The paper analyzes the link between Kant's 'Perpetual peace' and the democratic peace paradigm with which contemporary International Relations are being interpreted. In doing so, the monadic and dyadic versions of liberal theory of democratic peace are explained through the institutional-structural and cultural-normative models. The theory of democratic peace is critically analyzed, with emphasis on the causal relationship between the independent variable, the democratic regime, and the dependent variable, peace. Empirical studies of cases in which the crises among democratic states have not resulted in war are also questioned, which brings into doubt the causal logic of the theory itself. In critical thought about the democratic peace theory, special emphasis is placed on the realistic interpretation of causes that are believed to contribute to democratic peace, as well as on the existence of the so-called 'democratic war'. There exist a number of factors explaining this foreign policy behavior of democracies and their hiding behind the theses of the theory of democratic peace. An example is the position of power that democracy occupies in International Relations, with which, aside from liberal dependent variables, realistic variables must be taken into account as well, such as the concentration of power, economic interdependence and national interest. There have been a number of philosophical, legal, & political concepts dealing with the issue of peace. The most famous discourse on the topic of peace is undoubtedly Kant's writing on "perpetual peace," not only for the cogency of its ideas but also for the applicability of the majority of them in practice, particularly in terms of collective security. Kant's starting point was that peace is a rational & moral imperative of human nature, realized solely through human efforts. Though written 200 years ago, his ideas have found acolytes in the post-Cold War period since they are, to a large extent, considered as emancipatory. Kant finds the guarantees for the realization of peace in the moral doctrine & thus rejects the use of force in the creation of peace. Relations among states are based on cooperation, not competition, so that some elements of his project are reminiscent of the solutions applied in the system of collective security. The author looks into the viability of Kant's ideas in the post-Cold War period. Adapted from the source document.

Emperor Carl's peace initiative via Prince Sixt of Bourbon is one of the most intriguing & insufficiently explained diplomatic episodes of WWI. By forging a quick peace, the Emperor wanted to eliminate the German tutelage & save the Habsburg Monarchy from the inevitable collapse in case of the Central Powers' defeat. The peace initiative failed largely due to Italy's reluctance to cede the territories promised to it by the London Peace Agreement, but also because it was not clear whether Austro-Hungary wanted a separate or universal peace in agreement with Germany. The failure of the Emperor's peace initiative politically discredited him, & at the same time made the Dual Monarchy even more politically & militarily dependent on Germany as well as on the outcome of the war itself. In this paper the author deals with the nature of culture, the culture of peace, education as an eminently cultural activity, & the projections of the future. The author defines culture as people's cooperation in improving the quality of their lives & considers it at the same time to be both a part of individuals & a part of communities. Furthermore, the author advocates the culture of peace & cooperation & argues that culture in principle promotes peace, eliminates war & immanently strives for the ascendancy of peaceful cooperation among people. For the sake of peace & understanding the author thinks that the united Europe ought to standardize learning & education concerning the optimal forms of togetherness. & finally the author promotes the concept of "project identity" i.e. emerging identity. Mirovna inicijativa Pape Benedikta XV. godine 1917

The three-year war seriously undermined religious solidarity on which Vatican's political influence in the world was based. That is why Pope Benedict XV opted for a peace initiative hoping to find the base for a lasting peace. His sympathies lied with the Central Powers, so the Vatican's peace note was composed in that vein. The note was supposed to be passed on by GB to its allies. During these British-Vatican contacts, one had an impression that GB was particularly interested in Belgian independence. The Vatican diplomacy strongly pressured Berlin to renounce Belgium as a stepping stone to peace. The German military leadership was not in the mood for compromises regarding this, but on the basis of the Vatican's counsel, the new German foreign minister Kuhlmann tried to get into contact with GB as the first step to universal peace talks. However, this attempt also led to an impasse because of the unreadiness of both warring parties to forego their war goals in favor of a compromising peace. 12 References. On the occasion of the bicentennial of the publication of Kant's Treatise on Perpetual Peace, the author attempts to evoke & actualize that classic of modern philosophy of politics. According to Hajo Schmidt, the strong point of Kant's concept was his realism, which prevented him from slipping into intellectual, utopian idealization of human nature & political relations among people. Having in mind not only the rational but also irrational aspects of human nature, ie, the insuperable chasm between good & evil, Kant in that respect offers edifying peacemaking propositions. This he achieves by advocating the concepts of free individuals, independent national states, & the cosmopolitan unity of humankind. These three moments make up the content of Kant's concept of republicanism. Their identity & plurality are the foundations of the peace. 3 References. Adapted from the source document.

It is in freedom, as a self-construed concept, that pure reason has its substance.
