Projects on the establishment of world peace in the late Middle Ages were initially marked by religious views on the world. Christian church was the subject of war and peace and it did not make differences among peoples. It had universal aspirations. This dogmatic comprehension will be abandoned by the appearance of national states where the state becomes subject of war and peace. A division among nations appears and the possibility of their mutual recognition. In that way relations among states are being regulated from the point of view of international relations. His basic principle becomes the one of sovereign equality, this could happen after the termination of religious wars which got its peak by Westphalia peace. Starting from Dubois, Podjebrady, Penn, Duke of Silly, via Hobbes, Grotius end Puffendorf, it will be possible to determine how changes in society political systems and way of production influenced the developments of ideas on perpetual peace. The achievements of these thinkers were revolutionary and were still valid. It is worth mentioning the principles of sovereign equality of states, the presence of realism in international relations and the existence of judicial institutions such as the International Court of Justice.
Although it had had some drawbacks, Dayton's Peace Accord was to be a successful one due to the following reasons: Firstly, USA finally realised they had been the crucial factor of war ending in Bosnia and Herzegovina, otherwise their credibility as the great power would be put into question. Secondly, Croatian military operation called 'Oluja' ('Storm') and ruthless bombing of Serbian targets in Bosnia and Herzegovina changed balance of power and created factual fundament for negotiation on territorial division by drawing of future maps on the field. Thirdly, Milošević finally realised Serbs from Bosnia were a primary obstacle toward the lifting of international sanctions and set free isolation. Fourthly, American administration gave a full freedom to the main negotiator Holbrooke to lead the negotiations. Finally, Dayton's Peace Accord managed to ensure the cease of fire, which was the greatest achievement of it. On the other hand, it could not give the answer to the question of the future of Bosnia and Herzegovina either it is in integration or separation. The basic problem which is going to appear during its implementation will include nation building process on the ruins of the war. This is because the above mentioned process is influenced by domestic political forces, considerations and dilemmas besides strong international civic and military presence. In this point coercive diplomacy has proven to be unsuccessful. It might be rung off.
In this paper the author points out to the importance of main organizations for establishing of international peace and security. They are the following: League of Nations, United Nations, Organizations of European Security and Co-operation, Conference of European Security and Co-operation, European Council, West European Union and NATO. Until the end of the Cold war, the universal organizations have played primordial role, but after the mentioned period the regional ones took the lead. The reason lies in the shift in balance of power - from bipolar to unipolar. The League of Nations and CESC can be observed from the historic perspective. NATO and UN played a crucial role during the internationalization of Kosovo issue and the act of intervention itself. NATO demonstrated its power and proved in the absence of real balance of power, la force l'emporte sur le droit. On the other hand, UN had passed several resolutions that condemned violence in Kosovo and Metohia (1160, 1199 and 1203 - all passed in 1998). During 1999 Security Council had passed a famous Resolution 1244, by which it was decided a civic and military mission should be established in Kosovo and Metohia - UNMIK and KFOR KFOR dealt with security issues in order to ensure the respect of it to all nationalities in Kosovo and Metohia. UNMIK set a very ambitious task lying ahead trying to establish standards before the future status. Realizing that it would be impossible to reach the standards, UNMIK started with the policy of status determination without standards establishing. The outcome of such policy is Ahtissari's Plan for supervised Independence of Kosovo, and finally the Declaration of Self-proclaimed Independence of Kosovo. We are also witnessing the transfer of horizontal and vertical effective state authorizations to the mentioned international organizations, bearing in mind problems it encounters. NATO deals with security issues, but European Union being unable to deal with such tasks (ESDP policy is to be as attempt), is more concentrated on economic issues.
In this paper, the author analyzes the key stages in the development of the Republic of Srpska, since its formation in 9 January 1992. In this context, it elaborates the process of genesis of the Republic of Srpska, its international verification by the Dayton Peace Agreement, post-conflict consolidation as a process of trial of the constitutional reform in Bosnia and Herzegovina that would redistribute responsibilities between the entity and state authorities. However, the paper points out that the Republic of Serbian unquestionable categories and that the current attempt by the U.S. and the EU for the amendment of the Constitution of Bosnia and Herzegovina did not imply denial of two-entity structure of the state. In the future, how would you rate the author will attempt leading actors in world politics to redesign the institutional framework at the level of Bosnia and Herzegovina, as well as to strengthening its negotiating capacity to assume the obligations related to membership of the European Union and the North Atlantic Treaty Organization.
Yugoslav programme made Serbia eliminate the idea of Great Serbia. By the combination of subsequent events, Russia's withdrawal from the war, and political decisions, Versailles peace conference, such idea would be hardly achieved. Regarding Yugoslav programme 'The allies were not delighted too much about the perspective which would be borne by this plan achievement. They had not even been delighted by the idea of Habsburgs Monarchy overthrow so that they did not approve it until the middle of 1918'. Nevertheless, it may be concluded that the basis of the idea of Great Serbia in the warrior period 1914-1918 makes the 'Annexation of all those areas which were Serbian from ethnical point of view. Parts of Austria-Hungary (Bosnia and Herzegovina, part of southern Adriatic coast, part of Banat, Srem, Bačka, and Slavonia) were primarily in question; later on it is diminished only to Bosnia and Herzegovina and part of the coast, but it is enlarged by annexation of Montenegro'. By combination of historical events, and influence of public and secret centres of world power it was not realized; the creation called The Kingdom of Serbs Croats and Slovenians, that is The Kingdom of Yugoslavia later on was created, where disintegrative factors overcame integrative ones, and the idea of Great Serbia remained any further actual with some political forces inside Serbian people as the unification of all ethnical Serbian areas within Yugoslavia.
Corruption is a complex social, political and economic phenomenon, affecting the society on the whole. It undermines democratic institutions, decelerates the economic development, and contributes to the destabilization of the society. All spheres of the society may be affected by corruption, and numerous studies have showed that the defense and security sector is among the sectors which are the most susceptible to corruption. Fight against corruption is a true necessity of any democratic society and it is, at the same time, a prerequisite of reform changes, and building of transparent and accountable institutions. That is why the fight against corruption and the integrity building in the defense sector have found their place within NATO and partner countries. For these reasons, NATO partnership program has been developed, aiming to find optimal models of building the integrity and defense institutions, with reducing the corruption to minimum, and of maintaining or increasing the efficiency and the effectiveness of collective security.
The authors of this paper offer an overview and analysis of the rise and fall of the liberal international order that emerged after the end of the Cold War and along with the rising power of the United States. The foreign policy agenda of the post-Cold War sole superpower was guided by the idea of creating a global order based on the ideology of liberalism, which incorporates theories of liberal peace, democratic peace and neoliberal institutionalism. The establishment of a liberal order has been accompanied by numerous political, social, economic and security crises. The current era is characterized by the rise of the relative power of global actors, primarily China and Russia, as the main challengers to the world domination of the United States, geopolitical revisionism and ideological struggle around the world. The authors of this paper use the dialectic of political mechanics as a method that relies on the teachings of Friedrich Hegel on the dialectic of history and Carl Schmitt on the phenomenon of the political. The authors advocate the view that the political field "permanently pulsates", which, in everything that is social and political, necessarily creates action and reaction.
United States participation in international politics during the period between the two world wars, come not only from the general and often declarative interest in peace, but was also a consequence of extremely rapid expansion of their foreign trade and overseas capital investments. It was a period of intense financial diplomacy, when efforts to maintain the gold standard, to determine the amount of reparations and the manner of payment of war debts, brought confusion not only in relations between victors and vanquished, but also in relations between the United States and its former European allies. Abandonment of the gold standard and the creation of the tripartite agreement between the United States, Britain and France, in the 1936, was a milestone in the development of international monetary cooperation and the role of United States in international economic relations. .
Nowadays, there are divided opinions in Bosnia and Herzegovina when it comes to further mandate of the OHR and the institution of the High Representative. However, the e nd of the mandate of the High Representative is realistically expected in the near future. The need to abolish the office of the OHR and the institution of the High Representative has been mentioned increasingly in Bosnia and Herzegovina, especially in the Republic of Srpska. The reasons for the abolition of the function of the High Representative are different between the entities in Bosnia and Herzegovina as well as among its constitutive peoples. The authority of the High Representative has been increasingly questioned.It is on that basis that questions arise more frequently whether his (High Representative) legal acts will be valid, in particular individual decisions, such as deprivation of certain rights to citizens, the right to work, political action and passive right to vote. Representatives of the international community are worried that the interested domestic political circles could set a thesis (and be successful at it) that all acts of the High Representative will cease to apply at the moment when Annex X of the General Framework Agreement for Peace in Bosnia and Herzegovina is ended.A number of imposed laws not yet adopted by the local legislator himself, in the event of cancellation, would actually return BiH to the original competences under the Constitution BiH, as the legal consequence. The institution of the High Representative was set up by Annex X (Agreement on Civilian Implementation of the Peaceful Solution) of the General Framework Agreement for Peace in Bosnia and Herzegovina.Simultaneously, bearing in mind these facts, legally speaking, Bosnia and Herzegovina can not be classified into any known form of international dependence, however, the objective situation is such that Bosnia and Herzegovina with the powers vested in the High Representative and the actions that he is taking, can be considered a state with a specific form of international dependence and a special form of guardianship.

Uspostavljanje tzv. globalnog liberalnog poretka dosada je bilo praćeno brojnim političkim, socijalnim, ekonomskim i bezbednosnim krizama, a trenutnu eru međunarodnih odnosa odlikuju uspon relativne moći "neliberalnih" globalnih aktera, pre svega Kine i Rusije, kao glavnih izazivača svetske dominacije Sjedinjenih Američkih Država, te geopolitički revizionizam i ideološka konfrontacija liberalnih i antiliberalnih snaga širom sveta. The war in Kosovo and Metohia was the result of a decade long tensions between ethnic Serbs and Albanians. It was led from the air in order to avoid more potential victims in case of land invasion. The end of war was the result of mutual concessions: from NATO side and the Serbian one. The sovereignty of FRY was not put into question, but a great autonomy of Kosovo was predicted including the possibility of independence acquisition (secession). The Resolution 1244 was not abolished, but it was being derogated in order to prepare the fundament of Kosovo independence. Serbian military-security forces were withdrawn from the territory of Kosovo and Metohia. NATO intervention was not legal from the point of view of international law, but it subordinated sovereignty to human rights. Intervention was justified in cases of humanitarian need. Event though humanitarian need (catastrophe) is taken as the basis for the intervention, the example of such kind could not be found in the past. So, Kosovo cases were qualified as sui generis one. Thus, the war in Kosovo became an example to be followed in the future, and an unresolved situation may become the threat to the peace and security in the surrounding countries. Democratic countries give themselves the right to interfere and intervene into internal affairs of others differently from the autocratic ones, which was supposed to be neither correct nor consistent. Kosovo conflict and war rattled global power structure, especially with China and Russia as new challengers of the USA power. Both countries are trying hard to reach USA, but they are still in transition with unstable financial systems, migrations and unresolved system of social protection. Regarding Kosovo conflict and war, they engaged themselves rather indirectly than directly. As Security Council permanent members they were voting against the independence of Kosovo, but did not involve themselves into the war directly. Kosovo war showed how China is backward regarding war technique, and Russia regarding financial engagement. In addition, China expected membership in WTO, and Russia a great financial assistance. Russia engaged in negotiations via the Contact Group. With the arrival of Putin, Russia could not engage in Balkan more militarily but only commercially due to the fact most Balkan countries entered NATO or Partnership for Peace Programme. Internal cohesion of Russia with centralistic governance was reinforced, and ethnic tensions were calmed down. The perspective of Russia is United Nations and commerce through pipeline.
In this paper, we tried to analyze the consequences of the transitional process in the societies of the South-West Balkan, primarily on the example of Serbia. The indicators that we have found by the research clearly speak in favor of the fact that the transition is the cause of peripheralization of these societies. Citizens who entered the transitional processes with hope - imagining them as the accomplishment of the best European values - soon were convinced that the transition is only another manner to place these countries in the position to be exploited by multinational capital and developed, 'old' member of the EU, as well as to serve for squaring accounts in geopolitical games of the creators of the 'new world order'. In the case of the countries of the Western Balkan, the transition had the characteristic that, among other things, it was performed in conditions of political violence: destruction of the joint state of Yugoslavia, civil and religious war in Croatia and Bosnia and Herzegovina, aggression of NATO to the Federal Republic of Yugoslavia, destabilization of Serbia through the attempt of Kosovo secession, etc., therefore, in the conditions that were extremely antihistorical. While the Europe was uniting, the Balkan was disintegrating. At least two out of the three 'ideas that conquered the world' (Mandelbaum) have been violated: the peace and the democracy. Free market in the conditions when there was no peace and regarding democratically insufficiently consolidated societies could not bring their progress, but on the contrary, as we established, only regression. That is the reason why the destroyed and collided South-Balkan societies, contrary to the European vow of their political elites, are today de facto much further from the European aspirations than they were quarter of the century ago. With their policy, the countries of the West have contributed to De- Europeanization of the South-West Balkan and strengthening of the Euroscepticism with citizens of those countries that still have not joined the EU, like Serbia. In fact, the citizens of Serbia can hardly recognize in the policy of the EU those values that have been usually considered European and which we mentioned at the beginning of this paper.
The new security paradigm of the modern world, created in 1990s, led to a security organization of a number of countries of the former Soviet bloc. Also evolving, at varying pace, was the contractual relationship of collective security, which, due to the escalation of activities of extremist groups on the territory of Central Asia, the deterioration of Russia-NATO relations, as well as the emergence of the US military bases in the region, resulted in a decision to form the Collective Security Treaty Organization (CSTO) in 2002. The basic declared purpose of the organization is a desire of the signatory countries to increase the effectiveness of their cooperation in the field of security. Established as a typical military alliance with characteristics of multifunctional organization for securing peace, CSTO aspires to the role of a regional leading organization in the field of security cooperation, with many open questions concerning its functioning and future development. Whether the new security organization raises the level of collective security of its associate member countries, and whether the said organization contributes to the security of the region and the world, only time ahead will tell.
Shanghai Cooperation Organization was founded in 2001 under a Declaration signed by the leaders of five independent states from the territory of former Soviet Union and the President of the People's Republic of China. The Charter, adopted by the organization's member states as their basic document, emphasizes their commitment to strengthen their mutual trust and good-neighborliness and friendly cooperation; to keep and maintain the peace, stability and security of the region; as well as to fight together against all forms of terrorism, separatism and extremism. Although there are significant differences between the member states in almost all matters of social and governmental organization, over its ten-year existence the Shanghai Cooperation Organization has proved its vitality and has become respectable entity not only of the regional but also of international cooperation on the whole. In recent years all main actors of contemporary international relations have tried to establish and develop the cooperation with this important intergovernmental association. What the further development of the Shanghai Cooperation Organization will be like and where the organization will be positioned within the future world order is difficult to be definitely determined. Apart from the role of the two leading states of this organization - Russia and China, its eventual position will be greatly influenced by other major international factors as well, which, in the era of unstable energy and other forms of security, find the area of Central Asia ever more significant and attractive.
Ova teza treba da istraži vezu između motiva, ciljeva i principa kanadske spoljno-političke agende, u odnosu na njen učinak na području očuvanja i izgradnje mira na Zapadnom Balkanu. Vremenski opseg obuhvata period od 1991. do 1999.godine. U vezi sa pojašnjenjem ovog pitanja, posebno se elaborira idejna osnova te spoljno-političke agende, zatim njeno formiranje kroz viziju međunarodne pozicije Kanade u međunarodnoj politici i na kraju kontekstualizacija te vizije u spoljno-političku misiju Kanade u regiji Zapadnog Balkana. Teza na teorijskom nivou uključuje istraživanje savremenih trendova u oblasti bezbjednosti, uticaja ideja na spoljnu politiku, proces kreiranja i realizacije spoljno-politikih strategija kao i istraživanje učinka spoljno-političkih akcija u kontekstu očuvanja i izgradnje mira. Naučni cilj ovog istraživanja je evaluacija učinka onog dijela kanadske agende ljudske bezbjednosti koji se odnosi na učešće u međunarodnim mirovnim misijama na Zapadnom Balkanu tokom devedesetih godina prošlog vijeka. Teza se zasniva na činjenici da kanadski pristup i doprinos regionalnoj bezbjednosti, posmatran iz ugla teorijskog pravca ljudske bezbjednosti, u regiji Zapadnog Balkana nije dovoljno istražen na naučnoj osnovi. To se posebno odnosi na učinak kanadskih snaga u okviru međunarodnih mirovnih misija u Hrvatskoj, BiH i na Kosovu, u odnosu na kanadsku agendu ljudske bezbjednosti. Naučni doprinos ovog rada bio bi u naučnoj sintezi međunarodno afirmisane agende ljudske bezbjednosti i njenoj kontekstualnoj primjeni kroz djelovanje kanadske mirovne misije u Regiji. Društveni doprinos ovog rada ogleda se u činjenici da se na temeljan način skreće pažnja stručnoj javnosti na kanadski doprinos izgradnji mira na Zapadnom Balkanu, na osnovama liberalnog internacionalizma. ; This thesis aims to explore the links among the motives, purposes and principles of the Canadian foreign policy agenda, with respect to its impact in the field of preserving and building peace in the Western Balkans. The timeframe covers the period from 1991 to1999. With regards to the clarification of this issue, particularly elaborated is the conceptual basis for this foreign policy agenda, then its shaping through the vision of the international position of Canada in the global politics and finally the contextualization of this vision into the Canadian foreign policy mission in the Western Balkans. On a theoretical level, the thesis includes the research into contemporary trends in the field of security, the impact of ideas on foreign policy, the development and implementation of foreign policy strategy, and it also explores the impact of foreign policy actions in the context of preserving and building peace. The scientific objective of this research is appraisal of the effect of that part of Canadian human security agenda relating to participation in international peacekeeping missions in the Western Balkans during the nineteen nineties. The thesis is based on the fact that the Canadian approach and contribution to regional security, observed from the perspective of the theoretical line of human security in the Western Balkans region has not been sufficiently explored from the scientific point of view. This is especially true of the effect of the Canadian troops in the international peacekeeping missions in Croatia, Bosnia and Herzegovina and in Kosovo, in relation to the Canadian human security agenda. Scientific contribution of this work would be in the scientific synthesis of the internationally-established human security agenda and its application through contextual actions of Canadian peacekeeping mission in the region. The social contribution of this work is reflected in the fact that the attention is drawn to the expert public in a fundamental way to the Canadian contribution towards peacebuilding in the Western Balkans, on the bases of liberal internationalism.
