Il s'agit de rendre compte de l'originalité de la politique suisse en matière de négociation de la paix. L'exemple ici retenu est le règlement du conflit algérien qui donne lieu à un fort investissement de la Suisse dans le double registre de la diplomatie privée et de la diplomatie publique. Cet article rend compte des forces de cette logique d'action diplomatique que lui confère le statut d'Etat neutre dans un des conflits les plus meurtriers de la décolonisation française

On surface, Nigeria and Mali share fairly similar territorial configurations and historical trajectories. Recurring rebellions supported by mainly nomadic groups raise the question of relations between the centre and peripheries in these states. The purpose of this study is to analyse how these states try "peacemaking", in the absence of "peacebuilding", resulting in short-term hybrid arrangements that are cobbled together. The study integrates ways to make peace and wage war within a common analytical context.

La presente tesi si inserisce all'interno di una ricerca inerente alle operazioni di pace condotte dalla comunità internazionale e dalle Nazioni Unite dagli anni novanta ad oggi. L'oggetto dell'elaborato fa riferimento in termini generici ai modi in cui è avvenuto il passaggio dalle missioni di pace catalogate dalle Nazioni Unite come missioni di seconda generazione a quelle di terza. Per una comprensione della misura in cui è avvenuta questa trasformazione e della forma assunta dalle operazioni di pace ho preso in esame il contesto della guerra civile bosniaca per la quale vennero attivate una serie di missioni che oltre a consolidare la pace avrebbero dovuto dare forma ad un nuovo Stato bosniaco fondato sulla legittimità, la democrazia e la libertà. L'obiettivo della presente tesi consiste nel portare alla luce i cambiamenti avvenuti negli ultimi vent'anni nei processi di pace guidati dalle NU, analizzando i costi e i benefici, l'efficienza e l'inefficienza delle operazioni, la sostenibilità ottenuta attraverso le operazioni e la funzionalità dell'attuale approccio internazionale ai processi di peace-building e state-building. In quest'analisi cercherò di comprendere i meccanismi che hanno reso, e continuano a rendere, le operazioni internazionali nei contesti post-conflittuali un successo oppure un fallimento.

The reason why these groups have became specialised in peacemaking "from below", through establishing dialogue between "ordinary people", are varied, ranging from peace activism, group maintenance, theological exploration, and creating jobs for elite members.
