bible by the Priestly tradition. Ezekiel refers to the covenant of peace in two oracles: Ezek 34:35-30 and 37:26-28. He not only goes beyond the primeval myth but also modifies the Priestly concept as expressed in Lev 26. Ezekiel's promise of the covenant of peace consists of three elements: safety from wild animals, security against famine, and freedom from human enemies. However, the essence of this covenant is peace understood as God's presence amongst his people, which is the only source of the people's safety, welfare and salvation. ; Idea przymierza pokoju, występująca w tekstach starożytnego Bliskiego Wschodu, w Biblii Hebrajskiej pojawia się w tekstach pochodzenia kapłańskiego. Jednakże istotą tego przymierza jest nie tyle "pokój" rozumiany jako wszelkie dobro osobiste, wspólnotowe i materialne, ile obecność Boga pośród swego ludu, która stanowi jedyne źródło bezpieczeństwa, pomyślności i zbawienia.

Rozwiązywanie konfliktów i dążenie do ustanowienia trwałego pokoju jest jednym z nadrzędnych celów Organizacji Narodów Zjednoczonych. Przez lata angażowała się ona w działalność na rzecz budowania pokoju. Do chwili powstania Komisji Budowania Pokoju w 2006 r. żadna część systemu ONZ nie była bezpośrednio odpowiedzialna za pomoc krajom w okresie pokonfliktowym i w dążeniach do budowania trwałego pokoju. Komisja Budowania Pokoju pozwoliła wypełnić tę lukę przez zapewnienie instytucjonalnego i systematycznego połączenia między utrzymywaniem pokoju, operacjami pokonfliktowymi oraz międzynarodową siecią pomocy i działaniami darczyńców, w tym Banku Światowego. Celem artykułu jest przedstawienie funkcjonowania Komisji Budowania Pokoju: zasady jej działania, skład oraz zadania jej postawione. Po przedstawieniu strony normatywnej pokrótce opisano konkretne przypadki zaangażowania Komisji. Podjęto też próbę odpowiedzi na tytułowe pytanie – czy działalność Komisji to sukces czy porażka oraz jakie czynniki mają wpływ na sprawne i skuteczne działanie Komisji Budowania Pokoju. ; Resolving conflicts and achieving durable peace is one of the main goals of the United Nations (UN). For many years the UN has been engaged in peace building efforts. Until the creation of the Peace Building Commission in 2006, however, no part of the UN system had been directly responsible for assistance to States in the post-conflict reality or in the efforts aimed at achieving durable peace. The Peace Building Commission managed to fill in this vacuum through systematic and institutional links between peace keeping, post-conflict operations and international network of assistance as well as activities undertaken by donors, including the World Bank. The aim of this article is to present the functioning of the UN Peace Building Commission: its rules of procedure, composition and the tasks is has been given. First, the normative aspect will be delineated, followed by brief characteristics of concrete cases in which the Commission has been engaged. Based on that analysis, the question whether the work of the Commission has been a success of a failure will be examined and an attempt will be made to determine factors that condition effective work of the Peace Building Commission.

This article presents a history and development of the institution of justices of the peace in the United States from the beginning of formation of American democracy until modern times. It presents jurisdiction, the scope of the activities and the role of justices of the peace in several states through different periods of times. It includes a thorough discussion concerning pros and cons of justices of the peace in the U.S. legal system and general tendency of declining the institution of justices of the peace in modern times. The article includes also a discussion of the major court decisions concerning justices of the peace. ; Niniejszy artykuł jest próbą prześledzenia rozwoju instytucji sędziów pokoju od czasów tworzenia się demokracji amerykańskiej w XVIII w. do współczesności, a także oceny ich funkcjonowania. Opisano funkcjonowanie sędziów pokoju w różnych stanach oraz to, w jaki sposób rola tej instytucji zmieniała się przez ponad 200 lat funkcjonowania demokracji amerykańskiej. Analizie poddano wyroki sądów amerykańskich (włącznie z wyrokami Sądu Najwyższego) odnoszące się do problematyki umiejscowienia i roli sędziów pokoju w amerykańskim wymiarze sprawiedliwości.

Artykuł przedstawia nauczanie Jana Pawła II na temat przeszkód w realizacji pokoju skierowane do dyplomatów. Papież podkreślał, że przeszkody stojące na drodze do realizacji pokoju nie mają nic ze słusznego pluralizmu idei i działań i objawiają się w bolesnych starciach pomiędzy osobami, grupami, kategoriami osób, narodami i blokami państw. Podważają godność i prawa człowieka oraz narodu. Pogłębiają one wzajemną nieufność i nienawiść, stając się wielkim niebezpieczeństwem dla utrzymania porządku na arenie międzynarodowej. Jan Paweł II, mówiąc o pokoju, zwracał uwagę, że we współczesnym świecie staje się on wartością coraz bardziej odległą, że pokój jest zagrożony wszędzie tam, gdzie duch ludzki jest gnębiony przez biedę lub krępowany przez społeczno-polityczne czy ideologiczne nakazy. ; The article presents the teaching of John Paul II on obstacles to the realization of peace addressed to diplomats. The Pope emphasized that the obstacles to the realization of peace have nothing to do with the pluralism of ideas and actions, and manifest themselves in painful clashes between people, groups, categories of people, nations and blocks of countries. They undermine the dignity and rights of man and the nation. They deepen mutual distrust and hatred, becoming a great danger to maintaining order in the international arena. John Paul II, speaking of peace, pointed out that it becomes increasingly distant in today's world. Peace is at stake wherever the human spirit is oppressed by poverty or constrained by socio-political or ideological injunctions.

Celem globalnej polityki rozwojowej jest likwidacja ubóstwa. Badacze nie mają wątpliwości, że jedną z kluczowych barier w skutecznej walce z ubóstwem są wojny i konflikty zbrojne. Pokój i bezpieczeństwo są ważne zarówno dla państw rozwijających się, jak i dla państw świadczących pomoc rozwojową. UE i jej państwa członkowskie są największymi dawcami pomocy na świecie, a Afryka Subsaharyjska (SSA) regionem o największym zapotrzebowaniu na pomoc rozwojową. Tekst analizuje jakie miejsce w europejskiej polityce rozwojowej wobec Afryki zajmuje kwestia pokoju i stabilizacji? Drugim obszarem analizy jest próba odpowiedzi na dylemat w jaki sposób pokój i stabilizacja lub ich brak wpływają na rozwój Afryki Subsaharyjskiej? Z analizy sytuacji państw SSA wynika, że trwały, zrównoważony rozwój w warunkach wojny czy innych konfliktów zbrojnych nie jest możliwy. Budowanie trwałego rozwoju musi być poprzedzone skutecznym zakończeniem konfliktów oraz wyeliminowaniem lub radykalnym ograniczeniem ich przyczyn. Pomoc z zewnątrz, w tym pomoc UE, ma w tych krajach – przede wszystkim – charakter pomocy humanitarnej. Jest ona potrzebna i ratuje ludzkie życie. Sama w sobie nie likwiduje jednak przyczyn konfliktów, ani nie jest w stanie zapewnić trwałego rozwoju. ; The aim of the global development policy is to eradicate poverty. Scholars are in no doubt that wars and armed conflicts are among the key obstacles to the effective struggle against poverty. Peace and security are as important for developing countries as for those that offer development aid. The EU and its member states are the greatest global providers of aid and Sub-Saharan Africa (SSA) is the region with the highest demand for developmental aid. This article analyzes the position of peace and stability in European development policy towards Africa. Another issue is the attempt to answer the question of the influence peace and stability, or their lack, have on the development of SSA. The analysis of the situation in SSA states demonstrates that consistent and sustainable development is not feasible during warfare and other armed conflicts. Ensuring permanent development has to be preceded by an effective conclusion of conflicts and the eradication or dramatic suppression of the causes of such conflicts. The aid from outside, including that provided by the EU, is first and foremost humanitarian. While such aid is necessary and helps save human lives, it neither eliminates the reasons for conflicts, nor is it able to ensure permanent development.
