The author examines the features of the processes of de-occupation, reintegration and peace-building that took place in Croatia in the late 1990s and analyzes the possibilities of implementing the Croatian experience in Ukraine. The aim of the study is to clarify the specifics of the Croatian peace building strategy, its features and effectiveness factors and to determine the possibilities of applying the Croatian model of peace-building and its individual elements in the process of reintegration of the currently occupied Ukrainian territories. Applying historical, analytical and comparative methods, the author concludes that not all means of de-occupation and reintegration of territories that have been successful in the Croatian case can be as effective in modern Ukrainian realities. The study found that the main factor in the effectiveness of the Croatian model of peace-building was the presence of public consensus on the priority of the integrity of the state and the means to restore sovereignty over its entire territory. The conclusions revealed that the effective development of peace in the occupied and reintegrated territories involves the spread of Ukrainian cultural and value dominants, the Ukrainianization of information and cultural space and the educational system.

Under the conditions of Russian aggression against Ukraine, the peculiarities of peace building and the prospects of post-conflict reconciliation on the post-Soviet space are significant today. The main objectives of the study are: to identify the peculiarities of peace building initiatives in the zones of now frozen conflicts in the post-Soviet area, to determine the directions and mechanism of successful peace building, and to propose effective steps and elements of the strategy of post-conflict reconciliation. By applying systematic, analytical and comparative methods, the author justifies the necessity of forming a comprehensive strategy of post-conflict reconciliation in each of the zones of conflict interaction in the post-Soviet space. As a result of the study, the author determines the peaceful settlement and restoration of justice as the main directions of successful peace building in the zones of fractious conflicts in the post-Soviet space, the mechanism of which must include elements of the strategy of post-conflict reconciliation in the zones of frozen conflicts. It is revealed that peace building initiatives will form a world-view, value, and regulatory-administrative platform for effective and successful post-conflict reconciliation. The conclusions provide such effective steps for successful peace building, and in the long run–post-conflict reconciliation: the achievement of peace agreements between the warring parties; a package of measures for disarmament and the return to peaceful life of members of illegal armed groups; the formation of adequate election and party systems; the consolidation of democracy in general and the means to prevent a recurrence of conflict in the future. At the same time, the author concludes that post-conflict reconciliation in a frozen conflict is not fully feasible, since some of the basic measures needed for effective post-conflict building and reconciliation are technically difficult or impossible to implement at all. The author examines the peculiarities of the process of post-conflict reconciliation and peacebuilding in Rwanda, determines the role of international and local justice in the post-conflict reconciliation and punishment of perpetrators of mass genocide, identifies features of state policy to eliminate genocide and restore justice. Using historical, analytical and comparative methods, the author concludes that gachacha tribunals as a means of restorative justice have helped to restore trust and social harmony in Rwandan society, to regenerate its value and cultural matrix. The study found that in order to build positive peace, governance decisions and actions on the population in all spheres of public life contained a peacekeeping context, and the government worked to protect Rwandan society from a recurrence of future conflict. The findings found Rwandan's peace-building strategy to be effective because, following a large-scale genocide, a policy of national unity and reconciliation was pursued to build a united nation, restore peace and justice, good governance and economic development.

The peace agreement concluded between the Colombian government and the FARC in 2016 has been seen not only as the end of the armed conflict, but also as the possibility of imagining and building an inclusive, fair and participatory society. It has been argued that the peace agreements are the shortest route to achieve the objectives of the State and comply with what is stipulated in its narrative as part of a social pact that leads to peaceful coexistence. However, a detailed and critical look at the descriptive and therefore practical framework of the agreements from a feminist perspective focused on difference, reveals an intentional sense of exclusion and marginalization of women that reproduces the theoretical frameworks of a feminism focused on equality and equity. Luce Irigaray's philosophical thinking allows fracturing and decentralizing the masculine logic in the Western philosophical tradition and opens the way for difference as a concept that recreates and reimagines the public and political space as a possibility for inclusion that strengthens citizenship as a right and sole guarantor of reconciliation in Colombian society. ; Los acuerdos de paz concertados entre el gobierno colombiano y las FARC en 2016 se han visto no solo como la finalización del conflicto armado, sino como la posibilidad de imaginar y construir una sociedad inclusiva, justa y participativa. This work aims to contextualize the issue of population displacement within the current so-called "war against the narco", which in reality is a war of "mass and selective extermination" of the population, where the displaced have constituted -especially from the from 2007 to approximately 2014 - a "social unobserved". In the first part of this article, in addition to the general information of the subject from reports of human rights organizations, we reflect trends and actors of this process from a newspaper database that we have constructed with the facts of displacement between 2014 and 2018. The second part of the article seeks to reflect on how the relatives of direct victims of this war - murdered or disappeared - are also displaced "socially unobserved", because they have had to abandon their villages, jobs and community life for security first, and for judicial centralization and politics of our country, secondly. In turn, they have managed, through their individual struggles and their articulations in national networks of relatives of victims of war, to transform a personal, family and community drama such as displacement, into an action of social resistance and have strengthened his nonviolent action for truth, justice, reparation and memory. ; Este trabajo se propone contextualizar el tema del desplazamiento de población dentro de la actual mal llamada "guerra contra el narco", que en realidad es una guerra de "exterminio masivo y selectivo" de población, donde los desplazados han constituido - sobre todo desde el año de2007 hasta el 2014 aproximadamente- un "inobservado social". En la primera parte de este artículo, además de la información general del tema desde informes de organismos de DDHH, reflexionamos tendencias y actores de este proceso a partir de una base de datos hemerográfica que hemos construido con los hechos de desplazamiento entre 2014 y 2018. La segunda parte del artículo busca reflexionar cómo los familiares de víctimas directas de esta guerra –asesinadas o desaparecidas- también son desplazados "inobservados socialmente", porque han tenido que abandonar sus poblados, trabajos y vida comunitaria por seguridad primero, y por la centralización judicial y política de nuestro país, en segundo término. A su vez, han logrado, a través de sus luchas individuales y de sus articulaciones en redes nacionales de familiares de víctimas de la guerra, transformar un drama personal, familiar y comunitario como es el desplazamiento, en una acción de resistencia social y han fortalecido su acción noviolenta por la verdad, justicia, reparación y memoria.

Los escenarios universitarios han sido fundamentales en la construcción de pensamientos y conocimientos, a través de políticas curriculares encaminadas al fortalecimiento y legitimación de una cultura de paz, como pilar fundamental para llegar a la construcción de una verdadera democracia. El propósito de este artículo consiste en incorporar el análisis de la llamada cultura de paz como principio de solución a uno de los grandes problemas que aquejan a la sociedad moderna, sobre todo teniendo en cuenta que los escenarios universitarios, cumpliendo con lo establecido en el Artículo 14 de la Ley 1408 de 2010, "rendirán homenaje a las víctimas en el marco de la semana de los detenidos y desaparecidos el día 30 de agosto", lo que para el Estado colombiano se registra como el Día Internacional de los Desaparecidos. ; Universities have been crucial in the construction of thought and knowledge. In this particular case, and by means of curriculum planning, they aim at the strengthening and legitimation of the Culture of Peace as basic tenet for the construction of a real democracy. The purpose of this paper is to include an analysis of the professed Culture of Peace as a principle to solve one of the greatest scourges besetting modern society, especially since universities, accomplishing what was established in Article 14 of Act 1408/2010 of the Colombian Constitution, "will pay tribute to the victims within the framework of the Detained-Disappeared week on August 30th", widely known as the International Day of the Disappeared.

El proceso de paz en Colombia que pone fin al conflicto interno más largo en América Latina es un proceso complejo y con distintas vertientes. El objetivo del presente trabajo es analizar la justicia transicional desde la perspectiva de la irenología con un enfoque de género. Por ello, se desarrolló un instrumento cualitativo que consiste en una entrevista a profundidad semiestructurada, mediante la cual se observó que la paz ha dejado de ser un asunto de Estados para convertirse en un asunto de ciudadanos, aunque los aportes de las mujeres para la construcción de paz en el país son escasos. Así, se requiere que los avances logrados a través de la teorización de la paz se materialicen en la realidad, de tal manera que la construcción de la paz como proceso que concierne a todos los ciudadanos involucre a las mujeres no solo desde la esfera política sino desde su cotidianidad. Abstract: The peace process in Colombia, which puts an end to the longest internal conflict in Latin America, is a complex and multi-faceted process. The objective of this paper is to analyze Transitional Justice from the perspective of Irenology with a gender perspective. For this reason, a qualitative tool was developed consisting of a semi-structured in-depth interview in which it was observed that peace has ceased to be a matter for States and has become a matter for citizens, even though women's contributions to peacebuilding in the country are scarce. Thus, the advances achieved through the theorization of peace must be materialized in reality in such a way that the construction of peace as a process that concerns all citizens involves women not only in the political sphere but also in their daily lives.

This article intends to reflect on the role of emotions in the permanence of the armed conflict and in the construction of peace from school, initially an exploration is made of the concepts of political emotions, geopolitics and armed conflict, then refers to the narrative as a form of social research and, finally, reference is made to the context and pedagogical alternatives devised by the teachers to promote an education for peace. ; Este artículo pretende realizar una reflexión en torno al papel de las emociones en la permanencia del conflicto armado y en la construcción de paz desde la escuela; en este sentido, inicialmente se realiza una exploración sobre los conceptos de emociones políticas, geopolítica y conflicto armado, después se alude a la narrativa como forma de investigación social y para finalizar se hace referencia al contexto y a las alternativas pedagógicas ideadas por las maestras con el fin de promover una educación para la paz.

This article discusses the trends, trajectories, and power relations produced in El Espectador's peace-building speech in 3 milestones of the peace process in Colombia between 2012 and 2016: the start of dialogues, their suspension and conduct of the plebiscite. A Critical Analysis of the speech of 21 publishers was performed. The results indicate that the medium, although it bets on dialogue as a strategy to resolve the armed conflict in Colombia, supports the use of violence by the State and its posture, is influenced by its link with the political power of the country. ; Este artículo analiza las tendencias, trayectorias y relaciones de poder producidas en el discurso de construcción de paz de El Espectador en 3 hitos del proceso de paz adelantado en Colombia entre 2012 y 2016: inicio de diálogos, su suspensión y realización del plebiscito. Se realizó un Análisis crítico del discurso de 21 editoriales. Los resultados indican que el medio, aunque apuesta por el diálogo como estrategia para resolver el conflicto armado en Colombia, avala el uso de la violencia por parte del Estado y su postura, está influenciada por el vínculo que mantiene con el poder político del país.

Este artículo recoge datos y relatos en torno a la forma como ciudadanos de Medellín recuerdan cuatro hechos graves en el marco del conflicto armado colombiano: las masacres de Bojayá y El Salado, cometidas por las FARC, en el año 2002 y las AUC, en el año 2000, respectivamente; y el asesinato de tres periodistas ecuatorianos a manos de las disidencias de las FARC y 8 policías en la región de Urabá por integrantes del Clan del Golfo en la segunda semana de abril de 2018. A través de dos sondeos de opinión y un análisis de discurso hermenéutico se pudo comprender de qué manera estos ciudadanos construyen sus recuerdos y cómo éstos se relacionan con la forma como son transmitidos por los medios de comunicación y son comunicados en la vida cotidiana, según los marcos de significado construidos previamente en torno al actor armado responsable de cada uno de los hechos. Se concluye con una reflexión sobre la importancia de construir memorias incluyentes, que permitan reconocer todas las historias y puntos de vista, además de transformar los marcos de significado y las creencias sociales que deslegitiman al adversario y lo convierten en enemigo absoluto.
