The article analyses the essay of the German romantic Novalis (Hartmann von Hardenberg, 1772–1801) Christendom or Europe which has not lost its relevance due to the fact that the evolution of values in central European countries (Germany, France, England, etc.) still remains the focus of attention for today's world politics, media, and science. Russian scholars have turned to the essay a number of times, but the analysis was most frequently synchronic, which implies that the context was also rather narrow. On the contrary, this article analyses the essay diachronically, within the context of present-day axiological transformations taking place in the countries of the west (Germany, France, and England). To provide a more complete understanding of the essay, the author of the article takes into account the history of the essay's publication relying on P. Bourdieu's theories. Reading the essay through a historical perspective proves that Novalis was one of the first "seismograph" writers who was able to notice profound changes in religion, ethics and politics that were taking place in Europe and were caused by the rejection of Christian values. Novalis explained the European value transformation by the Reformation and the epoch of the Enlightenment. The European Union was a result of this intellectual ferment and was based on such notions as secularization, peace, freedom, stability, well-being, multiculturalism, liberalization, human rights protection, single market, etc. However, it is still important how the EU with its post-Christian values and (neo-)liberalism can deal with new problems caused by the influx of migrants from the Muslim countries of Africa and the Middle East. ; Статья посвящена анализу эссе немецкого романтика Гартмана фон Харденберга (Новалиса, 1772–1801) «Христианский мир или Европа», не утратившего своей актуальности и в наши дни, поскольку ценностные превращения, происходящие в центральноевропейских странах (Германия, Франция, Англия и др.) продолжают оставаться в центре внимания современной мировой политики, прессы и науки. К эссе не раз обращалась советская германистика, но в основном анализ проводился в синхронии, иными словами, в узком контексте. В данной статье вышеуказанное произведение Новалиса описывается в диахронии, в контексте нынешних аксиологических метаморфоз, происходящих в странах Запада (Германия, Франция, Англия). Для полного раскрытия и осмысления текста Новалиса автор статьи учитывает также и историю публикации эссе, опираясь на теории П. Бурдье. Прочтение эссе в исторической перспективе показывает, что Новалис был одним из первых «сейсмографов», увидевших глубокие перемены в области религии, этики и политики, происходившие в Европе в силу отказа от христианских ценностей. Глобальные ценностные перемены в Европе Новалис связывал с Реформацией и с эпохой Просвещения. В итоге ценностных брожений возникает ЕС, в основу которого положены такие понятия, как секуляризация, мир, свобода, стабильность, благополучие, мультикультурность, либерализация, защита прав человека, общий экономический рынок и т. д. Но по сей день остается открытым вопрос, насколько ЕС со своими постхристианскими ценностями и (нео)либерализмом может противостоять новым проблемам, возникшим из-за миграционных потоков из мусульманских стран Африки и Ближнего Востока.

Рассматривается проблема положения военнопленных в Западной Сибири в 1917 г. В годы Первой мировой войны на территории Западной Сибири было размещено около 200 тысяч военнопленных. После Февральской революции 1917 г. правила содержания военнопленных в регионе значительно смягчились. Они получили право всюду бывать и ходить без конвоя по улицам. Ослабление надзора за военно-пленными привело к тому, что многие из них пытались по подложным документам бежать через Китай на родину. В концентрационных лагерях с помощью местных советов создавались выборные комитеты из числа военнопленных, которые занимались вопросами быта. Военнопленные стали принимать активное участие в политической жизни революционной России. Из военнопленных — активных сторонников местных большевиков стали формировать воинские части «интернационалистов». «Интернационалистам» противостояли чехи и словаки, которые лояльно относились к Временному правительству и в составе почти 40‑тысячного корпуса собирались сражаться против германских войск. В этот период военнопленные, размещенные в сельской местности и занятые на частных промышленных предприятиях, стали требовать от властей качественного улучшения своего положения. Благодаря поддержке местных советов социальный статус военнопленных в регионе заметно изменился к лучшему. Международные инспекторы, проверявшие условия содержания военнопленных, стали предъявлять российским властям ранее просто немыслимые претензии. После прихода к власти большевиков и подписания сепаратного Брестского мира военнопленные получили возможность вернуться на родину.DOI 10.14258/izvasu(2016)2-11 ; The article considers the problem of the condition of war prisoners in West Siberia in 1917. During World War I about two hundred thousands of war prisoners were placed on the territory of West Siberia. After February revolution in 1917 the rules of keeping war prisoners in the region considerably softened. They got the rights to be everywhere and to walk on the streets without the guard. The weakening of supervision for war prisoners resulted in the fact that many of them tried to escape across China to their motherland with the help of false documents. In the concentration camps with the help of local soviets war prisoners committees were created which were engaged in the everyday problems. War prisoners began to take an active participation in the political life of revolutionary Russia. Military units of "internationalists" were formed from war prisoners who actively supported local bolsheviks. The "internationalists" resisted the Czechs and Slovaks who were loyal to the Provisional government and who were going to fight against German troops within the corps containing almost forty thousand people. In that time war prisoners who were placed in village area and worked at private industrial enterprises began to demand the qualitative improvement of their conditions from the authorities. Thanks to support of local soviets, social status of the war prisoners in the region greatly changed for the better. The international inspectors, who controlled the conditions of keeping the war prisoners, began to present inconceivable claims to the Russian authorities. Starting from the belief that there is a very high level of interdependence between countries and regions in the modern world, that is indivisibility of security at a global level, the Republic of Serbia, acting on its foreign policy plan, advocates affirmation of cooperative security concept. Considering the fact that development of cooperation at a bilateral and multilateral level can significantly contribute to national security, it advocates strengthening of the role of the UN as the world organization, getting the status of the EU member and active participation in the NATO programme "Partnership for Peace", taking into account the opinion on neutrality of the country in relation to the existing military alliances. During the previous decade (particularly the last couple of years) the expansion in terms of the Serbian Armed Forces engagement in multinational operations has been obvious. In addition to a significant increase in the number of the engaged Ministry of Defence and Serbian Armed Forces personnel, the engagement framework has been expanded – besides the UN missions our country participates in the EU multinational operations, as well. As one of the founders of the Non-Aligned Movement, in the condition of the world division into blocs, Yugoslavia was rather noticeable among the UN members due to its participation in peacekeeping missions, thus giving a concrete contribution to peacekeeping in the world. In the changed international circumstances after the Cold War, the nature of conflicts in the world has largely changed (the focus of conflicts has been transferred from intercountry to a level of intracountry conflicts), and the way of their resolution, as well. Following the tradition of participation in the UN peacekeeping operations, our country gives a significant contribution to contemporary multidimensional operations. ; Полазећи од уверења да у савременом свету постоји изузетно висок ниво узајамне зависности држава и региона, односно недељивост безбедности на глобалном нивоу, Република Србија се у свом деловању на спољнополитичком плану залаже за афирмацију концепта кооперативне безбедности. Сматрајући да се развијањем процеса сарадње на билатералном и мултилатералном плану може знатно допринети националној безбедности, залаже се за јачање улоге Уједињених нација као светске организације, добијање статуса чланице Европске уније и активно учешће у програму НАТО "Партнерство за мир", уз став о неутралности земље у односу на постојеће војне савезе. Током претходне деценије (нарочито последњих неколико година) евидентна је експанзија у погледу употребе Војске Србије у мултинационалним операцијама. Уз изузетно повећање броја ангажованих припадника Министарства одбране и Војске Србије, проширен је и оквир деловања – поред мисија Уједињених нација наша земља учествује и у мултинационалним операцијама Европске уније. Као један од оснивача Покрета несврстаних земаља, у условима блоковске поделе света, Југославија је међу чланицама Уједињених нација била веома запажена због свог учешћа у мировним мисијама, чиме је давала конкретан допринос очувању мира у свету. У измењеним међународним околностима након "хладног рата", природа сукоба у свету се битно променила (са међудржавног, тежиште сукоба је померено на ниво унутар држава), а самим тим и начин њиховог решавања. Настављајући традицију учешћа у мировним операцијама Уједињених нација, наша земља даје знатан допринос савременим мултидимензионалним операцијама.

The author examines the functions of Russian voivodas in the town of Nezhin between the mid-17th and early 18th centuries and the role the voivoda administration played in the integration of Ukrainian lands into Russia. The author introduces previously unstudied sources, such as Nezhin voivodas' correspondence with the Little Russia Prikaz and economic documents drawn up in the local office. He demonstrates that, in terms of the Ukrainian population, Nezhin voivodas had neither administrative nor legal power: their functions were limited to the taxation of Nezhin burghers and peasants (between 1666 and 1668). In legal cases where one of the parties was represented by Cossacks or townspeople and the other by military men of the garrison, voivodas judged them together with Nezhin regimental officers and communal authorities. The author states that only in certain cases could voivodas arrest Ukrainian Cossacks, burghers, and peasants accused of treason against the tsar. The author focuses on voivodas' functions in the administration of the military garrison: they led the defence of the castle during sieges, prevented service people from escaping the town, and maintained the town fortifications in peace and wartime. Together with their military duties, voivodas managed the local office, dealt with the return of runaway serfs to their owners, and reported sensitive information that concerned the state of affairs in the Polish-Lithuanian Commonwealth and Right-bank Ukraine to Moscow. Moreover, the voivodas also had to handle a number of economic issues, like purchasing grain for the garrison, supporting its activity, and controlling the distribution of income received by the tavern. ; Исследуется вопрос о функциях российских воевод в г. Нежине в середине XVII – начале XVIII в., который связан с решением проблемы значения воеводского управления в рамках процесса интеграции украинских земель в состав России. Автором введены в научный оборот новые источники, в том числе переписка нежинских воевод с Малороссийским приказом и хозяйственные документы, составленные в съезжей избе. Выявлено, что в отношении украинского населения нежинские воеводы были лишены не только административных, но и судебных полномочий, и их функции сводились к взиманию налогов с нежинских мещан и селян (с 1666 по 1668 г.). Если в качестве одной из сторон судебного разбирательства выступали казаки или мещане, а с другой – «ратные люди» гарнизона, то такие дела разбирались при участии полковой старшины и городового магистрата. Как отмечает автор, воеводы только в отдельных случаях могли подвергать аресту украинских казаков, мещан и селян, обвинявшихся в измене царю. Подробно рассмотрены функции воевод, связанные с военным руководством гарнизоном «ратных людей»: они возглавляли оборону замка во время осад, боролись с побегами служилых людей из города, следили за состоянием городских укреплений в мирное и военное время. Наряду с военными полномочиями, воеводы осуществляли руководство съезжей избой, разбирали дела о возврате беглых крепостных крестьян прежним владельцам и докладывали в Москву о собранных агентурных сведениях, касающихся положения дел в Речи Посполитой и на Правобережной Украине. Притом воеводы должны были также решать ряд хозяйственных вопросов, в том числе покупки хлеба для гарнизона, обеспечения его деятельности и распределения дохода, полученного от кружечного двора.

Der Transkaukasus verwandelt sich nach Ansicht des Autors in zunehmendem Maße in eine strategische Einflußzone der USA und der Nato, mit deren Unterstützung die Türkei immer stärkere Ansprüche auf den Status einer regionalen Supermacht erhebt. Insbesondere Aserbeidschan und Georgien zeigen Interesse an einer stärkeren Integration in die Nato-Strukturen. Der Verfasser beschreibt detailliert die im Rahmen des "Partnerschaft für den Frieden"-Programms stattfindende Kooperation zwischen den transkaukasischen Staaten und der Nato und fragt nach den geostrategischen Folgen dieser Patnerschaft für Rußland. Wenngleich sich der Autor nicht grundsätzlich gegen eine Kooperation der transkaukasischen Länder mit der westlichen Verteidigungsgemeinschaft ausspricht, fordert er doch die Wahrung der geopolitischen Interesen Rußlands in dieser Region. Seit der beginnenden Entspannung zwischen Ost und West strebt Rußland eine konsequente Demilitarisierung seiner Beziehungen zum Westen an. Der Weg dahin ist überschattet von beständigen Diskussionen um die Osterweiterung der NATO. In vorliegendem Beitrag werden sowohl die Gründe als auch die treibenden Kräfte dafür hinterfragt. Die Interessen der NATO und das russische Interesse an der Einbindung in das westliche Verteidigungssystem werden erörtert und der Weg zu einer gleichberechtigter Partnerschaft skizziert. Bis dahin werden noch zahlreiche Konsultationen notwendig sein, die vor allem im Rahmen der "Partnerschaft für den Frieden" durchgeführt werden können und bei denen die OSZE eine Schlüsselrolle innehaben muß. In der im November 1993 geführten Diskussion wird die Notwendigkeit eines Neubeginns der Beziehungen Rußlands zu den ehemaligen Verbündeten des Ostblocks charakterisiert. Außenminister Kozyrev hebt im ersten Beitrag dabei u.a. die Bestrebungen nach einer Einbindung auch Rußlands in die NATO-Aktivitäten hervor. Zwiespältig scheinen die Haltung und das Interesse der osteuropäischen Staaten gegenüber Rußland zu sein; es ergeben sich Probleme im Bereich der Sicherheit und der regionalen wirtschaftlichen Zusammenarbeit, aber auch auf dem geistig-kulturellen Sektor. Ebenfalls zur Diskussion geladen war der Metropolit von Rußland, der einmal die Bedeutung der russischen Kirche für die Beziehungen zu Osteuropa unterstreicht, vor allem aber Rußland als historisch gewachsene Macht vor "blinder Integration" in die westliche Welt warnt. The article focuses on the transformation of the European Union's policy in the South Caucasus after the NagornoKarabakh war of 2020. Before the war, the foreign and security policy in the region had depended on the OSCE Minsk Group, Georgia's role in the Russian-Georgian confrontation, and the Eastern Partnership program for the South Caucasus. After Azerbaijan won the Nagorno-Karabakh war with Turkey's support, the previous line of policy stopped being effective. It failed to unite the countries of the South Caucasus, to remove the Russian Federation from the region, and to make the European Union a real mediator in the conflict zone. The democratization of the local political regimes also failed, despite the proEuropean position of Georgia and the velvet revolution in Armenia. As a result of the Armenian-Azerbaijani war of 2020, Russian and Turkish troops entered the South Caucasus, and Russia, Turkey, and Iran started acting as peace mediators. The European Union failed to strengthen the role of the OSCE Minsk Group and the mechanisms of the Eastern Partnership in the region. Ever since 2020, it has been trying to develop a common policy for all ethnic and inter-confessional conflicts in the postSoviet space. The European Union keeps failing in its competition and partnership with Russia, while Turkey is getting more active and independent in the region. Thus, the European Union will have to develop a new model of influence in the South Caucasus and the whole post-Soviet space. In the current global confrontation, it is very important to find an international actor able and willing to interact with all parties. The European Union seems to be the one, and its actions in resolving regional conflicts require a detailed research. ; Статья посвящена трансформации политики Европейского союза на Южном Кавказе после карабахской войны 2020 г. Военная победа Азербайджана, одержанная при турецкой поддержке, привела к тому, что линия общей внешней политики и политики безопасности в регионе (основанная на участии в Минской группе ОБСЕ по армяноазербайджанскому конфликту, поддержке Грузии в российско-грузинском конфликте, программе «Восточного партнерства» для всех стран Южного Кавказа) оказалась малоэффективной. Не удалось выстроить модель сближения между странами Южного Кавказа, вытеснить из региона Российскую Федерацию, стать реальным посредником в конфликтных зонах. Даже процесс демократизации политических режимов в полной мере не получился ни в одной из стран региона, несмотря на однозначно проевропейскую позицию Грузии и «бархатную» революцию в Армении. Армяно-азербайджанская война 2020 г. привела к появлению российских и турецких войск на Южном Кавказе, миротворческому процессу, основанному на активном посредничестве России, Турции и Ирана. Попытки ЕС усилить роль Минской группы ОБСЕ и механизмов «Восточного партнерства» пока не дают никаких результатов, кроме дипломатических. Принципиальными проблемами для всего комплекса европейской политики с 2020 г. являются формирование общей политики в отношении всех этноконфессиональных конфликтов на постсоветском пространстве, конкуренция и партнерство в этих вопросах с Россией, усиление активности и самостоятельности в данных вопросах Турции. Таким образом, Европейскому союзу предстоит выработать новую модель влияния на Южном Кавказе и постсоветском пространстве в целом. В условиях складывающегося глобального противостояния очень важны те международные факторы, которые способны и готовы взаимодействовать со всеми сторонами. Европейский союз представляется именно таким фактором, что требует активного изучения его действий в решении региональных конфликтов.

This article examines the itineraries of Margaret of Valois (1553–1615), Queen of Navarre, during her stay in the south of France between the late 1570s and early 1580s, which coincided with the crucial phase of the Religious Wars between Catholics and Huguenots. The main source for the study of these itineraries are the letters of Queen Margaret from the National Library of Russia, which make part of the collection of Peter Dubrovsky. The article traces the history of letters of the Queen of Navarre in St Petersburg, and it is suggested that the carton of the documents (Autograph 57) is part of the personal archive of State Secretary Villeroy. The author also analyses new data on the princess' itineraries during her childhood, based on the new electronic database, as well as the historiography of the question of her movement, which makes it possible to understand the place of the St Petersburg autographs in the reconstruction of Margaret's unknown itineraries in 1579–1582.Most of Margaret's letters were written in territories ruled by Henry of Navarre, in Guyenne and Gascony and Navarre and represent an array of 32 documents of great importance, which help determine exactly where the Queen went to, indicate the trajectory of her movement, specify the duration of her stays in particular localities, and respectively, suggest possible delivery times for letters to recipients, mainly to her brother Henry III and her mother, Catherine de' Medici. The study of Margaret's messages from the point of view of her itineraries also helps place them in the historical context of religious and political events of the Civil Wars period in France, identify the details of the peacemaking role of the Queen in the south of the country, as well as understand the mechanisms for the implementation of peace treaties and decisions by the opposing parties. ; В статье исследуются итинерарии Маргариты де Валуа (1553–1615), королевы Наварры, в период ее пребывания на юге Франции в конце 1570-х — начале 1580-х гг., совпавшего с разгаром Религиозных войн между католиками и гугенотами. Основным источником для исследования этих итинерариев стали письма Маргариты из Российской национальной библиотеки, которые хранятся в составе коллекции П. П. Дубровского. Прослеживается история массива писем королевы Наваррской в Санкт-Петербурге и высказывается предположение, что картон с документами (Автограф 57) представляет собой часть делового архива государственного секретаря Виллеруа. Также анализируются новые данные итинерариев принцессы в детские годы на основе электронной базы данных, равно как историография вопроса ее перемещений, что позволяет понять место петербургских автографов при реконструкции неизвестных итинерариев Маргариты в 1579–1582 гг.Большая часть этих посланий составлена во владениях мужа Маргариты, Генриха Наваррского, Гиени-Гаскони и Наварре, и представляет собой цельный массив из 32 документов большой значимости, которые позволяют определить, где именно находилась королева, проследить траекторию ее перемещений, уточнить период пребывания в конкретном населенном пункте, соответственно, предположить возможные сроки доставки писем адресатам — главным образом, ее брату Генриху III и матери, Екатерине Медичи. Изучение посланий Маргариты с точки зрения ее итинерариев позволяет поместить их в широкий контекст религиозно-политических событий эпохи Гражданских войн во Франции и обозначить миротворческую роль королевы на юге страны, равно как понять механизмы реализации мирных договоров и решений враждующими сторонами.

With the signing in 1921 of the Riga Peace Treaty between Poland and the RSFSR, the political leadership of the UPR had no reason to hope for Warsaw's active support in the fight against Bolshevism. Being trapped in difficult conditions of internment in Polish camps, Ukrainian soldiers needed psychological support and communication, and these tasks were fulfilled by the camp periodicals. Some of these magazines were literary and literary-humorous. The article based on an analysis of the works of Polish and Ukrainian researchers of the given period, as well as a corpus of archival sources provide a qualitative and quantitative description of the periodicals published in the camps in 1921–1923. The journals represent a special type of camp periodicals, since they contain information about various aspects of the daily life of the internees and information about the moral and psychological state of the warriors. In addition, these works are excellent examples of military literary work. The editorial boards of camp newspapers and magazines made a significant contribution to the cause of rallying the interned Ukrainian army and its national-patriotic education. The publishing activities of interned Ukrainian soldiers in the Polish camps is an important source for the study on many aspects of the life of Ukrainian emigration, namely, political, economic, educational, cultural, etc. ; Tematem artykułu jest jakościowa i ilościowa charakterystyka czasopism, wydawanych przez internowanych Ukraińców w polskich obozach w latach 1921–1923. Przebywający w trudnych warunkach oficerowie i żołnierze Armii URL potrzebowali zarówno wsparcia psychicznego, jak i informacji o sytuacji panującej w pozostałych obozach. Zadanie to z powodzeniem wypełniały liczne wydawnictwa ciągłe. Jednym z rodzajów były czasopisma literackie i humorystyczne. Tego typu wydania zawierały utwory literackie, wiersze, opowiadania, sztuki teatralne, wspomnienia żołnierzy, omówienia i recenzje, humoreski, anegdoty i inne. Тютюнника побудило Государственный Центр УНР в экзиле временно отказаться от планов восстановления украинской государственности вооруженным путем. Интернированные солдаты Армии УНР оказались в тяжелых условиях. Инструментом для преодоления деморализации в лагерях стала образовательно-культурная деятельность, одним из основных ключей которой была издательская. Лагерная пресса является отражением тех взглядов и идей, которые были распространены среди интернированных. Издательство газет и журналов стало мощным фактором национально-патриотического единения и мобилизации интернированного воинства под лозунгами возрождения УНР. Кроме этого большое внимание уделялось повышению уровня культуры воинов. В статье анализируется процесс издательства литературных и литературно-юмористических журналов и газет, издаваемых интернированными Армии УНР в лагерях Польши в 1921– 1923 гг. На основе массива архивных источников и специальной литературы приводится информация о тематике публикаций и их авторах, периодичности и места издания, цене, составе редакции. Сделаны выводы об авторитетности издания и отношении к ним самих интернированных. Редколлегии лагерных газет и журналов сделали весомый вклад в дело сплочения интернированного украинского воинства и его национально-патриотического воспитания. Издательская деятельность интернированных украинских воинов в лагерях Польши является важным источником для исследования многих аспектов жизни украинской эмиграции, а именно, политического, экономического, образовательного, культурного и др.

The article is devoted to political cooperation of Thailand with other countries in the region of South-East Asia and with countries in the Asia-Pacific region. An overview of the political role and position of Thailand in the modern era in the Asian region, such as in the region of Southeast Asia, East Asia and Pacific region, the role of other countries in these regions made of the role of regional organizations, especially the role of the Asia-Pacific economic cooperation (APEC) and the Association of Southeast Asian Nations (ASEAN) in the development and strengthening of political cooperation between the member countries of ASEAN and APEC. Particular emphasis is placed on the role, activities and political cooperation of Thailand in ASEAN and APEC. In addition, Thailand has been actively playing its role to improve relations and accelerate its activities in such regional integration associations, such as ASEAN+3, ASEAN+6, ASEAN+8, within the framework of the ASEAN Regional Forum for Security (ARF) and the Bay of Bengal initiative as multi-sectoral technical and economic cooperation (BIMSTEC: cooperation between Thailand with countries in South Asia). Special attention is paid to political relations of Thailand with other countries in the region of Southeast Asia, East Asia and Pacific region in the XXI century, the modern political activities of Thailand in his region and in other regions around the world, especially the political activities, the role and position of Thailand in the world after the events of 11 September 2001 Thailand promotes and supports against terrorism and political cooperation of Thailand with other countries in the world and other regional organizations. Дан обзор политической роли и позиции Таиланда на современном этапе в регионе Юго-Восточной Азии, Восточной Азии и Тихоокеанском регионе в целом, роли других стран в этих указанных регионах и роли региональных организаций, в частности, роль Азиатско-Тихоокеанского экономического сотрудничества (АТЭС) и Ассоциация государств Юго-Восточной Азии (АСЕАН) в развитии и усилении политического сотрудничества между странами членов АСЕАН и АТЭС. Особый акцент сделан на роли Таиланда в деятельности АСЕАН и АТЭС и политическом сотрудничестве в рамках этих организаций. Кроме того, Таиланд активно играет свою роль в деле улучшения отношений и расширяет свою деятельность в таких региональных интеграционных объединениях, как АСЕАН+3, АСЕАН+6, АСЕАН+8, в рамках Регионального Форума АСЕАН по Безопасности (АРФ) и Бенгальского залива как инициативе многосекторального технического и экономического сотрудничества (БИМСТЕК: сотрудничество между Таиландом со странами Южной Азии). Особое внимание уделяется политическим отношениям Таиланда с другими странами в Юго-Восточной Азии, Восточной Азии и Тихоокеанском регионе в XXI веке, современной политической деятельности Таиланда в его регионе и в других регионах по всему миру, роли и позиции Таиланда в мире после событий 11 сентября 2001 г. Таиланд активно с другими странами и другими региональными организациями и оказывает им поддержку в противодействии терроризму. Кроме того, он стремится к борьбе с проблемой международного терроризма и уделяет внимание развитию и сохранению регионального мира и безопасности.

Социальное настроение играет важную роль в формировании общественной атмосферы, оказывая существенное влияние на поведение людей. Составляющим элементом социального настроения является самочувствие, самооценка в обществе и оценка различных аспектов общественной жизни. Социальное настроение как реальное социально-психологическое образование является продуктом духовно-практического освоения мира. Его специфика состоит в том, что оно отражает действительность в соответствии с содержанием ценностей и интересов личности. Social mood plays important role in the formation of the public atmosphere, having an essential effect on the behavior of people. The urgency of a study is caused by the existing need for the comprehension of social mood under the contemporary conditions. The heterogeneity of social mood, caused by different factors, it emphasizes the scientific significance of a study. Social mood can be understood as such element of consciousness, which indicates practical readiness for the action and is direct predecessor and even component of behavior. The individual as well as the specific social group and society as a whole can appear as the subject of social mood. The constituent element of social mood is health, self-appraisal in the society and estimation of different aspects of public life. Social mood as real sociopsychological formation is the product of the spiritual- practical mastery of peace. Its specific character lies in the fact that it reflects reality in accordance with the content of values and interests of personality. The reality, reflected in the social mood, determines the goal-setting activity of personality, setting the critical goals of economic, political, lawful, spiritual and social life.
