This thesis addresses the puzzle of heterogeneous trends in paramilitary violence in the two Colombian regions since the beginning of DDR process in 2003. The usual explanations derived from political conflict theories are improved with insights from organized crime research. The author argues that the occasional escalation of post DDR paramilitary violence at sub-regional level cannot be explained with the weakness of the state argument. In order to support this claim, the paper demonstrates the counter intuitive evidence that paramilitary violence correlates positively with the incidence of the state repressive intervention against paramilitary groups. More specifically, the paper finds that the paramilitaries challenged by the state use more violence either as a way of substituting their non-violent resources most affected by law enforcement activities, or in response to crackdown-related intensification of predatory tendencies within their respective organizations. Implications for future conflict resolution of Colombian Civil War are considered.

L'immigrazione dalla nascita degli Stati-nazione e dall'imposizione delle frontiere, non è solo una questione di movimenti della popolazione, è un meccanismo complesso in cui intervengono gli Stati riceventi, le politiche di categorizzazione, le politiche di immigrazione, quelle di asilo, la gestione delle frontiere esterne (Commissione Europea, 2019), le reazioni delle società nei confronti nuovi arrivati, i Paesi di origine e gli stessi migranti (Ambrosini, 2011). Il percorso appena delucidato prende il nome di National-Building Process (Zanfrini, 2016, 7) frutto delle scelte politiche-istituzionali di ogni Paese che ne definisce le peculiarità ideologiche. Tutti gli Stati, europei e non, ad oggi, adottano una politica di contrasto delle frontiere in ragione della crescente domanda di mobilità; questa situazione ha portato alla nascita di un'economia di frontiera che ha generato meccanismi di sbarchi illegali, falsificazione dei documenti, attraversamenti marittimi, matrimoni combinati ed ingressi nei Paesi con visti turistici utilizzati con l'intento di poter sfuggire poi alla legge. Tutti questi meccanismi aumentano la complessità del fenomeno. In letteratura sono stati presi in analisi diversi fattori per studiare i flussi migratori, primo fra tutti il fattore economico (Bertolini, Pistoresi, Zaghi, 2006, 30) sulla base di studi principalmente econometrici, a seguire, il mercato del lavoro, la relazione tra i Paesi, il ricongiungimento e la regolazione politica (Commissione Europea, 2019). La regolazione politica delle migrazioni non sembra essere un fattore di spinta con il quale spiegare il fenomeno migratorio (assimilabile principalmente ai fattori di tipo economico), ma al contrario sembra essere un fattore di attrazione verso uno o l'altro Paese. Il fattore politico, secondo Ambrosini, spiega le modalità delle migrazioni, l'orientamento verso un Paese apparentemente più accessibile ma non la scelta stessa di partire. Un confronto fra Scuole di Architettura richiede una preliminare analisi del contesto politico, economico e sociale al cui interno si collocano ordinamenti, didattica e progetti. Analisi necessaria per valutare adeguate sperimentazioni didattiche, come quella qui presentata nell'ambito delle discipline della Tecnologia dell'Architettura, particolarmente attente alla qualità progettuale, alla sintesi del passaggio dell'edilizia a 'industria 4.0 e dei nuovi bisogni espressi dalla società. Le prime positive risultanze delineano possibili strade percorribili auspicabilmente con una maggiore e più adeguata disponibilità di risorse per l'Università. ; A comparison between Schools of Architecture requires a preliminary analysis of the political, economic and social contexts within which systems, education and projects are placed. Analysis is necessary to evaluate suitable educational experiments, such as the one presented here in the fields of Architectural Technology, particularly attentive to the quality of the project, to the essential understanding of the construction sector's transition to 'industry 4.0' and the new needs expressed by society. The first positive results outline possible paths that could be hoped for with a greater and more adequate availability of resources to Universities.

The continued use of existing structures is of great importance because the built environment is a huge economic and political asset, growing larger every year. The assessment of existing structures is now a major engineering task. The structural engineer is increasingly called upon to devise ways for extending the life of structures whilst observing tight cost constraints, so obsolescence analysis is fundamental in the process of life extending. It is fundamental to establish principles for the assessment of existing structures, since it is a process based on an approach which is obviously different from designing new structure. Moreover, the process of assessment requires knowledge beyond the scope of design codes. Engineers may apply specific methods for assessment in order to save structures and to reduce a client's expenditure. The ultimate goal is to limit the interventions to the minimum needed and to consider the various solutions, such as refurbishment, adaptive reuse or demolition; those goals are clearly in agreement with the principles of sustainable development. Moreover, it is worth noticing that demolition is not the only possible solution. This document is intended as an example of principals and procedures for the obsolescence analysis and the assessment of aging structure. Various concepts are introduced and studied in this research: useful life, physical life and target life, which are compared each other. Moreover, various practical examples are carried on, dealing with the case study. The aim of this research, that was developed in collaboration with OTH – Ostbayerische Technische Hochschule of Regensburg and with a meeting at the Klokner Institute - Czech Technical University of Prague, is based on the study and applications of the ISO 13822 (Bases for design of structures), ISO 2394 (General principles on reliability for structures) and on the analysis of Eurocode 8 (Seismic design of buildings). The basis for reliability assessment is contained in the performance requirements for safety and serviceability of ISO 2394. This Standard enables the possibility to regulate, verify and document the adequate safe performance of structures, and also to consider them in a broader sense as part of societal systems; it provides approaches at three levels, namely: risk informed, reliability based and semi-probabilistic approach. The methodical basis for this edition of the ISO 2394 is described in JCSS (2008), JCSS (2001) and EN 1990 (2007). The building of Scuola Rossini (Firenze) is an adequate case study, since it is an aging and obsolete building; it was subjected to the earthquake of 1919, whose epicentre was in Mugello, and to a flood in 1966. The mentioned structure is affected by several decay phenomena that occurred during the years, because of ordinary and extraordinary causes. The goal of the surveys which were conducted on the structure is to understand how and why the deterioration phenomena were originated. Furthermore, the case study is a significant example since its structure is a mixture between masonry and reinforced concrete frames. Since masonry structures constitute a huge part of the buildings heritage, their assessment is an important engineering task nowadays, and it requires the application of sophisticated analysis methods, based on national building codes and on International Standards. Since the masonry behaves according to a set of specific macro-elements, namely of rigid-bodies, the structural analysis mainly concerns the identification of these macro-elements and the related failure mechanisms activated by specific actions, such as earthquakes. Seismic and kinematic analysis were done on the building. Dealing with seismic and seismic vulnerability too, this research was focused on the seismicity of Firenze: the European requirements are analysed together with the Italian ones; the attenuation laws depending on intensity and acceleration are studied too, and a practical example is provided. The seismic and kinematic analysis bring to a complete picture of the case study, and the seismic risk indexes are provided and discussed too. The study is organized in accordance with a step-by-step procedure, such as the flow chart of the ISO 13822 suggests: in the first step the preliminary assessment was performed, considering the available documentation and results from inspection and check; the following step concerns a more detailed appraisal, in which the structural analysis is carried out.

Gli ultimi quindici anni sono stati caratterizzati in tutto il mondo occidentale - e non solo - da una grande spinta alla costruzione di nuove biblioteche, soprattutto pubbliche, ma anche universitarie e di altre tipologie, o alla ristrutturazione di edifici storici allo scopo di garantire sedi più ampie a biblioteche preesistenti o a biblioteche di nuova istituzione. Le pagine delle riviste professionali - anche italiane - ormai non mancano di dedicare ad ogni numero spazi sempre più ampi alle nuove realizzazioni bibliotecarie, alle loro innovazioni biblioteconomiche, ai loro successi in termini di pubblico, alla bellezza delle loro linee architettoniche, alla gradevolezza degli interni. Questa tendenza, che si è andata confermando anche negli ultimissimi anni, contribuisce a rassicurare i bibliotecari sul fatto che, nonostante la "convergenza al digitale" dei contenuti informativi e la virtualizzazione dei servizi, le biblioteche continuano ad essere considerate essenziali per l'armonioso sviluppo di una comunità e non c'è alcun rischio di una loro scomparsa o marginalizzazione. In questa convinzione risiede probabilmente una parte di verità. D'altra parte, non si può fare a meno di sottolineare che la maggior parte degli interventi architettonici che hanno riguardato le biblioteche sono inserite all'interno di progetti urbanistici più ampi e sono spesso il risultato di una felice coincidenza tra politiche nazionali e iniziative locali e tra politiche sociali e urbanistiche generali e scelte più strettamente culturali e bibliotecarie. In sostanza, il fervore di realizzazione di nuove biblioteche che si è registrato negli ultimi anni matura, più che all'interno di un rinnovato interesse per le biblioteche, all'interno del tentativo delle città - grandi soprattutto, ma anche medio-piccole - di ridare vitalità agli spazi pubblici, riconquistando quella parte dei cittadini ormai inevitabilmente attratta dagli spazi privati e dalle cittadelle dello shopping, facendo appello in alcuni casi a un'idea del tutto teorica della biblioteca. I governi cittadini, soprattutto in quelle città la cui economia è fondata sui flussi, sono fortemente impegnati nel cercare di attirare nuovamente i residenti e le diverse categorie di popolazioni in movimento nei centri storici o nei nodi urbanistici rivitalizzati, anche puntando su architetture innovative e spettacolari. È essenziale che biblioteche e bibliotecari non si lascino sfuggire questa occasione e confermino, giorno dopo giorno, a cittadini e amministratori la bontà della scelta di costruire una biblioteca piuttosto che, ad esempio, un centro sportivo, indipendentemente dalle motivazioni iniziali che hanno spinto in quella direzione piuttosto che in un'altra. In alcuni casi le biblioteche ne sono perfettamente consapevoli, come ad esempio emerge dall'intervista a Cecilia Cognigni per le biblioteche comunali torinesi, la cui progettazione - soprattutto nelle periferie - ha inteso dare un apporto specifico ai processi di riqualificazione urbana e culturale della città di Torino, e dall'intervista ad Antonella Agnoli in riferimento alle finalità iniziali di rilancio dell'area urbana che stavano alla base dell'intervento sul San Giovanni di Pesaro. ; The last fifteen years have been marked by a great drive to build new libraries throughout the Western world - and not only there. Most of the new buildings are public libraries, but many university and other types of libraries have also been built, not to mention a move to refurbish historical buildings in order to guarantee larger spaces to already existing libraries or to newly established libraries. This tendency contributes to reassuring librarians on the fact that, in spite of the "convergence to digital" of information content and the virtualization of services, libraries continue to be considered essential for the harmonious development of a community and there is no risk of their disappearance or marginalization. There is probably some truth in this conviction. On the other hand, it should be emphasized that the majority of architectural interventions about libraries form part of more extensive urban plans; they are often the result of a lucky concurrence of national policies and local initiatives and of general social and urban policies rather than more strictly cultural actions. Basically, the enthusiasm to create new libraries that has occurred in recent years was not triggered by a renewed interest in libraries. It can be explained as an attempt by cities - large ones in particular, but also medium and small ones - to give new life to public spaces, in order to gain back those citizens that are more and more attracted by private spaces and shopping citadels. Italy is part of this process even if it is characterized by some peculiarities that often lead Italian librarians to consider useless the analysis of international case studies for better understanding the future of Italian libraries. This is why this article aims at describing the Italian experience through the voice of its own protagonists. In autumn 2008, about thirty Italian librarians (and some scholars) - involved in various ways in creating new libraries or new buildings for the existing ones - were contacted to be interviewed on these issues and on the projects in which they had personally participated. Nineteen of those accepted to be interviewed and offered an interesting, even if rather biased, overview of the Italian viewpoint on this subject. The interviews were aimed, on the one hand, at finding out more about some aspects of the projects, and, on the other, at shedding light on new categories of users, relationships with the city and its way of life, role of the directors and relations with other libraries of different types.

The reduction of buildings energy consumptions is a key factor towards sustainable development. The current legislation promotes and incentives upgrade interventions that involve only single constructive elements A holistic approach must play again a key role in improving buildings stock sustainability. In the paper different research experiences aimed at improving such an approach to assess energy performance and upgrade it are described and their results summarized.

L'elaborato intende analizzare il tema della rigenerazione urbana con un approccio che rivolge lo sguardo ai bisogni dei cittadini, seguendo percorsi di capability-building (Sen, 1992) degli abitanti, secondo una governance orientata alla territorializzazione delle politiche sociali. Per individuare sinergie e intrecci tra la rigenerazione e l'approccio delle capacità, il paper illustra alcuni punti di forza del Programma Microaree, nato a Trieste nel 2005 all'interno di un framework di politiche socio-sanitarie, grazie all'intesa tra Azienda Sanitaria, Comune e Azienda per l'edilizia pubblica (Ater). La governance inter-istituzionale si prefigge gli obiettivi dello sviluppo di comunità e della produzione di salute in quartieri con forte prevalenza di edifici ERP, contraddistinti da una forte esclusione sociale e da differenti problematiche connesse alla salute degli abitanti. In quest'ottica, il Programma sviluppa approcci integrati che agiscono sia sui luoghi sia sulle persone, costruendo percorsi di rigenerazione dei contesti locali attraverso un policy- making di tipo socio-sanitario. L'elaborato sonda il terreno per un intreccio fra questa prospettiva e le politiche di rigenerazione urbana, proponendo una riflessione sui dispositivi in grado di calibrare l'attenzione delle politiche urbane sui percorsi di promozione delle capabilities degli abitanti.
